Managing Air Traffic & Enhancing Aviation Safety
amid Rapid Air Traffic Growth in Myanmar
- CANSO APAC 2015 -
Introduction
Asia-Pacific Region has seen strong air traffic growthfor past decade
Robust growth continued globally at 6% per annumtill 2014
An urgent need for ANSP to balance demand andcapacity of ATM system for Enhancing Aviation Safety

From 2008 to 2013, traffic at YIA airport has reached:
171,700 annual movements in Yangon FIR (47% increase)
11,000 international flights (168% increase)
15,500 domestic flights (94% increase)
65% of passengers trips are related to Yangon (YIA)
Yangon Airport projectionsYangon Airport Capacity is constrained to 6.0 MPPA.
YIA maximum capacity will be reached in 2015 / 2016 at the latest.

What we need
Civil Aviation Myanmar needs to :
Improve Safety Oversight System for Aviation
Safety
Enhance its CNS/ATM System Capacity to cover
several challenges
- CANSO APAC 2015 -
Role of Aviation Safety and Safety Regulation
Enhancement of Aviation Safety
• Foundation of confidence in global aviationSystem
• Protection of public safety
• Robust and effective aviation safety regulation alsofacilitates aviation industry development

Enhancement of Aviation Safety
Global Aviation Safety Plan Objectives
- CANSO APAC 2015 -
Reduction of operational risks
Enhancement of Aviation Safety
DCA Myanmar needs to take Action:
Implement priority Safety Enhancement Initiatives (SEIs)
DCA Myanmar should likewise accord priority to implementation of these SEIs.
According to APAC Annual Safety Report, percentage of global fatal accidents attributed to the APAC region has increased from 11% in 2008 to 25% in 2011.
Also identified Loss of Control In-flight (LOC-I), Controlled Flight Into Terrain (CFIT) and runway safety related accidents as main contributing factors to fatal accidents in APAC region, which is in line with analysis in ICAO Global Aviation Safety Plan (GASP).

Coordination with APANPIRG
Support implementation of ASBU and ensure their implementation accounts for and properly manages existing and emerging risks to mitigate CFIT and Runway Excursion
Jointly develop proper structures to sustain collection and sharing of regional ATM data
Enhanced Aviation Infrastructure
Implement structures between RASG and APANPIRG to facilitate collection and sharing of ATM data by end 2015

working together with Honeywell/Hughes Aerospace, RNAV1 based PBN SID/STAR procedures for YIA and MIA will be published in May 2015
between YIA/NYT/MIA , a Uni-directional PBN Parallel route to introduce during this year
during 2014 to 2018, PBN SID/STAR procedures for 15 domestic airports are planned to introduce with JICA’s Technical Assistant Project .

“Seminar on Basic Capacity Enhancement Concepts and Developments of ATFM” held in Yangon in Feb’15 conducted by ICAO-RSO
Plan to conduct Advance ATFM course in June/July’15 in collaboration with ICAO-RSO
Myanmar is implementing transition from AIS to AIM as per ICAO timeline:
Phase I (Consolidation) is already finished During FY 2015-16, budgeting as package 1, to set up
Aeronautical Information Database and produce e-AIP The rest will be in package 2 during next FY
