and Caboolture Extra equipment at Woodford Patrolling known areas for behaviour Manning and standing ready Regional Incident Control Room on standby All rescue vehicles and crews standing ready
Queensland Ambulance Service – Graham Allan Station managers on call for response as at 9am this morning Stations being manned 24 hours a day

to trees down Response capability activated Deploying crews in known trouble spots (none in Moreton Bay) Currently in green state of readiness Critical infrastructure (generators) may be despatched on a required basis

3.1 Discussion on lessons identified from ex-TC Marcia event
Discussion on the lesson’s identified during the recent response to ex-TC Marcia including:
LDMG debrief meeting presentation given and included discussion on situation reporting – timings and agency reporting requirements and LDMG extraordinary meetings – timings and briefing format.
Agencies provided the following feedback in regard to the ex-TC Marcia event:
Energex: Fortunately turned out to be a minor event. Business as usual. 2500 without power on Saturday. The major effect on Energex operations was the activation of the Gympie Flood Plan.
Unitywater: Water - no water quality issues in respect of the Drinking Water Management Plan. Sewerage - less than 1 overflow per 1000 connections – some instances as a result of illegal
connections (e.g. stormwater drains and roof water tank overflows connected to the sewer). All constructed overflows worked satisfactorily Operations are following up on the ones that overflowed in backyards. Ongoing maintenance and detection of illegal connections. 2 internal surcharges – one due to blockage in Unitywater sewer and one to internal defect in
drainage and working with resident to resolve problem. No power outages experienced, however have enough mobile generators to cover onsite. Although not considered a minor event but not unexpected with rainfall received.
Outcome: Carl Peterson to arrange inclusion of dot points in MoretonAlert email message templates to educate community regarding Unitywater services.

Queensland Police Service:
Some issues with road closures and signage. Recent changes with Transport & Main Roads (TMR) and the use of contractors contributed to the problem. Notable delays in provision of signage and manning of sites were the main concerns.
Road closure conflicting information between Council and TMR websites. Lag in NDRRA being declared. It was noted that the declaration does not occur automatically and
that a request to activate must be made initially. Concern that continually had to seek information from utilities for SITREPS. It was important to
note that the DDDC was the conduit between local and state and the information was of importance. It was noted that certain utilities – Energex and Telstra, report direct to the state
Suggestion to have District and Local via teleconference – would be much more efficient.
Outcome: Carl Peterson to look at conducting joint DDMG and LDMG teleconference meetings from an agenda perspective, and put to the Chair for consideration, noting the necessity for a process to keep issues separate.
Transport & Main Roads:
Noted that the department had adopted a model of contracting its maintenance and that this event was most likely their first big test.
Aware of the delays experienced and advised that the MBRC Local Disaster Coordinator was keen to catch up in this regard. It was suggested that Queensland Police Service also be invited to attend this meeting.
Acting Local Disaster Coordinator reported that there was also confusion with mixed messages being relayed regarding the north coast railway line, that needed to be rectified as well.
Outcome: Carl Peterson to arrange for a meeting between the Local Disaster Coordinator, Transport & Main Roads and Queensland Police Service regarding road closures during an event.
MBRC Operations: Presence of a Liaison Officer during meetings had been beneficial in disseminating information to
and from MBRC maintenance crews. Main issue was closure of TMR roads – as mentioned above. Fortunate rainfall lowered on Friday evening. Dale Street, Burpengary experienced 2 flood peaks
exactly the same height in a 12 hour period. Acting Local Disaster Coordinator reported that Council have recently signed an agreement with
the Bureau of Meteorology for rainfall forecasts in advance to enable prediction of level of flooding that may occur with the next 48 hour period, to alert operations on possible road closures etc. It was noted that Flood Information Centre situation reports will be enhanced to include this in the future.
MBRC Communications: Approximately 100 Facebook and Twitter messages were disseminated. What worked well was the great liaison with QPS and the council Liaison Officer from Operations.
Queensland Ambulance Service: Deployed more resources in support role and relief for those in northern Queensland. Suggestion for road closures to be fed into the QAS Operations Centre would be helpful in
choosing an alternative route.
State Emergency Service: 860 requests over 3 day period, finalising operations on Sunday evening (22 February 2015). Appreciate Council support with additional vehicles and IT assistance when Burpengary and
Deception Bay offices experienced technological problems. Few communication issues experienced. Overall operations went well with resources being supplied in a timely manner.

