ETHIOPIA: AACRA CONCLUDED FIVE CONTRACTS
Addis Ababa City Roads
Authority (AACRA)
concluded construction
agreement with five
different companies for the
construction of new roads
in Ethiopia’s capital, Addis
Ababa. The roads are aimed
at connecting residential
condominium houses with
the main road.

The projects are going to
primarily link the following
40/60 condominium sites; Kuye
Fiche, Yeka Abado, Tulu Dimtu
and Kilinto Housing projects.
The roads will have 10 to 30
meters width and stretch for a
total length of 33 kilometers,
the Authority explained. The
roads are scheduled to be
completed from three to six
months.
The Authority ’s General
Manager Fekade Haile (Eng.)
noted the projects are
expected to be finalized before
the 40/60 condominiums are
transferred to their owners in
the coming months.
According to him, there are
three local contractors that
have won projects.
Nonetheless, there is one
foreign company who has
concluded an agreement.
The fifth company is an
Ethiopian firm dubbed UNICON
Consulting Engineers and it
contracted the consulting
service of the road projects for
an outlay of 406,525 Birr.
The rest four contractors are
IFH Engineering, Melcon
Construction, Hafcon
Construction and Aser
Construction. Their contracts
are worth an aggregate of 829
million Birr.
According to The Reporter in
addition to the road
construction, the project
includes expansion work for
electric lines and
telecommunication lines.
“The project will not face any
delay due to write offs and
other issues as it has been
solved earlier,” Fekade noted.
Nonetheless, if there will ever
be anything that gets on the
way of the project, it will easily
be solved in cooperation with
the Office of the Prime Minister
as it is the Premier that is
following the development of
the project.

ETHIOPIA MINES MINISTRY GIVES GO AHEAD FOR TULU KAPI DEVELOPMENT
Aim-listed goldexplorer and
developer Kefi Minerals has
received approval from
Ethiopia’s Ministry of Mines
to develop its Tulu
Kapiproject.

The company's application for
the 86 000-oz/y mine was now
before the Council of Ministers
for approval to execute a
mining agreement and to issue
the mining license and full
permitting to develop and
operate the project for 20
years.
Further, Kefi Minerals on
Monday said the estimated
development expenditure for
the mine had been reduced
from $150-million to $120-
million, based on initial bids
received from mining
contractors and on terms on
offer to the company for the
acquisition of the identified
suitable process plants.
The development funding plan
would be a combination of debt
and equity finance, drawn
down in the second half of this
year and comprising $100-
million of project debt, with the
balance of $20-million being
financed by one of a number of
possible sources currently
being assembled, including
financing from contractors and
equity at the project or parent
company level.
"It is an exciting period for
Kefi, with a great deal of
progress occurring across the
board. As we rapidly move
towards the receipt of the
mining license and advance our
funding plans, we remain on
track to start development at
the project this year, [aiming]
for production in 2017,” Kefi
executive chairpersonHarry
Anagnostaras-Adams said.
The company also planned to
conclude its definitive feasibility
study and start construction of
the 1.2-million-ton-a-year
processing plant, during this
year.
The Tulu Kapi project had a
probable ore reserve of one-
million ounces of goldand
mineral resources of 1.9-million
ounces of gold.

IOM REPATRIATES 71 IRREGULAR ETHIOPIAN MIGRANTS
The International
Organisation for Migration
(IOM) – Tanzania, together
with the Tanzania
Immigration Department
last week facilitated the
voluntary repatriation of 71
Ethiopian migrants.

The migrants had been
detained in Iringa, Ubena and
Morogoro prisons for entering
Tanzania irregularly.
The migrants, some of whom
have been here for as long as
two years, expressed their
gratitude to finally be able to
join their families.
Since 2009, more than 3,000
Ethiopian detainees have been
assisted by IOM to return home
through funding from the
government of Japan.
Ethiopia with escorts provided
for minors, reception in Addis
Ababa, onwards transportation
to places of origin and
reintegration assistance.

SUMMIT ON ETHIOPIA DAM IN KHARTOUM ON 23 MARCH: SUDANESE FM
Sudanese capital Khartoum
will host a trilateral summit
for Egypt, Ethiopia and
Sudan on 23 March, state
news agency MENA
reported.

