The process of developing a formal Partnership

a) Research:

The research phase of partnership is a 5-step process:

(i) defining needs and comparative advantages; (ii) conducting a stakeholder mapping; (iii) defining value creation and partnership type(s); (iv) ensuring risk management and due diligence - vetting (mandatory for all non-UN and

non-state partners and/or donors).

With regard to vetting, the process is conducted through UNRWA’s Executive Office, External Relations and Communications Department (ERCD) and Department of Legal Affairs (DLA). This process ensures the relationship complies with UNRWA’s policies and principles regarding neutrality.

b) Outreach to potential partners Initiating contact and requesting first meeting with a potential partner

c) Negotiation and formalizing the agreement

If both parties agree to formalize the partnership, areas of mutual cooperation can be agreed upon and partners can be asked to fill in a project description (annex 1 of the MoU template). It is also important to agree on and incorporate into a MoU the following components: (i) management structure and implementation arrangements; (ii) relationship managers; and (iii) monitoring and evaluation mechanisms (e.g. defining realistic and measurable objectives based on SMART indicators, developing a joint work plan detailing activities, defining expected outcomes/outputs as means for determining impact etc.). Both parties should agree on reporting system as well. There is four types of OPAs or MoUs:

- MoU with no transfer of funds

- MoU with transfer of funds to partner

- MoU with projects funded by a partner

- Data sharing agreement

d) Clearance from DLA

Once all elements for an OPA are in place and both parties review the contents including technical implementation details, clearance by DLA for all standard and non-standard agreements including UNRWA’s template MoUs, is required.
