A Short History on Connection to the Philippines and Taxation

The Philippine Islands (PI) has an interesting history. By some accounts PI is a magical place.

For some reasons unno!n to me" in the early #$th Century many o% the !orld po!ers decided to

mo&e the seat o% 'ne orld o&ernment to PI. There%ore" they shipped their gold to PI %or

    storage.

In the early *+$$s !hen the go&ernment !as esta, lishing PI" the -ept o% Treasury created the

-epartment o% Contract Settlement !ith the intent to settle all contracts !ith military type

personnel. This act !as an e%%ort to eliminate all connections to the State and Federal

go&ernments (actually to mae sure that the go&ernment did not ha&e to pay/ the military 0

remem,er receipt o% F12s is not a payment in %act 0 more lie gold or a mule and 3$ acres).

4n%ortunately" those contracts !ere ne&er settled and still exist to this day (--#*3). So" anyone

    !ho is a STAT5 CITI652 or F5-51A7 CITI652 %alls under the -ept o% Contract Settlement.

contracts that you ha&e !ith the STAT5 and F5-51A7.

In *+#$ they got rid o% the Treasury -epartment in ashington then relocated them to Puerto

    1ico !ith the -5PA1T852T 'F C'2T1ACT S5TT75852T? the reason %or this is to

eeping themsel&es out o% @urisdiction. The Secretary o% the Treasury is three things? he is the

Alien Property Custodian? the Secretary o% Treasury o% the 4nited States and the head o% the

The Philippine Trust Fund # is a special Internal 1e&enue Trust Fund that is in Puerto 1ico. It is

Trust Fund 2um,er #. The Secretary o% Treasury o% Puerto 1ico handles ,oth Trust Funds? he

handles the Philippines Islands and Puerto 1ico ,ut they ha&e # Commissioners o% the Internal

1e&enue" there is one in the Philippines and one in the 4.S. hats happening is that all the tax

returns are %iled and si%ted through the Philippines is re&enue collection on liuors. The Bureau

o% Internal 1e&enue and the Commissioner o% Internal 1e&enue in the Philippine Islands is the

one collecting all the re&enues. The Secretary o% Treasury o% Puerto 1ico handles ,oth

@urisdictions the Philippines and Puerto 1ico are ,oth territories o% the 4nited State. The

Secretary o% the Treasury in Puerto 1ico is also the Alien Property Custodian and the head o% the

S5TT75852T !hich once !as The -epartment o% Treasury.

Such !as the case !ith the 42IT5- STAT5S. As !ill ,e recalled" President Franlin -.

1oose&elt made it mandatory %or all 4S Citi:ens to turn o&er their gold to the 4S. Then

Congress passed a la! maing it illegal %or 4S Citi:ens to o!n gold.

That gold !as pro,a,ly then shipped to PI %or sa%eeeping and the 4S issued ,onds in the multi=

trillions to %inance the 4S go&ernment. This %ostered the 4S through its central ,an to issue

small change %or those ,onds" !hich !e call Federal 1eser&e 2otes" F12s. The actual ,onds

!ere !ritten in the denominations o% D*$$8 and DE$$8" and !ere se&enty year ,onds. A%ter

the se&enty years as the ,onds !ere matured" anyone !ho could demonstrate that they

legitimately o!ned the ,onds could ;call< the gold. These ,onds are legally the property o% the

    Federal 1eser&e Ban.

This is !hy the Fed can truth%ully say that F12s are not issued at interest" ,ecause the F12 !as

%ully ,aced ,y ,onds &ia the gold on hand.

This shoots do!n the argument made ,y so many that the F12s is phony money. hat most

proponents o% that argument ha&e not considered is that the F12s are small change %or the ,onds

issued on the gold held at PI.

It !as during this time that the Bureau o% Internal 1e&enue !as created. The !ord &enue re%ers

to a place" and a re=&enue means to change the place. 'ne !ay to loo at this is to consider that

the gold (mo&ea,le dirt) is the &enue" and the re=&enue is the currency generated %rom gold.

    Sometimes !e loo at this as a remo&al %rom the pri&ate &enue (gold) to the pu,lic (gold

    standard or %iat currency).

So" in re%erence to the ,onds and the small change F12s that !ere put into circulation" taxes can

,e &ie!ed as a usage %ee. hen !e opt to use the F12s as a medium o% exchange in our

commercial a%%airs" !e are simply charged a use tax. The Bureau o% Internal 1e&enue !as set up

to collect the tax on the use o% F12s. The use o% F12s is purely &oluntary on our part.

A de,t ser&icer !as set up. It !as called the Internal 1e&enue Ser&ice. It is Trust # in PI and

    Trust # in P1.

to do !ith the incorporated 4nion o% states" addressed in Article I9 Section G clause *" also

no!n as the territory"/ that %unctions !ithin the strict letter o% the Constitution. The second

     @urisdiction" re%erred to as other property, in Article I9 Section G clause # is no!n as a

territory"/ remains unincorporated" or not included" in the 4nion o% states. So" PI and P1 are a/

territory as de%ined under the Constitution !hich are not held to an exact interpretation o% the

Constitution ,ut rather operate on the spirit/ o% the Constitution.

    The corporate headuarters o% the 42IT5- STAT5S (4S) is P1" not ashington" -C. The 4S

is the de,t ser&icer or tax collector on the tax o!ed %or the use o% the F12s. Is the 4S ,anrupt

It does not appear so since the F12s is small change %or the ,onds !ritten against the gold

    !arehoused in PI.

hat is ,anrupt It appears that the ,anrupt entity is the 4nited States o% America !hose

Thus it appears %rom the documentary e&idence that the Internal 1e&enue Ser&ice agents