Sudanese Foreign Minister Ali
Karti said on Saturday that
Egyptian President Abdel-
Fattah El-Sisi, Ethiopian Prime
Minister Hailemariam Desalegn
and Sudanese President Omar
Bashir would attend the
summit to sign a final
agreement on Ethiopia’s Grand
Renaissance Dam after talks
were held between the three
countries earlier this month.
Karti described the upcoming
agreement as "historic." The
summit will be also attended by
the water and foreign
ministers, Karti told MENA.
The Sudanese president and
Ethiopian prime minister
headed their countries'
delegations at the Egypt's
Economic Conference in Sharm
El-Sheikh.
Egypt fears Ethiopia's Grand
Renaissance Dam, of which 40
percent is built, will adversely
affect its share of the Nile's
water. Ethiopia is building the
dam on the Blue Nile, the
river's most significant
tributary, supply ing most of its
water.
The Ethiopian 6,000 megawatt
dam, set to be Africa's largest,
is expected to be fully
completed by 2017.
In a related news Egyptian
Minister of Water Resources
and Irrigation Hossam Moghazi
said potential international
consultancy firms have been
narrowed down to two and a
selection will be made within
days.
The firm will study the impacts
of the construction of the
Grand Ethiopian Renaissance
Dam on downstream countries
Egypt and Sudan, particularly
on their shares of water.
Moghazi was cited by state
news agency MENA as saying
that either one of the firms will
be selected or both of them will
be tasked with conducting the
study.
The announcement of the
name of the international
consultancy firm which will
conduct studies on the effects
of the dam was due on March
9, but was delayed.

DISASTER RISK REDUCTION IN JAPAN

Agriculture is attending the
Third United Nations World
Conference on Disaster
Risk Reduction in Sendai,
Japan.

The Ethiopian High-Level
delegation, led by a State
Minister of Agriculture, Mituku
Kasa, is actively taking part at
the Third United Nations World
Conference on Disaster Risk
Reduction which is being held
in Sendai, Japan.
Today in the morning the State
Minister delivered the official
statement of Ethiopia at the
Plenary meeting highlighting
the salient aspects of the
Ethiopian new Disaster Risk
Management Policy which is
consistent with Hyogo
Framework of Action.
He also described the efforts of
the Government implementing
the strategic plan and
programs designed under the
Policy in order to prevent and
address the challenges
associated with the natural
disasters and calamities in the
country. The Policy, he added,
is also aligned with the
strategies on Disaster Risk
Reduction and Management of
the Africa Union and IGAD
which are aimed at tackling
challenges caused by Disasters
on the Continent and its sub-
regions.
He expressed the firm belief of
Ethiopia that Disaster Risk
Reduction requires joint
international actions and
sharing responsibilities if
concrete results are expected
from the New Framework of
Disaster Reduction beyond
2015. In his Statement, the
State Minister further noted
that Ethiopia is making
preparations for the UN Third
Financing for Development
(FFD) which will be held in
Addis Ababa, Ethiopia in July
this Year, and called on
member States' support and
cooperation to make the
Conference a success.
The State Minister also
participated in several High-
level events organized on the
margin of the Conference.
These include: Round Table
Ministerial Meeting on
Governing Disaster Risk
Overcoming Challenge,
Working Session on Building
Resilient Future for Rural Areas
and Ministerial Round Table on
Reducing Disaster Risk in
Urban Setting. In all these High
level events the State Minister
presented the activ ities carried
out by the Ethiopian
Government and the
achievements registered.
He also indicated that a lot
remains to be done in order to
address the challenges of
Disasters in a sustainable
Manner. The State Minister will
take part tomorrow in another
Working Session on Food
Security Disaster Resilient
Agriculture and Nutrition. (FBC)

ETHIOPIA: FIVE FLOUR TO START PRODUCTION IN TWO MONTHS
Five wheat processing
factories that were built at
the cost of 153 million Birr
in Amhara State, Ethiopia,
will commence operation in
two months. The factories
are built in East Gojam
Zone and they consumed
153 million Birr.

Out of the five factories three
of them are built by farmers’
cooperative. The rest two are
owned by private investors.
As the factories go fully
operational they are expected
to have a capacity of
processing over 1,000 quintals
of wheat every day.
Mesel Worku, Zonal
Cooperatives Manager, noted
the Zone is known for its
abundant wheat. He added
farmers will be able to supply
enough input to the factories
and there are also preparations
taking place to utilize waste
products of the factories owned
by the cooperatives.
According to Ethiopian News
Agency (ENA), the Zone
produces and brings to the
market a total of five million
Quintals.
Haimanot Belte, general
manager of Selam Flour
Factory, said his company is
building a pasta and macaroni
factory in addition to the wheat
factory.

ETHIOPIA: PPDS EARNED 120 MILLION BIRR
Ethiopia’s Federal Public
Procurement and Property
Disposal Service (PPPDS)
disclosed it generated
about 120 million Birr from
the sale of disposable
vehicles.

PPPDS’ Director General Yigezu
General noted between the
years 2011 – 2015 PPPDS has
disposed 711 vehicles and
148,887 properties in open
auction.
He also explained in the
current fiscal year PPPDS
concluded a framework
agreement worth 1.3 billion
Birr. It has also increased using
locally produced paper and
toner which in turn has saved a
lot of hard currency, he
furthered.