Query whether Council had provision for locating sand dumps at areas like Donnybrook, Toorbul and Beachmere that are likely to be affected by higher tide isolation. A temporary sand dump was being considered near the Toorbul boat ramp. Beachmere already has a sand dump located at the Rogers Street sports ground.
Offer to be a source of intelligence on road conditions, with more than 20 vehicles on the roads during an event. It was noted that this matter would be discussed at another meeting.
Queensland Health: The event confirmed the agency’s ‘Achilles heel’ – being staffing access. Some can’t get to work;
some leave work to go home in case of road closures and some leave to collect children if schools are closing.
Clear messaging around road conditions (particularly back roads) would assist, as would messages in respect of school closures (when in fact schools were not technically closed).
Outcome: Add to DDMG debrief on 25 March 2015 – conversion with Queensland Education around communication and school closures.
Proposed Timings:
As an outcome of the recent event, the following timings are proposed for future events:
Agency daily reporting cycle for LDCC: 0900hrs 1400hrs 1900hrs
Situation Reporting cycle to District/State: 1000hrs 1500hrs
LDMG meeting schedule standard: 1200hrs (or as required)
Outcome: Proposed timings adopted as outlined.
3.2 Presentation – Dam Safety Arrangements
Presentation by John Tibaldi, Principal Engineer – Dam Safety and Flood Operations Seqwater, on Dam Safety Arrangements and Emergency Action Plans for the North Pine and Sideling Creek Dams. Discussion points included:
Dam safety Current procedures Compliance with planning and exercise requirements
Outcomes: 1. Council to develop with Seqwater Emergency Alert message content for dam break polygons and
include locations for community evacuation shelters. Also include in MoretonAlert message templates.
2. A further meeting to be arranged between Seqwater, Council and Queensland Police Service to discuss traffic management and evacuation planning in case of dam failure.

3.3 Presentation – Queensland Health Disaster Planning Framework
Presentation by Ms. Diane Bretherton, Manager Emergency Management and Business Continuity, Queensland Health, on the following topics:
Overview of the Queensland Health disaster planning framework Update on changes to the Queensland Heat Stress Response Plan annexure Overview of Queensland Health’s Concept of Operations including any expectations of Local
Disaster Management Groups and member agencies Discussion on Queensland Health arrangements to support vulnerable members of the
community during disasters
It was noted that Queensland Health were responsible for contacting these affected persons in the preparedness phase to ensure they are kept informed of event developments, have sufficient supplies or access to identified sites if required and to arrange evacuation as necessary.
Energex reported that they require life-support patients to self-manage. The main reason being that as essential as it is to have a register of persons on life-support it is even more essential for the register to be maintain for currency.
Outcome: Carl Peterson to provide storm tide evacuation maps to Queensland Health to indicate approximate numbers of persons in each area that are part of Queensland Health’s Community Patient Outreach program. These patients are those that have home life-support equipment or require access to dialysis, etc.
That a meeting be arranged between Queensland Health, Council (including Chair Human-Social sub-group) and Queensland Police Service, to formalise provision of the above information.
3.4 LDMG Exercise and Training Program 2015
Discussion on the proposed exercise and training program for 2015 including:
Earthquake discussion exercise June 2015 QFES catastrophic Exercise 2015/16 General training and induction
Susan Trappett advised that training needs analysis will be completed on training requirements and encouraged agencies to advise Council of any particular training that should be considered.

Communications Sub-Group
MoretonAlert MoretonAlert is a free SMS, email and voice notification system to provide severe weather and fire
warnings, prescribed burn notifications, potential flash flooding incidents and planned dam releases within our region.
Due to enhancements to the Whispir platform, council can now issue warnings to residents via the drawing of a polygon on a map. Council has approved the use of the MoretonAlert system to issue/pass on Community Warnings (Advice, Watch and Act, Emergency) from the Queensland Fire and Emergency Services during fire events.
Following recent disaster events, as at 12 March 2015, council now has 33,028 residents registered to receive MoretonAlert messages.

