    Background: Planning began in March 2009

    4of 5 USACE Divisions had draft plans, developedHQ USACE plan from bottom up

    Provided Mission Analysis, and follow on OPLANbrief to DCG-CW in June 2009

    Received FEMA draft OPLAN in August 2009,updated specified and implied tasks

    Commanders IntentPurpose: Fully support local, state and federal efforts in order to save lives, provide services to citizens relateto public works, and re-establish infrastructure to support long-term economic recovery in the event of a

    catastrophic earthquake in the NMSZ.Key Tasks:- Conduct initial reconnaissance to support DHS/FEMA efforts to determine the scope of the impacted area

    - Conduct engineer reconnaissance of critical infrastructure and provide assessments to facilitate repair

    - Restore flood protection infrastructure

    - Restore Civil Work and navigation infrastructure

    - Support restoration of navigable waterways through the Riverine Task Force

    - Execute public works missions as directed by FEMA under ESF#3 and support to other Federal agencies

    under the NRF- Reconstitute Planning and Response Teams (PRT) as they deploy in anticipation of a response phase that is

    longer than typical emergency response

    - Ramp up training at the Readiness Support Center (RSC) in order to support training of additional PRTs,

    ESF#3 Team Leaders (TLs) and Assistant Team Leaders (ATLs)

    -Provide NORTHCOM/ARNORTH Joint Task Forces with initial task force engineering staff

    End state:- Immediate threats to life and safety for the earthquake and its aftermath have been removed

    - Basic services of physical and social infrastructure have been restored to a functional level

    - Damaged Civil Works infrastructure is restored to its authorized operational condition

    - Infrastructure is repaired to enable economic recovery
