ThisregionalgrowthplanprovidesaregionalapproachtolanduseplanningintheWimmeraSouthernMallee.ItcoversthemunicipalitiesofHindmarsh,Horsham,NorthernGrampians,WestWimmeraandYarriambiackandidentifiesopportunitiesforencouragingandaccommodatinggrowthandmanagingchangeoverthenext30years.

Theplanidentifies:

• wherefuturedevelopmentwillbesupported,assessedataregionalscale

• environmental,economic,communityandculturalassetsandresourcesofregionalsignificancethatshouldbepreserved,maintainedordeveloped

• keyregionalprioritiesforfutureinfrastructureplanningandinvestmenttosupportgrowth.

Vision for the Wimmera Southern Mallee in 2041

In2041theWimmeraSouthernMalleeisaprosperousregionthatusesitsnaturaladvantagesofahealthyenvironment,extensivespacesandarangeofurbanandrurallifestyleopportunitiestoattractmoreresidents,businessesandvisitors.

Increasedprimaryproductionremainsanimportantfocusoftheregion,butamorediverseandinnovativeeconomy,includingnewagriculturalcommodities,industry,tourism,researchandeducationmeansthatthecommunitycanadapttochangingeconomicandenvironmentalconditions.

Theenvironmentisprotectedandenhancedbysustainablecommunitiesandindustry.

Peoplecanchoosefromavarietyofplacestolivethroughouttheregiontosuitdifferentlifestyles,withanetworkofsmallandlargetownsprovidinghubstoaccesscommunityactivityandservices.

GoodtransportconnectionsareprovidedwithinandbeyondtheregiontofacilitiesandmarketstoimprovethecompetitiveadvantageoflivingandworkingintheWimmeraSouthernMallee.

1. What is a regional growth plan?EightregionalgrowthplanshavebeendevelopedtoprovidebroaddirectionforlanduseanddevelopmentacrossregionalVictoria(seeMap1).Theyalsoprovidemoredetailedplanningframeworksforkeyregionalcitiesandcentres.

IncreasingthegrowthofregionalVictoriawillhelpimprovethestate’scompetitivenessbystrengtheningregionallabourmarkets,expandingmarketsforlocalgoodsandservicesandprovidingagreaterdiversityofaffordablehousingandemploymentopportunities.

Regionalgrowthplans,togetherwiththenewmetropolitanplanningstrategy,Plan Melbourne,havebeenalignedinawaythatbuildsontheinterdependenceofoururbansettlementsandfacilitatestheirdevelopmentasanetworked‘stateofcities’.Unlockingthegrowthpotentialofthesecities–sotheycanaccommodateagreaterproportionofthestate’sfuturegrowth,withgoodtransportconnectionsbetweenthemandMelbourne–willcreateastateofcitieswheretherearegreaterchoicesforpeopleaboutwheretolive,workorstartabusiness.ItislikelythatdemandforhousinginregionalcitiesandcentreswouldbeacceleratedinthefuturewiththeimpositionofapermanentgrowthboundaryaroundMelbourne.

TheregionalgrowthplansrespondtodirectionsestablishedintheregionalstrategicplansthatwerepreparedacrossregionalVictoriabetween2007and2010.

RegionalgrowthplansarethenextstageinplanningforgrowthandchangeinregionalVictoria.Theyhavebeendevelopedinpartnershipbetweenlocalgovernmentandstateagenciesandauthorities,andreflectstateandlocalgovernmentobjectives.

Theseplansprovidealong-termviewoftheregionto2041andbeyond,allowingforsomeshort-termactions,andprovidinglong-termstrategiclandusedirection.

ThisplanprovidesaregionalapproachtolanduseplanningintheWimmeraSouthernMalleeandidentifiesopportunitiesforencouragingandaccommodatinggrowthandmanagingchangeoverthenext30years.TheplancoversthemunicipalitiesofHindmarsh,Horsham,NorthernGrampians,WestWimmeraandYarriambiack.

WhilemostpartsoftheWimmeraSouthernMalleearenotexpectedtoexperiencesignificantpopulationgrowthbetweennowand2041,thereisaneedtoconsiderhowlandisusedtofacilitateeconomicgrowthandsupporttheproductiveuseofland.Theplanconsidersawiderangeoflandusesincludingagriculture,tourism,protectionofenvironmentalassets,commercialandresidentialuses.

Theplanprovideslanduseplanningresponsestothegoalsandactionsidentifiedintheregionalstrategicplan,titledtheWimmeraSouthernMalleeRegionalPlan1,whichwaspreparedcollaborativelybycouncilsin2010.TheregionalstrategicplanidentifiedtheneedtoundertakeregionalscaleplanningstrategiestoprovideacommonapproachtolanduseissuesaffectingtheWimmeraSouthernMallee.

2. Why we need this planTheregionalgrowthplanstranslateandintegrateemergingstatewideregionallanduseplanningpolicy.Theyprovidethebasisforregionalcoordinationandfutureplanningofinfrastructuretosupportregionallanduseobjectives.

TheWimmeraSouthernMalleeRegionalGrowthPlan:

• establishesaframeworkforstrategiclanduseandsettlementplanningthatcansustainablyaccommodategrowth

• identifiesimportanteconomic,environmental,socialandculturalresourcestobepreserved,maintainedordeveloped

• providesdirectionforaccommodatinggrowthandchangeincluding:residential,employment,industrial,commercial,agricultureandotherruralactivities

• showswhichareasoflandcanaccommodategrowth

• identifiesopportunitiesforsupportingregionallevelinfrastructure,providinganessentialcontributiontothelong-termsustainabilityoftheregion.

Theplanwillhelpcouncilsbystreamliningplanningpolicyandpotentiallyreducingtheirstrategicworkload.Itwillalsocontributetobroaderregionalgoals.

Theplanprovidesaregionalstrategiclanduseframeworkforgrowthandchange.Itisastrategicdirection-settingdocumentwhichidentifieslong-termlandusesandgrowthobjectives.Itisnotatalevelwhereserviceplanningorspecificunquantifiedinfrastructurecouldbecommitted.Theplanwillguideinfrastructuredecisionsandprovidepriorityforfurtherinvestigationsofregionallysignificantinfrastructure.

Developmentproposalsforspecificsitesandrelatedprocessesarealsooutsidethescopeoftheplan.

TheplanwillprovidesolutionstocommonissuesacrossWimmeraSouthernMalleebutwillnotreduceattentiontolocalissuesorreplacelocalplanning.Forexample,theplanwillbeusedtohelpidentifyfutureindustrialandotheremploymentlocationsortodevelopconsistentregionalapproachestomatterssuchasplanningforkeyresources,waste,tourismandheritage.

Theplanwillprovidedirectionformanagingparticularactivitiesanddevelopmentinruralandurbanareas.

Economic,environmentalandsocialissuesandtrendshaveinfluencedthepreparationoftheplan.Potentialfuturechangeshavealsobeenconsidered.

3. How this plan will be usedThekeylanduseplanningdirectionsoftheplanwillbeimplementedthroughthestateplanningsystemasitisappliedbyeachcouncilintheWimmeraSouthernMallee.Thiswillsupportdecision-makingatalocallevel.

Implementationwilloccurinanumberofways,suchasfurtherspecificamendmentstoplanningschemes,preparationofinfrastructureplans,landsupplymonitoringandotherprojects.

TheplanwillbeusedtoguideandinformfuturelanduseplanningworkacrosstheWimmeraSouthernMallee,includingsubsequentreviewsofeachcouncil’sMunicipalStrategicStatement.

4. How this plan was preparedTheplanwaspreparedinpartnershipbetweentheStateGovernmentandthemunicipalitiesofHindmarsh,Horsham,NorthernGrampians,WestWimmeraandYarriambiack(seeMap2).

KeystakeholdersinvolvedinthepreparationoftheplanincludedtheBulokeShireCouncil,WimmeraCatchmentManagementAuthority,WimmeraDevelopmentAssociationandGrampiansWimmeraMalleeWater.BulokeShireiscoveredbytheneighbouringLoddonMalleeNorthRegionalGrowthPlan.However,duetothecloserelationshipbetweenBulokeShireandtheWimmeraSouthernMalleeregion,theshirewasrepresentedontheprojectsteeringcommitteeforthisplan.

Initialdevelopmentoftheplanwasundertakenthroughaseriesofissuespapers,regionalworkshopsandanalysisofinformationprovidedbyallpartners.Fromthisevidencebase,astrategicdirectionsbrochurewaspreparedforpubliccomment.Thebrochuresetoutadraftvisionandprinciplesforregionalgrowth,andpreferredfuturedirectionstoguidetheplan.ThiswasmadeavailableforcommentinAprilandMay2012,withfeedbackusedtotesttheproposedapproach.

