2020 Summer Activity Options Four options for Unit Camping and Program with COVID-19 Protocols  

Units can choose from four (4) available options for unit camping and program in summer 2020: (1.) Summer Merit Badge Academy and High Adventure Day Events. (2.) Weekend Camping – No Equipment Rental. (3.) Weekend Camping – With Equipment Rental. (4.) Day‐Trip Activities. 

 

(1.) Summer Merit Badge Academy Sign up for merit badge classes, new Scout programs, and 1‐day high adventure courses run by experienced staff at the Summer Merit Badge Academy. Merit Badge and TFC programs run 10 a.m. Friday to Sunday Noon o n five Weekends in June and July at Worth Ranch, Camp Tahuaya, and SR2.   https://www.longhorncouncil.org/event/summer‐merit‐badge‐academy/  

TROOPS: Troops choosing Summer MBA may select TWO (2) merit badge classes for groups of 6 or more Scouts: a morning class, and an afternoon class.  Troops may also sign up groups of 6 or more new Scouts to participate in the all‐day Trail to First Class program. Merit Badges available at Summer MBA are basic outdoor badges, normally earned at a summer camp, along with Trail to First Class (First Year Camper) programs.

Worth Ranch Schedule  Camp Tahuaya Schedule     SR2 Schedule  June 12-14 June 19-21 June 12-14 June 19-21 June 26-28 June 19-21  June 26‐28       July 10‐12         June 26‐28          July 17‐19         July 10‐12                    July 17‐19 Units will manage their camping as standard weekend camping, bringing their own food & ice, and cooking meals in their campsites. The Longhorn Council will not provide food or ice.  Units choosing this option must provide an adequate number of adults to follow Youth Protection Guidelines in each merit badge class as well as in the Trail to First Class. Arrive Friday morning, leave Sunday noon.  

(2.) Weekend Camping – No Equipment Rental. Units can sign up for standard weekend camping at a council camp as previously allowed during the fall, winter, and spring; units choosing this option will not use any camp equipment or facilities other than their assigned campsite, and will conduct their own program. All Units will have separate campsites.  

(3.) Weekend Camping – With Equipment Rental. Units can sign up for weekend camping at a council camp as previously allowed during the fall, winter, and spring and rent camp facilities and equipment, including: canoes, kayaks, tower, rifle, shotgun, or archery.  Units choosing this option MUST provide their own certified instructors and conduct their own program. All Units will have separate campsites.  

(4.) Day-Trip Activities. Units can sign for a day trip at a council camp to hike or conduct their own program on a day the camp is available.

Summer 2020 Weekend Camping Availability Note that on the 5 weekends of Summer Merit Badge Academy in June and July weekend camping availability at Worth Ranch, Camp Tahuaya, and the east half of Sid Richardson Scout Ranch will depend on Summer MBA signup. The west end of SR2 (Buchanan Springs and Hermit’s Cave) is available most weekends during the Summer Merit Badge Academy.   Go to the Weekend Camping page to see what camps or sections of camps are available on weekends in summer 2020.  https://www.longhorncouncil.org/camps‐properties/weekend‐camping/. 

** Each Longhorn Council camp has a specific weekend schedule and a list of merit badge and other 

classes that will be offered. The dates and offerings differ at each camp.  Please be sure and review the 

options.  (Note; You are not limited to reserving space/activities at the camp you originally reserved for 

Summer Camp.) 

Units are expected to bring all items, including food and ice, necessary to maintain their weekend camping trip. Units must bring their own food & ice and cook all meals in their own campsite;  Units must practice social distancing and proper hygiene while in camp;  Youth Protection and Buddy System guidelines must be followed while in camp;  Any illness, regardless of severity or relation to COVID‐19, must be reported immediately to the 

Event Director or Ranger;  Units are encouraged to use disposable plates, utensils and cups for meals to limit the opportunity 

for spreading of germs;  Units participating in weekend camping equipment rental at waterfront locations will be required to 

follow Safety Afloat and Safe Swim Defense, provide qualified supervision, and provide documentation of training (online); 

Units participating in Summer Merit Badge Academy at the pool and boating areas will be required to follow Safety Afloat and Safe Swim Defense, and provide qualified supervision, and provide documentation of training.  

** Longhorn Council will not provide lifeguards for pool activities. Units will be able to utilize rescue equipment but must provide their own rescue responders trained in equipment or line & tender rescue.  Units are NOT required to provide certified lifeguards under Safe Swim Defense. 

Units paying for Summer Merit Badge Academy classes will receive wristbands for each registered participant.  At no time will units combine with another unit at camp.  Multiple units from the same chartering organization can make the determination to register together, but all camping and separation protocols between boy units and girl units must be followed. 

Unit camping trips, in most cases, must be under 72 hours. 1. A pre‐event physical (using BSA medical form parts A, B, & C) is needed for any Scouting event of 

more than 72 hours. The exam needs to be completed by a certified and licensed physician.  2. If your unit plans to camp 4 days or more in the State of Texas Check the State of Texas Youth 

Camp Law to make sure your camping trip doesn’t meet the state’s Definition of Youth Camp criteria that require a Texas youth camp license;

a. Texas Department of State Health Services Definition of Youth Camp: https://www.dshs.state.tx.us/youthcamp/license‐qualifications.aspx 

b. if your trip meets the Texas definition of a youth camp you will need to adjust your schedule or a get a state youth camp license and bring a copy when you arrive at camp;

3. Make sure the camp has availability to schedule all of your camping days; a. Unit camping trips cannot overlap events already scheduled in the same camp, like the 

Summer Merit Badge Academy or OA Ordeals.

