1 RULES1.1 The event is governed by the rules as defined in The Racing Rules of Sailing (RRS).1.2 [DP] COVID-19 infection prevention:1.2.1 Infection prevention and hygienic regulations will apply. The regulations will be posted on the official notice board.1.2.2 Competitors and support persons shall comply with any reasonable request from an event official. Failure to

comply may be misconduct.1.2.3 Reasonable actions by event officials to implement COVID-19 regulations, guidance, protocols or legislation shall

not be grounds for requesting redress by a boat, even if they later prove to have been unnecessary. This changes RRS 60.1(b).

2 CHANGES TO SAILING INSTRUCTIONSAny change to the sailing instructions will be posted before 0900 hrs. on the day it will take effect. Any change to the format or schedule of races will be posted by 2100 hrs. on the day before it will take effect.

3 COMMUNICATIONS WITH COMPETITORSNotices to competitors will be posted on the official notice board located at the event website.

4 [DP] CODE OF CONDUCT4.1 Competitors and support persons shall:4.1.1 comply with any reasonable request from an event official;4.1.2 handle any boats and equipment provided by the Organizing Authority with proper care, seamanship, in accordance

with any instructions for its use and without interfering with its functionality; and4.1.3 not in any way interfere with the functionality of supplied media or timing equipment.4.2 Boats not racing shall avoid any area where boats are racing and any official vessel.4.3 Boats that are on a racing area to which they are not assigned shall avoid the area where boats are racing and any

official vessel.

5 SIGNALS MADE ASHORE5.1 Signals made ashore will be displayed at the flagpoles at the locations as shown in Addendum ‘Harbour Map and

Locations’. Signals may be repeated via the event smartphone app.

5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP, except for the classes/events assigned to the racing areas INDIA, HOTEL and GOLF for which ‘1 minute’ is replaced with ‘not less than 30 minutes’. This changes Race Signals AP.

5.3 [NP][SP] Flag D displayed ashore with one sound means ‘The warning signal will be made not less than 60 minutes after flag D is displayed except for the classes/events assigned to the racing areas INDIA, HOTEL and GOLF for which the warning signal will be made not less than 30 minutes after flag D is displayed’. Boats shall not leave their berth until this signal is made. Flag D will be displayed together with an area flag showing the letter and colour of the assigned racing area.

6.3 The daily race schedule and the scheduled times of the warning signal for the first race of the day are shown in Addendum ‘Schedule of races’.

6.4 The daily number of races scheduled is shown in Addendum ‘Schedule of races’. 6.5 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with

one sound signal at least five minutes before a warning signal is made.

7 FORMATClasses/events sailing a qualifying series and a final series will be posted on the official notice board. For these classes/events SI Addendum ‘Qualifying series and Final series’ will apply.

8 CLASS FLAGS8.1 Class flags will be defined as follows:

9 RACING AREASAddendum ‘Racing Areas’ shows the location, colour and letter of racing areas.

10 COURSES10.1 The diagrams in Addendum ‘Course Illustrations’ show the courses, including the approximate angles between

legs, the order in which marks are to be passed, and the side on which each mark is to be left.10.2 No later than the warning signal, the race committee will display the approximate compass bearing of the first leg

and the course to be sailed according to the course diagram.10.3 Course signals will be given as follows:10.3.1 Black board with white letters/numbers as course designation: the course to be sailed.10.3.2 White board with black numbers: the approximate compass bearing of the first leg.

11 MARKS11.1 Rounding marks for classes/events will be as follows:

11.2 A new mark, as described in SI 13, will be of the same colour and shape as described but will be marked with a black band.

11.3 A mark 1a, if applicable, will be a spar buoy displaying a yellow flag.11.4 The starting and finishing marks will be race committee vessels or spar buoys.11.5 If a leeward mark is shown as gate, the gate may be replaced by a single mark. If a gate is replaced by a single mark,

that mark is to be left to port.

12 THE START12.1 The starting line is between staffs displaying orange flags on the starting marks.12.2 [DP] A buoy may be attached to the race committee starting vessel ground tackle. Boats shall not pass between

this buoy and the race committee starting vessel at any time.12.3 [DP] Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for

other races. The starting area is defined as a rectangle 50 meters from the starting line and marks in all directions.12.4 A boat starting later than 4 minutes after her starting signal will be scored DNS or DNC without a hearing. This

changes RRS A5.1 and A5.2.

13 COURSE CHANGESTo change the next leg of the course, the race committee will (a) lay a new mark, or (b) move the finishing line, or (c) move the leeward gate. When a new mark is laid, the original mark will be removed as soon as possible. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. When Mark 1 has been replaced, Mark 1a is no longer a mark of the course. It will be removed as soon as practicable. This changes RRS 33.

