Transit Development Plan for Stark Area Regional Transit Authority
1 Introduction Stark Area Regional Transit Authority (SARTA) conducts a Transit Development Plan (TDP) every five years. Recommendations from the TDP will form the basis of SARTA’s five year plan for service throughout Stark County.
This technical memorandum describes the process and key results from a survey of SARTA’s riders that was conducted at the outset of the planning process. The survey results will be utilized when considering route and service recommendations during later phases of the study.
2 Data Collection Process The survey was conducted by AJM Consulting during April 2015. Prior to the week of April 20th, AJM Consulting worked with SARTA staff to identify a data collection plan and with Flex-Team, Inc to recruit and screen potential surveyors. About 20 surveyors were selected and trained at the SARTA garage on Tuesday, April 21st. The field survey was conducted on Wednesday, Thursday and Saturday of the same week. SARTA dispatchers helped to ensure each surveyor boarded the proper bus.
Completed surveys were returned to the surveyor on the bus, returned to a driver on a subsequent trip, mailed in, or completed on the internet (see summary in Table 1 below). The surveys were keyed and subsequently edited and summarized by AJM Consulting.

Overall, 91% of the respondents were riding on SARTA’s fixed route service, while the remaining 9% were using the ProLine paratransit service. Additionally, 84% of responses were given on a weekday, while the other 16% of respondents were riding SARTA on a Saturday.

• Did your trip occur on fixed route service or ProLine? • Where did you get ON the bus? If fixed route, what route number are you using? • What time did you get on the bus? • How did you get to the bus stop? • How far did you travel to get to the bus stop? • At the bus stop, about how long did you wait for the bus? • Did you use the following sources for SARTA route/schedule information before making this trip? • Did you get the route/schedule information you needed from these sources? • Where did you get OFF the bus? • After leaving the bus, how will you get to your final destination? • What was the purpose of your trip? • Was your origin or destination outside of Stark County? • How was your trip paid for? • Why did you make the trip by bus? • How many trips in a day do you make by SARTA? • Which of the following do you use most often in your daily travels? • How often do you use SARTA services? • How long have you been using SARTA services? • How satisfied are you with the following SARTA services:
o Buses arriving at your stop on time o Safety and security while waiting at bus stops o The courtesy of bus drivers o Cleanliness of the bus o Safety and security while on the bus o The time it takes to make a trip o The number of transfers you have to make on a trip o Bus routes taken to get to destination o Getting information on SARTA service when you need it o PinPoint o GoLine
• Have you used SARTA’s Travel Training Program? • Have you started using SARTA more often since using the travel training program? • Overall, how would you rate SARTA services/rider tools? • How willing are you to recommend SARTA services and/or rider tools to others? • How would you rate SARTA’s fare pricing? • How do you receive information about SARTA services and/or service changes?
An additional section in the survey asked for specific demographic data about the rider and his or her household. All of the survey questions and the full results from the survey can be found in Appendix A.

Transit Development Plan for Stark Area Regional Transit Authority 4 Analysis of Results Overall, transit riders using the SARTA system are supportive of the agency and services it provides. The following points illustrate the overall trends from the survey:
• A majority of SARTA’s customers are employed, and 80% are from households earning less than $20,000 per year.
• 68% of respondents did not have an auto available for their trip. • 57% of the respondents were female. • Almost 70% of respondents walked two blocks or less to the bus stop. • 70% of the respondents waited less than 10 minutes for a bus at the bus stop. • 88% of respondents make two or more trips per day using SARTA. • 56% of respondents are taking the bus to get to work or school. • The majority (89%) of riders are starting and ending their trip in Stark County. • Over 87% of the respondents are satisfied with SARTA’s service. • Almost 99% are willing to recommend SARTA to others. • Sunday service, extended service hours, and more buses were the most common requests for
additional services SARTA should provide. • 51% of riders surveyed use the 31 day pass and 26% use cash to pay for their fare. • Almost 80% of those surveyed ride the bus because they either have no other mode of
transportation or cannot drive.