Adraftregionalgrowthplanandbackgroundreportwerethendeveloped,buildingonthestrategicdirections.TheseweremadeavailableforpubliccommentinNovemberandDecember2012.Feedbackfromtheconsultationhasinformedthefinalregionalgrowthplanandbackgroundreport.

6. Snapshot of the region ThissectiondescribestheWimmeraSouthernMallee’skeyeconomic,environmentalandcommunityassets.TheseareillustratedonMap4.

AccessThemainroadtransportcorridorintheregionistheWesternHighway,whichconnectsHorsham,StawellandNhillwithMelbourne(viaBallarat)andAdelaide.TheMelbourne–AdelaiderailwaygenerallyfollowstheWesternHighwayalignment,withadeviationtoMurtoabetweenStawellandHorsham.

TherearenumerousotherimportantroadandrailcorridorsincludingtheHentyHighway,whichrunsnorth–souththroughtheregionandprovidesaccesstothePortofPortlandfortheexportofbulkcommoditiessuchasgrainandmineralsands.TheWimmeraHighwayprovidesaregionaleast–westlink.

Aviationtransportisalsoimportantwithintheregion.Thereareanumberofairportswithintheregionthatserveavarietyofpurposesfromemergencymedical,fireandrescueservicestoservicingagriculturalrequirementsanddrivingnewbusinessgrowth.

Population and settlementIn2011,thepopulationoftheWimmeraSouthernMalleeregionwas50,700.Itisprojectedtoreach51,300by2031.

HorshamistheregionalcentreoftheWimmeraSouthernMalleeandprovidesawiderangeofservicestothewholeregionandadjoiningareas.LocatedontheWesternHighway,itisrelativelycentralwithin

Economy and employmentAgricultureisthedominantlanduse,economicdriverandemploymentsectorintheregion,predominantlycomprisingbroad-acrecroppingofcereals,pulsesandoilseedsinthecentralandnorthernpartsoftheregionandlivestockgrazinginthesouthernparts.Otherkeyemploymentsectorsarehealthcare,manufacturing,retailandconstruction.Manufacturing,tourism,transportandminingarealsoimportantelementsoftheeconomyinsomepartsoftheregion.

This part of the plan provides a broad overview of the Wimmera Southern Mallee including what is driving growth and change, what land use challenges the region faces, and a proposed vision statement outlining a desired future for the region.

Environmental assetsTheWimmeraSouthernMalleeishighlydiverseandincludesmountains,plainsanddesertenvironmentssupportingarangeofecosystems.Theregionhasbeenheavilyclearedwithmostremainingnativevegetationlocatedonpublicland.KeyenvironmentalassetsidentifiedbytheWimmeraRegionalCatchmentStrategy(2012)includeriversandstreams,wetlands,nativevegetation,threatenedplantsandanimalsandsoils.TheGrampians,LittleDesertandWyperfeldNationalParksareimportantareasfornatureconservationand,togetherwithMountArapiles,representsignificanttouristattractions.

Facilities and services MosthigherorderservicesarelocatedinHorsham.However,theconsiderabledistancebetweensettlementsandthelargehinterlandareasofsometownsresultsinsomesmallsettlementsprovidingawiderrangeofservicesthanwouldnormallybeprovidedinsettlementsofacomparablesize.Forexample,therearepublichospitalsinStawell,Dimboola,Nhill,StArnaud,Edenhope,Warracknabeal,JeparitandRainbow.HorshamandStawellalsohaveTAFEanduniversitycampuses.

Cultural heritageCulturalheritageisanimportantpartoftheregion’sidentity.Aboriginal2peopleshavestrongrelationshipswiththeregion’sheritageandhavecustodianshipanddecision-makingroles,relatedtoheritage.RegisteredAboriginalPartieswillhaveanimportantroleinplanningplace-basedactivityanddevelopment,andtherearebenefitstoengagingwiththerelevantAboriginalcommunityorganisationsearlyinstrategicplanningprocesses.

TheGreatSouthCoastregionislocatedtothesouthandisparticularlyimportantforfreightmovement,withminingandagriculturalproduceexportedthroughthePortofPortland.TheGrampiansNationalParkisakeyregionalassetsharedbetweentheWimmeraSouthernMallee,CentralHighlandsandGreatSouthCoastregions.

TownsnearSouthAustraliahavelinkswithneighbouringcommunitiesacrosstheborder.EdenhopeandApsleyhavearelationshipwithmanyoftheirresidentsaccessingjobslocatedinNaracoorte.

7. Drivers of change and challenges for growth

Population changeMosttownswithintheWimmeraSouthernMalleedecreasedinpopulationoverrecentdecades,althoughHorshamandHallsGapgrewmoderately.Populationlevelsappeartohavestabilisedinsometownsinrecentyears.ThekeyreasonsforlossofpopulationareoldagemortalityandresidentsmovingfromsmallersettlementsorruralareastoHorshamorotherlargertownswithbetteraccesstoservices.TheregionnowhastheoldestpopulationofanyofVictoria’sregions.Thereisanetlossofyoungpeoplefromtheregion.

Theoverallpopulationoftheregionisexpectedtoincreaseonlymoderately.Populationforecastsforthenexttwodecadesshowacontinueddecreaseinpopulationisexpectedinmostpartsoftheregion.ThistrendwillfurtherconsolidatethedominanceofHorsham,whichisalreadymorethandoublethesizeofanyothersettlementintheregion.Theregion’spopulationisexpectedtocontinuetoage(seeFigure2).

Housing and growthTheWimmeraSouthernMalleeregionprovidesforarangeoflifestylechoices,includingconventionalresidentialareas,lowdensityresidentialdevelopmentontheperipheryofsettlementsandruralresidentialuseswithinruralareas.

Houseandlandvaluesinsomeofthesmallersettlementsmaybetoolowtoencourageinvestmentinconstructionofnewhousingorrefurbishmentofexistinghouses.Lackofsuitablehousinghasbeenidentifiedasapotentialconstrainttoattractingnewresidentstosomesettlementsandrentalaccommodationissometimesscarceorofpoorquality.

Thereisalsoamismatchbetweenthenatureofthehousingstock,predominantlydetachedfamilyhomes,andtherequirementsofolderresidents,whooftenlivealoneorascouples.

Relationships between settlementsTherearestrongrelationshipsandinterdependenciesbetweensettlementswithintheregionandwithsettlementsinotherregions.Thesegroupsofsettlementsareknownas‘communitiesofinterest’(seeinsetboxbelow).Smallersettlementsoftenrelyonlargersettlementsforhigherorderhealthandeducationservicesandmajorshoppingneeds.However,therelativelyremotenatureoftheWimmeraSouthernMalleeregionmeansthatsmallsettlementsaremoreself-sufficientthansimilar-sizedcommunitiesclosertoMelbourneorotherregionalcities.Theavailabilityofservicesandfacilitieshasimplicationsfortheirliveabilityandpotentialtoattractnewpeople.

What are communities of interest?Acommunityofinterestisagroupofsettlementswithstrongsocialandeconomicinterrelationships.Residentswillregularlyaccessservicesandjobsinnearbytownsandsomeservicesandfacilitiesmaybesharedbetweenthetownsinthecommunityofinterest.

AnumberofthelandusestrategiesinthisplanrefertotheWimmeraSouthernMallee’scommunitiesofinterest.Theplanidentifiesthereareanumberofsub-regionalgroupsofsettlementsintheregionwithstronginterrelationships,usuallybasedaroundonemajortownwhichactsasahubforservicesandfacilities.MoredetailsaboutthesecanbefoundinSection12.

Transport and infrastructure TheWimmeraSouthernMalleefacesanumberoftransportandinfrastructurechallenges.Thereisincreaseddemandforthemovementoffreightwithintheregionparticularlyforbulkcommoditiessuchasgrain.Bothroadandrailareimportantforthemovementoffreightinandoutoftheregion.

Thereareanumberofchallengesfortransportservicesthroughouttheregion,includingdecliningpopulationsinmanyareasandsignificantdistancesbetweenrelativelysmallsettlements.Dispersedsettlementsandrelianceonprivatetransportmaketheregionvulnerabletoarangeofissuessuchasrisingenergyprices,socialisolationandreducedaccesstoemployment.

Utilitiesintheregionpresentpotentialconstraintstogrowth,inparticulartothosesettlementswithsomeservices.Reticulatedgas,forexample,isonlyavailableinHorshamandStawell.TheWimmeraMalleePipelineconstitutesasignificantinvestmentinupgradingwatersupplytotownsandruralareasandpresentsopportunitiesforintensiveagriculturethroughimprovedwatersecurity.

Accesstotelecommunicationsisimportanttobetterconnectservicesandattractbusinesswithintheregion.TheNationalBroadbandNetworkprojectprovidesanopportunitytoimprovetheconnectivityoftheregionforbusinessandserviceprovision.

