I have the honor to present to your Excellency the Report of the Boar.d of Land and Works upon the proceedings of this Department for the year 1865, together with Returns showing the progress made witl1 works of construction, and the accounts of revenue and expenditure.

DEBENTURE CAPITAL.

The line from Sandhurst to Echuca having been open for three months only 1864,Report,p.£­previo.us to the 31st December, 1864, a deduction was made from the capital expended on its construction for the period it had been unproductive, in ·arriving at the interest which the lip.es bad earned in that year. The main line from Melbourne to the Murray having been open throughout the past year, the whole of the debentures issued must henceforth be taken into account in stating the financial position of the lines.

The debentures issued amounted at 31st December, to £8,180,745, and the net Return. No. f.

revenue for the year is £329,191 14s. 7d., or "4·024 per cent. upon the debenture capital. Return, No. a. In the last Report I referred to a further loan of £500,000 for the completion oft864,:&epon,p.3.

the railway works as being then under the -consideration of the Legislature, and I have now to state that an Act was passed on the 12th October, 1865, authorising a loatJ. of £250,000.

The total funds now authorised to be obtained by debentures amount to £8,874,600, Return, No. a. and at the close of the past year the expenditure charged against these funds was £8,644,754, leaving a balance of only £229,846 available to complete all works then m progrr:ss or deemed necessary, and to liquidate the liabilities on existing contracts.

CAPITAL ACCOUNT.

The mode in which funds have been provided, otJ:wr than by the sale of debentures, for the construction of these lines, has served greatly to reduce the annual charge for interest, and this will be apparent to your Excellency on a comparison of the· amount of debenture capital with the total expenditure on capital account.

The cost of preliminary surveys, the salaries and wages of the engineering staff till Return, No. f..

the clos.e of 1861, and otbt>r item~ of minor importance, show an expenditure ainounting' in the aggregate to £315,677 lis. 7d., the whole of which has been borne by votes from the Consolidated Revenue.

Special appropriatiollS have also been made yearly for the payment of interest on the loans, and the expenditure under this head, less the accrued interest and the net revenue derived from the lines, amounts to £1,266,945 2s. lOd. .

The net premiums realised from debentures, amounting at 31st December to .£261,633 16s. 4d., are included in the statement of funds optained under the several loans ; but they do not .form a portion of the capital bearing interest. ·

Cash advances have also, from time to time, been made from the General Revenue of the colony, in anticipation of the issue of Debentures, the amount being repaid from the proceeds of debentures when sold. At 31st December, 1865, t'b.ere were advances, not

·repaid, amounting to £202,675 6s. 7d., which are included in the cost of construction. There has thus been an expenditure, on capital account, out of the Consolidated

Revenue amounting, in the aggregate, to £2,046,631 17s. 4d.; the debenture capital No. 11, a 2.

bearing interest is £8,180,745; and the total of £10,227,376 17s. 4d. is the expenditure from all funds on capital account. It shOuld be understood that in this last-mentioned sum is included the whole of the interest paid on the loans whilst the lines were in course of construction and unproductive.

. I deem it desirable to bring under your Excellency's 'notice that the stock of stores, plant, and material, included in this total, which has been purchased with funds obtained under the several loans for construction, and which is still used partly for that purpose, has also been part~y used for maintenance and other heads included under working expenses, since the opening of the lines; and as ·the value of such issues has always been charged against the traffic in· the published accounts, the Consolidated Revenue is thus repaid yearly to the extent of these issues.

GENERAL REVENUE ACCOUNT.

:Return. No. 8. The 'gross revenue of the lines for the past year was £585,476, being an increase of £69,939 upon that of 1864. The working expenses show an increase of £13,000 o~r those of 1864, a;nd amount to £256,284; but the percentage of working expenses to receipts, which in 1864, was 47t per cent., is reduced, in 1865, to 43f per cent.; and the net revenue is £329,192, or an increase of £56,875 upon that of 1864.

The increase of £13,000 upon the working expenses of the preVious year is· due solely to an increased expenditure of'£5,000 upon maintenance, and of £8,000 under the head of locomotive power, arising from 150,000 miles additional train mileage. The increase in the cost of maintenance arises from two causes-the greater traffic on the lines, and the necessity for. replacing a large i:mmber of the sleepers originally laid down. The increase under the head of locomotive power arises from the_ increased number of trains required by the increased goods traffic.

percentage of traffic charges to gross receipts must appear high, and I have great satisfac­tion in now drawmg the attention of your Excellency to the marked improvement in this respect shown by the accounts of, the :p~t year. . · . . · .

