On July 25, 2016, iconectiv was named the new Local Number Portability Administrator for the NPAC. (See FCC Docket 09-109) The transition process, which is currently underway, will be completed in the first half of 2018. At this time all users must register with the new NPAC, including:
• All Service Providers, Service Bureaus, Providers of Telecom-Related Services
• Telemarketers who use the Wireless Do Not Call Service • Law Enforcement and Public Safety Answering Points who use the Enhanced
Law Enforcement Platform (ELEP) or the Interactive Voice Response (IVR)

LNPA-at-a-Glance
• The Local Number Portability Administrator (LNPA) administers the U.S. Number Portability Administration Center Service Management System (NPAC SMS)
• The NPAC SMS enables the porting of phone numbers between telecommunications service providers in the U.S., allowing customers to retain their numbers when switching service providers
• The NPAC facilitates the routing of calls and texts for more than 650 million U.S. phone numbers and is integral to the U.S. Telecommunications infrastructure
LNPA Customers and Services
• The LNPA provides porting services and related data to multiple user groups
• For Telecommunications Services Providers (TSP) and Service Bureaus (SB)
− Exchanges information between TSPs for porting telephone numbers
− Broadcasts updated porting information to facilitate call routing
• For Providers of Telecom Related Services (PTRS)
− Provides ported number information for routing, rating and billing purposes
• For Law Enforcement and Public Safety Entities
− Provides Service Provider contact information for Subpoena Processing
− Provides updated carrier information to support 9-1-1
• For Telemarketers
− Provides porting information to support Wireless Do Not Call compliance

• Per the iconectiv contract with the North American Portability Management LLC, agencies who are currently registered with the NPAC are considered qualified users
• iconectiv should “transition” all qualified users either by: • Registering users who want to continue to have access these services • Provide confirmation that a user does not wish to have access to the services at this time (note that users
can always apply for the services in future)
• The NPAC IVR service will transition to iconectiv in 1Q 2018.* Registration with iconectiv is required to continue to access the service post transition
• iconectiv onboarding process steps: • Qualified user agency provides email contact information to iconectiv • iconectiv will email a registration invitation • User fills out simple online registration form for their agency and indicates desire to continue or
desire to opt out. • NO NDA OR SERVICE AGREEMENT ARE NEEDED for NPAC IVR service
• Prior to service launch, iconectiv will deliver NPAC IVR PIN(s) to registered users; no billing information is needed since there is NO CHARGE for the NPAC IVR service
*To get access to these services prior to the transition, a user must register with Neustar (the incumbent LNPA)

• iconectiv is working with State Emergency Services Coordinators who are assisting to identify contacts at the qualified agencies
• iconectiv will reach out to currently registered agencies to begin the transition process
• Each qualified agency will receive an invitation to register via secure controlled access
• To register, you’ll need: • Contact information • # of PINs requested (agency employees can share PINs) • PSAP FCC ID number (if applicable) • Agency/Organization type (e.g. LEA Federal/State/Local, PSAP, Authorized Support