14 THE FINISHThe finishing line is between staffs displaying blue flags on the finishing marks.

15 TIME LIMITS AND TARGET TIMES15.1 Time limits and target times in minutes are as follows:

15.2 Boats failing to finish within the time stated under ‘Finishing Window’ after the first boat of the class/event or fleet sailed the course and finished will be scored DNF without a hearing. This changes RRS 35, A5.1 and A5.2.

15.3 Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a).

16 HEARING REQUESTS16.1 Hearing requests shall be submitted by using the online form available on the official web site (’Notice Board &

Protest’ area) or delivered to the jury office. This changes RRS 61.2, 61.3, 62.2 and 66. ATTENTION: continuous access to the jury office may be limited, hence sailors are encouraged to use the online form

16.2 The protest time limit is as shown in SI 15.1 after the last boat of the class or fleet has finished within her finishing window in the last race of the day or the race committee signals no more racing today, whichever is later. The protest time limit is 30 minutes after the signal no more racing today is displayed ashore.

16.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings may be scheduled to begin before the end of protest time. Hearings will be held beginning at the time and location posted on the official notice board.

16.4 A list of boats that have been penalized for breaking RRS 42 under Appendix P will be posted.16.5 Penalties for breaches of class rules, or rules in the NoR or SI marked [DP], are at the discretion of the protest

committee.16.6 For breaches of the NoR or SI marked [SP], the race committee may apply a standard penalty without a hearing.

Addendum ‘Standard Penalties’ shows a list of these breaches and the associated standard penalties. However, the race committee may protest a boat when they consider the standard penalty to be inappropriate. This changes RRS A5.1. At hearings resulting from such breaches, the penalty is at the discretion of the protest committee.

16.7 On the last day of the qualifying series or opening series a request for reopening a hearing shall be delivered(a) within the protest time limit if the requesting party was informed of the decision on the previous day;(b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66.2(a).

16.8 On the last day of the qualifying series or opening series, a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2(a).

17 [DP] [NP] SAFETY REGULATIONS17.1 [SP] A crew member of each boat shall personally sign-out each day when leaving their berth for racing by presenting

their personal RFID wristband to a terminal. After returning ashore a crew member of each boat shall promptly and personally sign-in by again presenting their personal RFID wristband to a terminal. Each boat is responsible for verifying that the terminal acknowledged their sign-out/sign-in and require assistance if needed. The terminal will display one crew’s name and the boat’s sail number if the sign-out/sign-in was successful. In case of loss the boat is responsible for replacement. If the RFID wristband was lost at sea, the boat shall, after returning ashore, promptly and personally report their return to the Race Office and requesting a new RFID wristband. Thereafter, the boat shall immediately sign-in by presenting her new personal RFID wristband to a terminal. RFID wristbands are provided at registration. Location of the terminals are shown in Addendum ‘Harbour Maps and Locations’.

17.2 Boats not leaving the harbour for a scheduled race, shall promptly notify the race office.17.3 On arrival in the racing area each day, a boat shall sail past the stern of the race committee starting vessel on

starboard tack and hail her sail number.17.4 A boat that retires from a race shall notify the race committee at the first reasonable opportunity. This boat shall

inform personally the race office no later than the protest time limit.17.5 In case of a critical weather situation the race committee will give the following signal: three guns with green signal

ammunition from a race committee vessel. The signal will be given after all races in the racing area are abandoned. This means:• for boats: Safety first for all crews. Sail in the safest way to the next harbour.• for all support person vessels: observe and escort competitors leaving the racing areas and support the race committee in rescuing crews and boats.• All support person vessels shall monitor VHF channel 16 for search and rescue instructions.

17.7 If the crew is rescued, the abandoned boat shall be marked by the crew or a support person with a red-white-striped hazard tape to signal that the crew is safe. If possible, the tape shall be tied at or near the bow of the boat.

17.8 [SP] Trolleys of the boats shall be marked with the corresponding sail number (permanently and clearly visible).

18 [DP] REPLACEMENT OF CREW OR EQUIPMENT18.1 Substitution of competitors will not be allowed without prior written approval of the race committee. Requests

shall be sent to [email protected] Substitution of damaged or lost equipment limited by the class rules will not be allowed unless approved by the

technical committee. Requests for substitution shall be made in writing to the technical committee at the first reasonable opportunity, which may be after the races. Requests shall be sent to [email protected]

19 [DP] EQUIPMENT AND MEASUREMENT CHECKS19.1 A boat or equipment may be inspected at any time for compliance with the class rules, Notice of Race and Sailing

Instructions.19.2 When instructed by a race official on the water, a boat shall proceed to a designated area for inspection.