All Units MUST bring the following items to camp:  

A verified registration for one of the camping options listed above;  

BSA COVID‐19 Camp‐Event “At‐Risk” Participant Statement for each person signed by each youth’s parent or guardian and each adult acknowledging that they have read, understood and agreed to the risks associated with camping during the current pandemic;  

Pre‐Event Medical Screening Checklist 2020 questionnaire for each person, signed by each youth’s parent or guardian and each adult;  

A signed authorization from your charter organization allowing the unit to camp;  

Sufficient number of face masks (commercial or Boy Scout homemade per instructions on Bryan On Scouting) for each member of the Unit to be used when: 

o attending classes at Summer MBA, o talking with or standing near campers from other units, [ALWAYS Maintain Social Distance!] o or entering buildings; 

  Valid BSA health forms. 

o Units camping less than 72 hours are required to have BSA Medical Form Parts A & B for all members of the unit who are present for weekend camping; 

o Units camping more than 72 hours are required to have BSA Medical Form Parts A, B, & C, including a physical exam by a certified and licensed physician, for all members of the unit who are present for weekend camping;  

Sufficient tents for each Scout, youth or adult, to sleep individually or with family members;  

If renting specialized program areas or equipment, bring valid certifications from the adult(s) who will be coordinating and running the program.  

Water bottles. Bring LOTS of water bottles. In order to enter ANY Summer MBA class, Scouts and leaders must have TWO (2) full water bottles with them, as well as their participant wristband. 

(We are not using 5 gallon water coolers at this time due to the risk of viral surface transmission.)

Health and Safety Protocols Your safety and the safety of all our members, volunteers, and employees is the Longhorn Council’s top priority. In light of COVID‐19, we are taking additional precautions at all our camps on top of our long‐established health and safety measures for communicable diseases. These precautions are important, but they do not remove the potential for exposure to COVID‐19 or any other illness while at camp or anywhere else.  

Information from the Centers for Disease Control and Prevention (CDC) shows that some people with COVID‐19 may show no signs or symptoms of illness but can still spread the virus. Since some people may be contagious before their symptoms occur it is possible that an infected person may pass all the required health screenings and be allowed into camp.  We also know the very nature of camp makes social distancing difficult in many situations and impossible in others.  For this reason, we have modified our programs to make them as safe as possible in the COVID‐19 pandemic. We ask that units do also.  

Our council physician, health and safety personnel, and camp event directors are monitoring and coordinating with state and local health departments and the CDC to ensure we are aware of and follow their guidance to mitigate COVID‐19 risk at camp.  

Our mitigation plan includes:   Pre‐attendance education, included with this packet.  All units doing day trips, weekend camping, and Summer Merit Badge Academy classes must conduct 

a Health screening on the day of travel to the camp, including a temperature check. This must be done using the attached questionnaire. 

All units must bring their completed Pre‐Event Medical Screening Checklist 2020 questionnaires, completed copies of the BSA COVID‐19 Camp‐Event “At‐Risk” Participant Statement, and a copy of your roster to the camp check‐in station.  

o NOTE: If A participant has any of the listed symptoms—he or she should stay home.  Units registered for a Summer Merit Badge Academy weekend will have a scheduled check‐in and a 

mandatory Health screening to be conducted upon arrival at the camp check‐in station, which will include a temperature check, hygiene and social distancing reminders, and standard screening questions regarding symptoms, travel history, and exposure. 

o NOTE: should anyone in the unit not pass the arrival screening, the entire unit will not be allowed to enter camp.   

Only people and units pre‐registered via our online registration system will be allowed on camp property(ies). 

o No Walkins for Summer Merit Badge Academy classes.  Hygiene and social distancing reminders throughout the class experience.  Requirement for Summer MBA participants to wear face masks while in class and around others. 

o Units registering for the Aviation session at Summer Merit Badge Academy at SR2 will be provided appropriate PPE, including masks, for the indoor setting. 

Extra handwashing /sanitizing available in class areas.  Designated staff to clean and disinfect high‐touch surfaces and shared program equipment. See 

cleaning schedule posted at each area.  An emergency response plan that includes isolation, quarantine, and “go home” protocol should a 

person at camp develop symptoms of COVID‐19 or other communicable disease.   Check‐ins with each unit one week and two weeks after the unit leaves camp to determine if any 

participants have developed symptoms.   

Information from the CDC states that older adults and people of any age who have serious underlying medical conditions are at higher risk for severe illness from COVID‐19. If you are in this group, please ensure you have written approval from your health care provider prior to attending any event at Camp.  

We know that each staff member, volunteer, and Scouting family has a unique set of circumstances to consider when deciding whether to attend camp. We hope this information will be helpful as you make those choices.

Summer Merit Badge Academy – General Information Classes will be offered in a morning time block from 8:00 am to 12:00 PM on Saturday and Sunday, and an afternoon time block from 2:00 PM to 6:00 PM on Friday and Saturday. Because of COVID‐19 rules, each class can be reserved by only one Troop in any time block each weekend. Note that several Trail to First Class sections are available (only sign up for one AM or PM section).  Registration is a 2‐Step process. (1.) Reserve a class by signing up a Team of 6 Scouts BSA youth for any of the Merit Badges on the list. (2.) Then tell us how many additional Scouts you would like in each class. Then register the additional classes.  Classes are first‐come‐First‐served. Only one Unit may sign up for and attend each class block; each group of Scouts attending a class must be accompanied by at least two (2) age‐ and gender‐appropriate adults.  Each class has a minimum and maximum group size.  Instructors will provide the class instruction only; any follow up should be done with a registered Merit Badge Counselor.  COST: Per Youth ‐ $70     Per Adult ‐ NO COST  Registration Link:  https://www.longhorncouncil.org/event/summer‐merit‐badge‐academy/  Hunter Education Add‐on:  $15.00 Youth or Adult All youth taking Rifle or Shotgun can earn Hunter’s Education. Adults can earn Hunter’s Education by attending the classes. Class Schedule Blocks/Rotations:  Classes will be taught in two 4‐hour blocks over two days.

