Treasurer’s Report – See attached report Motion was made to approve the February and March 2014 Treasurer’s Reports. o Ashwaubenon TOPS is currently in session and have and have 15 players participating
Scheduling – Wayne Stoflet (KASA) o East Central Youth League All clubs are currently making adjustments to the schedule. The purpose of the final
scheduling meeting on Saturday, March 22, 2014 is to have a face-to-face meeting to work out any final scheduling conflicts that have not been resolved.
A clean copy of the East Central Youth League schedule will be sent out on Friday morning, March 21, 2014 at 6:00 AM. Clubs should come with the new version to work off of when requesting changes that day.
If a club asks for a date change at the Saturday scheduling meeting, it can be moved to the normal day of play or to the alternate day of play. A club does not have to say yes to any dates outside of this range without the coach’s permission. Teams will have to use the rescheduling tool once the schedule has been made public to make changes outside these ranges.
The schedule goes live on April 1 If you pull a team out of the league after April 1, 2014, there is a fee of $250.00. This fee was
voted on at the AGM. One knowledgeable person from each club must attend the scheduling meeting on March 22,
2014, the location is Kaukauna High School at 7:59 AM o Adult League Clubs who have adult teams playing in the East Central League should create the teams in the
WSL format. The schedule will be created in the WSL section of League One.
Registration – Kevin Otto (FC Menasha) See document o Age Eligibility Chart The Age Eligibility Chart has the date range that each player fits into, to determine what age
level they are eligible for. You must follow the chart when placing a player in an “U” age group. Clubs need to remember not to talk about what age a player is but, what “U” age group they fall in.
o Club Pass Competitive players can play at any level of play as long as they are “U” age appropriate.
Recreational players may obtain player pass cards to club pass to a competitive team in their club. It is at the discretion of the East Central District Registrar or East Central Assistant District Registrar as to the need of this pass being processed.
o WYSA Player Pass Cards It was suggested that Kevin Otto make a request to WYSA to have the player pass cards
modified to show the “U” Age of each player. That way the referee will know if the player is eligible to play on the team he/she is checking in for.
Renee will find an example of a pass with the “U” age on it to give to Kevin so that he can show the state what East Central is asking for.
Referee – Mike Jones (Neenah) - See report
o East Central has an updated rules summary that would be beneficial for referees and coaches. It would be nice for everyone to look at the same document. Please link up to East Central website so that everyone is looking at the same thing. There are printable documents for you to click on to print the document.
Games – Jorge Simon (KASA) see report o Rescheduling and postponing procedure. A streamline procedure will be in operation before the
start of the season. o Clubs need to make sure there is a coach contact on each team with a working email.
Coaching – Renee’ Sullivan - See report
o Wisconsin Youth Soccer stressed at the AGM that all coaches at the classic level have their “E” level coaching licenses. Please make sure your coaches know this as coaches will be asked to get their “E” within one year of being placed on a team. This “E” level of license is for all coaches on the team, not just the head coach.
Adult League o Teams need to be created in League One by May 1, 2014. o Let Sue Ann know if your club is planning to have an adult team this year o Teams will be scheduled on the WSL side of League One

o East Central Rec Season 2012-2013 reviewed o Jamboree Date of Jamboree is July 12 and 13, 2014 at USA Scheels Soccer Fields Commitments of teams by June 1 Looking for clubs to step up and help with various items. i.e. Registration, t-shirt selling, etc. You can combine 2 teams of the same age group together to form one team to play at the
Jamboree. East Central would like more teams to be involved. Send check ($100) to Sue Ann to commit your club to sending teams to the Jamboree.

Dianne was honored as Administrator of the year o Committee Updates East Centrals Coaches Convention – March 22, 2014
o Constant Contact-East Central signed up for 1 month use as League One communication tool was not working. The constant contact was used to send out reminders to sign up for the coaches’ convention.
o Our numbers are lower than last year’s convention. Please go back to your clubs and encourage your coaches to attend.
o Business Issues/Update Gary suggested moving the time back to 6:30 pm when the East Central League is not in session.
Decision took place and it was decided by the membership to keep it at 7:00 PM

High School. Completed schedules were turned in following this meeting. Final schedule changes will be completed by Sue Ann and Club Scheduling Managers
within the next week. Upon completion, all schedules will be Published by April 1, and sent to “Game Officials” with a copy to the Clubs. Clubs, please share a copy of your HOME GAMES with your Referee Scheduler. Any changes made from this point (April 1) forward must use proper East Central Protocol i.e. “Game Rescheduling Form” found on the East Central website. It is highly recommended that coaches/managers view the form and it’s requirements before it is actually needed.
Other info: Coaches, Assistant Coaches, and/or Team Managers are due in LeagueOne by April
1, 2013. Coaches/Managers must have a working e-mail address and Phone number, preferably a cell phone number.
Coaches for teams above U10 will be issued a pass word for game score entry.
May 1 is the due date for teams participating in the Adult coed
league. Teams Names must be sent to Sue Ann by the due date. Remember these teams MUST be formed in the WSL Platform of LeagueOne.