AU COMMISSION DISMISSES LEAKED DRAFT ON S. SUDAN CRIMES
The Chairperson of the
African Union Commission,
Nkosazana Dlamini Zuma
has expressed concerns
over the recent circulation
of what is purported to be
the draft report of the
African Union Commission
of Inquiry on South Sudan.

Zuma, in a statement issued on
Tuesday, said the so-called
‘report’ which has been leaked
is “not that of the Commission
of Inquiry”.
“The Chairperson further
wishes to reassure the public,
especially, the South Sudanese
citizens, that the report of the
Commission of Inquiry has not
been publicly released to
anyone,” reads the statement.
Earlier on, however, the AU
Peace and Security Council
(AUPSC) deferred the
consideration of the report to a
later date, during the 24th AU
Summit of Heads of State and
Government, the African Union
Peace and Security Council
(AUPSC) held on 29 January
2015 at which the final
Commission of Inquiry report
was submitted.
“The Chairperson, therefore,
wishes to emphasise that as
soon as the AUPSC considers
the report and makes a
decision on its release to the
public the report of the
Commission of Inquiry will be
realised accordingly,” stressed
the AU Commission
chairperson.
The draft AU report, which has
been published by various
media outlets, generated fury
among those mentioned in the
document, with some
petitioning the continental body
over its contents.
For instance, in an open letter
to Zuma, South Sudan’s former
chief justice, Mou Ambrose
Riny Thiik questioned what he
described as serious security
issues and unethical reporting
on indiv iduals by the African
Union Commission of Inquiry
on South Sudan (AUCISS).
According to Thiik, some
aspects of the leaked AU draft
showed breaches and
violations of human dignity and
rights, rendering the exercise
futile and modality used in the
reporting questionable.
He cited a section of the
report, which quoted a certain
Major General of Military
Intelligence by the name Mac
Paul who believes that justice
Thiik chaired and organized the
mobilization for the k illing in
Juba between December16 and
18, 2014, and that this
mobilisation started in
November, 2013.
“This, madam chairperson, is
pure character assassination of
Shakespearean pedigree and a
fake testimony of illicit nature
by Mac Paul who knows exactly
how the gates of hell were
opened loose against the
innocent people of South
Sudan in general and the Nuer
brothers and sisters in

particular,” Thiik wrote in his
letter to the AU chair.
“In contrast to Justice Ambrose
Riny Thiik, Mac Paul has no
clear track of contribution to
the welbeing of this nation,” he
added.
There have been several calls
from activ ists for the AU to
release the findings of its
inquiry into a conflict that has
k illed thousands of people and
displaced millions since
December 2013.

Le président de la
République, M. Ismail Omar
Guelleh a reçu hier matin
les visites successives de
quatre nouveaux
ambassadeurs
extraordinaires et
plénipotentiaires venus lui
remettre leurs lettres de
créances. Dans l’ordre, ce
sont les ambassadeurs de
Géorgie, du Bénin,
d’Australie et de Norvège
qui ont présenté les
documents les accréditant
en qualité de représentants
officiels de leurs Etats
auprès de la République de
Djibouti.

La journée d’hier était quasi-
exclusivement celle des
ambassadeurs au palais
présidentiel. Le ballet
diplomatique était intense,
puisque quatre nouveaux
ambassadeurs extraordinaires
et plénipotentiaires ont remis
leurs lettres de créances au
chef de l’Etat.
Pour l’occasion, le protocole
d’Etat avait déployé les grands
moyens dans et autour du
nouveau et somptueux palais
présidentiel : troupe d’honneur
et étendards aux quatre vents.
C’est le tout nouvel
Ambassadeur de la République
de Géorgie auprès de la RdD,
M. Vakhatang JAOSHVILI, qui a
ouvert le bal. Il s’est présenté
en ces termes au président de
la République : «J’ai l’honneur
de vous présenter les lettres
par lesquelles le Président de la
Géorgie, M. Giorgi
Margvelashvili, m’accrédite
auprès de la République de
Djibouti en qualité de premier
Ambassadeur Extraordinaire et
Plénipotentiaire de Géorgie ».
Et le diplomate de mettre
l’accent sur l’importance que le
gouvernement Géorgien
accorde à établir une
Ambassade à Djibouti «La
Géorgie est un jeune Etat et un
ancien pays (…).
Nous sommes résolus à
approfondir les liens avec nos
amis, et Djibouti est l’un deux
» M. Jaoshvili a rappelé enfin
que de nombreux projets
communs d’approfondissement
des relations ont été discutés
entre les chefs de la diplomatie
Djiboutienne et Géorgienne. «
Vivement que ces projets
puissent aboutir afin d’apporter
un bénéfice mutuel pour les
deux nations » a-t-il conclu.
Le président de la République
qui était entouré comme l’exige
le protocole d’Etat, du chef de
la diplomatie, Mahmoud Ali
Youssouf et de la conseillère
diplomatique de la présidence
de la République, Mme Fathia
Djama Oudine a répondu sur
un ton aussi solennel au
diplomate géorgien. Il a
souligné combien «Djibouti se
réjouit de pouvoir entretenir
avec la Géorgie des rapports
ouverts et chaleureux fondés
sur une communauté
d’intérêts. »

