The College has a well defined policy of augmenting infrastructural facilities as a catalyst for
ensuring academic excellence. New infrastructure is created and existing upgraded to
enhance academic standards and increase efficiency. Constant proper monitoring of
infrastructure has helped the optimal usage of the existing facilities. The various initiatives
have been taken to meet the growing needs of the college in view of the expanding new age
programmes and changing pedagogical skills in the global context. Research and experience

The institution strongly believes that providing good basic amenities for its stakeholders
will improve the efficiency in getting best results. A counselling centre is provided in
the campus under Equal Opportunity Centre. A Career Guidance and Placement Cell is

6. Governance, Leadership and Management
6.1 State the Vision and Mission of the institution
6.2 Does the Institution has a management Information System
“Inclusive Education for Enlightenment”
The college aims to mould the student community hailing from the most
Marginalized, downtrodden and economically weaker sections of the society into enlightened
individuals, and guide them to contribute constructively towards national goals by upholding
the values of secularism, national integration and social commitment. We have a vision that
the students coming out of our campus should be intellectually enlightened, emotionally
sound and practically efficient. The college aims to mould leaders who are intellectually
competent, morally upright, psychologically integrated, physically healthy and acceptable to
the society, who will champion the cause of justice, truth and peace and who are open to
further growth.
The college was started with a mission of providing quality education at an affordable cost to
all the sections of the students. But, in course of time, the changing trend and demands of
higher education have made us to realize that the mere offering education to students on
conventional line is inadequate. All our attention therefore have now been focused on
introducing new academic discipline to meet the new challenge that emerged in the higher
education on the one hand and to help our students to derive maximum benefits from them on
the other.
Yes. The college promotes a culture of management Information System, in which faculty
members, staff and students at all levels are encouraged to contribute their ideas and view
points on institutional objectives, goals, and other decisions that may directly affect them.
The college has a staff council represented by the heads of the departments, senior faculty
members and the Principal. The council regularly meets and discusses issues pertaining to the
effective management of academic as well as administrative matters. The college PTA
consisting of parents and selected staff members pay attention to the managerial affairs when
required. We have a College Development Council (CDC) headed by the local MLA,
Principal, selected staff members, student representative and few nominated persons from
different fields in the town. CDC plays an important role in infrastructural embellishment of
the institution. The organization understands the importance of a strong relationship among
the faculty members, staff and students, and the stakeholders. The innovative ideas, opinions
and suggestions from the faculty members, staff and students are appreciated and
incorporated in the decision making process. The institution promotes grapevine
communication channels for perfect interaction of all stakeholders.

The college in line with its goal prepares plans and develops action plans for effective
implementation of the curriculum to impart quality education. The respective teacher prepare
schedule of work for each subject semester-wise. The schedule of work is made available in
the department. The curriculum delivery is done through lectures, special coaching classes,
guest lectures, and remedial coaching classes for the deserve students. Study material is also
given to students. This curriculum process is well supplemented by group discussions,
seminars, interactive sessions assignment and conducting periodical test.
Edu-Sat facility is provided for the students and faculty to further ensure effective
delivery of curriculum. Each department prepares the calendar of activities like extension
lectures, remedial coaching classes, arranging special guest lectures, power point presentation,
and group discussions etc., for the semester to realize the desired results. The gross
curriculum activities offered to the students are constantly monitored and ensured by the
principal who is well assisted by the respective department and Internal Quality Assurance
Cell (IQAC) in this regard. Besides, feedback is also obtained regularly from the students
with respect to the quality of the enrichment programmes by the IQAC.
IQAC improves the teaching-learning process by organizing training programmes in relevant
computer-aided teaching and e-content development. Motivating faculty members
periodically to attend programs on new and emerging technologies. Ensuring access to
computers, internet and computer-aided packages are available at the department and at
college level. Introducing new age programmes relevant to the contemporary times in view of
the feedback on curriculum obtained from students and other stake holders like peers,
research bodies, industry and parents. Organizing Workshops on ICT based pedagogical skills
to make the staff proficient in the use of ICT based tools and enhance teaching learning
process. Workshops on e-content development organized Feedback on Teachers is also
obtained to assure the quality of teaching –learning. Video-conferencing with national and
international experts organized to give a boost to the capacity of learning. Visual aids used to
enhance teaching-learning. Educational tours organized to make teaching more effective. By
making teaching-learning more student-centric.
The evaluation methods are informed to the students well in advance before the university
examinations. The previous university examination question papers and model papers are
made available to the students in the department libraries. The students are informed of class
tests and assignments and their scores are displayed on the notice boards of the respective
departments. Students are also informed of the schemes of evaluation, updates on curriculum
revision, alterations in the question patterns and do’s and don’ts during theory and practical