High Adventure Classes Units can register for the following High Adventure Options either on a Day Trip or Weekend Camping basis.  Additionally, these can be combined with Merit Badge Academy Classes, provided the unit meets the minimum size, age and adult participation requirements.

Day of Tubing & Wakeboarding. Three classes each weekend. Available Fridays, Saturdays, and Sundays at SR2. Arrive the night before or make it an early day trip and arrive 7:30 a.m. Includes a pontoon boat (we train). Must be 14 or older – no exceptions. Minimum 5, maximum 10 youth or adults from one Troop or Crew.  At least 2 adults required (either registered for the class or just supervising). COST: $100 per participant. Bring your lunch to the Marina. Register NOW! www.longhorncouncil.org/event/tubing‐and‐wakeboarding‐day‐on‐the‐lake/  

ATV Rider Course. Open to individual registrations by youth and adults. Take the ATV Safety Institute Rider Course. Do a hands‐on, 2.5 hour drill course conducted by licensed Instructors. and take a long afternoon trail ride in the wilderness at SR2. Class starts 7:00 PM Friday evening and all day Saturday to 6:00 PM. Must be 16 or older. Min 4, max 8. COST: $100 per registered youth or Adult. Click here to register.. Register NOW! www.longhorncouncil.org/event/atv‐safety‐institute‐rider‐course/  Units will bring their own food and ice, do their own cooking in their campsite, and manage their trip as normal unit weekend camping trip. Units can also do High Adventure Classes as Day Trips.  Because of COVID‐19 rules, Day of Sailing class and Tubing & Wakeboarding class can be reserved by only one Troop or Crew in each class.

Trail to First Class – for New Scouts Multiple pods of Trail to First Class (TFC) will be available at each camp so that any interested Unit will be able to sign up a group of Scouts.

Group Minimums and Maximums:

Minimum - 6 youth and 2 adults

Maximum - 20 youth and 2 adults - appropriate Unit Adult ratio required (call if you have more than 20 youth).

At least two (2) adults must accompany each group. These adults will assist with instruction.

Trail to First Class includes kits for Basketry and Wood Carving merit badges. Each Scout must bring his/her own pocketknife.

Costs: Per Youth - $70 + Merit Badge Kit fee of $20 Per Adult - NO COST

Cleaning Schedules See Appendix  “COVID‐19 Camp Cleaning and Sanitizing Protocols” 

 Program Areas All program areas will be deep‐cleaned and sanitized between each program block.  Certain program areas and equipment (like rifles) will be cleaned after each use.  Certain gear, where available and practicable, will be checked out to each Scout for the remainder of the program/weekend.  Such equipment will be deep‐cleaned according to camp protocols upon check‐in and tagged clean/ready for re‐use at the next session/weekend.  Please review specific program area protocols attached in Appendix.  

Group Restrooms & Shower Houses  Group restrooms will be open at all 3 camp pools. Access will be limited. Cleaning and sanitizing will be done as needed during programs. Group restroom areas will be deep‐cleaned and sanitized between each program block.  The rebuilt individual‐stall campsite showers and latrines are available in each campsite at Worth Ranch and SR2. Units will be responsible for cleaning and sanitizing during their camping trip. The Ranger will provide cleaning and disinfecting supplies for the campsite facilities. The Camp Rangers will deep‐clean and sanitize the campsite facilities between each program weekend.    At Camp Tahuaya the new National‐Park‐Service‐style bathroom and shower buildings will be open. The buildings will be cleaned and disinfected three (3) times per day during weekend use.  Deep cleaning and sanitizing will be performed before and after each weekend camp.

Your safety and the safety of all our members, volunteers, and employees is the Longhorn Council’s top priority. In light of COVID‐19, we are taking additional precautions at camps on top of our long‐established health and safety measures for communicable diseases. These precautions are important, but they do not remove the potential for exposure to COVID‐19 or any other illness while at camp or anywhere else.  

Information from the Centers for Disease Control and Prevention (CDC) shows that some people with COVID‐19 may show no signs or symptoms of illness but can still spread the virus. Since some people may be contagious before their symptoms occur it is possible that an infected person may pass all the required health screenings and be allowed into a camp.  We also know the very nature of camps and activities make social distancing difficult in many situations and impossible in others.  We are modifying our programs to make them as safe as possible during the COVID‐19 pandemic.  

First, our council physician, health and safety personnel, and camp directors are monitoring and coordinating with state and local health departments and the CDC to ensure we are aware of and follow their guidance to mitigate the risk of COVID‐19 during camp activities.  

Our mitigation plan includes:  Pre‐attendance education,   Health screening conducted by your unit prior to travel to camp, including a temperature check, 

to turn in on arrival.  Health screening upon arrival at camp check‐in time conducted by our camp rangers or 

commissioners which will include a temperature check, hygiene and social distancing reminders,  as well as standard screening questions regarding symptoms, travel history, and exposure. 

o Note:  should anyone in the unit not pass the arrival screening, the entire unit will not be allowed to enter camp.   

Only people registered via our online registration system will be allowed on camps. 