Protecting and enhancing the environmentTheenvironmentalassetsoftheWimmeraSouthernMalleeareconsiderableandhighlyvaluedbythecommunity.Neverthelessmanyecosystemshavebeensignificantlydegraded.Opportunitiestoconnectfragmentedhabitatswillbeimportanttohelprestoreenvironmentalhealthandenhancelandscapes.Thehealthofthenaturalenvironmentiscriticalforunderpinningtheregion’seconomicprosperityincludingagricultureandtourism.

Education and skillsLabourshortagesandlackofappropriateskillsaremajorchallengesforsomesectorsofthelocaleconomy.Theseproblemsarecompoundedbytheagestructureoftheworkforce.Youngpeopleoftenleavetheregiontoundertaketertiarystudies,withmanyleavingtheregionpermanently.Skillsdeficitsaremostpronouncedinthoseareasoftheeconomythathavecontinuedtogrow,includinghealthandcommunityservices.

Climate change and extreme eventsTheWimmeraSouthernMalleeeconomyisdominatedbyagriculture,whichishighlydependentonfavourableclimaticconditions.Manypartsoftheregion,includingthosemostattractivetoresidentsandvisitors,aresusceptibletonaturalhazardssuchasfloodandbushfire.Futureclimatechangepredictionssuggesttheregionmayexperienceanincreasedfrequencyofdroughtandthatbushfireandhighrainfallevents(thatresultinflooding)maybemoresevere.Suchchangeshavesignificantenvironmental,economicandsocialimplications.Carefulmanagementofnewlanduseanddevelopmentisrequiredtominimiserisktolifeandpropertyandtoensurethatenvironmentalassetsarenotcompromisedbyinappropriatedevelopment.

Diversity of the regional economyTheWimmeraSouthernMalleeeconomyistheleastdiversifiedinregionalVictoria,duetothedominanceoftheagriculturalsectorandactivitiesdependentonit,suchastransport.Agriculturewillremainthemostimportantpartoftheregionaleconomybutthereisaneedtosupportdiversification,whichmayincludeneweconomicsectorsaswellasanexpandedcommoditymix,toreducerelianceontraditionalagricultureandexposuretoexternalfactors.Theregion’sagriculturalcapabilitieswillpositiontheregiontoincreaseanddiversifyitsvalue-addprocessingofagriculturalcommoditiesbasedonaccesstoresearchanddevelopmentcapabilitiesandinfrastructure.Innovationandimprovedconnectionstomarketswillalsoincreaseproductivity.

10. Economic development

10.1 OverviewTheWimmeraSouthernMalleeeconomywillcontinuetobedominatedbytheagriculturalsector,withbroadacrecroppingandgrazingthemostwidespreadlanduses.Theregionisofnationalsignificanceintermsofcereal,pulseandoilseedproduction.Nicheagriculturalusesintheregionincludehorticulture,viticulture,piggeriesandintensivepoultryfarms.

Theproductivityoftheagriculturalsectorishigh,andisakeystrengthofthelocaleconomy.Theregionischaracterisedbylargeconsolidatedfarmswhicharehighlyefficientandgloballycompetitive.However,thedominanceoftheagriculturalsectorresultsintheWimmeraSouthernMalleehavingtheleastdiversifiedeconomyinregionalVictoria.Externalfactorssuchasclimate,globalcommoditypricesandtheexchangeratecanposethreatstostableeconomicgrowth.Externalfactorsalsopresentopportunitiesfortheregionsuchasincreasedglobalfooddemand.Growthofthissectorisconsistentwiththegovernment’sobjectivetodoublethestate’sfoodandfibreproductionby2030.

MostoftheWimmeraSouthernMallee’ssettlementsarehighlydependentonagricultureandhaveamajorroleinprovidingservicestofarmingcommunitiesandformingpartoftheagribusinesssupplychain.Settlementsalsoprovidecommercialservicesandareimportantforeconomicself-sufficiencyandcontributingtotheliveabilityoftheregion.

Manufacturingisgenerallyunder-representedintheregion’seconomy(exceptintheNorthernGrampiansShire)andisdominatedbyfoodproductmanufacturing,includingpoultryandothermeatprocessing.TheregionattractsindustrythroughitscompetitivestrengthswhichincludeitslocationattheheartofVictoria’sgrainproduction,itsintegratedagribusinesssupplychainsandgoodaccessibilitytosouth-eastAustralianpopulationcentres.

Infrastructureisimportanttosupport,facilitateandencouragediversificationofagricultureandtoprovideopportunitiestoaddvaluetoagriculturalproducts.TheWimmeraMalleePipelineisanexcellentexampleofenablinginfrastructure,providingmorereliableandhigherqualitywatertomanyruralareasandallowingincreasedwaterallocationstosupporteconomicdevelopment.

ThetourismsectorisanimportantpartoftheWimmeraSouthernMallee’seconomyandisfocusedontheregion’senvironmentalassets,includingnationalparks,waterwaysandlakes.Theseplacesattractlargenumbersoftouristsforpredominantlynature-basedactivities.Winetourismisalsosignificantintheregion’ssouth-east.

Therearesignificantdepositsofmineralswithintheregion,includinggoldmininginNorthernGrampiansShireandmineralsandsinthewesternandnorthernpartsoftheregion.

Thelargestsectorsoftheeconomyby2031intermsofoutputareprojectedtobeagriculture,healthcare,mining,constructionandmanufacturing.Growthisexpectedacrossawiderangeofsectors.

Future directions

• Support and protect agriculture as the key rural land use and driver of the regional economy

• Encourage diversification and value adding to agricultural production

• Develop clusters of economic activity based on locational advantages and infrastructure

• Provide opportunities for uses and infrastructure in rural areas which can take advantage of the region’s sparse population and large buffer distances to minimise land use conflicts

TheWimmeraSouthernMallee’sprosperityandidentityarecloselylinkedtoitsruralareasandagriculture.

Thisplanencouragesdiversificationofrurallandusesandtheruraleconomyasacentralstrategicdirection.However,thisshouldnotbeattheexpenseofagriculture,whichisalanduseofstatewideandnationalimportance.Opportunitiesexistforfurthervalueaddingtoagriculturalcommodities.KeyspatialopportunitiesinrelationtorurallanduseareshownonMap5.

Diversificationoftheruraleconomyiscloselylinkedtoothersettlementandcommunityissuesconsideredbythisplan.Iftheregioncannotattracttherightworkers,thismayconstrainitsabilitytocapitaliseonopportunities.Urbansettlementsneedtoprovideattractiveandliveablecommunitieswithgoodaccesstoservicestohelpattractamorediverseskillsbasetotheregion.

AreasclosetotheWimmeraMalleePipelinehavethemostpotentialforagriculturaldiversificationintheregion.Thepipelinegenerallyrunsinanorth-southdirection,whichcorrespondswithmanyofthemajortransportroutes.Thiscombinationofsecurewaterandgoodtransportinfrastructureisanimportantcharacteristicthatshouldbeleveragedforbroadereconomicgrowth.

Encouragingindustryclustersthatbuildonregionalstrengthswillaidinvestmentandcreateexpansionincertainsectors.Theseopportunitiesincludeapiggeryandpoultryclustertotheeastoftheregionandagrainproductionclustertothenorthandwest.Inaddition,thenewWimmeraIntermodalFreightTerminalnorth-eastofHorshamprovidesanexcellentopportunitytofocusgrain-relatedindustryandassociatedvalueaddingbyprovidingatransportandlogisticsgatewaytoaccessexternalmarkets.

Tourism,miningandrenewableenergygenerationareindustriesthatofferpotentialdiversificationopportunitiesandmaybelocatedinruralareas,complementingagriculturalgrowthanddiversification.

Thelowpopulationdensityofruralareas,particularlyinthenorthandwestoftheWimmeraSouthernMalleeregion,isakeyassetintermsofattractinguseswithpotentialoff-siteimpactsthatneedmanagementthroughbuffersfrommoresensitiveuses.

Incontrast,thesouth-easterntrianglebetweenHallsGap,StawellandAraratcomprisesamorecomplexmixofagricultural,environmentalandtourismassets,aswellasnotableareasofruralliving.Theplanseekstoprotecttheagriculturalbaseofthisarea,whileensuringhousingandnewtourismactivitiescanbedevelopedinharmonywithagricultureandtheenvironment.

ThegrowthofHorshamandtheothermajortownswillrequiretheconversionofsomerurallandbutplanningwillseektominimiseadverseeffectsonruralproduction.Planningschemesmayalsoprovidethatarangeofothereconomicactivitiesmayoccurinconjunctionwithagriculture,suchasthediversificationopportunitiesshownonMap5.Identifyingthemostsignificantagriculturallandintheregion,intermsofcontributiontostateandnationaleconomies,mayleadtodesignationofregionalpriorityproductionareasthatrequirespecificsupportinplanningschemes.

