service providers, their location without havingto change their existing phone numbers.

Mobile consumers find it hard to move from onenetwork operator to another with a betterplan, unless theyare ready to change their old mobile number and update alltheir contacts with thenew number. The result isconsumers often stick to one operator even if they aredissatisfied withplans or customer service.Now, with the launch of MNP, consumers can easilyswitch betweenoperators offering different plans whileretaining their old number.
(A recent survey by Aegis Consultingand Research showsthat Indians have been waiting for this feature and havemuch to gain withthe launch of MNP.)

Service Provider Portability is the ability of end users toretain existing directory numbers at the same location as theychange from one service provider to another
Location Portability is the ability of users oftelecommunications services to retain existing directorynumbers without impairment of quality, reliability, or
convenience when moving from one physical location toanother. In this case, a given telephone number could beassociated with any network termination device, independentof location.
Operator Portability is the ability of end users to retainexisting directory numbers at the same location as theychange from one Operator to another

1. ALL-CALL-QUERY METHOD
The originating network first checks thelocation of the dialed number in the central
database and then routes the call directly to therecipient network (the network where anumber is located after being ported).

2. QUERY-ON-RELEASE
The originating network first checks the status ofthe dialed number with the donor network (theinitial network where the number was locatedbefore ported).
The donor network returns a message to theoriginating network identifying whether thenumber has been ported or not.
The originating network then queries the centraldatabase to obtain the information regarding therecipient network and routes the call directly to therecipient network.

3.ONWARD ROUTING (CALL FORWARDING).
Originating network connects to the donor network.
If the dialed number has been ported, the donornetwork itself routes the call to the recipientnetwork.

The central agency checks with the SP-A. Thiscould include verifying whether the customer haspaid all dues any completed pending
commitments. The SP-A can also choose to checkwith customer to verify the authenticity of therequest. However SP-A upon getting theinstructions from Central agency need to finish theportability in one hour.
In case, the customer wants to cancel the request,she can do it within 24 hours from applying. Inthat case, she cant reclaim the dipping charge.

Once into the new SP-B, the customer cantmove out and retain the number at the sametime for the next three months.
The entire process may take more than 4 daysto a maximum of 6 days.

The process works as follows -
A customer who has a mobile number connectionactive for three months (90 days) with Service ProviderSP-A, wants to use new service from Service provider
SP-B. They want to retain her current mobile number. They have go to the SP-B. Fills up forms, giving him
enough details.
SP-B goes to the central agency. Either with one requestor with bulk of them. Queries for more details. Thisprocess is known as Dipping. The customer can becharged for this. The dipping charge may not be morethan Rs 19 per request per customer.

0perator Mobile Advertising Strategies withMNP
Without MNP, operators were mainly able totarget a limited audience who were getting a new
number. Migration opportunity was smaller andROI harder to achieve using any advertisingapproach including mobile advertising. With thelaunch of MNP, the entire population of mobileusers are now open to every operator; hence
demand for better advertising and marketing is areality under MNP. It is evident that operators with better choices
and offers will benefit from this new reality.

Idea Cellular Ltd. ran an aggressive televisioncampaign asking people to Get Idea. Theconcept behind this was to call out the
differentiators that Idea was offering. Vodafone India took a more inclusive approach by
welcoming everybody. With the Everybodyswelcome tagline, Vodafone has taken a more
confident, leadership approach relying on afriendly, likeable tone to the advertising.

b. Survey: Understand what it would take to

c. Incentive Buying: Push discount coupons,instant gratification, additional memberships andtell them about your loyalty programs for quickregistrations / enquiries to migrate to yournetwork. If somebody registers then announce thesame through their facebook page by linkingonline registration forms to social networks
d. Handset targeting: Intercept all the 3G enabledphones in other networks and inform them aboutyour offers to increase migration to your ownnetwork

2. Leverage your own network
a. Refer a friend: Request your own subscribers torefer their friends and give instant gratification like
CUG calls among all friends of the user whomigrates from another network to your network
b. Feedback: Get to know the feedback on yournetwork from your existing users. What they dont
like or like about your network. This will help theoperator in improving services and get to the factsthat can be used for brand communications.

3. Utilize Mobile Effectively
a. Calls to Action: Mobile offers a wide range ofcalls to action such as Click to Call, Click to SMS,
Click to Video etc. b. Creative Banners: The creative banners
available on mobile are far superior to the onesavailable on traditional media. Your campaignbanners can be of different sizes to best suit thephone it is displayed on, can have animations onit, can be a full screen ad before an applicationloads etc. Ensure that you work all these optionsinto your ad campaigns

1.1 Introduction
Government has decided to implement. MobileNumber Portability in the country. Request For
Proposal (RFP) is being called forimplementation of MNP in four metros in thefirst phase and subsequently in the wholecountry.
Presently only one Company shall be selectedfor implementation of Mobile NumberPortability in the country. The selection shall beon the basis of competitive bidding.

The MNP will be applicable within a ServiceArea only, i.e., Intra Circle porting.
Direct solution i.e. All Call Query Method be
implemented for mobile number portability inIndia.

Donor Operator shall not use ported out
numbers till such time it is in use by the portedsubscriber. After the surrendering of numberby ported subscriber the number shall revertback to the original donor Operator.

1.3 Eligibility Criteria for the Company:- The applicant must be an Indian Company
registered under Indian Companies Act, 1956. The bidder, here in after called Company shall
submit the application in duplicate in theprescribed Application form. The company shall pay a processing fee along with
the application (two copies) of Rs. 15000/- in theform of Demand Draft / Pay Order from a
Schedule Bank payable at New Delhi issued in thename of Pay and Accounts Officer (Headquarter)DoT and the same shall not be refunded for anyreason whatsoever.

The company will not have substantial equitydirectly or indirectly in any of the telecom serviceprovider in India. Similarly any telecom serviceprovider will not have substantial equity, directlyor indirectly in the company. Substantial equityhere means equity of 10% or more.
The company shall ensure that the total foreign
equity in the paid up capital of the company doesnot, at any time during the entire License period,exceed 74% of the total equity subject to thefollowing FDI norms :-

1.5 Security Conditions:- The Company shall take adequate and timely
measures to ensure that information transacted
through its network is secure and protected. The Company has to abide by all license terms and
conditions of Mobile Number Portability includingsecurity conditions as prescribed by DoT.
The Company has to ensure that the system hassecurity management process and control for anumber of different roles ranging from systemadministrators, government and for the operators.

The MNP process is relatively new to India butholds lots of scope.
With the revolution of mobile telephony sector inIndia, the subscriber base has grown by leaps andbounds over the past decade.
It can also lead to lots of errors like customerdissatisfaction, misalignment between the old andnew service operator, loss of revenue and negativepublicity. Hence proper infrastructure needs to bein place for it starts in India.