Hygiene and social distancing reminders throughout the camp experience. 

Requirement for participants & staff to wear masks while in class, near others, or in buildings.  All visitors will be screened upon arrival before entry to camp.  Hygiene and social distancing reminders throughout the weekend.  Extra handwashing /sanitizing stations at activity class areas.  Dedicated staff to clean and disinfect high‐touch surfaces and shared program equipment.  An emergency response plan that includes an isolation, quarantine, and “send home” protocol 

should a person at a camp develop symptoms of COVID‐19 or other communicable disease.   Check‐ins with each unit one week and two weeks after the unit leaves camp to determine if any 

participants have developed symptoms.   

Information from the CDC states that older adults and people of any age who have serious underlying medical conditions are at higher risk for severe illness from COVID‐19. If you are in this group, please ensure you have written approval from your health care provider prior to attending camp.

Pre-Event Medical Screening Checklist 2020  Please review this form with your scouts and parents prior to the day your unit departs. The day of your departure complete this form with all scouts and parents present. It is imperative that this form be completed the day of your departure. If a scouts or adult arrives at camp with the symptoms listed on the Questionnaire they will be sent home immediately.  

Prior to attending camp, we request that each unit leader review/ask the following questions with all of your unit adults and youth. We request that you do this prior to departing your home location.  

Assessing the Health Status of Your Unit/Campers: ask the following questions to every person in your unit:  

1. Has the participant had any of the following symptoms in the last 24 hours?  Fever. Feeling feverish or a measured temperature greater than or equal to 100.0 degrees 

Fahrenheit  Vomiting  Diarrhea 

 

If the participant has fever, vomiting, OR diarrhea—he or she should stay home.  

2. Has the participant had any of the following new or worsening signs or symptoms of possible COVID‐19 or other communicable disease in the last 24 hours?

COVID-19 Camp Cleaning and Sanitizing Protocols  The 2nd section on cleaning and disinfecting is from pages 37‐54 of ACA’s Field Guide for Camps on Implementation of CDC Guidance” 

 Cleaning methods should follow CDC guidance, such as "Interim Guidance for Administrators of U.S. K‐12 Schools and Child Care Programs" and "CDC Guidance for Child Care Programs that Remain Open" (attached).  Use the two‐stage cleaning and disinfecting procedure. 

1. “Cleaning” entails washing with a detergent and water to remove soil, organic matter, and some microorganisms from a surface. 

2. Following a detergent and water wash, “disinfecting” entails use of a U.S. Environmental Protection Agency (EPA)‐approved disinfectant that must be applied in accordance with product manufacturer guidelines. 

 Refer to the EPA List of Disinfectants for Use Against SARS‐CoV2: "https://www.epa.gov/pesticide‐registration/list‐n‐disinfectants‐use‐against‐sars‐cov‐2."  

CLEANING AND DISINFECTING BY AREA  CHECK-IN STATIONS All high touch areas at check‐in and welcome stations should be cleaned and sanitized at least three times a day. This would include the standard list for bathrooms, as well as the tables, chairs, pens, clipboards, door handles, countertops, light switches, and radios.  All staff at check‐in stations should be wearing masks when dealing with campers, staff, or visitors.  

WATER PLANTS Sid Richardson Scout Ranch Rangers should take special care during the covid‐19 pandemic to monitor and maintain the chlorine level in the water system, just like in the pools.  Staff and campers at SR2 should be encouraged to report any leaks that they see immediately to reduce the possibility of the tanks running dry.  

POOLS All pool classes and swims will be operated by the unit as a Safe Swim Defense exercise. Unit leadership must ensure that the unit helps with cleaning and sanitizing after the program ends.  Rangers and instructional staff will constantly monitor the chlorine level of the pools. It is important to keep the chlorine up at two (2) parts per million this year in order to provide the maximum benefit for mitigating the spread of covid‐19.

CDC has stated that the properly chlorinated and filtered water in City Water Systems and pools is not a risk for spreading covid‐19.  CDC has indicated that the primary risk of spread in a pool area is from frequently touched items like ladders and door handles and ring buoys and other program equipment, as well as social distancing failures, esp. where larger groups come together.  Pool Staff must ask adult leaders to help them remind youth participants throughout classes and programs of the needs for social distancing, hand‐washing, and not touching their faces and eyes and nose mouth.  Staff should also recruit unit adults to help with controlling bathroom access, and supervising cleaning and sanitizing by youth and adults as they leave a bathroom.. Additional spray bottles of bleach and water solution and soap and water solution will be provided for that purpose.  Cleaning and disinfecting will be done between each group session. Deep cleaning and sanitizing will be done at the beginning of the day, in the middle of the day, and in the evening. Between classes, cleaning of bathrooms should be done with soapy water and pressure washers. Disinfecting should be done with backpack Foggers which will get disinfectant into every nook and cranny.  Staff should regularly clean all high touch items like reach poles, ladders & railings, gate handles, door handles, toilet and urinal handles, doors, and class program equipment.  Items that must be worn by more than one Scout during the day should be cleaned with the three bucket system. The first bucket should be Dawn antimicrobial soap and water. The second and third buckets should be bleach and water solution with the ratio of bleach being 1/3 of a cup per gallon of water.  Wash snorkels and masks need special care in the soap bucket. Wash the soap off by dipping them in the second bleach bucket. Then leave them to sanitize for a short time in the third bleach bucket. Then leave them to air dry. Bleach solution must be kept fresh.  

POOL BATHROOMS A designated staff member will wash and sanitize the pool bathrooms three times daily: early in the morning, between classes and mid‐afternoon, and in the evening after classes are over. Fast and effective sanitizing can be done soap and water and pressure washers and then large‐capacity backpack Foggers with a bleach sanitizing solution.

