2) Describe complexity within the Project via Facilitated Discussion with C-AM&E Experts

3) Select complexity-aware M&E approach that meets need & context

4) Develop Joint Partnership Plan

5) Promote collabora-tion & learning by convening Learning Circle

6) Support design and implementa-tion of C-AM&E approach

7) Research on Trial captures learning to respond to Project M&E needs & inform USAID guidance

Background: Joint Partnership Plan

This trial will examine complex aspects of the ASEAN S&T Fellows

Program to guide decision making. Questions driving the trial are:

• Monitoring Questions:

1. Are Fellows practicing knowledge and skills gained from training/coaching/ networking? If yes, then how?

2. What factors promote/inhibit the practice of skills in Fellow work settings?

3. What have been the effects of the practice of skills in Fellow work settings for the organization? Who did what, when and where that represents progress towards new or reformed policy in ASEAN member governments?

• Evaluation Questions:

4. What are the most important contributions towards policy changes made by Fellows? What are the most important missed opportunities?

5. Do the Ministries value these outcomes?

6. What are the most important factors in the placement Ministries and larger national policy systems which support and inhibit the program’s success?

Learning Circle Roles:

USAID/PPL/LER

• Primary Point of Contact (Melissa)– Gather info about members

– Orient on roles and trial process

• Learning Facilitator (Emily)– Facilitate participation in trial

– Guide members to resources and Learning Lab online platform

• Technical Liaison (Heather)– Ensure method meets

information need

– Liaise with expert(s)

• Complexity-Aware M&E Expert (TBD)– Lead design process and

coach partners

– Provide technical assistance

– Incorporate trial approach into M&E system

– Manage implementation of trial approach

– Analyze & interpret data

• Purpose of data report simulation exercise:

To test whether the current trial design will provide useful,

actionable data.

To provide you with a report mock-up on the S&T fellows

based on the kind of data you could get from the trial.

• How does the data report simulation work?

• Three questions for discussion on Learning Lab:

1. Currently, Fellows report tasks completed and deliverables

submitted. Are you able to determine outcomes achieved from

these reports? Why or why not?

2. If Fellows demonstrated that they completed each

task/deliverable in their Action Plan, would this be considered

successful achievement of outcomes contributing to policy?

3. For each Fellow described in the data, what action would

you take based on the data?

– Read the Data Simulation Exercise Document

– Participate in discussion of the 3 questions on Learning Lab

• On June 3 or 4, 6-7pm Bangkok/Jakarta time

– Join Data Simulation Exercise meeting, where we will come

to consensus on whether the proposed method will provide

you actionable data