ThereareopportunitiestovalueaddtotheagriculturalproductscurrentlyexportedfromtheWimmeraSouthernMalleesuchasraisinglivestockfedonlocalgrain,includingpoultryfarmingandlambandbeeffeedlots.Otheropportunitiestobuildonlocalstrengthsincludeagriculturalresearchanddevelopment,processingagriculturalproduceandusingagriculturalwasteforbioenergy.

GoodopportunitiesforgrowthinintensiveagricultureexistacrosstheregionbutHorshamandNorthernGrampiansareparticularlywellsuitedforfurtherexpansionduetotheirexistinginfrastructure.

Keyfavourablecharacteristicsoftheseareasinclude:

• lowpopulationdensityandcloseproximitytograinproductionareas

• HorshamandStArnaudhaveestablishedfeedmillsthatcaneasilydeliverfeedtotheregion

• StawellandWycheproofcontainmeatprocessingcentres

• pipednaturalgasisavailabletosomepartsofthesemunicipalities

• theWesternandSunraysiahighwaysprovidekeytransportroutestoexportmarkets

• upgradeoftheraillinebetweenDimboolaandRainbow

• qualityandsecurityofwatersupplyisprovidedbytheWimmeraMalleePipeline.

Theseareasarewellsuitedtomediumandlargepiggeriesandbroilerfarms.SufficientlandandinfrastructurewillberequiredintownslikeStArnaudtocaterforrelatedtransport,logisticsandindustryfunctionsassociatedwithgrowthofintensiveagriculturalproduction.Nhillcouldbeagoodlocationtoclusterintensivepoultryraising,giventheexistingduckindustrynearthetown.

RenewableenergysourcesintheWimmeraSouthernMalleeincludewind,solar,geothermalandbioenergy.Theregionhasanumberofcompetitiveadvantagesincludingitslowpopulationdensity,solaraccessandreadyfuelsourcesforsomeformsofenergygeneration.Thefinancialviabilityoflocalenergyproductionwillimproveinacarbon-constrainedeconomy.

Mostopportunitiesrelatetosmall-tomedium-sizedpowergeneration.TheWimmeraSouthernMalleeInfrastructureStudy(2012)foundmosttownsintheregionarecapableofsupportingsmall-scalerenewableenergygeneratorssuchassolararraysorwindfarms.Thenorthernpartsoftheregionhaveexcellentpotentialforsolarenergygeneration.

Bioenergyhaspotentialwithintheregionduetotheavailabilityofagriculturalwaste.Ithastheaddedadvantageofconvertingwasteintoanincome-generatingasset.

TheWimmeraBioenergyResourceAudit(2011)identifiednumerousopportunitiesformedium-sizedenergygenerationinproximitytoclustersofbioenergysourcessuchasintensivelivestockoperations,grainmillingandlandfill(seeMap6forclusterlocations).Locationalrequirementsforpowergenerationintheregioninclude:proximitytotheenergysourceandtopartsoftheelectricitygridwithsparecapacity;theabilitytocreatebufferstosensitivelanduses;andgoodaccesstotransportinfrastructurewherethefuelneedstobetransportedtothegenerator.

Opportunitiesforwindgenerationmayexistgiventhesparsepopulationdistributioninruralareas.However,turbinesshouldbelocatedtominimisetheimpactonimportantidentifiedlandscapesandresidentialuses.

Extractiveindustryinterestareasoccurwithintheregion,whichcontainareasofknownfutureinteresttotheextractivemineralsindustry,forexample,sandandstone.Areasarebasedonsuitablegeologicaloccurrenceandalsotakeintoaccountexistinglocalgovernmentplanningschemes.Theyareintendedtoprovideaguidetolocalgovernmentindevelopingfutureplanningpolicy.InresponsetotheEconomicDevelopmentandInfrastructureCommittee’sInquiry into greenfields mineral exploration and project development in Victoria,theVictorianGovernmenthascommittedtovariousactivitiesthatwillundertakefurtherdatagatheringandplanningtobetterprotectthestate’sextractiveresourcesforfuturedevelopment.Theoutcomesoftheseactivitiesmayhaveimplicationsforfutureplanningprovisions.ExtractiveindustryinterestareaslocatedintheregionareshownonMap5oftheWimmeraSouthernMalleeRegionalGrowthPlanBackgroundReport.

Provisionoftransportandenergyinfrastructureiscriticaltoenableearthresourcesprojectstoproceed,particularlytotransportrawmaterialstoprocessingfacilitiesandexportports.Earthresourcesprojectscanplacesignificantdemandsoninfrastructure,suchastheimpactonarterialroadsfromtransportingofheavyearthresourcematerialsandequipment.Improveduseofrailtransportisencouraged,suchastherecentinitiativetotransportmineralssandsconcentratesbyrailfromHopetountoHamilton,andtheconstructionoftheWimmeraIntermodalFreightTerminalatDooen.

Earthresourcesprojectscanhavesignificantenvironmental,economicandsocialbenefitsorimpacts.Theyneedtobecarefullymanagedtomaximisethebenefitsandminimiseadverseimpacts.

Theintroductionofsensitivelanduses,includingurbanresidentialgrowthandruralliving,inproximitytoearthresources(especiallyquarries)canconstrainfutureextractionofresourcesdependingonmethodsused.

PlanningschemesintheWimmeraSouthernMalleeneedtoprotectsignificantearthresourcesfromincompatibledevelopmentorlanduses,particularlyextractiveindustriesandtwosignificantmineralssandsdepositsnearHorshamandDonald.Thesedepositsmayeachprovideanopportunityformorethan20yearsoforeextractionandprocessing.Thereforelandusesinproximitytotheseareasshouldbecarefullymanaged.Methodsformanagingtheenvironmentalandtransportimpactsofthesefutureminesneedtobedeveloped.

Landuseplanningcanhelpaddressconstraintstotourismexpansion,including:

Grampians National Park and Halls GapTheGrampiansNationalParkisthemostsignificanttouristdrawcardintheregion,withthenorthernpartsoftheparklocatedintheWimmeraSouthernMalleeregion.

HallsGapprovidesafocalpointforvisitorstotheGrampiansNationalParkandislocatedinanenvironmentallysensitivesettingadjoiningthepark.WhileHallsGapprovidesthegreatestconcentrationofaccommodationandcommercialservicesforvisitors,itissubjecttonaturalhazardssuchasfloodingandbushfire.

LanduseplanningshouldrecogniseHallsGap’sprimaryroletosupportthetourismindustry.ThereforeitispreferredthatgeneralresidentialdevelopmentisdirectedtootherestablishedsettlementsintheStawell-Ararat-HallsGaptriangle.

Opportunitiestoenhancetouristfacilitiesandactivitiessurroundingthepark,throughpublicandprivateinvestment,willbesupported.Opportunitiesincludeactivitiescomplementarytonature-basedtourism,conferencefacilitiesandhigherendtouristaccommodation.ProjectssuchasaproposedtouristroutearoundtheGrampiansNationalPark(theGrampiansWayRingRoad)andwalkingtrailthroughtheNationalPark(GrampiansPeaksTrail)wouldhelppromoteincreaseddispersalofvisitationwithintheregion.

NearbyareascanalsorefineanddeveloptheirtourismproducttocomplementtheGrampians.Forexample,theWartookValleymayprovideopportunitiesonthenorthernsideoftheGrampianswhilethefuturehighwaybypassofGreatWesternprovidesthechancetoenhancethetown’scharacteranditsidentityasacentreforwinetourism.

ThenotableexceptiontothispatternisHorsham,whichprovidesarangeofhigherordercommercialservicestothewholeregion.Horsham’svibrantcentralactivitiesdistrictisthemainbusinessandemploymentlocationwithintheregion.In2011itprovided8811jobsoraroundhalfofthejobsintheWimmeraSouthernMallee.

Landuseplanningplaysanimportantroleinensuringthatsufficientlandiszonedforcommercialusesandisappropriatelylocatedineachtown.Thisplansupportstheprovisionofkeyshoppingandcommercialservicesineachcommunityofinterest,particularlyindistricttowns,toenableaccesstogoodsandservices.

AllsignificantretaildevelopmentintheWimmeraSouthernMalleehasbeensuccessfullyguidedtothecoreofeachcentrewithnonotableout-of-centreretailactivity.Majorcommercialdevelopmentshouldcontinuetobedirectedtoexistingtowncentrestoconsolidatetheireconomicroleandensureinvestmentinthepublicrealmorotherinfrastructurecanbeefficientlytargetedtowardstheselocations.

SomebulkygoodsretailingisprovidedalongmajorroadsinbothHorshamandStawell.Thisisexpectedtoretainitslimitedroleandshouldnotreplacetowncentresasthekeyretailfocusofthesesettlements.

