• A community that is living stones, God's dwelling on and God's priesthood for earth, needs to be properly cared for (thus addressing elders) and properly functioning (thus members) to carry out its purposes on earth. One that is not shepherded or is fighting internally (cf. James 4) will not be offering the spiritual sacrifices pleasing to God (i.e. redemptive suffering).

Babylon is “inhabited” by usurpers, dissidents, pretenders, rebels, mutineers, and traitors. Babylon canonically represents that part of mankind which is engaged in organized resistance to God’s rule and organized competition for His rightful glory through institution of an imitation kingdom which crudely and unsuccessfully mimics the kingdom God intends to set up for Himself and His people under the governorship of His Christ.
