1.1 Leadership 1.1.1 Venture Leadership Course (VLC) Successfully complete a VLC approved by National Venture Scout
Council.
1.1.2.1 Instructional Leadership Assist in conducting teaching sessions in a leadership camp (Sixer’s
Training Course, Patrol Leader’s Training Course or perform a similar role
in a Girl Guide’s Patrol Leader Training Course, School Prefect’s Leader
Training Course, Peer Support Leader Training Course, or other such
courses as approved by the VSL).

1.1.2.2 Project Leadership Lead a committee, as either the Chairman or Vice-Chairman, in a project
approved by the VSL from conceptualization to evaluation, of which the
entire process should take no more than two months.

1.2.2 Night Exploration Plan, organize and execute a Night Exploration of distance no less than

1.3 Activity 1.3.1 Indoor or Outdoor Activity Show evidence of progress and sustained interest in an indoor or outdoor
activity over a minimum period of six months.
Example of indoor activity: Karate, Tae Kwon Do, Music, Drama, Dancing,
Computer Programming, Bowling, Martial Arts, Photography, etc.
Example of outdoor activity: Astronomy, Gardening,
Pioneering, Flying, Abseiling, Diving, Swimming, Jogging,
Lifesaving, Canoeing, Sailing, Soccer, Basketball, etc.
1.3.2 Physical Fitness Achieved the NAPFA Silver Award
OR
Achieved the NAPFA Bronze Award and one of the following:
o Swim at least 400m continuously in Front Crawl or Breast Stroke
o Run and/or Jog at least 5 km continuously
o Canoe at least 5 nautical miles in 1 hour
o Walk at least 6km in 1 hour
1.3.3 Scout Instructorship Course (SIC) Successfully complete a SIC approved by National Venture Scout Council.

1.5 Service 1.5.1 Community Service
• Provide a minimum of 10 hour of service over no less than two
months in the same organization.
• Service may be to a recognized Voluntary Welfare Organization,
school authority or religious body.

1.6 Citizenship Complete one of the following:
1.6.1 National Defence Successfully complete the Total Defence Badge, Crime Prevention Badge,
Pre-NS Camp or act as a National Educational / Total Defence
ambassadors.
1.6.2 Community Living Make an arranged visit to a government department, statutory board,
community club or public organization, and make a report on how it is
organized and its purpose in society.
Example: Neighbourhood Police Centre, Public Utilities Board, Town
Council, Community Development Council, Housing Development Board,
Sewage Department, Incinerator or Power Plant, Water Works
Department, Area Office, Grass Root Club, Community Club, National
Trade Union Congress, Singapore Parliament House, Singapore
Immigration & Registration, National Volunteer Centre, Singapore Council
of Social Service, Juvenile Court, Small Claim Tribunal, National Parks
Board, etc

RESTRICTED 1.6.3 Cultural Involvement Participate in cultural exchange between at least 2 different cultures in
Singapore or with visiting groups to Singapore from overseas.
Or
Participate in an overseas Scout Jamboree or Cultural Exchange
Programme approved by the VSL.
1.6.4 Heritage Successfully complete the National Heritage Trail for Venture Scouts.
1.6.5 National Attractions Ambassadors Successfully complete the Scout Docent Badge.
1.6.6 Citizenship Participate in activities that VSL deems to promote citizenship or
community living.

1.7 Personal Development 1.7.1 Career Awareness
• Attend a talk, seminar or exhibition on Career Guidance &
Development. Discuss with your VSL and make a short
presentation to your Unit on how you would choose a career.
• Eg. Career events organized by Ministry of Education Career
Guidance Unit, Ministry of Manpower, Singapore Professional
Foundation, Singapore Armed Forces or Home Team Career
Centre, Public Service Commission, Careers Exhibition,
Scholarship Seminar, etc.
Or
• Make an arranged visit to a chosen industry, corporation, statutory
board or a *medium size company. During the visit, make a report
on the different kinds of jobs/careers available, remuneration, staff
incentives, job security, training opportunities and other details
which will help you in understanding the choosing of a career.
Discuss with your VSL or make a presentation to your Unit.