CAMP OFFICE The camp office should have a limit of 5 people at one time. Masks are required. Cleaning and disinfecting should be done three times a day, concentrating on high‐touch areas and bathrooms, such as desks, chairs, lights switches, door handles, bathroom toilet and urinal handles, sink handles, light switches, electronic office buttons, kitchen equipment buttons, thermostat buttons, shelves and countertops, etc.  Any program equipment that has been brought into the office also needs to be cleaned and disinfected.  Coffee makers should be limited to authorized staff trained to fill and run them properly. Campers and untrained staff should not be allowed to use them.  Large meetings can no longer be held in the office. Leaders meeting should be held outside where the risk of transmission through vapor droplets is minimized.  

NATURE All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  Each group must have at least two unit adults assisting.  Campers and staff participating in nature activities must follow all social distancing and hygiene practices.  All campers will perform staff‐managed proper hand washing and sanitizing before and after classes.  All classes will be held outside. The Nature building is limited to nature staff only.  All staff and campers will wear masks while inside the nature building. If reptile handling is allowed, all staff and campers will wear surgical gloves as well. gloves are necessary to avoid transmission of virus through shared touching of lizards and turtles and snakes and tarantulas.  

FIRST YEAR All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  Each group must have at least two unit adults assisting.  Campers and staff participating in First Year Camper activities should follow all social distancing and hygiene practices.

CLIMBING GARDENS/CLIFFS & TOWERS All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  Each group must have at least two unit adults assisting.  Campers and staff participating in climbing activities should follow all social distancing and hygiene practices.  All campers will perform staff‐managed proper hand washing and sanitizing before and after classes.  Dr. Skelton, the council health and safety position, has authorized climbing activities because of the greatly reduced risk of transmission through touching rocks or climbing walls that other campers have climbed, due to the lower survivability of covid‐19 in the high UV environment of a climbing wall or cliff.   Climbing helmets will be assigned to individual staff and participants. If sharing is necessary, any shared equipment will be cleaned and sanitized between each class.  All classes will be held outside. Building access is limited to staff only.  All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  

PONTOON BOATS All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  Each group must have at least two unit adults assisting.  Campers and staff participating in pontoon boat activities must follow all social distancing and hygiene practices. If seating arrangements require participants to sit less than 6 feet apart, use masks at all times.  High adventure staff may issue multiple boats instead of a single boat in order to give participating units enough space to properly social distance.  Shared program equipment will be cleaned and disinfected between each use by a different

WAKEBOARD AND SKI BOATS All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be admitted to EACH class.  Each group must have at least two unit adults assisting.  Campers and staff participating in wakeboarding and skiing activities must follow all social distancing and hygiene practices.  All campers will perform staff‐managed proper hand washing and sanitizing before and after classes.  Wakeboarding, skiing, and tubing activities will be modified as follows. Each boat will be driven by an adult staff member, campers will be shuttled out to the wakeboard and skiing boats buy a pontoon boat. One or two Scouts will be transferred to the power boats at a time. They will be returned to the pontoon boat when they're part of the program is over.  Shared program equipment will be cleaned and disinfected between each use by a different participant or staff member.  Boats will be cleaned and disinfected three times daily.  Specialized wakeboarding PFDs will require specialized cleaning and drying in disinfecting. See the CDC document for proper cleaning of this non‐porous item.

Archery Range Protocols 2020 - All Camps

Purpose:

Archery Range sanitizing protocols were developed to prevent community spread of the COVID-19 virus. In addition to social distancing of 6 feet or more during class or shooting activities, regular sanitizing activities will be employed for prevention.

Training:

Archery staff will be trained on maintaining social distance procedures relative to instructional activities and maintaining safety procedures on the range.

Archery staff will be trained on proper use and disposal of gloves; use of sanitizing products; steps for sanitizing the archery range and archery equipment; and on schedules for sanitizing at the archery range.

Setting:

Archery Range facility seating area; areas within the storage building; shooting area, and target area.

Seating outside of range facility where participants are to sit during instructional activities and during shooting activities.

Additional classes or limits of 10 may need to be established to maintain social distancing.

Materials:

Rifle-Shotgun Range COVID-19 Protocols 2020 - All Camps

All campers, youth and adult, must bring a minimum of TWO (2) full water bottles to be 

admitted to EACH class. 

When arriving at the range participants will proceed to wash station and properly wash hands with soap and water.

When complete with step one take a seat in the assigned seating and area. Seating will account for proper space and distancing. If appropriate there will be separate seating for Rifle and Shotgun.

When directed class will go to properly-marked range gate. A staff member will meet shooters there and give direction.

1. Shooters proceed to class area for instruction. 2. Instruction and pre shooting briefing is presented. 3. Shooters directed to hand sanitizing station. 4. Once hands are sanitized shooters are directed to various shooting stations/positions. 5. Each shooter shall be issued a pair of disposable ear plugs and a pair of sanitized safety

glasses. 6. Shooting activity proceeds for the allotted time.

After shooting, shooters pick up their shooting area, remove targets, and bring push pins to the appropriate pavilion/area to be sanitized and reissued.

Ear plugs are to be placed in trash, safety glasses collected and deposited in bleach water for disinfecting.

Class will be directed to an exit where a second hand-washing station is located. Washing will commence. After completion hand sanitizer will be applied to the hands of all shooters.

Class will be dismissed.

Staff will clean the shooting area, resupply safety glasses with clean sanitized glasses and wipe down all firearms used.

