In developed countries recruitment of police officers isdone only at one level and that is at the bottom.Candidates have to have a minimum of 12 years ofschooling. Go through police academy training and start asa constable. These constables can rise all the way to chiefof police. There is no recruitment in between. That is what
we need in Pakistan but not now.