RESTRICTED 1.7.2 Self Improvement
• Successfully complete a course or seminar on any one of the
following topics pertaining to Self Improvement. The following is a
sample list, but it is by no means exhaustive. You may also seek
your VSL for their advice on a relevant subject on Self
Improvement.
Eg: Public Speaking, Social Etiquette, Effective Study Technique,
Time Management, Effective Communications, Emotional
Intelligence, Accelerated Learning, Mind Mapping, Effective Writing
Skills, Creative Writing, Creative Thinking, Boy-Girl Relationship,
Team Dynamics/ Confidence Training (OBS 5-day or longer
course), Brainstorming, etc.

RESTRICTED 1.7.3 Spiritual Development Understand the Religious Policy of Singapore Scout Association
• Discuss with your VSL and conduct an activity on moral values and
the implication of The Scout Promise & Law in our daily lives.
• Suggest practical ways to apply The Scout Promise & Law in our
daily living.
OR
Participate regularly in your personal religious activities.
• Be able to discuss & explain the beliefs and practices of your
religion, and its applications to The Scout Promise & Law.
• Present a study of the religious organization.
OR
Make a study of at least three religious groups, explaining similarities and
differences.

• Show improvement of overall performance and genuine effort in
physical recreation or sports.
• At least 30 hours over a period of 10 weeks.
• Must be at different activity from the one chosen under “Activity”.

1.8 Self Reliance 1.8.1 Survival Skills
• Pack and know the usage of a personal survival kit
• Demonstrate two techniques of fire-starting
• Demonstrate knowledge of rescue signals and two techniques of
sending them
• Demonstrate how to source, collect and prepare water for
consumption.
• Demonstrate how to prepare baits and make animal traps.
• Demonstrate construction of an improvised shelter for 2 people.
• Prepare a meal for two comprising of rice, three main dish, soup,
hot drink and dessert using backwoodsman cooking technique.

• Mend and iron clothing
• Wash, dry and fold clothing
• Change bed linens and curtains
• Sweep (or vacuum) and mop floor
• Marketing for fresh ingredient for a simple meal for four

• Change light bulbs and fuses
• Clear a choked sink
• Hang a frame onto the wall (with no existing nail or hook available)
• Change water and clean a medium-sized fish tank

2.0 Venture Scout Cord

2.1 Leadership • Hold a leadership appointment or a role of responsibility successfully
for no less than six months in the Unit or one approved by the VSL
beforehand.
• Example: President/Vice-President of a Club or Society, Captain/Vice-
Captain of a team, Stage Director, Chairman/Vice-Chairman of a
Executive Committee, Peer Support Leader, etc.
• The venture should discuss with the VSL & record his/her role,
responsibilities, terms of duties, targets, achievements, etc and later
evaluate with the VSL.

2.2 Skill 2.2.1 Exploration Test
• Pre-requisite: Venture Scout Standard and Valid First Aid or Life-
Saving license.
• Basic requirements: two companions and Exploration Log.
• May be conducted at Unit, District or Area level.
2.2.1.1 Land Exploration
• Distance of no less than 60km on foot, over a minimum of
two days one night.
• Day exploration, night exploration and survey element.

2.2.1.2 Cycling Exploration
• Distance no less than 100km on bicycles, over a minimum of
two days one night.
• Day exploration, night exploration and survey element.
OR
2.2.1.3 Sea Exploration
• Distance no less than 45 nautical miles on kayaks or sailing
boats, over a minimum of two days one night.
• Day exploration and survey element.

2.3 Activity 2.3.1 Activity Instructor Course (AIC)
• Pre-requisite: Venture Scout Standard and a basic level of
proficiency in the chosen activity.
• Basic requirements: Organize and conduct a basic course for
similar activity to at least four Scouts or Venture Scouts, over a
minimum period of six sessions as the On-the-Job-Training (OJT).
2.3.1.1 Successfully complete an AIC organized by the National Venture Scout Council
• Example: Footdrill Instructor Course, Pioneering Instructor
Course, Camp Craft Instructor Course, Orienteering Instructor
Course, etc.
OR
2.3.1.2 Successfully complete an Instructor-level course organized by an approved organization
• Example: Archery Instructor Course, Kayaking Coaching Level
1, Dragon Boat Instructor Course, etc.
OR

RESTRICTED 2.3.1.3 Do-It-Yourself (DIY) Instructor Course
• All DIY Instructor Courses must be approved by the National
Venture Scout Council. A proposal of course structure, syllabus
and schedule must be submitted for approval at least six weeks
before its commencement. In case of specialized activities, a
qualified Examiner must be submitted as part of the proposal.
Note: All AIC inclusive of OJT should range between 10 to 12 sessions. Each session is a period
of at least 3 hours, of which no more than two sessions should be held in a day.