Thus· the ~xpenses of stations and general management, which ill 1864 amounted in round numbers to £113,400, have not increased, although fifty-six add:ltional miles of line have been under traffic; and the revenue for 1865, which was estimated at £546,000, has reached £585,476.

' The increase of gross revenue before referred to, amounting to £69,939, has been obtained at an additional cost for working expenses, as compared with the previous year, of 18! per cent. upon that amount; and, from the following summary of the traffic since 1861, it appears probable that this percentage will be further reduced.

. During the Easter holidays, return tickets were issued over the lines at single and at half single fares; and on the occasion of the Agricultural Show at Castlemaine, return tickets at single fares to Castlemaine were issued at all the stations on the Murray Line. The passenger traffic during these periods is shown in the· following state~

Return, No.1s At fifteen stations of the forty-four now open it will be seen that therel is a falling' off in revenue amounting in the aggregate to £17,'455, the percentage of decrease at each station varying from 2 to 60 per cent. The greatest falling off has been in the revenue of the Sandhurst station, which has decreased £10,641 or 15t per cent. This is due to the opening of the Echuca station, which has received credit throughout the past year for the Murray and Riverine traffic, previously credited at Sandhurst, where the expenses show·a

proportionate reduction. . The whole of the remaining twenty-five stations show an increase of revenue,

amounting in the aggregate to £88,505, and it is worthy of notice that the highest per­centage of increased receipts has occurred !'tt eight of the·w~yside stations, thus showing the growth of an intermediate traffic which will beneficially influence the future revenue.

Return, No. 1 \Vhile the aggregate of both passenger and goods revenue h~s steadily increased since 1861, the rate of increase is shown to be greater with respect to goods traffic. goods revenue ·which in 1861, W~S 43 per cent. Of the whole, is now 56t per cent., and th~S })ercentage may be' expected to increase, judging from similar results in the working of English railways. - ·

Return, No. 1. The annual report of the Engineer-in-chief, as to the condition of the lines, shows

that the permanent way and rolling-stock are being. constantly renewed, and maintained in the highest· state of efficiency ; and the whole of the expenditure necessary for this purpose is charged in the accounts against. the revenue of each year.

MURRA.Y LiNE,

The gross revenue of the Murray I,.ine for the past year is £345,875, or an increase _of £50,207 upon 1864, which is mainly due to the traffic of the Echuca extension, and is shown to arise in the following proportions upon the several items of revenue.

The percentage of expenses to receipts, wbicli in 1864 was 40 per cent., is thus reduced in 1865 to 38± per cent. ; and the net revenue for the year is £213,702, or an increase of .£?36,717 upon 1864.

The working expenses amount to £;130,188, or a reduction of £1,135 upon 1864 and the percentage of expenses to revenue, which in 1864 was l 10·60 per cent., is reduced in 1865 to 106·11 per cent. The loss upon the traffic of this line is thus reduced, from £3,009 in 1864, to £1,740 in 1865.

N ot~ithstanding an increqs~ of 2,157 tons carried on this line, there is a decrease of £2,769 in the gross revenue from goods traffic, which arises from a much larger proportion than formerly of t~e total tonnage baying been carried for shorter distances, and at lower rates ; thus reducing the gross revenue, the revenue per ton, and ·the revenue per ton per mile carried. The increase of tonnage in 1865 is due to a tmffic in stone for ballast and other purposes between Footscray, an intermediate station, and the pier.

1864, Report. p. s. The- more frequent running of mixed 'trains, to which reference was made in the report for 1864, as the cause of increased train milage, has been continued during the past year, with such results as point to the inexpediency of any alterations tending to 'reduce the additional accommodation thereby afforded.

Although the details of these returns, with respect to the revenue of each line, are not of such public interest as to call for extended notice ill this Report ; I consider that the salient points, in regard to the total traffic, may be usefully given, to show the· gen~ral · conditions, under which the financial results of the revenue account are arrived at.··· ·- ·

PASS~GER TRAFFIC.

During the last five years, the proportion of first to second class passengers, and of single to return tickets, has shown little variation. In 1865, twenty-eight passengers in every hundred were first-class; and 'forty-one passengers in every hundred were by single tickets; being both very high averages, compared with those of English lines.

The _number of passengers per mile of line per annum, has gradually decreased, as, the several extensions were opened for traffic, and in 186il the a:verage up~n 254 miles of line opened was 4,200 passengers per mile. On the Great Northern (English), the' average for 1863 upon 243 miles of iine is shown, from published official returns, to have been 56,000 passengers per mile.

