Show a host of available options. Deal with both Eagle and TI as a package. Recognize range of values for both islands. Seek partnerships that maximize value creation and

maintains operational option. Think with the end in mind – one chance to do this

right. Keep open to preserve negotiating position. Recognize uniqueness of real estate and value.

Range of Options

Moth Ball – keep status quo , minimize costs , no value realization. Preserve TI – seek funding for capital by COL to maintain camping and deal

with infrastructure and regulations. Conserve EI and TI – partner with multiple entities for easements to raise

capital and retain ownership. Monetize EI and TI – partner with entities and sell most values with access

back to BSA. Sell Islands – COL gives up title to one or more parties.

Important Factors

Treasure Island: NJ and Hunterdon County based. Value = historical and recreational. Flood Hazard rules impact. General Ground Water Discharge

permit good till 2013. Extensive human activity and

footprint a plus and allows more future use and improvements than unimproved land.

May have endangered species habitat for Bog Turtle and Chorus Frog as does Eagle. Certainly contains unique tree species for area.

NJ DEP may be open to ‘horse trading’ on a range of issues

Public access brings higher value but risks to camping.

Eagle Island: PA and Bucks County, Tinicum

Township based. Local municipalities have active

green initiatives and bond funding. History of preserving local

camps and creating public recreation.

Island has important archeological, historical, recreational and habitat values.

One of the largest islands in the river. New programs to save river shore lines may be useful.

Fields and shorelines offer unique recreation value.

Smaller building footprint but even these allow flexibility for future operations.

FOTI Resources and Funding

Suggest “Partnering” with The Conservation Fund as logical best lead player for such a complex deal and related issues.

Procured funding for due diligence on recreational, biological, habitat and cultural values for Eagle Island from Tinicum Conservancy to inform value and best buyer.

Lined up additional program funding that will augment the appraised value of Eagle Island with greater realization back to BSA due to important cultural aspect of Eagle.

Obtained committed funding for environmental consultant to help address TI land use and water regulation issues which includes joint meeting with NJ DEP and DRBC.

Initiated discussions with PA agency acquisitions department with interest in Eagle Island via former BSA Camp Staff member.

The Conservation Fund Central to our mission, we pursue land and water conservation. As a trusted real estate partner, we help

government agencies, land trusts and nonprofit organizations acquire and conserve land for recreation, habitat, historic value and more. In addition to identifying and acquiring conservation property, we finance and structure such deals.

Develop market-based conservation strategy that balances environmental protection with community and economic development.

Finally, we work directly with communities to offer conservation programs that provide land-use planning, economic development, leadership training and the application of innovative technology.

Mr. Amidon has a broad range of technical expertise in water resources and environmental management, including over fifteen years of experience developing innovative technical and regulatory solutions to difficult problems. Areas of focus include: surface water quality studies; limnology, especially shallow lake ecology; water quality and watershed modeling; total maximum daily loads; watershed and wastewater planning; stormwater management; and risk assessment and communication. Mr. Amidon understands how regulatory agencies function and has a strong track record of achieving results.

Tinicum Conservancy The Tinicum Conservancy, located in Bucks County, Pennsylvania,

maintains a land conservancy for the preservation of open space, natural resources and scenic features; and supports environmental and historical preservation programs.

Has offered funding for Eagle Island due diligence. Has arranged for separate funding to augment appraised values for

Eagle. Promoting a funded program to enhance Delaware River shore lines

which offers another source of revenue for both islands. Works closely with Bucks County to preserve local lands and provide

recreation. Tinicum believes Bucks County would be our best ‘buyer’ for Marshall Island.

Delaware and Lehigh Cultural Corridor The Delaware & Lehigh National Heritage Corridor is a joint effort of private

groups and interested citizens, county and municipal governments, the Commonwealth of Pennsylvania and the federal government to conserve cultural and natural resources in the five-county region of Pennsylvania that traverses the historic Delaware and Lehigh Canals. Since the Delaware & Lehigh's designation by Congress in 1988, it has been our mission to restore historic places, conserve green space for public use and preserve and interpret our heritage to enhance life for generations to come.

Hunterdon County, NJ State Senator Marcia Karrow (R) temp appointment. The district is heavily Republican, and other possible GOP candidates who have expressed interest

in Karrow's Assembly seat include Hunterdon County Freeholder Erik Peterson, Hunterdon County Undersheriff George Muller and Warren County Freeholder John DiMaio.

NJ 7th Congressional District - Leonard Lance took office last month as the new representative.

Long time friend of Scouting – never missed an Eagle Ceremony as State Senator. PA State Rep - Kate Harper State Rep in her 5th term.

Involved in getting the NLT to grant and fund the easements on both Hart and Resica.  Involved with water issues statewide, including the Delaware River Basin, on good terms with PA DCNR.  Currently chairs the Montgomery County Lands Trust.   

NJ 12th Congressional District [ TI in this district ] Rush Holt. He passed an amendment to the Land and Water Conservation Fund providing millions in funding

for protecting open space and he was instrumental in adding the lower Delaware River to the National Wild and Scenic River program.