Process will continue through each class each day.

Be advised:

Youth camps should follow the below health and safety protocols. These protocols may be updated

based on guidance from the CDC and/or the American Academy of Pediatrics.

A note about children and COVID-19:

The virus that causes COVID-19 can infect people of all ages. While the risk of serious illness or loss of life is greatest in those 65 years of age or older with pre-existing health conditions, persons in every age group can

become infected with COVID-19 and some may become seriously ill or even die.

We should all be thankful that, with rare exceptions, COVID-19 is not claiming the lives of our children.

However, we can never forget that a child with a mild or even asymptomatic case of COVID-19 can spread that infection to others who may be far more vulnerable.

COVID-19 is spread from person to person through contact that is close enough to share droplets generated

by coughing, sneezing, speaking, and even just breathing. COVID-19 can also be spread by touching objects where contaminated droplets have landed. Because of this easy manner of transmission, an infant, child or

young person who is infected with COVID-19 can spread the infection to others they come in close contact

with, such as members of their household, teachers, or other caregivers. We have learned that infected

persons with mild or even no symptoms can spread COVID-19.

These facts are vitally important when considering the reopening of schools, child care centers, youth

camps and other places that provide care and education for our children.

One thing is for certain: We must find reasonably safe ways to restore these services so that our children

can be cared for and educated, and for their parents and guardians to be able to return to work.

For adults in the workplace or other public spaces, we are confident that if certain measures such as cloth face coverings or non-medical grade masks, respiratory etiquette, frequent hand washing / hand sanitation

and environmental cleaning and sanitizing are widely observed, we can then proceed with reopening Texas in a safe and measured way.

However, such protective measures that we can expect from adults are, for a variety of reasons, simply not possible for infants, children and youth to practice in schools, child care centers, and youth camps. In some

cases, the child will be too young to understand and practice these precautions. We cannot, for example,

expect a group of toddlers or schoolchildren not to engage in interactive play or share toys,

All of these factors mean that while certain precautions against the spread of COVID-19 can and will be

applied to schools, child care centers, and youth camps, the infection control measures that can be put in place in these settings will differ from those that are suitable for other social, business and commercial settings.

Every adult who is responsible for providing care or education for infants, children and youth in these

settings must be aware of these facts and be willing to comply with the infection control measures that

will be in place in these settings. Parents should monitor the health of their children and not send them to the program if they exhibit any symptom of COVID-19. They should seek COVID-19 testing promptly and

report results to the program given the implications for other children, families, and staff. Individuals aged 65 or older are at a higher risk of COVID-19. Parents should protect any vulnerable persons who are

members of the same household or come into frequent, close contact with infants, children and youth who attend child care centers, schools, or youth camps.

About minimum health protocols:

The following are the minimum recommended health protocols for all resident/overnight youth camps choosing to operate in Texas. Overnight youth camp operators may adopt additional protocols consistent with their specific needs and circumstances to help protect the health and safety of all employees, contractors, volunteers and resident campers.

The virus that causes COVID-19 can be spread to others by infected persons who have few or no symptoms. Even if an infected person is only mildly ill, the people they spread it to may become seriously ill or even die, especially if that person is 65 or older with pre-existing health conditions that place them at higher risk. Because of the hidden nature of this threat, everyone should rigorously follow the practices specified in these protocols, all of which facilitate a safe and measured reopening of Texas. The virus that causes COVID-19 is still circulating in our communities. We should continue to observe practices that protect everyone, including those who are most vulnerable.

Please note, public health guidance cannot anticipate every unique situation. Resident/overnight youth camps should stay informed and take actions based on common sense and wise judgment that will protect health and support economic revitalization. Resident/overnight youth camps should also be mindful of federal and state employment and disability laws, workplace safety standards, and accessibility standards to address the needs of both workers and customers.

Health protocols for camp employees, contractors, and volunteers (“staff”):

Provide notice to the parent or guardian that the parent or guardian may choose to either pick up their camper or to let the camper remain and trust the camp to take appropriate safeguards when informed by the camp operator that a child at camp has tested positive for COVID-19.

Provide notice to all parents and guardians of the enhanced risks of campers being in direct contact with anyone age 65 or older for 14 days after the end of the camp session.

Train all staff on appropriate cleaning and disinfection, hand hygiene, and respiratory etiquette.

Before attending, upon arrival, and at least daily while at camp, screen all staff for any of the following new or worsening signs or symptoms of possible COVID-19:

Cough

Shortness of breath or difficulty breathing

Chills

Repeated shaking with chills

Muscle pain

Headache

Sore throat

Loss of taste or smell

Diarrhea

Feeling feverish or a measured temperature greater than or equal to 100.0 degrees Fahrenheit

Known close contact with a person who is lab confirmed to have COVID-19

Limit staff with underlying conditions from attending or staffing camp sessions.

Strongly consider requiring staff to report to campgrounds and facilities 7-10 days, with a preference for 10 days, prior to the start of camp session. During this time, monitor employees and contractors for new or worsening signs or symptoms of possible COVID-19 to confirm staff is not infected. This

pre-session period is especially important for any staff arriving from “hot spot” areas in the United States.

Consistent with the actions taken by many employers across the state, consider having all staff wear

cloth face coverings (over the nose and mouth). If available, staff should consider wearing non-medical grade face masks.

Staff should mitigate environmental exposures by additional cleaning and disinfecting of symptomatic

staff’s work area, common areas, bathrooms, and any cabins staff visited.

Staff should follow and supervise the Cabin Hygiene Plan, Dining Hygiene Plan, Program Activity Plan,

and, if applicable, Transportation Plan.

