Verifies the following:1. A valid 3 digit STID was provided within each IMB in the

eDoc 2. The STID provided matches the mail class identified in the

eDoc3. The STID provided matches the service level provided in

eDoc of either Basic or Full-Service

Verifies a mail preparer and mail owner were properly identified in the eDoc.

A mail preparer or mail owner are identified by MID Customer Registration ID (CRID) Permit/Pub # (Mail Owner Only)

By/For is required when A mailing contains 5,000 or more pieces for a single

mail owner

3 Reasons for By/For Errors:

By/For Invalid Error - When the mail owner or mail preparer MID, CRID, Permit or Publication number was not a valid number.

By/For Matching Error - Mail Owner and Mail Preparer are the same business entity.

Mail Owner identified is a Mail Service Provider (MSP) – When a MSP submits eDoc to the USPS through another MSP or when the mail owner presents mail through a MSP but also prepares and submits their own eDoc to the USPS.

Move Update standard is used to reduce the number of mailpieces forwarded or returned by regularly matching mailer’s address with COA

The process used today to measure Move Update- MERLIN is still being used and additional postage due to a failure would be paid at the individual mailing level

Under the census approach, Move Update errors are reported for the eDoc submitter CRID over a calendar month

The Move Update census method is pending approval by the appropriate management and regulatory departments

MPE scans address info & compares against NCOA records

Mailpieces go through MPE

Error is identified if COA create date or effective date is between

95 days and 18 months of postage finalization

The Move Update verification will shift from a sampling approach to a census approach across all mailings
