Explicit M&O role in both Central Office and Region Using NIMS criteria and efficiency, reorganized into

5 regional offices based on geographical corridors Elevate M&O to same status, authority as

Maintenance and Construction Creation of Strategic Assessment Office to provide

Performance Measures analysis for determining performance based needs and funding

Combined Aviation, Transit, Rail to one Multimodal unit