20 [DP] [NP] IDENTIFICATION AND EVENT ADVERTISING20.1 Event advertising and bow numbers shall be displayed as described and posted on the official notice board.20.2 [SP] In accordance with NoR 6.2, bibs will be provided by OA for competitors aboard the boats ranked first, second

and third in the series at the beginning of that day. Bibs shall be picked up every morning from 0830 to 1000 hrs Check-In and shall be returned no later than protest time limit. Competitors shall wear the bibs on top of any clothing or PFD, visible while racing that day.

20.3 Classes/events sailing a qualifying and a final series only:Boats shall display the coloured ribbon at or near the top of the mast.

21 OFFICIAL VESSELS21.1 Official vessels will be marked as follows:

21.2 Actions by official vessels, helicopters and drones shall not be grounds for requesting redress by a boat. This changes RRS 60.1(b).

22 [DP] SUPPORT PERSONS22.1 All support persons and support person vessels shall comply with the ‘Event Support Team Regulations’ posted at

the event website.22.2 RRS 64.5(b) is changed as follows:

The protest committee may also penalize a boat that is a party to a hearing under rule 60.3(d) or 69 for the breach of a rule by a support person by changing the boat’s score in a single race, up to and including disqualification, especially when the protest committee decides that(1) the boat may have gained a competitive advantage as the result of the breach by the support person, or(2) the support person committed a further breach after having been warned by the protest committee, that a penalty may be imposed.

23 [DP] TRASH DISPOSALTrash may be placed aboard official or support person vessels.

24 [NP] MEDIA AND POSITIONING EQUIPMENT24.1 [SP] Boats assigned to install and operate onboard camera units or equivalent dummy devices shall pick up

their units every morning at Check-In and shall return them no later than protest time limit. Boats assigned to install camera units will be informed before 2100 hrs. the day before. A crew member of these boats shall join an instruction meeting at 0900 hrs. at the Check-In / Sailors Info. The location of the Check-In-Desk /Sailors Info is shown in Addendum ‘Harbour Map and Locations’.

24.2 [DP] The Organizing Authority may request competitors to carry on board and use two-way communication devices for media interviews. Using this device for media interviews does not violate NoR 3.3.

24.3 [SP] Boats assigned to install and operate GPS positioning tracking units shall pick up their devices every morning at the Check-In-Desk /Sailors Info and shall return them no later than protest time limit. The location of the Check-In-Desk /Sailors Info is shown in Addendum ‘Harbour Map and Locations’.

If there was no race completed that day, the scoring penalty will be given to the race nearest in time of that incident.

In accordance with the Notice of Race, the Race Committee will apply the following Standard Penalties:

Während der übrigen Zeiten und Nachts ist das gesamte Hafenvorfeld für PKW gesperrt.

1. Zufahrt für die Teilnehmer der Segelregatten zwecks An- und Abreise nur über Fördestraße, Tempest, Drachenbahn, Tor Süd und nur, um Boote ab- und aufzuladen. PKW und Trailer müssen eine Kaution von 50 € hinterlegen und das Hafenvorfeld innerhalb von 60 Minuten wieder verlassen.

2. Einbahnregelung in Richtung Norden. Ausfahrt nur über Straße Soling.

3. Bootsliegeplätze, Parkplätze für PKW sowie Parkplätze für Trailer, wie in der Zeichnung aufgeführt.

4. Im gesamten Bereich des Hafenvorfelds ist Parkverbot angeordnet. Parkende PKW werden abgeschleppt auf Kosten des Halters.

Tägliche Kranzeiten im Hafengebiet sind:

1. Access for participants of the regatta for arrival and departure only via Fördestraße, Tempest, Drachenbahn, gate south and only for loading and unloading of boats. Cars and trailers have to pay a deposit of 50 € cash and leave the harbour area again within one hour.

2. One-way tra�c in northerly direction in the whole harbour area. Departure only via gate north Soling street.

3. Moorings and parking areas for cars and trailers as shown in this drawing.

4. No parking permitted in the whole harbour area. Parked cars will be towed away at the expense of the owner.

Daily crane operating hours are:

The berths are allocated according to the classes and are obligatory. The event & hygiene concept of Kiel Week applies without restriction.

1 QUALIFYING SERIES1.1 Boats will be assigned to yellow, blue, red or green fleets etc. of, as nearly as possible, equal size and ability. Initial

assignments will be made by a seeding committee appointed by the race committee. Those assignments will be posted by 1100 hrs. on the day of the first scheduled race for each event.