Disaster Management
Community Engagement / Get Ready Continuing to engage with community groups and provide presentations on preparedness. Get Ready Resilience Initiative funding provided by the Department of Local Government, Community
Resilience and Recovery was set at $63,050 for the Moreton Bay Regional Council this 2014/2015 year.
Get Ready activities included contribution to the Bribie Island Emergency Service Expo; newspaper advertising; advertising and prize packs for MoretonAlert competition; Neighbourhood Centre community lunches and Bunnings trade displays during Get Ready Week (13-19 October 2014).

Projects/Strategies Update
Evacuation Centre Work has been completed on site-specific layout and floor plans for six (6) primary and two (2)
secondary evacuation centres in the region. The first priority is the development of an SOP for the Watson Park facility. A project team comprising
representatives from council, Adventist Development and Relief Agency, Queensland Police Service and the Australian Red Cross (Queensland) have met on three occasions to date to develop this plan. It is anticipated to have this SOP completed by May 2015.
Work will then commence to develop SOPs for each of the remaining centres which will incorporate the floor plans and also include information to assist staff and volunteers to establish and maintain an evacuation centre within the Moreton Bay region.
Isolated Communities Work has commenced on the development of the Bribie Island Isolated Communities Plan to address
procedures to deal with the extended isolation of Bribie Island. This plan, once completed, will form the basis for isolated communities’ plans for other areas within the region.
It is anticipated that this plan will be completed by June 2015.
School Education The National Curriculum now contains a unit where Year 5 students learn about preparation, planning
and response to natural hazards and disasters that could potentially affect Queensland. To date we have addressed more than 550 students.
A letter has been sent to all primary schools in the region advising of key website information and offering assistance through the provision of posters and brochures and qualified guest speakers to address classes.
This is seen as an avenue to raise awareness not only in children but in the families and the wider community.

Bushfire Awareness Prepare.Act.Survive community information sessions have continued this season. In addition, specific work was undertaken to increase awareness and resilience of Mt Nebo and Mt
Glorious residents. This included: o An information pack was sent to each residence in the area. Packs included PAS booklets,
updated information on the Early Warning System, MoretonAlert registration forms, an important information fridge magnet and a bushfire awareness survey.
o An exercise, Mountain Dash, was held to practice the evacuation of Mt Nebo State School. o A combined emergency service information night was held to provide information about
severe weather and allow residents an opportunity to discuss disaster preparedness issues.
Intelligence and the Appreciation Process Training for LDCC staff in the appreciation process and decision making has enhanced ability to plan
and respond to events. Templates have now been developed to assist the process and provide a timely planning capability. Recent heatwave and potential bushfire events provided the opportunity to practice these skills and
test template procedures. Further training of the LDMG membership will occur in June 2015.
Catastrophic Exercises In July 2014, Exercise Headache, a catastrophic bushfire exercise, was conducted by QFES. This
was the culmination of 6 months’ work by QFES and local and district disaster management groups in south east Queensland.
The exercise stretched our capabilities and tested our ability to respond to a multi-regional event. The exercise received state and national acclaim. Work has commenced on the next QFES catastrophic exercise which is planned to involve a cyclone
scenario. The LDMG will also undertake a discussion exercise involving an earthquake scenario in June 2015.

General comments:
The Unit has had a quiet festive season leading up to the recent severe weather event and TC Marcia. Total requests for assistance for the three day period was 859 and 147 members were activated for the
duration. Majority of requests related to surface flooding and leaking roofs. Groups returned in February and only just commenced general group training activities.

Queensland Fire and Emergency Services Primary focus at present are in support of the Vanuatu situation following Cyclone Pam and pre-positioning into the Cairns and Port Douglas area in anticipation of the reforming of TC Nathan.
Volunteer Marine Rescue Bribie Island 2 activations for the reporting period Preparations are progressing for the Emergency Services Expo to be held in October 2015
Energex Deployed resources to the Rockhampton/Yeppoon area for approximately 10 days as part of recovery phase from TC Marcia.
Department of Communities, Child Safety and Disability Services Deployed resources to Rockhampton/Yeppoon area as part of recovery phase from TC Marcia.
Queensland Police Service Acknowledgement that the Police blog is a great tool for disseminating information, being picked up by groups such as Narangba Mums and Moreton Crimewatch whose followers are numerous. In this regard, QPS are considering identification of additional resources to monitoring social media activities.