The institution has a Research Committee consists of the Principal of the college, a senior
faculty member and elected faculty members holding doctorate and/or pursuing Ph.D. The
committee encourages the faculty members to enrol in PhD programmes in their fields of
interest. They are also assisted to apply for minor/major research projects. The committee
encourage all the major departments to submit proposals to the Government of Karnataka as
well as UGC for conducting national seminars and workshops. The committee recommended
setting up a research room with facilities like hi-speed Wi-Fi internet connectivity, computers,
printer, scanner, intercom and furniture with necessary books on academic writing and
research, and the room has been set up in a convenient portion of the college.
The institution has 21 spacious, well ventilated class rooms (Smart class rooms) with black
boards, white boards, interactive boards, LCD projector, podiums and adequate seating facility
for learners. There are 2 well equipped laboratories namely Physics and Chemistry, Centralized
Computer Lab having 15 computers, one dot matrix printer and a laser printer, College
Network Resource Centre with 15 computers having 10 Mbps internet connectivity, a laser
printer and 2 scanners, Commerce and Business Lab. The entire college is Wi-Fi enabled. All
class rooms are connected to the Principal’s chamber with public address system. There are 4
staff rooms in total. The institute has computers with the latest configuration in a student ratio
of 1:15 and UPS power back up. We have one multi functioning photo copiers (Canon
iR2016J). All the departments have been provided with computers, laptops, LCD projectors,
laser printers, scanners, 10 Mbps internet connectivity, collar microphone with amplifier and
speaker. The entire college is connected with intercom facility. EDUSAT facility has been set
up in the college which facilitates live streaming of classes by experts. It has a seating capacity
of 60.Audio Visual Room with modern amenities such as LCD projector, interactive board, TV
etc acts as the seminar hall. The institution has a well furnished and semi-automated library
with 21600 books. The library is computerized with adequate space for internet browsing,
photo copying and reference for students and faculty. All the staff and students have access to
INFLIBNET.
The Government First College Sidlaghatta is a Government organisation, maintained by the
Department of Collegiate Education, Government of Karnataka and affiliated to Bangalore
University, Bangalore; both have a very effective mechanism for assessing adequate human
power requirements, staff recruitment, monitoring and planning professional development
programmes for faculty development and obtaining feedback on teachers. There are many
Human Resource welfare schemes. Faculty development programmes are organised
periodically to update the knowledge base and pedagogical skills of teachers. The Government

The college fosters a culture of industry friendliness and creates opportunities for strong
interaction of students with industries particularly for B.Com and B.B.M students. The
Department of Commerce and management conducts seminars, workshops and industrial visits,
in which different industries interact with our students and thus the students get a feel of the
demands of the outside job market and the skills they have to develop. Industries also conduct
job recruitment drives in some major colleges of the district, it will make our students to
participate in this drives.
The institution offers four undergraduate (UG) programmes . The admission is made on merit.
Index mark is the basis for admission which includes the weightage given for
NSS/NCC/Literacy activity, achievements in national or state level, and the weightage of
district. The admission procedure is as per the university schedule. Applications for admissions
to undergraduate programmes are called for in the month of May. After scrutinizing

The institution does not have the accommodation facility neither for teaching nor for
non-teaching. The strategies adopted by the Department of Collegiate Education,
Government of Karnataka for faculty welfare include monetary and career
advancement benefits for those with higher qualifications such as M.Phil and Ph.D as
well as opportunities for those who wish to improve their qualifications. There are
few government schemes in place to provide loans for those who wish to
buy/construct houses or to purchase computers. At the institutional level, the College
Council motivates faculty members through prompt appreciation of exceptional merit
and talent and by providing opportunities for self expression. The Staff association of
the College is committed to faculty welfare and it offers a platform for the talented
and the aspiring.
The Government First Grade College, Sidlaghatta is an eco-friendly Campus and
developed as plastic free culture in the sense that students and faculty use only
recyclable plastic above 50 microns. We do not have plastic waste in the campus
beyond a meagre amount. The College has an internal Green Audit system to maintain
a Clean and Green Campus. Various measures are taken up as a follow up of these
audits. The college has been declared as polythene free zone. The students and staff
are made aware of the drastic consequences which mankind will have to face in case
we don’t take steps to protect the environment. Students are not allowed to bring
polythene bags to Government First Grade College Sidlaghatta. Instead they are
motivated to use Cotton bags or jute bags etc. We have been constant in our efforts to
green the campus, to foster the culture of eco friendliness. We plant trees in and
around the college campus with the help of NSS and College Cultural Committee

The Context:
Conceived and initiated with the avowed aim of arousing nationalistic pride, imparting information

action at a time when the nation was reeling under foreign yoke, the practice of Morning Assembly has
an added significance and relevance in present times when gross materialism and consumerism have over
ridden ethical and patriotic values. Knowing that values are imbibed rather than taught, the college has
adopted this practice to counsel the students and inculcate those values that are needed to live in a
pluralistic society and contribute to national development.
The Practice:
Morning Assembly on Monday and Saturday, a regular and important feature of the college, is a
suitable manifestation of the collective consciousness and purposeful education of Government First
Grade College, Sidlaghetta. The National flag is hoisted and National songs Vande Matram and Jana
Gana Mana are sung with nationalistic fervor.
Thought for the Day:
The thought for the day is given to instill values among students and arouse the intellectual, moral
and social consciousness of students. The thought provoking pearls of wisdom and the collective
counseling prepares every student to raise themselves intellectually and morally so as to face the stern
realities of life with confidence and courage. Each student of the college is expected to look on