1.2 Boats will be reassigned to fleets after each day of racing, except if on the first day fewer than two races are completed by all fleets. If all fleets have completed the same number of races, boats will be reassigned on the basis of their ranks in the series. If all fleets have not completed the same number of races, the series scores for reassignment will be calculated for those races, numbered in order of completion, completed by all fleets. Reassignments will be made as follows:

ADDENDUM ‘QUALIFYING SERIES AND FINAL SERIES’

If two or more boats have the same rank, they will be entered in the left column in the order of fleets.1.3 Assignments will be based on the ranking available at 21:00 hrs. that day regardless of protests or requests for

redress not yet decided.1.4 If all fleets have not completed the same number of races by the end of a day, the fleets with fewer races will

continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in the new fleets.

2 FINAL SERIES2.1 There will be the same number of fleets in the final series as there were in the qualifying series. Boats with the best

qualifying series ranks will race all final series races in the gold fleet and so on.2.2 Any recalculation of qualifying series ranking after boats have been assigned to final series will not affect the

assignments except that a redress decision may promote a boat to a higher fleet.

3 FLEET FLAGSFleet flags are defined as follows:

4 SCORING4.1 All race scores from the qualifying series will be carried forward to the final series.4.2 The excluded score of the qualifying series at the time of the allocation to the final series fleets may be substituted

by a worse score in the final series.4.3 RRS A5.2 and 44.3(c) are changed so that those scores are based on the number of boats assigned to the largest

fleet in the series.

1 GENERAL1.1 These Event Support Team Regulations (ESTR) shall apply at all times while support persons are at the event venue

or on the racing area.1.2 For the purposes of these regulations, a ‚support person vessel‘ includes any vessel that is under the control or

direction of a person who does or may provide physical or advisory support to an athlete, including the gathering of data that may be used at a later time.

1.3 The organizing authority may inspect support person vessels at any time to ensure that they comply with these regulations, and the person responsible for the vessel shall facilitate such inspection.

1.4 The organizing authority may change these regulations at any time. Any changes will be posted on the official notice board.

1.5 The organizing authority may, at its discretion, refuse to register support person vessels not deemed to be suitable. Generally, open vessels more than 4.0m and less than 7.5m in length and having minimal or no superstructure (cabin, support house, bridge, etc.) are considered suitable.

1.6 Support person vessels and designated drivers shall be registered at the race office either before leaving the venue by water for the first time or by 11:00 hrs. on the day of the first race of the class/event that it is supporting, whichever is earlier.

1.7 The person registering the support person vessel shall confirm that:a) a valid insurance certificate showing proof of third-party liability coverage as required by the notice of race;b) each designated driver has a motorboat driving license recognized by a national authority appropriate to the shipping waters; andc) anyone who will be using a radio has an appropriate radio operation license recognized by a national authority.

2 SAILING VENUE2.1 Support person vessels shall use the designated slipway/area for launching. Once launched, trailers shall be moved

immediately to the trailer park directed by the organizing authority.2.2 When not in use, support person vessels shall be appropriately berthed at the sailing venue in the allocated areas

for support person vessels.

3 SAFETY3.1 Support person vessels shall carry on board:

• life jackets / personal flotation devices for all passengers and the driver• first-aid kit;• device for making sound signals;• compass;• adequate anchor and tackle for conditions and depth;• tow rope (minimum 15m long and 10mm thick);• operational engine kill cord (also known as a safety lanyard or automatic engine immobilizer);• hand pump or bailer;• knife;• red-white-striped hazard tape;• any additional safety equipment required by local maritime law.

3.2 The number of passengers shall never exceed the maximum plated / certified passenger limits for the vessel.3.3 At all times, support persons including the registered driver(s) of a support person vessel shall comply with

directions given by or under the authority of a race official. This includes assisting in rescue operations when requested to do so.

4 GENERAL RESTRICTIONS4.1 The registered driver(s) of a support person vessel shall be responsible for the control of the vessel at all times.4.2 Support person vessels shall not leave any device, piece of equipment, buoy, marker or similar item permanently in

the water. Temporary use of floating objects is allowed for current measurement. These objects shall be removed from the water as soon as the measurement has been taken.

4.3 The use of drones, similar flying devices and other remote-controlled objects is prohibited.4.4 Support person vessels shall take particular care to minimize their wash.

5 RACE AREA RESTRICTIONS5.1 Support person vessels shall not be positioned:5.1.1 Closer than 50 meters of any boat racing.5.1.2 Within 50 meters of the starting line and starting marks from the time of the warning signal until all boats have left

the starting area, or the race committee signals a postponement, general recall or abandonment.5.1.3 Between any boat racing and the next mark of the course.5.1.4 Between the inner and outer trapezoid courses when boats are racing on both courses.5.1.5 Within 50 meters of any mark of the course while boats are in the vicinity of that mark.5.1.6 Within 50 meters of the finishing line and finishing marks while boats are finishing.5.2 In addition, support person vessels that are motoring above 5 knots shall remain at least 150 meters from any boat

racing.