Date: March 17, 2014 Area: Registrar Commissioner: Kevin Otto E-Mail: kjotto@new.rr.com Report: Taking this opportunity to clarify some things for Club Pass policy: Any COMPETITIVE player can play on any COMPETITIVE TEAM no matter the level of play…we even commented as part of the July minutes “we hoped teams didn’t stack players just for a win” (meaning taking State League and Classic 1 players and playing them on Classic 3 teams)… NO a COMPETITIVE player cannot play on a RECREATIONAL team. What is “Age Appropriate”: Everyone sees the Age Eligibility chart published on the WYSA website. That determines who is eligible to PLAY at a particular age level. I took this a step further and created another document since I am horrible at reading dates backwards, both items are below for the current, 2013-2014 season: Age Eligibility Chart: (Age cut offs are determined by US Soccer and US Youth Soccer)

Game Officials for Assignors & their permissions are being updated on a weekly basis when I am notified by the state along with assignors with which club(s) they are assigning for. Game Officials for Referees, according to the state, will be completely updated by April 1st. Meaning those that are not certified referees for this year will be “disabled” from Game Officials. Action:
Game rescheduling and postponing procedure
1. Objectives a. All scheduled games shall be played in a season b. Scores for all played games shall be posted to the standings. c. All teams must be willing to find alternate dates in case of rescheduling.
2. Scope
a. This procedure applies to Classic, Recreation and Adult leagues. Any exceptions are noted where applicable.
3. Definitions
a. Fees - only applicable to classic league • No-show $100 • Cancellation $ 50 • Team is pulled before the East Central schedule is posted.
There will be no charge to remove games from East Central Schedule. • Team drops from East Central League once the East Central Schedule is posted.
A flat fee of $250.00 will be charged to the club. b. Forfeit
• A forfeit is declared when a team fails to show up or cancels a game in advance • A forfeit is recorded as 1-0 in favor of the team that is present or willing to play the
game c. Reasons to postpone a game
• These valid reasons are completely outside the control of either team and generally happen few hours before the scheduled game time:
1. Inclement weather 2. Field deemed unplayable by the field marshal, referee or owner
• There are no other valid reasons than those listed above for cancelling postponing a game
• Teams shall make every attempt to reschedule a game d. Reason to reschedule a game
• These reasons generally happen few hours before the scheduled game time 1. Game postponed due to inclement weather 2. Field deemed unplayable by the field marshal, referee or owner
• These reasons apply when the majority, at least 70%, of players cannot make the date 1. Game conflicts with a school or church event 2. Game conflicts with a state league or Midwest Regional League (MRL) game 3. Game conflicts with a state cup game
4. Rescheduling procedure
There are 3 cases depending on the reason and the timing for rescheduling: Case #1: If the rescheduling is done way ahead of game day
• The team rescheduling (home or away) must initiate the rescheduling process • There is nothing to do in League One. • Teams will work on a new date using the Rescheduling form • Once a new date is firmed, then the League One schedule must be updated by the home team • The field scheduler must notify the referee scheduler whom must make the change (new
game date) in Game Officials • The change in League One will notify all the parties involved (players, coaches and managers)
Case #2: If the rescheduling is done very close to game day
• The team rescheduling (home or away) must initiate the rescheduling process • The team rescheduling must notify the home referee and field scheduler immediately • The referee scheduler must cancel the game in Game Officials • The field scheduler must cancel the game in League One • Teams will work on a new date using the Rescheduling form • Once a new date is firmed, then the League One schedule must be updated by the team that
will host the game • The referee scheduler must make the change (new game date) in Game Officials • The change in League One will notify all the parties involved (players, coaches and managers)
Case #3: If the game is postponed due to inclement weather or field deemed unplayable
• The home team is responsible for initiating the rescheduling process • The team rescheduling must notify the home referee and field scheduler immediately • The referee scheduler must cancel the game in Game Officials • The field scheduler must cancel the game in League One • Teams will work on a new date using the Rescheduling form • Once a new date is firmed, then the League One schedule must be updated by the team that
will host the game • The referee scheduler must make the change (new game date) in Game Officials • The change in League One will notify all the parties involved (players, coaches and managers)
Rescheduling process
a. The rescheduling team could provide up to three (3) alternate playing date/times right away b. The team being rescheduled upon shall:
• If the rescheduling team provided alternate playing date/times, pick one new date • If the rescheduling team did not provide alternate playing date/times, provide three
(3) alternate playing date/times within one (1) week c. The new location must be agreed upon by both teams
• The new game does not need to be played at the same location as the original game d. Both team shall agree on a the new date one (1) week after the alternate dates are
presented; so there is a maximum of two (2) weeks to reschedule from the time the rescheduling notification.
e. In the event the team being rescheduled upon does not provide alternate playing date/times within one (1) week, then the rescheduling team will set a new date/time and location.
f. If the teams have not made a decision by the end of the two (2) week period, then the EC Games Commissioner shall be notified in order to set a new playing date/time and location.
g. Rescheduling a game to be played towards the end of the season (two (2) weeks prior) • Both teams shall complete the rescheduling attempts in one (1) week; all steps
outlined above • Games could be played after the East Central season is over but all games must be
played before August. • If a new date cannot be agreed upon, and the game is not rescheduled. Neither team
will be charged with fees.
5. Actions and fees a. The cancel and no-show fees only apply to the classic league, not to the Recreational or Adult
leagues b. Inclement weather or field deemed unplayable
• Players should be checked-in only if weather conditions are favorable to play the game • If both teams are checked-in when the referees decide not to play the game then
referees are to be paid o Upon rescheduling the paid referees must make every attempt to attend the
rescheduled game o No additional pay will be given to the already paid referees o New referees will be paid for their position
• If the teams are not checked-in when the referees decide not to play the game then referees are not to be paid