FurtherdevelopmentofretailandofficefloorspaceisencouragedintheHorshamcentralactivitiesdistrict,particularlyprojectsofregionalsignificance.TheHorshamRuralCityCouncilhascommissionedacentralactivitiesdistrictstrategy,whichisexaminingthefutureofthecommercialcentreinmoredetail.

11.1 Overview ThehighlydiverselandscapesoftheWimmeraSouthernMalleeregionincludemountains,plains,wetlandsanddeserts.Theclimatevariesfromtemperateinthesouthtosemi-aridinthenorth,withmuchoftheregionlackingreliablerainfall.Fourteenwetlandsofnationalimportancearelocatedintheregion.TheregionisalsohometotheWimmeraRiver,thelargestriverinVictoriathatdoesnotflowtothesea.Instead,itflowsintoLakeHindmarsh,Victoria’slargestfreshwaterlake.ThislakeisalsolinkedtoanothersignificantRamsarsite,LakeAlbacutya,andchainsofwetlandsleadingintotheMallee.

TheWimmeraSouthernMalleeincludesextensivepubliclandholdingswithhighbiodiversityvaluesincludingtheGrampians,WyperfeldandLittleDesertNationalParksandtheBigDesertWildernessPark.Thesepresentamajoropportunityforencouragingincreasedtourism.

Theplanrecognisestheneedtomaintainahealthyandresilientenvironment,whichwillbeachievedby:

• sustainablemanagementanduseofwaterresources

• effectivenaturalresourcemanagementandsustainableagriculturalpractices

• improvedknowledgeof,andadaptationto,thepotentialimpactsofachangingclimate

• well-informedcommunities.

TheWimmera,Mallee,NorthCentralandGlenelgHopkinsCatchmentManagementAuthoritiescoordinateinvestmentintheprotectionandenhancementofenvironmentalassetsthroughouttheregion,alongwithpubliclandmanagers.Regionalcatchmentstrategieshavebeendevelopedtoprovideintegratedstrategiesforachievingimprovedenvironmentaloutcomesacrosstheregion.Regionallysignificantenvironmentalassetshavealsobeenidentifiedinthisplanandthesealignwiththoseidentifiedintheregionalcatchmentstrategies.Thisplanproposesalanduseresponsethatcomplementstheregionalcatchmentstrategies.

Keyareaswherepotentialgrowthorlandusechangemayintersectwithenvironmentalandheritageassetshavebeenidentified.Naturalhazardshavebeenmappedandformpartoftheconsiderationsforurbangrowth.Thisplanprovidesdirectionontheseissues.

TheSignificantLandscapeOverlayhasbeenappliedonalimitedbasiswithintheWimmeraSouthernMalleeregiontoprivatelandsurroundingtheGrampiansNationalPark,theBlackRangeStateParkandMountArapiles-TooanStatePark.TheSouthWestLandscapeAssessmentStudy,whichincludesthesouthernpartoftheregion,hasbeenprepared.Thestudyevaluatesthevisualcharacterandsignificanceoflandscapesandwillinformlanduseplanningtoensurethemosthighlyvaluedlandscapesareprotectedfrominappropriatedevelopment.Thestudyidentifiedsignificantlandscapesasfollows:

• TheGrampians(statesignificance)

• MountArapiles(statesignificance)

• BlackRanges(regionalsignificance)

• Natimuk-DouglasSalineWetlandDepression(regionalsignificance).

AlandscapeassessmentstudywillbenecessaryforthebalanceoftheregiontoidentifyothervaluedlandscapesandprovidethebasisfortheconsistentapplicationoftheSignificantLandscapeOverlayintheregion.

Inplanningforgrowthandfuturelanduse,culturalheritageisanasset–incommunity,economicandsocialterms.TheregioncontainsarangeofAboriginalculturalheritageandhistoricheritageassets.Manytouristsseekheritagetourismexperiences.HeritageplacesandAboriginalcommunityorganisationsandenterprisescontributetotheregionaleconomyandemployment.Buildingacomprehensivesenseofplacearoundheritageplacesisimportanttodevelopresilientandsustainablecommunities.ThisinvolvesprotectionofheritageplacesandsupportinginitiativesthatallowresidentsandvisitorstoengagewiththehistoryandcultureoftheWimmeraSouthernMallee.TheGoldfields–Australia’sPremierHeritageRegioninitiativeisanexampleofsuchaprojectwithcross-regionalsignificance.

Theavailabilityandimplementationofheritagestudiesacrosstheregionisvariable.Ongoingassessmentofheritageassetsandimplementationofheritageoverlaysinplanningschemeswillenablecomprehensiverecognitionandprotectionoftheregion’sheritageassets.

Currentandproposedvegetationestablishmentactivitiesintheregion,suchasplantationsforcarboncaptureandstorageoroffsetsforvegetationclearedelsewhere,couldbelinkedwithdevelopmentofhabitatcorridors.TheWimmeraCatchmentManagementAuthorityhasidentifiedstrategiccorridorsfornativevegetation(seeMap7).SomeofthesebroadlyfollowwatercoursessuchastheYarriambiackCreekwhileothersaimtolinkareasofhighnaturalvalues.

PressureforurbanandruralresidentialdevelopmentinareasofhighamenitysuchasneartheGrampiansNationalPark,orrurallivingareasnearHorshamandStawell,mayalsothreatenenvironmentalassetsandwaterquality.Potentialconflictsbetweenprotectingenvironmentalassetsand

providingforresidentialusesneedtobecarefullymanaged,suchaswherebushfirehazardmanagementrequirestheclearingofvegetation.Housinggrowthneedstobedirectedawayfromareaswhereitwouldresultinunacceptableimpactsonenvironmentalvalues.

Thereisaneedtoachieveconsistencyintheapplicationofplanningschemeprovisionswhichprotectenvironmentalassetsacrosstheregion.Updatingtheseprovisionstoreflectcurrentknowledgeofenvironmentalassetsshouldbeundertakenbyallcouncilsintheregion.

LanduseplanningaroundHorshamandfortheNorthernGrampiansShirewillbeparticularlyimportanttoprotectwaterqualityandhabitatsintheuppercatchmentoftheWimmeraRiversystem.Declaredwatersupplycatchmentsoccurinthesetwomunicipalities,whichofficiallyrecognisethosecatchmentsforwatersupplypurposesandrequirewaterqualityandyieldtobetakenintoaccountinlanduseplanningdecisions.Thisincludesconsiderationoferosion,salinityandlanduseimpactsonwateryields.

TheWimmeraCatchmentManagementAuthorityisthefloodplainmanagerformostoftheWimmeraSouthernMallee.IthasrecentlycommissionedfloodstudiesintheNatimukCreekcatchment,Landsborough,NavarreandMtWilliamCreekincludingDadswellsBridge,tobetterunderstandfloodplainbehaviourintheselocations.Anumberofotherstudieshavebeencompletedbutrequirerevisioninlightofthemajor2011floodevents.

FloodstudieswouldalsobebeneficialforWarracknabealandRupanyup.Majordevelopmentproposalsinfloodhazardareas,suchasanewroadalignment,couldtriggertheneedforadditionalfloodplainmodelling.Landuseplanningdecisionsshouldbebasedonthebestqualityinformationonfloodinghazardtominimiserisktolifeandproperty.Accuratefloodmappingiscriticalinthisregard.

Urban settlement 12.1 Overview ThesettlementpatternoftheWimmeraSouthernMalleeisdominatedbyHorsham,whichistwicethesizeofanyothercentreintheregion.StawellisthesecondlargestcentreintheregionandhasacloserelationshipwithArarat.Theremainingregionalpopulationislargelyconcentratedinsmalltomediumtowns.Thesetownsoperateasgroupsofsettlementswithstrongsocialandeconomicinterrelationshipsknownas‘communitiesofinterest’.

WimmeraSouthernMalleetownstypicallyhaveamoreimportantservicingroleforsurroundingruralareascomparedtosimilarsizedsettlementsinmoredenselypopulatedpartsofthestate.

Thepopulationofmanyoftheregion’stownshasdecreasedoverthelastfewdecades.Thistrendhasstabilisedinrecentyears,particularlyforlargersettlements.MosturbangrowthintheregionhasoccurredinHorshamandthistrendisexpectedtocontinue.

However,itisimportantnottofollowawhollytrend-basedapproachtoregionalplanning.Theplanseekstoenablegrowthinalltownsintheregionandattractresidentsbyfacilitatingeconomicgrowthandenhancingliveability.

Anumberofimportantdemographicissuesneedtobeconsideredinsettlementplanningfortheregion.VictoriainFuture(2012)projectionsindicateanunevenpatternofgrowth(seeFigure3).Theregion’spopulationwillincreasemoderatelybetween2011and2031,withgrowthinHorsham’spopulationtobeoff-setslightlybydecreasesinothermunicipalities.Therewillalsobeadisproportionateincreaseinthenumberandproportionofpeopleinolderagegroupsandadecreaseinthesizeofhouseholds.