Camps should act consistent with all US State Department travel restrictions for international travel.

Health protocols regarding sick campers and staff members:

Isolate staff exhibiting new or worsening signs or symptoms of possible COVID-19 and work with state

or local public health authorities, as applicable.

Staff exhibiting new or worsening symptoms of possible COVID-19 should receive a nucleic acid-

based COVID-19 test. Find TX COVID-19 Test Collection Sites online, contact the local health

department for testing, or see a health care provider.

Do not allow staff with the new or worsening signs or symptoms of COVID-19 to return to work until:

- In the case of a staff member who was diagnosed with COVID-19, the individual may return

to work when all three of the following criteria are met: at least 3 days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications);

and the individual has improvement in symptoms (e.g., cough, shortness of breath); and at least 10 days have passed since symptoms first appeared; or

- In the case of a staff member who has symptoms that could be COVID-19 and does not get evaluated by a medical professional or tested for COVID-19, the individual is assumed to have COVID-19, and the individual may not return to work until the individual has

completed the same three-step criteria listed above; or

- If the staff member has symptoms that could be COVID-19 and wants to return to work

before completing the above self-isolation period, the individual must obtain a medical professional’s note clearing the individual for return based on a negative nucleic acid COVID-19 test and an alternative diagnosis.

Staff should help the camp operator in identifying exposure risks (a.k.a. contact tracing).

To the extent possible, separate campers and staff into groups or cohorts that remain consistent over

the camp session. Discourage mixing between groups or cohorts. Consider programs that operate by groups defined by age/grade or bunks with dining/activity cohorts that may include single or a group of bunks.

Immediately isolate any camper or staff member who tests positive for COVID-19 and report the positive test to the appropriate health authority.

- If a staff member tests positive for COVID-19, the staff member will immediately leave the

camp, and the camp operator should notify parents or guardians of possible exposure to a lab-confirmed case of COVID-19.

- If a camper tests positive for COVID-19, the camper’s parent or guardian should pick up, or

arrange to have picked up, the camper within 8 hours.

When an individual tests positive for COVID-19, notify all parents or guardians of campers in the

cohort. The parents or guardians may decide to either pick up their child from the camp or leave the child in the camp and trust the camp to take appropriate safeguards. Keep the cohort

containing the individual who tested positive for COVID-19 isolated from other cohorts at the camp for the short of the remainder of the camp session or 14 days.

If 3 or more cohorts have had any identified positive cases of COVID-19, work with state or local

public health authorities, as applicable, about continued operations of the camp session.

Staff should follow and supervise the Cabin Hygiene Plan, Dining Hygiene Plan, Program Activity Plan, and, if applicable, Transportation Plan.

Health protocols limiting access to camp grounds and facilities:

No parents or guardians visiting the camp during or between camp sessions, except to drop-off and

pick-up campers.

Modify camper drop-off and pick-up procedures to keep parents and guardians from coming within 6 feet of individuals not within the same household. Possible strategies include, but are

not limited to, staggering drop-off and pick-up times.

If possible, parents and guardians should remain in their vehicles at camper drop-off and pick-up.

No visitors to the camp unless necessary for camp operations, such as food delivery. Visitors should maintain social distancing of at least 6 feet from other individuals while at camp, and should follow camp protocols for symptom screening and hand washing or sanitization.

Designate a facility on the camp grounds for staff to take a break.

Once staff arrive at the camp, they should be restricted from traveling into surrounding communities

during their time off as much as possible. Weekly, supervised trips to stores for essential goods while wearing masks should be allowed.

Hold packages received by the camp for 24 hours before delivering to campers or staff.

Health protocols for camp grounds and facilities:

Develop, train and implement increased daily sanitization protocols for common surfaces, restrooms,

dining halls, cabins, recreational equipment, and camp facilities.

Make hand sanitizer, disinfecting wipes, soap and water, or similar disinfectant readily available

throughout the camp.

Consider having an individual wholly or partially dedicated to ensuring the health protocols adopted

by the camp are being successfully implemented and followed.

Camp health policies and protocols should include communicating and coordinating with the local

health department, local emergency services, and local health care providers before the start of a

camp session. This coordination should include ensuring prompt and coordinated response to COVID-19 and other emergencies, including the ability to have symptomatic staff tested for COVID-19.

At least daily while at camp, all staff and campers will be screened for any new or worsening signs or

symptoms of possible COVID-19, including having temperatures taken.

Ensure access to on-site medical personnel, or on-call physician, for the duration of a camp session.

On initial arrival at camp, all campers and staff should undergo a screening supervised by the camp health staff to assess the potential for communicable diseases, to establish a health status baseline, and to identify health problems.

Parents or guardians may choose to wait nearby until the camper’s health screening is complete.

Consistent with the actions taken by many employers across the state, consider having all staff and campers wear cloth face coverings (over the nose and mouth). If available, staff and campers should

All campers and staff sanitize hands upon boarding and exiting the vehicle

Develop a management plan for infectious outbreaks, including COVID-19:

Identify appropriate isolation facilities at the camp. If possible, the medical area should include multiple rooms, including a waiting area, a room or rooms to isolate those individuals exhibiting

new or worsening signs or symptoms of possible COVID-19, and a separate room for individuals seeking other medical attention.

Guidelines for caring for ill campers or staff, and for isolating those individuals from the healthy population.

Deep clean and sanitize the camp prior to the start of a new camp session.

Remind campers, parents, and guardians on exit of the enhanced risks of campers being in direct

contact with anyone age 65 or older for 14 days after the end of the camp session.

