Key Terms
Vocabulary Secure - These materials are the precoded and
hand-gridded answer documents and the test booklets themselves. Precoded and hand-gridded answer documents are secure materials because they contain confidential, identifying student information. They must be kept in locked storage at all times when not in use.
Nonsecure - These testing materials include the District and Campus Coordinator Manual, Test Administrator Manuals, Coordinator’s packet, header sheets, and blank answer documents.

Scorable - These are the actual test response documents of the students. Students in all grades will record responses on answer documents which are scored.
Nonscorable - These are materials that are not to be scored, that is, everything but the students’ actual answer documents.

Test Security – Test security is the responsibility of every staff member on a campus. o This means that no test or answer document has
been viewed inappropriately, copied, discussed, hand-scored, thrown away or misplaced.
o All testing personnel MUST be trained and sign an oath of test security before handling testing materials.
o No person may review, discuss, duplicate, or alter the contents of the tests or student responses before, during, or after the administration.

Confidentiality – This means that no one has permission to view the test or to give instruction (based on the test) to any student prior to taking the test so as to provide an unfair advantage. o It also means that even if a Test Administrator
gives a student an oral administration, they will not discuss the questions or use them to change their instructional practices.
o The only time test questions may ever be discussed is in a year when the state releases the tests to the public. The current state law releases the tests every three years. Until then, they are still secure even though results have been received.

First-Hour Check – within the first hour of a test administration, all testing areas have been checked. Personnel make sure each student has the correct test and the correct accommodations and/or supplemental aids (if applicable); Test Administrators (TA’s) have read directions verbatim; no instructional materials that would assist students are posted; seating is arranged appropriately, cell phone policy is read aloud, start time is recorded on seating chart, etc.

Attend all state-mandated training sessions presented throughout the school year.
Verify receipt of all test materials within 48 hours.
Read all published manuals and user guides- the DCCM, the TAMS User Guide, and ALL Test Administrator Manuals- STAAR,STAAR/OEC, TAKS, TELPAS, etc.
Work with your Administrative Team to plan and help supervise the organization and administration of all state-mandated assessment programs so that everyone is on the same page.

Order additional test materials as needed. Ensure a secure location to lock up test
materials and limit access. Schedule, plan, and prepare for campus
training sessions. Include Make-Up training sessions in your plan.
Review/proofread the demographic and special program information on test materials. Compare / verify this information on answer documents.

Provide information to other staff members, parents, and students about the assessment calendar and timelines for receipt and distribution of results.
Encourage questions from Faculty and Staff (check for understanding).
Train Test Administrators prior to each testing cycle for all state-mandated assessment programs.
Call your District Testing Coordinator to alert her of any irregularities no matter how small
Communicate with critical departments-Special Education. Bilingual/ESL, Section 504, Homebound, Homebase, and so forth.

Work with Assessment Dept. to pick up and return test materials in accordance with TEA timelines.
Maintain test security and confidential integrity.
Most importantly, present professional standards and a positive attitude towards state-mandated assessment. Your duty as a role model must never be underestimated.

Provide ALL Test Administrators with a training which specifically addresses Test Security. All others assisting with testing such as custodians or any clerical staff must also receive training in Test Security.
Provide a pre-test to pique their interest Include scenarios; examples of common,

ALL testing irregularities must be reported through the submission of a Student Assessment Division online report form by the District Test Coordinator, include letter from TEA office of Compliance
All reports should be submitted within 5 days of the District Testing Coordinator being made aware of the incident.

The testing calendar follows the yearly calendar. The 2013 DCCM applies to testing from January 2013 to December 2013. We will receive a new DCCM for the calendar year 2013 this December.
Each test section is color-coded, and has it’s own index. Read the information designated for “Campus Coordinators” --- “CC”