ThisforecastpopulationchangehasimplicationsforhousingintheWimmeraSouthernMallee.Inparticular,thenumberofdwellingsrequiredwillincreaseatagreaterratethanthepopulation.Thedeclineinhouseholdsizeandtheageingofthepopulationwillmeanmorehousingvarietyisneededtosupportchanginglifestyles.

Planningforeachcommunityofinterestwillseektoprovidesufficientresidentialandemploymentlandforgrowthandchangeandforsitesforkeyservices.Eachcommunityofinterestwillhaveatleastonetownwhichfunctionsasthehubforservicedelivery,employmentandresidentialgrowthinthegroup.Othersmallersettlementsmaychangeovertimetotakeoncomplementaryfunctionswithinthecommunityofinterest,suchasprovidingnicheresidential,tourismoremploymentuses,ratherthanbeingcomprehensiveservicecentres.

Somecommunitiesofinterestincorporatesettlementsfromoutsidetheregion.Inparticulartherearerelationshipsbetween:

IntheWimmeraSouthernMallee,thereisamismatchbetweenthechangingstructureofhouseholdsandtheavailablehousingstock.Theregionfeaturesarelativelyhighproportionofsmallhouseholdsbuthasafairlyhomogenoushousingstock,dominatedbydetachedsingledwellings.Asthepopulationagesthereislikelytobeanincreaseddemandforagreatermixofhousesincludingunitsandagedcarehousing.Housingforelderlypeopleshouldbeencouragedintheregion’slarger,well-servicedtownstohelpreducesocialisolation,particularlyHorsham,totakeadvantageofitslocalpublictransportservices.

Despitelowratesofhousingstressandhighlevelsofhousingaffordability,theregionhassignificantchallengesinrelationtohousing.Thehousingmarketisnotworkingeffectively,fordifferentreasonsindifferenttowns.

Barrierstoinvestmentinhousing,insomelocations,includelowreturnscomparedtootherinvestments,institutionalinvestorssuchashospitalscompetingintherentalhousingmarketandwidespreadlowincomesinsomepocketsoftheregion.

Dealingwiththesecomplexhousingmarketissueswillrequiresustainedinterventionfromalllevelsofgovernment.Landuseplanningalonecannotaddressallhousingissues.However,keyopportunitiesforsupportthroughintegratedlanduseplanningincludethelocationofhousingandtransportservices,andtheappropriatedesignmixofhousingtypes.

HorshamisthekeyregionalcentrefortheWimmeraSouthernMalleeregionandisofstatewidesignificance.ItisstrategicallylocatedonthejunctionofthreehighwaysandtheMelbourne-Adelaiderailway.Horshamishometoregionalhealthservices,tertiaryeducationandgovernmentagencies.Horsham’sroleastheprimaryurbansettlementintheregionisreinforcedbythisplan.ThesuccessofHorshamwillbeimportanttotheregionaleconomyandforattractingnewresidents.HorshamwillcontinuetoprovidehigherorderemploymentandservicestothewholeWimmeraSouthernMallee.

Residential growthPopulationprojections(fromVictoriainFuture2012)indicategrowthofaround0.5percentperyearcanbeexpectedoverthenext20years(around2200peopleintotal).ProjecteddwellingdemandforHorshamRuralCityis100to125perannum.Thereisaneedforhighqualityhousingtoattractskilledprofessionalstotheregion.

ThereisvacantresidentialzonedlandavailableonallsidesofthecitywiththelargestareatothewestbetweenRemlawRoadandNatimukRoad.

Datafortheperiod2011–2026indicatesthesupplyofgreenfieldresidentiallandisadequateforthenext10to15years,basedonrecentconstructiontrendsandpopulationprojections.Furtheropportunitiesforresidentialdevelopmentoverthemedium-tolong-termwillneedtobeidentified.

TheWimmeraRiverprovidesamajorrecreationalandenvironmentalassetforthecity,butitalsocreatesanumberofplanningconsiderations.Inparticular,majorresidentialgrowthisunlikelytobeappropriateontheeasternsideofHorshamduetoflooding,whileareastothewestofthecityarelikelytohavetheleastenvironmentalplanningconsiderationsforfurthergrowth.AreasimmediatelytothesouthoftheWimmeraRivercouldbeinvestigatedforfurtherdevelopmentalthoughitwillbenecessarytomanagevariousconstraintsincludingbushfire,floodingandculturalheritage.

Infillandmediumdensitydevelopmentshouldbesupportedasakeysourceofsupplyincludingmixedusedevelopmentsinandaroundthecentralactivitiesdistrict.

Itisnotexpectedthatadditionallowdensityresidentiallandwillberequiredintheshort-tomedium-term.

Urban form and designTheWesternHighwayrunsthroughthemiddleofHorsham.VicRoadsisinvestigatingoptionsforbypassingthecitytothenorth-east.ItisimportantthatanyfuturebypassintegrateswiththeurbanformofHorshamanddoesnotsegregatepreferredgrowthareasfromotherpartsofthecityorprejudiceopportunitiesforgrowth.Decisionsaboutfuturegrowthshouldbecognisantofthebypassrouteonceitisfinalised.

FutureexpansionofHorshamwillpreferablybecontiguousandintegratedwithurbanareastoachievehighlevelsofconnectivityandaccessibility.Theurbanformshouldsupportwalking,cyclingandeasydeliveryoflocalpublictransport.

Newdevelopmentshouldincorporatequalityurbandesignsothatnewcommunitieshavehighlevelsofamenityandliveability.

ThereisaneedtoimproveconnectivitybetweenthecentralactivitiesdistrictandHorshamNorth,currentlydividedbytherailwayline.TherelocationoffreightactivitiestotheWimmeraIntermodalFreightTerminalatDooenwillassistinthisprocess,aswillotherinitiativessuchasthefuturepotentialrealignmentoftherailwaylineawayfromthecity.FurtheropportunitiestoenhanceconnectivityandtoregenerateHorshamNorthshouldbepursued.

Employment and businessHalfofalljobsintheWimmeraSouthernMalleearelocatedinHorshamandthisproportionisevenhigherforretailandservicesectoremployment.ThisemphasisesHorsham’simportancetotheregionasawhole.

Horsham’scentralactivitiesdistrictistheprimefocusforcommercialactivityinthecityandhasarelativelycompact,integratedform.Itisanticipatedtherewillbedemandforincreasedofficeandretailfloorspaceoverthelifeoftheplanandthisshouldbelocatedinthecentralactivitiesdistrict.EnhancementstopublicspacesinthecentralactivitiesdistrictwouldhelpstrengthenHorsham’sroleasthecapitaloftheregion.Thereissomepotentialtoencouragesecondaryretaildevelopment,suchasbulkygoodssalesandcaryards,withinexistingbusinesszonedlandalongStawellRoadandDimboolaRoad.

Thereisarangeofindustriallandlocatedinandaroundthecityanddatasuggeststhereisinexcessof15years’supplyavailable.Thissituationshouldbemonitoredtoensureasufficientlandsupplyismaintained.Anynewindustriallandshouldbelocatednearkeytransportroutes,particularlytheproposedbypass.Theairportalsocreatesopportunities.Itisrecommendedthatastudybeundertakentoconsiderexpandingtheadjoiningindustrialareatosupportfurtheraviationuses.

ThenewWimmeraIntermodalFreightTerminalanditsadjoiningprecinctatDooen,eightkilometrestothenorth-eastofHorsham,isofregionalimportanceandshouldbeafocusforfreightandlogistics.

Infilldevelopmentwillprovideforresidentialgrowthintheshort-tomedium-term.Overtimeadditionalresidentiallandsupplywillberequired.ThiscouldbelocatedtothesouthofthetownoraroundLakeWallace.DevelopmentaroundLakeWallacewouldrequireanextensionofthereticulatedseweragesystemtolimittheimpactonthelake.

Thereisaneedforadditionalindustriallandtosupportemploymentgrowth.Thepreferenceisforthisistobelocatedtothesouth-eastofthetown.

Hopetoun’slocationattheterminusofafreightraillineandontheHentyHighwayhasencouragedsomerecentemploymentgrowth,includingusingthestationtoshipmineralsandsbyrailtoHamilton.Thishasbeenassistedbytherezoningandexpansionoftheindustrialareatothenorth-west.Furtherindustriallandshouldbeprovidedinthislocationifthedemandeventuates.Additionalsewerageinfrastructurewouldbeneededtofacilitatesuchdevelopment.Othermineralresourcesinthearea,aswellaslinkstonearbyrecreationandtourismassets,mayhelpdrivefurthergrowth.

