Definitions
application of technology and scientific principles to the planning, functional design, operation and management of facilities for anymode of transportation in order to provide for the safe, rapid, comfortable, convenient, economical, and environmentally
compatible movement of people and goods
that phase of transportation engineering which deals with theplanning, geometric design and traffic operations of roads,
streets and highways, their networks, terminals, abuttinglands, and relationships with other modes of transportation

Transportation Modes
Urban People Transportation System movingpeople within urban areas i.e.: car, taxi, jeepney, bus, para-transit, ferry
Inter-city People Transportation Systemmovingpeople from one city/town to another i.e.: car, bus, railroad, air, water
Urban and Inter-Freight Transportation System moving people and goods from one place to another
i.e.: long-haul truck, local truck, air, water, railroad ,pipeline

Transportation Engineering
Profession
Relationship with General Public
- More than any other engineer.
Relationship with Elected Official
- A wide range of officials
Professional Ethics
- According to outcomes it produces great responsibility

Primary Goal of Traffic Engineers
The safe and efficient movement of people and goodsthrough our streets and highways
6
Improve safety
Relieve traffic congestion
Speed(limited by technology, human characteristics & safety)
Comfort(involves physical characteristics of vehicle and roadway and influencedby perception of safety)
Convenience(relates to more ease with which trips are made and the ability of
transport to accommodate all of travel needs at appropriate time)
Economy (more value to the money)
Protect the environment (e.g. reduce energyconsumption)

Elements of Traffic Engineering
Traffic Studies -measuring and quantifying variousaspect of highway traffic (traffic volume, speed, travel time, delay, etc)
Performance Evaluation - means by which trafficengineers can rate the operating characteristics of individualsections of facilities, can be measured in terms of level ofservice
Facility Design- involves traffic engineers in the functionaland geometric design of highways and other traffic facilities
Traffic Control -central function of traffic engineers andinvolves the establishment of traffic regulations and theircommunication to the driver through the use of traffic control devices, such as signs, markings, and signals.

Elements of Traffic Engineering
Traffic Operations - involves measures that influence overalloperation of traffic facilities, such as one-way street systems, transit operations, curb management, and surveillance andnetwork control systems.
Transportation Systems Management - involves virtuallyall aspects of traffic engineering in a focus on optimizing system
capacity and operations. Specific aspects of TSM include high-occupancy vehicle priority systems, car-pooling programs, pricing strategies to manage demand, and similar functions.
Integration of Intelligent transportation SystemTechnologies (ITS) -refers to the application of moderntelecommunications technology to the operation and control of
transportation systems. Such systems include automatedhighways, automated toll-collection systems, vehicle-trackingsystems, in-vehicle GPS and mapping systems, automatedenforcement of traffic lights and speed laws, smart controldevices, and others.

Mobility vs. Accessibility
Mobility refers to the ability to travel to many differentdestinations, while accessibility refers to the ability togain entry to a particular site or area.
In highway systems, mobility is provided by high type
facilities, such as freeways, expressways, and primary andsecondary arterials. Accessibility is generally provided by localstreet networks. Except for limited-access facilities, whichserve only through vehicles (mobility), most other classes ofhighway serve both functions to some degree.
A good transportation system must provide for both mobilityand accessibility and should be designed to separate thefunctions to the extent possible to ensure both safety andefficiency.

People & Goods or vehicles?
The most common unit used by the traffic engineer isvehicles.
Highway systems are planned, designed, and operated to
move vehicles safely and efficiently from place to place.Yet the movement of vehicles is not the objective; the goal
is the movement of the people and goods that occupyvehicles.