The Student achievers, who have won laurels for the college on the academic and co-academic /
co-curricular front are honored and awarded prizes to inspire and motivate the students to aim for
the high and achieve their goals. The initiatives of NSS Volunteers are also lauded and given due
recognition to infuse students with an ardent sense of responsible citizenship for nation building
and to impinge upon the students’ mind the need meaningfully contribute towards meeting societal
needs. Faculty achievements are also highlighted to offer role models for the students to look up to
and emulate.
Collective Counselling:
Official instructions, announcements regarding academic and co-curricular activities and
upcoming events are made. Rapt in attention the students listen carefully to the instructions given
during the assembly and follow them earnestly. The Mission of the college to reinforce the culture

Evidence of Success:
The practice has exercised a great motivational influence on the student community. Motivated

Problems Encountered and Resources Required:
The problem area in morning assembly is in time students’ attendance, because majority of the
students come from interior rural villages, they have to depend on very meager transportation
facilities providing by State Road Transport Corporation and private route operators. Therefore,
attending in time to the Morning Assembly is observed little tough to the students. Even though,
Students are showing interest to attend the Morning Assembly.
Another problem area is time table adjustment on Morning Assembly days. The rescheduling
and adjustment in time table has to be done to enable all the teachers to meet their respective
classes and prevent any academic loss. Duration of each period has to be reduced to hold the
assembly.

2. Goal
The college strives to provide financial assistance to all its students eliciting funds from all
possible sources. We intend to make the academic programmes of this institution more
attractive by facilitating all students to receive one scholarship or other. We also aim at
reducing the dropout rate of students just because of financial constraints with this initiative.
As most of the scholarships are based on merit, the students are motivated to sustain and
improve their academic standard. Attracting meritorious students, sustaining their
performance and increasing their competence are the major benefits we aim at through this
practice.
3. The Context
Government First Grade College Sidlaghatta is located in most drought prone rural area
with a sizeable percent of SC/ST population and Sidlaghatta is a backward Taluk.
Our college is the only government First Grade College in taluk, and it has the mission of
uplifting the young generation of Sidlaghatta through quality higher education. As most of
our students hail from financially poor background, any financial assistance is a sine qua
non for the completion of the programmes they are enrolled in. It is in this context that
Government First Grade College Sidlaghatta strives to assure all the possible scholarships
for all our students.
4. The Practice
Government First Grade College, Sidlaghatta had been striving to provide all its students
with scholarships in the recent past. We have succeeded in our effort by providing scholarships to
almost 100 percent students in the year 2012-13.Different types of scholarship and free ship
schemes introduced by central and state governments are made available to the students on time

The college conducts an orientation programme on the different scholarships available to all
the freshers at the beginning of every academic year. The college has appointed a faculty
coordinator to monitor the timely submission, verification and processing of scholarship
applications. Apart from this, conveners are appointed in each major department assisted by
an administrative staff for assuring that all eligible students receive scholarships timely. The
college collects information of the students’ family annual income at the beginning of the
academic year. Students are advised to open Savings Bank Account in nationalized banks
for the easy transfer of scholarship amounts. The entire scheme is conducted in a
transparent manner. We were able to provide scholarships to all our students in the
academic year 2012-13 and it is a unique highlight of our college.
5. Evidence of Success
The college has achieved its target by providing all the enrolled students with scholarships
in the academic year 2012-13. The scheme was instrumental in retaining a number of
potential dropouts in the campus and in assuring their successful completion of the
academic programmes. The concerted efforts of the faculty members and administrative
staff have proved result by improving the standard in academic areas as well as sports and
Cultural activities through the scholarship scheme. It has promoted the self esteem of the
students and has made them more conscious of the need to sustain their performance. It has
also become a major factor in attracting meritorious and deserving students to the campus
for various programmes. As we were able to provide scholarship to all our students, there
was also a corresponding improvement in the academic performance which catapulted the
college to the top position in terms of the results of BA, B. Com, B.B.M, and B.Sc in the
last academic year, which shows that students respond positively to the support extended to
them by the institution.

Though the college achieved its target by providing scholarships for all, a few problems are
there which are worth mention:
1. A lag is observed in switching over from the 11th
plan period to the 12th
plan period in
the allocation of funds and scholarships which may adversely affect the timely
distribution of scholarships.
2. Though proposals were submitted, we have not received the balance funds sanctioned in
the 11th
plan period, and it has posed problems in the proper distribution of scholarships
in the year 2012-13.
3. As the college is located in a backward area, there should be special allocation of funds
from the state and central government to ensure student enrolment in the higher
education sector.
