What AM I?

My first stone was laid on July 4, 1848.

My walls are 15 feet thick at the bottom and 18 inches at the top.

I am surrounded by flagpoles, each flag represents a state.

The total cost to build me was $1,817,710.

My top is darker than my bottom.