• Recognise the cohesive relationship between Stawell and Ararat in the provision of services, housing and employment

• Allow for expansion of the urban area to accommodate future residential and employment growth

• Protect and enhance Stawell’s attractive architecture and streetscapes

StawellisthesecondlargesttownintheWimmeraSouthernMallee,thehomeoftheinternationallyknownStawellGiftfootrace,andactsasagatewaytotheWimmeraandtheGrampiansNationalPark.Itispartofastrongcommunityofinterestbasedonthe‘triangle’ofStawell,AraratandHallsGap.TheinterdependentrelationshipbetweenStawellandAraratisuniqueinwesternVictoria.Thereisonly30kilometresbetweenthetwotowns,theyareasimilarsize,andbothprovideawiderangeofservices,jobsandhousing.Thiscloseassociationwillcontinueandshouldbeconsideredasasignificantfocusforpopulation,employmentandinvestmentinthissub-region.ProposedimprovementstotheWesternHighwaywillenhancethisconnection.

Newgreenfieldresidentialdevelopment,inadditiontoinfilldevelopment,willprovideforthemediumtolong-termhousingneedsofStawell.UrbanexpansionofStawellisconstrainedbytheairport,goldmineandbushland.Aseweragestrategywillberequiredtohelpserviceurbangrowth.

Stawellhasadiverseemploymentbaseincludingservices,mining,construction,tourismandmanufacturing.Thetownwillcontinuetosupportthisrangeofusesandconsolidateitsmanufacturingbase.Additionalindustriallandislikelytoberequiredandthisshouldbelocatedtothewestoftheexistingindustrialareaonthewesternsideofthetown,northofthehighway.

FutureemploymentopportunitiesthatcouldbesupportedinStawellincludetheequineindustry,aviationindustryandrecreationandtourismsectors.TherewillbeaneedtocarefullymanagethetransitionofthegoldmineatStawellwhenitceasesoperation.Anopportunitytouseitasatrainingcentrefortheminingindustryisbeingconsidered.

TheWesternHighwaywillinfluencethegrowthandurbanformofStawelloverthelongterm.DuplicationofthehighwayisproposedtoterminateatStawellandtheexistinghighwaythroughStawellwillneedtobemanagedtoaddresstrafficimpactsanduseofadjoiningland.

Thetownfeaturesaveryhighproportionoftraditionaldetachedhousingandarelativelylowproportionofrentaldwellings.Diversificationandrenewalofhousingstockisencouragedtosupportachangingpopulationandtoimprovehousingquality.

Infilldevelopmentwillcontinuetoprovideforresidentialgrowthbutsomeadditionallandwillberequiredforeitherconventionalorrurallivingdevelopment.ThisgrowthshouldbecontiguouswiththeurbanareaandcouldbedirectedtothewesternsideoftheYarriambiackCreekortothesouth-eastofthetown.

TheYarriambiackCreekrunsthroughWarracknabealandisakeyenvironmentalassetthatenhancestheliveabilityandattractivenessofthetown.Developmentnearthecreekwillneedtoberestrictedtothoseareasnotaffectedbybushfireandfloodhazards.Environmentalvaluesassociatedwiththewaterwayanditsriparianvegetationwillalsoneedtobeconsidered.

Facilitating localised responsesStrategiesneedtobetailoredtowardstheindividualopportunitiesandthreatsforeachsettlementandrecognisethediversityofsmallsettlements.TheWimmeraSouthernMallee’ssmallsettlementswillhaveavarietyofdifferentrolessuchasprovidingandpromotingarangeoflifestyleandhousingchoices,supportingnichetourismuses,facilitatingruralindustryandfreightfunctions,oractingascommutercentreswithlinkstolargertowns.Forexample,GreatWesternandNatimukareattractivesettlementslocatedneartourismattractionsandcanleverageofftheseassets.Incontrast,ApsleyisplayinganincreasingroleinprovidingadditionalhousingtoserviceNaracoorte.

Access to servicesThereisastrongrelationshipbetweenpopulationgrowthandproximityofsettlementstohigherorderservices.Thisplan’scommunitiesofinterestmodelseekstoensurereasonableaccesstoservicesthroughouttheWimmeraSouthernMalleeregion.Theabilitytoaccesstheseservicesineachgroupofsettlementswillbeenhancedbyplanningforservicesandfacilitiesonanetworkbasisandimprovingtransportlinksbetweensmallersettlementsandnearbydistricttowns.TheNationalBroadbandNetworkshouldalsoprovideasignificantbenefittotheviabilityandliveabilityofsmallsettlementseventhoughaccesswillbeviasatelliteratherthanfibreopticcableformostpartsoftheregion.

Economic diversificationEconomicdiversitytendstobelowerinremoteruralsettlements,makingcommunitiesvulnerabletochange.Flexibilityinplanningcontrolswillbecentraltoplanningforsmallsettlementstoallowthemtoadapttoamyriadofpotentialeconomicandsocialchanges.Forwardplanningshouldidentifyandprotectstrategiceconomicassetssuchasfutureindustriallandnearfreightraillines,tourismnodesoragriculturalland.

Providing infrastructureWhilemanysmallsettlementsintheWimmeraSouthernMalleehavearangeoflowerorderservices,itwillbeimportantforsocialinfrastructuretocontinuetoevolvetomatchdemographicchangesandtoencouragepopulationreplenishment.Thiscouldrequirenewmodelsofserviceprovisionsuchasintegratedcommunityhubs.Ongoingimprovementstoserviceinfrastructure,suchasthenewsewerageschemeproposedforRupanyuporimprovedwaterqualityinJeparit,willalsoenhanceliveabilityandsupporteconomicdiversification.

Managing change from significant investmentAnumberoflargeinfrastructureinvestmentshavebeenmadeintheWimmeraSouthernMallee,orareplanned,suchasupgradestoroadsandrailwaylinesortheWimmeraMalleePipeline.Planningforsmallsettlementsshouldhelpthemtakeadvantageofmajorchanges.ThiscouldincludestructureplanningtosetasidelandforindustryandhousingtosupportanewmineorenhancingstreetscapesandtourismusestocreateanewidentityforatownthatmaybebypassedbytheWesternHighwayupgrade.

Thecurrentsupplyofrurallivinglandisunevenlydistributedthroughouttheregion.ThelargestareasofRuralLivingZonearefoundaroundmajorcentresintheNorthernGrampiansShireaswellasareasaroundtownssuchasHorsham,WarracknabealandDimboola.

Thepreferredapproachtorurallivingisthatitisonlylocatedwhereitwill:

13. Regional infrastructure

13.1 OverviewTimelyprovisionofinfrastructureandservicesisrequiredtosupportfuturegrowthandchangeoftheWimmeraSouthernMallee.Thedeliveryofanappropriatesettlementpattern,wherepopulationfluctuationsarebothpredictedandsequenced,isnecessarytoachievesustainablegrowth.Insomeinstances,existingservicesandassetsmayhavetobereviewedtoaccommodatenewlevelsofdemand.

InfrastructuresupportstheliveabilityoftheWimmeraSouthernMallee,connectsittotherestoftheworldandmakesitanattractiveplaceforinvestmentandeconomicdevelopment.Thedistancetolargecitiesmeanspartsoftheregionneedtobeself-sufficient.Conversely,therearesomekeyinfrastructuregapsrelatedtoremotenessandthedispersedpopulation.Thissectionexaminessomeoftheoverarchingregionallanduseandinfrastructureissuesfortheregioninrelationtotransport,socialinfrastructureandutilities.

13.2 Water, energy and utilities

Growthintownsandcitieswillresultindemandforadditionalwater,energyandutilityinfrastructure.Efficientuseofexistingsystemsandpreservationandidentificationofutilityinfrastructurecorridorsandurbanlocationhavebeenconsideredaspartofthisplan.Theprojectedpopulationandsettlementpatternfortheregiontakesintoaccountcurrentlyplannedandanticipatedutilities.

PowerOpportunitiesfordiversificationandmodernisationoftheelectricitysupplyexistintheWimmeraSouthernMallee.Thiswouldcreatenumerousbenefitssuchas:minimisingtheloadontheexistingnetwork;minimisingtransmissionlosses;providingforlocalneeds;andprovidingacommercialreturntobusinessesintheWimmeraSouthernMallee.EnergyopportunitieshavebeendiscussedindetailinSection10.

Akeysitingissueformediumtolargepowergeneratorsisthelocationandcapacityofthetransmissionnetwork.Largertownsintheregiontendtohavegreaternetworkcapacityduetothepresenceofazonesub-stationandhighervoltagefeederlines.Upgradesmayneedtobeconsideredtosupportspecificproposals.

GasTheavailabilityofreliableandcosteffectiveenergyiscriticalforbusiness.Economicdevelopmentinsomelocationsmaybeconstrainedbyalackofaccesstoenergysourcessuchasreticulatednaturalgas.Gascanbeimportantforcertaintypesofindustry.ReticulatedgasiscurrentlyonlyavailableinHorshamandStawell.Therearenoplanstoincreasecapacityofthegassupplyascurrentinfrastructurehasthecapacitytomeetforeseeableneedsincludinggas-firedpowergeneration.However,thereareexpansionoptionsavailable,ifneeded,foraparticularlargeuser.