2.4 Responsibility 2.4.1 Emergency or Rescue Duty Attached to a recognized authority for First Aid, Life Saving Duty or Civil
Defense.
• Active duty of a minimum of 8 hours.
OR
2.4.2 Part of a team setup to render First Aid, Life-Saving or Civil Defence duty at an outdoor event.
• Active duty of a minimum of 8 hours.
• Evidence of proficiency in compilation of a shift report and
treatment log.

2.5 Service 2.5.1 Community Project
• Organize and conduct a community project whose key objectives is to
create a positive impact on the target group, which may be a Cub
Scout Pack, Voluntary Welfare Organization or religious body.
• Project should be over a minimum period of three months from
planning to evaluation.
• Area of involvement should encompass administration, logistics,
programme, planning, conducting of activities and evaluation.
• A Project Log should be maintained to record reflections and lessons
learnt.
• The ratio of Venture Scouts under assessment to the number of
participants should not be greater than 1:20.
2.5.1.1 Day Event
• Event should be over at least 8 hours.
Example Community Campfire, Cub Scout Field Day,
environmental awareness exhibition, etc.

• Camps should be over at least two days one night.
Example: Children’s Camp, Cub Scout Skill Camp, etc.
• Must be different camp chosen under “Instructional Leadership”.

2.6 Citizenship Complete one other clause (in a different category from the choice made
for Venture Scout Standard). Refer to the options under Venture Scout
Standard Section.

2.7 Personal Development 2.7.1 Preparing for a job interview
• Select a recruitment advertisement from the newspapers that
interests you and discuss with VSL why would you apply for the job.
• Prepare a Curriculum Vita and a letter applying for the job.
• Carry out a mock interview with your VSL.
• Record a checklist of the preparations made for the interview.
2.7.2 Additional for Venture Scouts pursuing the PSA:
• Prepare a Curriculum Vita and a letter introducing yourself, and
why you are interested in pursuing the PSA.
• Submit a CV and letter together with the PSA Candidacy
Application Form.

2.8 Self Reliance 2.8.1 Venture Scout Cord Camp (VSSC)
• Successfully complete a VSSC approved by National Venture
Scout Council.

3.0 President Scout Award

A Venture Scout who has completed all requirements for the Venture Scout Cord
short of Citizenship and Service will be eligible to be registered with the National
Venture Scout Council as a President Scout Award (PSA) candidate. The
Venture Scout must be recommended by his /her Venture Scout Leader.
Application is opened throughout the year and will be processed on the first
Saturday of February, May, August, and November.
The President Scout candidate must pass all the below assessment before
he/she is eligible for PSA nomination & selection interview.
The President of the Republic of Singapore is pleased to authorize the issue of a
special Parchment certificate to Venture Scouts who have gained the PSA.
The Venture Scout will continue to wear the Chief Commissioner’s Award until
he/she gains the PSA.
The PSA is granted by the Association on the recommendation of the Scout
Council.

3.1 President’s Scout Project The PSA candidate will be assigned a Project by the National Venture Scout
Council individually. He/She will be assessed by National Venture Scout Council
appointed assessor on his/her management capability while performing given
role or holding appointment in the assigned Project.
The PSA candidate must demonstrate ability in managing limited resources to
accomplish his/her mission, ability to work under pressure and manage any crisis
within his/her capability.
At the end of the assigned Project, the PSA candidate has to submit a report to
the National Venture Scout Council as part of the assessment.

3.2 A.S.P.I.RE. A residential, outdoor activity-based, leadership assessment conducted by the
National Venture Scout Council. The PSA candidate will be assessed on their
Leadership , Teamwork and demonstrate at least above average level of
proficiency in area of Adventure , Self Reliance , Physical Well Being & Fitness ,
Initiative and Rescue.
The PSA candidate who demonstrates the practice of Scout Motto, Scout
Promise & Law consistently in this assessment will be desirable.

3.3 PSA Selection Interview Before being recommended for the PSA, the candidate has to appear before a
PSA Selection Interview Committee set up by the Scout Council with
representatives from Ministry of Education, National Youth Council, Scout
Council, National Programme Council, and the National Venture Scout Council.