Youth Clubs, such as Boy Scouts, Girl Scouts, TOP Teens (of TOP Ladies of Distinction), FFA, and Girls Inc., may hold meetings. Meetings held indoors should not exceed 50% of the venue’s occupancy limit.

The following are the minimum recommended health protocols for all youth clubs choosing to hold meetings in Texas, such as Boy Scouts, Girl Scouts, TOP Teens (of TOP Ladies of Distinction), FFA, and Girls Inc.. Youth clubs may adopt additional protocols consistent with their specific needs and circumstances to help protect the health and safety of all employees, volunteers, contractors, and participants. It is advisable to meet in the largest facility available.

The virus that causes COVID-19 can be spread to others by infected persons who have few or no symptoms. Even if an infected person is only mildly ill, the people they spread it to may become seriously ill or even die, especially if that person is 65 or older with pre-existing health conditions that place them at higher risk. Because of the hidden nature of this threat, everyone should rigorously follow the practices specified in these protocols, all of which facilitate a safe and measured reopening of Texas. The virus that causes COVID-19 is still circulating in our communities. We should continue to observe practices that protect everyone, including those who are most vulnerable.

Please note, public health guidance cannot anticipate every unique situation. Youth clubs should stay informed and take actions based on common sense and wise judgment that will protect health and support economic revitalization. Youth clubs should also be mindful of federal and state employment and disability laws, workplace safety standards, and accessibility standards to address the needs of both workers and participants.

Health protocols for your employees, volunteers, and contractors:

Individuals should avoid being in a group larger than 10 individuals. Within these groups, individuals should, to the extent possible, minimize in-person contact with others not in the individual’s household. Minimizing in-person contact includes maintaining 6 feet of separation from individuals. When maintaining 6 feet of separation is not feasible, other methods should be utilized to slow the spread of COVID-19, such as wearing a face covering or mask, washing or sanitizing hand frequently, and avoiding sharing utensils or other common objects.

Train all employees, volunteers, and contractors on appropriate cleaning and disinfection, hand hygiene, and respiratory etiquette.

Screen employees, volunteers, and contractors before coming into the youth club:

Send home any employee, volunteers, or contractor who has any of the following new or worsening signs or symptoms of possible COVID-19:

- Cough

- Shortness of breath or difficulty breathing

- Chills

- Repeated shaking with chills

- Muscle pain

- Headache

- Sore throat

- Loss of taste or smell

- Diarrhea

- Feeling feverish or a measured temperature greater than or equal to 100.0 degrees Fahrenheit

- Known close contact with a person who is lab confirmed to have COVID-19

Do not allow employees, volunteers, or contractors with new or worsening signs or symptoms listed above to return to the youth club facility until:

- In the case of an employee, volunteer, or contractor who was diagnosed with COVID-19, the individual may return to work when all three of the following criteria are met: at least 3

days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications); and the individual has improvement in symptoms (e.g., cough, shortness of breath); and at least 10 days have passed since symptoms first appeared; or

- In the case of an employee, volunteer, or contractor who has symptoms that could be COVID-19 and does not get evaluated by a medical professional or tested for COVID-19, the individual is assumed to have COVID-19, and the individual may not return to work until the individual has completed the same three-step criteria listed above; or

- If the employee, volunteer, or contractor has symptoms that could be COVID-19 and wants to return to work before completing the above self-isolation period, the individual must obtain a medical professional’s note clearing the individual for return based on an alternative diagnosis.

Do not allow an employee, volunteer, or contractor with known close contact to a person who is lab-confirmed to have COVID-19 to return to the youth club facility until the end of the 14 day self-quarantine period from the last date of exposure (with an exception granted for healthcare workers and critical infrastructure workers).

Have employees, volunteers, and contractors wash or sanitize their hands upon entering the youth club facility.

Have employees, volunteers, and contractors maintain at least 6 feet of separation from other individuals. If such distancing is not feasible, other measures such as face covering, hand hygiene, cough etiquette, cleanliness, and sanitation should be rigorously practiced.

If a youth club provides a meal for employees, volunteers, contractors, and/or participants, youth clubs are recommended to have the meal individually packed for each individual.

Consistent with the actions taken by many employers across the state, consider having all employees,

volunteers, and contractors wear cloth face coverings (over the nose and mouth). If available, employees, volunteers, and contractors should consider wearing non-medical grade face masks.

Health protocols for your facilities:

If 6 feet of separation is not available between employees, volunteers, contractors, and/or participants inside the facility, consider the use of engineering controls, such as dividers between individuals, to minimize the chances of transmission of COVID-19

Regularly and frequently clean and disinfect any regularly touched surfaces, such as doorknobs, tables, chairs, and restrooms.

Disinfect any items that come into contact with individuals.

Make hand sanitizer, disinfecting wipes, soap and water, or similar disinfectant readily available to

employees, volunteers, contractors, and participants.

Consider placing readily visible signage at the youth club facility to remind everyone of best hygiene practices.

Consider having an individual wholly or partially dedicated to ensuring the health protocols adopted by the youth club are being successfully implemented and followed.

Consistent with the actions taken by many individuals across the state, consider wearing cloth face coverings (over the nose and mouth) when entering the facility, or when within 6 feet of another person who is not a member of the individual’s household. If available, individuals should consider wearing non-medical grade face masks.

Individuals aged 65 or older are at a higher risk of COVID-19. To the extent possible, avoid being within 6 feet with individuals aged 65 and older. Individuals aged 65 and older should stay at home as much as possible.

Carry hand sanitizer, and use it regularly while at the youth club meeting, especially after contact with individuals outside the household.