Theremaybeanopportunitytoextendreticulatedgaswithintheregiontosupportindustrialdevelopmentorgrowth.PotentiallocationsidentifiedintheWimmeraSouthernMalleeInfrastructureStudy(2012)includetheWimmeraIntermodalFreightTerminal,Warracknabeal,DimboolaandNhill.

WaterAsecurewatersupplyisofcriticalimportancegiventhepotentialfordroughttoaffectavailabilityforurbanandruralpurposes.SignificantreformstosupplyinfrastructurehavebeenachievedthroughconstructionoftheWimmeraMalleePipeline.Thepipelineprovidesopportunitiestoincreasesupplytoparticularurbancentrestoaiddevelopmentthroughinterconnectionbetweenpipesorbypipingtreatedwatertotownsthatdonothavetreatmentplants.Increasinglocalstoragevolumeisafurtheropportunityifintermittentlocalcapacitybecomesanissue.

GrampiansWimmeraMalleeWater’sWaterSupplyDemandStrategy(2012)indicatesthatmostoftheregionmayexperienceshortfallsinwatersupplyinaround2035,dependingonhowdrytheconditionsare.Measureshavebeenidentifiedtoaddressthesepotentialshortfalls.Urbanareassuppliedbygroundwatersuppliesgenerallyallhaveadequatesupplybeyondthelifeofthisplan.

AnimportantsupplyissueisthequalityofwateravailabletosometownsinthewesternpartoftheWimmeraSouthernMallee.Anumberoftownsarereliantonborewaterfortheirsupplies.NhillandJeparitwillreceivehigher-qualityreticulatedwaterthroughtheWimmeraMalleePipeline,leavingKanivaastheonlykeylocaltownwithuntreatedwater.Ongoingincrementalupgradestothewatersupplyfortownsacrosstheregionshouldbeencouraged.

Recycledwaterisusedforagricultureandmaintaininggardensandsportingfacilitiesinsometowns.Furtherinvestmentinrecycledwaterinfrastructureissupportedtohelpmanageoverallwaterdemandandensurethatrecreationandlandscapeassetsaremaintainedtoprotecttheliveabilityandamenityoftowns.

Whenintegratedwatercyclestrategies3aredeveloped,thegrowthproposedinthisplanwillneedtobetakenintoaccounttoidentifyanypotentialcapacityandinfrastructureplanningneeds.Furtherconsiderationwillneedtobegiventothelinkbetweentheurbanandruralwatercycleandtheimplicationsofreducedwateravailabilitywhenplanningfornewgrowthanddevelopment.

SewerageAllcentresintheWimmeraSouthernMalleewithpopulationsof500peopleormorehavereticulatedsewerconnectionsbutsomesmallersettlementsarereliantonsepticsystems.Asthemajorcentreforgrowthintheregion,Horshamhasadequateservicingplannedtomeetits2026populationforecast.

Inordertofacilitateadditionalgrowthoninfillsitesandpotentialgrowthareas,expansionoftheregion’ssewersystemswillbeneeded.Somesettlementswithon-sitedisposalsystems,includingRupanyupandGreatWestern,havebeennominatedforprovisionofsewerage.Inadditiontocurrentprogramsforservicingsmallsettlements,itwillbeessentialto

maintainseweragecapacityforthelargesttownsintheregiontoallowforfutureexpansion.

Improvedtreatmentofsewerageshouldbeconsideredtoenablerecyclingforenvironmentalorpublicuses.

TelecommunicationsTheNationalBroadbandNetworkisscheduledtoberolledouttotheWimmeraSouthernMalleeregionfromDecember2013.Horshamandsurroundingareaswillbepartofthefirstareaconnected.Improvedcapacitywillbevaluableforbusinessandpersonalcommunications.Dimboola,Horsham,Nhill,Stawell,StArnaudandWarracknabealarethemaincentresthatwillbeprovidedwithhard-wiredbroadbandconnectiontoallpremises.

Edenhope,HallsGap,Jeparit,Minyip,MurtoaandRupanyupwillhaveafixedwirelessbroadbandsystemimplemented.Thisfeaturesacentralsatellitereceivingunitintown,whichtransmitsabroadbandsignaltoradiounitsonpremiseswithinthetown.Othercentreswillhaveasatelliteconnectionwithtelephoneservicesreplyingonthecopperwirenetwork.Landuseandinfrastructureplanningfortheregionshouldseektotakeadvantageofenhancedtelecommunications,particularlyinlargercentreswhichhavethebestconnections.

Waste disposal RegionallandfillsarelocatedatDooenandtothesouthofStawell,withothersmallerlandfillfacilitiesintheregionfornon-putresciblewaste.Mostothertownsoperateatransferstation,whichinturnresultsinwastebeingtransportedtoregionallandfillfacilities.Regionallandfillshavecapacityforaround20years.Itisunlikelycapacitywillneedtogrowdramaticallyduetolimitedprojectedpopulationgrowth.

Theregionwillneedtoconsiderhowitwillmanageitswastemanagementandresourcerecoveryactivitiesbeforethecurrentlandfillcapacityisreached.Anyopportunitiestogeneratenewindustriesinthisfieldandtogenerateenergyfromwaste(includinginactivelandfills)shouldbeexploredandsupported.TheopportunitiesforbioenergyproductionwithintheregionarediscussedinSection10.

13.3 Transport networksThetransportsystemisacriticalfacilitatorofregionalgrowth.Localtransportandinternaltownandcityactivitiesareaddressedinmunicipalandlocalplans.Urbandesignandplace-basedintegrationwithlanduseistheroleoflocalgovernment.Region-wideandinter-regionaltransportsystemsandinfrastructureareconsideredaspartofthisplan.

BusinessandtheregionaleconomyrelyonaneffectivefreightsystemincludingVictoria’sconnectivitytotheAustralia-widesystem.RegionalconnectionstoportfacilitiesinMelbourneandotherhubssuchasPortland,GeelongandHastingsareessential.AirportfacilitiesincludethoseatMelbourneAirport,AvalonAirportandregionalairportssuchasStawellandHorshamthatarediscussedinthisplan.

TheintegrationofmajorlogisticsandfreightprecinctsintheWimmeraSouthernMalleeinconjunctionwiththetransportnetworkhasbeenconsideredwithaviewtothelong-termfreightdemandoftheregion.Thisplanseekstooptimisefreight-relatedactivitiesandsupportefficientandeffectiveoperations.Itseekstoachieveefficienciesandapplysustainablepracticeswhileachievingeconomicandsocialbenefits.Theuseofairportsnowandforthenext30yearshasalsobeenconsidered,alongwithappropriatelanduseandbuffersaroundthesecriticalfacilities.

PeoplelivingintheWimmeraSouthernMalleeundertakeavarietyofactivitieslocallyandwithinotherpartsofVictoria.Thisplanseekstoensureresidentsoftownsandcitieshaveimprovedaccessandconnectivityintheirregionforwork,educationorleisureacrosstheregion.Long-termaccesspatternsarematchedtopopulation,currentplannedinfrastructure,anticipatedservicedemandsandidentifiedemploymentlocations.Thisplanprovidesdirectionsformeetingtheselong-termneedsinresponsetogrowthandchange.

15.1 Planning schemesTheWimmeraSouthernMalleeRegionalGrowthPlanwillhavestatusaspartoftheVictoriaPlanningProvisionsandplanningschemes.Itskeyplanningdirectionswillbeimplementedthroughcouncilplanningschemes.Itwillbeusedtoguideandinformfuturestrategicplanningworkacrosstheregion,includingfuturereviewsofeachcouncil’splanningschemeandhelpprovidejustificationforplanningschemeamendments.

Theregion’scouncilswillworkinpartnershipwithstategovernmenttofacilitatetherequiredplanningschemeamendmentprocessandcontentasanimmediatepriority.

AnAdvisoryCommitteehasbeenappointedtoconductareviewoftheStatePlanningPolicyFrameworkinordertodeliverregionalgrowthplansandothermajorplanningpolicies,suchasthemetropolitanplanningstrategy,Plan Melbourne.

15.2 Links to Regional Strategic Plan ImplementationThisplanhascloselinkstothestrategicframeworkestablishedbytheregionalstrategicplan.Implementationwillbecoordinatedwithongoingworkbeingundertakenbycouncils,stateandfederalgovernmentsandtheRegionalDevelopmentAustraliaGrampiansCommitteetoprogressthestrategicdirectionsoftheWimmeraSouthernMalleeRegionalPlan.Thiswillensurethatcommonobjectivescanberealisedandthatfundingisdirectedtowardsthehighestprioritiesfortheregion.
