to make Halifax, Atlantic Canada’s primary gate-way the preferred eastern Gateway for North America for the economic and social benefi t of Canada

The vision is the mantra of the Halifax Gate-way Council, established seven years ago even before gateway councils became fashionable. That vision has been nurtured and has grown through the cooperation and collaboration of both the private and public sectors.

Halifax is the transportation hub of Atlantic Canada and a major centre for marine, air, rail, trucking and logistics facilities. It is upon these facilities the Gateway Council and its industry and government partners have worked together to enhance the region’s transportation assets.

“It has been very benefi cial to have both government and private sectors involved,” said council chair Joyce Carter. “Issues have arisen, often on the regulatory side, that have required the expertise of government partners to be resolved. “

The Halifax Gateway Council, a multi-member body representing the many facets of industry and all levels of government, has actually been a forerunner in the development of the municipal-ity’s transportation assets. Its’ approach has been uniquely different.

The combination of both sectors and the will-ingness to go forward has produced a number of achievements that have and will benefi t not only Halifax but also the province and the entire region.

The Port of Halifax, for example, has seen its cargo volumes rebound over 25% following the global recession thanks to the long-standing carri-ers and new lines secured through the efforts of port stakeholders to entice these carriers to use Halifax as their gateway.

And through the collaborative efforts of the Halifax Port Authority, port users and the federal government, over $100 million is being invested to upgrade both the Pier 9 terminal to a future break-bulk facility and the southend container terminal to accommodate two post-Panamax ships simultaneously.

These projects will ensure the competitive-ness of the port in a global market, enhance the future of the rail and trucking industries, produce long-term work for the port’s labour force and bolster a seamless supply chain.

Tied closely with these advancements has been the development of the Atlantic Gateway-Halifax Logistics Park in Burnside. The park is the result of a cooperative effort between Halifax Regional Municipality, Halifax Gateway Council, Greater Halifax Partnership, Halifax Port Author-ity and most recently the Nova Scotia Gateway Secretariat. With the slogan From Ship to Shelf signifying the easy fl ow of goods, the park provides value added transload, distribution and warehousing services.

Paul Kent, the Partnership’s President and CEO, said, “The park is a vivid example of the kind of collaboration that is possible when you can get a municipal government making a very signifi cant decision around reserving land for one purpose, that of the supply chain, and the transportation community and the other players in that community working hard to fi nd the right tenants for that faciltiy.”

At the Halifax Stanfi eld International Airport, recent developments will mean a steady increase in air cargo and further solidify the airport’s posi-tion as the regional air cargo hub.

The planned extension of the airport’s main runway from 8,800 feet to approximately 10,500 feet will make Halifax more attractive to international carriers using large, wide-bodied aircraft. The approixmately $28 million project, a joint effort between the federal and provin-cial governments and the Halifax International Airport Authority, will open the door for these carriers to provide more airlift capacity which will mean greater and faster access to global markets especially for seafood exporters.

The opening of a new multi-tenant cargo facility in 2010, located at the airport, has already helped boost air cargo fi gures up 5.7 per cent at Halifax Stanfi eld. The Airport Author-ity, in partnership with Gateway Facilities ULC, developed the 40,000-square foot, world-class cargo facility that features a 7,000-square feet of climate-controlled space, the largest of its kind with direct airside access north of Miami. Since its opening, capacity for air cargo has increased and freightforwarders and shippers have used the facility to move millions of tonnes of seafood. The Airport Authority expects these new facilities, combined with a longer runway, will be an attrac-tive marketing feature that will bring new carriers and business.

These cooperative efforts to further the Halifax Gateway Council’s vision of a strong and competitive transportation hub have had wide acceptance.

“Transport Canada recently released its At-lantic Gateway and Trade Corridor Strategy and its goals and targets dovetail nicely with those of the Halifax Gateway Council,” said Ms. Carter. “The Atlantic Gateway strategy is very much aligned with what we were doing in Halifax and confi rmed we were on the right track,” she said.

Gateway Facilities’ customers save money thanks to its location in Halifax and unique warehouse.

“We prepare the loads in refrigerated space and then get them to the aircraft in less than two minutes,” says Doug McRae, CEO, Gateway Facilities. “The next closest airport where wide-bodied planes can park next to the building is Miami or Los Angeles.”

The company is located at Halifax Stanfi eld International Airport – North America’s clos-est airport to Europe. The new warehouse with temperature-controlled space is a joint venture with the airport and a great example of how the Halifax Gateway works.

“Collaboration with the airport was critical to create this unique asset,” says Mr McRae. The location also takes advantage of a well-developed highway system.

“Especially for live seafood like lobster – reduce the travel time and you add value and save money,” Doug says. He offers the example of lobster from Yarmouth: “If it had

to go through New York, it would take 15 more hours on the road.”

The constant low temperature for seafood and other perishables means better quality and the ability to ship them further. Combine that with the time saved by shipping through Halifax and your market opportunities expand. Already, the company has handled seafood caught in Nova Scotia, Prince Edward Island and New Brunswick.

Canadian Tire began moving cargo through the Port of Halifax in 2005 to take advantage of direct, consistent shipping from China to Halifax. Since then, the Halifax Gateway has become an integral part of the company’s supply chain.

“Using Halifax is a competitive advantage,” says Jody Fitzpatrick, Associate VP of international transportation and operations

support, Canadian Tire Corporation. “The work force is very stable, and goods fl ow seamlessly.”

“Diversifying our gateways helped reduce our costs and improve reliability,” says Jody, noting that all cargo went through Vancouver before – even the 11% destined for Atlantic Canada. “We’ve never had concerns about disruption or service.”

When your goal is “on-cost, on-time, quality, secured” shipping, your choice of routes and service providers is critical. That’s why Mag-nussen Home Furnishings started shipping direct from Vietnam to Halifax in 2010, soon after they learned of the service.

“Shipping through Halifax is a great solu-tion,” says Russ Langford, Chief Operating Offi cer for Magnussen. “Companies who serve central and eastern Canada and the north eastern U.S. and want to streamline their supply chain, should try it.”

Magnussen sent its fi rst shipments through the Halifax Gateway in March 2010, direct from its 400,000 sq. ft. warehouse in Binh Duong Province, Vietnam. It was a signifi -cant decision for a company committed to providing its dealers with easy, fast, reliable shipping – and the results were equally signifi cant.

“We’ve decreased our transit time from

45 days plus to an average of 35 days for the Maritimes, Ontario, Quebec and the north eastern U.S.,” Russ says.

Magnussen fi nds there are other benefi ts, such as the bonded warehouse services they use in Halifax and the reduced congestion compared to other North American ports.

“It’s cost-effective too,” adds Mr. Langford. “We have no harbour maintenance fees to pay and simpler import fi lings than shipping through the United States.”
