Purpose

The Paris Climate Agreement represented a turning point in efforts to tackle climate change and curb greenhouse gas emissions. The commitment to limit increases in global temperatures well below 2ºC will mean decarbonising the global economy by the second half of this century. The UK Government is considering introducing a net zero carbon target in line with climate science and has made its ambitions clear through the recent Clean Growth Grand Challenge mission to halve energy use from new buildings by 2030.

To meet this challenge the World Green Building Council (WorldGBC) launched the global Advancing Net Zero Campaign in 2016 which is calling for a net zero carbon built environment. The campaign has set targets for all buildings to be net zero carbon in operation by 2050 and all new buildings to meet this standard by 2030. UKGBC are launching a new Advancing Net Zero programme to help drive this transition in the UK.

KEY OBJECTIVES

• Build industry consensus on actions needed to achieve a net zero carbon built environment

• Promote the use of operational energy use as a key indicator of building performance

• Raise awareness and understanding of whole life carbon

• Raise the ambition of carbon and energy policy at national and local levels in line with a trajectory to net zero carbon

• Encourage wider measurement and reporting of whole life emissions from built assets

Programme for 2018-19

This will be a multi-year programme aiming to lead the agenda on eliminating emissions from the construction and operation of the built environment.

In the first year of the programme, we will be focusing on four main projects and initiatives:

• Developing an agreed set of principles for net zero operational carbon buildings

• Investigating options for tackling scope 3 emissions through engagement with the supply chain

• Updating the Built Environment Low Carbon Routemap* to achieve net zero carbon

• Launching a global net zero carbon buildings commitment with WorldGBC and We Mean Business

Project: Principles for net zero carbon buildings

The Global Advancing Net Zero campaign set out targets for all new buildings to be net zero carbon in operation by 2030. Net zero carbon should cover all energy used in the operation of a building and to be based on actual energy data. This aligns closely with the Government’s recently announced Clean Growth Missions which aim to halve energy use in new buildings by 2030.

Taking the 2030 target as the starting point, this project will bring together a broad range of stakeholders to agree a framework of principles for net zero carbon buildings in the UK market. These principles will address areas such as energy use verification, fabric standards, ventilation, and a renewable energy hierarchy.

The intention is that the high-level principles can be integrated into voluntary reporting initiatives and building rating tools, and over time into planning requirements and building regulations. The project will not seek to specify standards for different building archetypes for 2030, but to agree a framework which will form the basis for these in the future.

We will convene a technical working group of members to lead the development of the framework as well as hosting stakeholder workshops to gather industry feedback and help to build broad industry consensus about the definition of net zero carbon. The intention is to launch the framework at an event in Autumn 2018.

Project: Scope 3 reporting

Addressing scope 3 emissions will be vital to achieving the Paris Agreement and are increasingly reported by all industries as they provide clarity of greenhouse gas risks in the supply chain. In particular, commercial real estate developers participating in the Science Based Targets Initiative have direct requirements to screen and assess their scope 3 emissions, but the lack of clear guidance often results in poor screening exercises leading to incorrect assessments.

This project aims to improve reporting of scope 3 Greenhouse Gas emissions for a commercial real estate company where developments are involved. Scope 3 reporting is an important part of the emissions inventory within commercial real estate and is currently significantly under-reported. The project would seek

to produce a focused guidance document for the commercial real estate industry which includes a standard process for reporting scope 3 supply chain emissions for developments. The RICS Professional Statement for whole life carbon assessment for the built environment will be used as a starting point and the guidance will define how these emissions would be calculated alongside the scope 3 assessment. We will be undertaking workshops and industry engagement to develop an agreed and acceptable standard guidance document, with the aim of publishing in the Autumn.

This project is expected to be the first of three steps. Following steps include better definition of roles and responsibilities in managing supply chain emissions, and more clarity over programmes to manage evidence and data collection.

Activity: Net zero carbon buildings commitment

The World Green Building Council are partnering with We Mean Business to develop a global net zero carbon buildings commitment for organisations and regional government authorities. UKGBC will be providing input into the development of the commitment and facilitate feedback from our members, ensuring it aligns with existing voluntary reporting initiatives and commitments.

The net zero carbon buildings commitment will be launched at the Global Climate Action Summit in San Francisco in September. Following the launch, we will be actively engaging with members and city authorities to encourage adoption of the commitment.

Activity: Pathways to net zero carbon

In 2013, the Green Construction Board (GCB) published the Built Environment Low Carbon Routemap which set out the emissions reductions needed from the sector to achieve the UK’s climate change targets of an 80% reduction in emissions by 2050. In light of the Paris Agreement, there is a need to update the Routemap to set out a trajectory to net zero carbon that will enable temperature rises to be kept well below 2ºC.

The updated routemap should build on the latest climate science and outline the emissions reductions needed from each built environment sector. This would provide a guide for businesses to set organisational targets and

project emissions targets that are in line with the net zero carbon trajectory. It could also allow the development of action plans for each built environment sector.

An update to the Routemap would need to be led by the GCB, with broad support from the industry and central Government. UKGBC is intending to play a convening role to scope out a proposal for the Routemap update, with the aim of securing commitments from relevant public and private stakeholders for funding. The aim is to also explore options for regular reporting on progress against the Routemap and a process for periodic updates.