. The average receipts, per passenger, allowing for the. effect of redu'ctibns in the rates, have- increased with the length of the lines_ and of the. distance travelled. The

length of journey by each passenger is not shown in these returns, but from statements for the past year, prepared by the Traffic Auditor, it is found t? be 27 miles, the whole length of line being 254 miles.

Taking the average le~gth of jo~rney, compared with the length of line, as a measure of the amount of intermediate tmffic, it may be noticed in illustration of the different conditions under which English and Victorian railways are worked, that on the Great Northern (English) line, beforementioned, of nearly equal length, the average journey for 1863 is only 9! miles. .

As a consequence of this differeq.ce, the J::eceipts per passenger on Victoria~ Railways Return. No. n..

are 'comparatively high, averaging in 1865, 4s. 2d. per passenger. The revenue per train-mile, is 98. 6!d., or nearly double that of the Great Northern, and is caused by fewer RetUl'll, No. M.

trains, each carrying a greater number of passengers, who mostly travel a considerable proportion of the through distance. Intermediate traffic reduces the average distance of each journey, as also the receipt'> per passen"ger'; but it increases the revenue with scarcely any addition to working expenses.

GOODS TRAFFIC.

The h:mnage per mile of line per anmnri, has decrea.Sed with the extension of the Return,No.:u.

lines, but the same ·cause has incre~sed the mileage of each ton caiTied, and in so much greater a proportion, as to increase the revenue per mile of line per annum, from £804 in Retum, No.. 21..

1861, to £1,299 in 1865. The 'average receipts per ton, per mile carried, approximately represent the tariff- Return, No.22.

rates, in which there has been no material alteration duri,ng 1864 and 1865. The decreru;e of th!s avera~e on the Williamstown line, has been explained in the remarks upon the revenue account.

MISCELLANEOUS.

I -liave much pleasure in being able to report that no accident has happened during Retum. No. 25'.

the year causing injury to the public travelling on the lines; those enumerated in the return of casualties have OCClirred' chiefly to servants of the Department while on duty, and to persons incautiously trespassing on the permanent way.

It may be as well to state that the averag0 rate of speed on these lines, is 25 miles an hour, including stoppages. This has hitherto been found sufficient to meet all the, requirements of' the traffic, and it is equal to the speed of ordinary,trains on the English lines.

1 have the honor to report to you on the condition of the works of the Government lines of railway during the ye'ar 1865. .

The lines from Melbourne to Sandhurst, Oeelong, and Ballarat, were maintafued by the Government during the past year, and were kept in the highest state of repai~. On the 13th September, 1865, the Government took. over the part of the Sandhurst and Echuca railway constructed by Mr. John Higgins, and on the lst of November, 1865,

, that part for which Messrs. Collier, Barry, and Co. were contractors-the works having, in each c~e, been completed and maintained for twelve months from the time when the line was opened for traffic. Since the dates that I have given, the permanent way and works of each contract have been mai~tained by the Government, and are in a high state of repair.

The contract of ~Iessrs. Collier,·Barry, and Co., comprising by fu.r the larger part of the Sandhurst and Echuca line; has been finally closed for a sum of.£290,925 18s. 7d.,. showing a saving of £3,668 ls. 5d. on the contract amount.

A large quantity of work not included in the original-contract of :Messrs. Collier, Barry, and Co., was executed by them at the Echuca end of the line, and is included in the sum of £290,925 18s. 7d.

On the contract of Mr. ~iggins for the first five miles of, the Echuca line a claim for extras to an a,mount of £2,007 is made. I believe, however, that Mr. Higgins has :been fully paid, and that there is no ground whatever for his claim.

':!'he new bridge over Kororoit Creek, on the Oeelong and :rvielbourne railway, which is mentioned in my report of 3rd April, 1865, as having been commenced, was proceeded ·with, and nearly completed during that year. Considerable difficulties were experienced in getting in the foundations, causing•much delay.

Extensive renewals of sleepers were made in 1865 on those parts of the lines that were first laid. The whole cost of these renewals, and of all works of maintenance, has been charged ~crainst the vote for maintenance.

The engines and rolling stock generally are in the highest state of repair, and all charges for working ~xpenses, and for repairs and renewals, .have been charged to the vote

. for working expenses of lines. Advices have been r~ceived from England that the six additional engines that

were ordered, to provide for the increasing goods traffic, had been shipped,