M.Ismail Omar Guelleh s’est dit
«convaincu que [l’Ambassadeur
Géorgien] saurait donner un
nouvel élan aux relations
diplomatiques entre nos deux
peuples ». Il l’a enfin
encouragé à aller à la
rencontre des Djiboutiens qui
sont un peuple « ouvert, riche
de sa culture et fier de ses
réalisations ».
Puis, c’est l’Ambassadeur du
Bénin, M. Naim Akibou qui s’est
présenté au chef de l’Etat. Le
diplomate béninois, qui était
accompagné de deux de ses
collaborateurs, a officiellement
adressé la lettre de créance
l’accréditant comme
Ambassadeur Extraordinaire et
Plénipotentiaire de la
république du Bénin auprès de
la république de Djibouti au
chef de l’Etat. Par la même
occasion, l’ambassadeur lui a
transmis les hommages de son
homologue Béninois, DrBoni
Yayi, qui lui a dit toute son
appréciation pour « son rôle de
leadership dans la zone de la
Corne d’Afrique ».
Le président de la République a
accepté les lettres accréditant
le nouvel ambassadeur
béninois en RdD. Il a rendu
hommage à son prédécesseur
qui, a-t-il dit, a « beaucoup
contribué au raffermissement
des relations diplomatiques
entre nos deux pays ».
Le président Guelleh a rappelé
combien les relations entre
Djibouti et le Bénin étaient «
loin d’avoir épuisé tout leur
potentiel » et qu’elles sont
appelées à « progresser dans
tous les domaines d’intérêts
communs entre nos deux
pays».
Le ballet s’est poursuiv i avec
l’arrivée de l’Ambassadeur
d’Australie en République de
Djibouti. M. Mark Sawers s’est
dit heureux et priv ilégié de
représenter officiellement son
pays, l’Australie, en République
de Djibouti. Il s’est dit réjoui
que l’Australie ait ouvert un
consulat honoraire à Djibouti-
v ille, qui est géré par l’éminent
homme d’affaires de la place,
M. Ahmed Osman Guelleh.
M. Sawers a félicité le rôle
proéminent et l’engagement
continu du président de la
République dans la résolution
de la crise somalienne et
surtout la lutte contre des
phénomènes comme la
piraterie maritime ou le
terrorisme dans la sous région.
Il a réaffirmé le soutien de son
pays à la RdD dans les
domaines comme l’assistance à
la formation, l’éducation,
l’agriculture, les mines et la
langue anglaise.
Le président de la République
s’est dit en retour heureux «
d’accepter les lettres
accréditant le nouvel
ambassadeur en RdD ». Il a dit
tout son plaisir de voir
l’Australie et la RdD entretenir
des relations et des rapports
chaleureux et ouverts fondés
sur les intérêts communs.
Le président Guelleh a
réaffirmé la haute appréciation
de son pays pour le soutien
que « l’Australie lui accorde et
partage avec lui la profonde
conviction qu’une solidarité
active entre nos deux pays est
nécessaire en vue d’un
développement harmonieux,
intégré et solidaire.» C’est enfin
l’Ambassadeur du Royaume de
Norvège, M. Andreas
GAARDER, qui a présenté ses
lettres de créance au chef de
l’Etat.
L’occasion pour lui de souligner
l’intérêt d’approfondir et de
renforcer les relations entre la
RdD et la Norvège dans tous
les domaines. Il a pris
l’engagement devant le chef de

l’Etat d’user de tous les moyens
et de s’employer à accroitre les
rapports tant politiques et
économiques que commerciaux
entre la RdD et la Norvège.
Le président de la République,
M. Ismail Omar Guelleh a en
retour exprimé sa satisfaction
devant l’accréditation d’un
nouvel ambassadeur norvégien
à Djibouti, qui sur les traces de
son prédécesseur, saura porter
les relations d’amitié et de
confiance vers des horizons
encore plus prometteurs.
Le président de la République
s’est dit confiant dans la
poursuite et le raffermissement
des relations bilatérales entre
la Norvège et Djibouti qui sont
empreinte d’un respect mutuel
basé sur le dialogue constructif
et sur une vision commune.
Notons qu’à l’issue de chaque
remise de lettres de créances,
les nouveaux diplomates
accrédités en république de
Djibouti ont chacun et à tour
de rôle signé le livre d’or ouvert
à cette occasion dans le hall du
nouveau et somptueux palais
présidentiel.

si sono accordati per
realizzare entro il 2020
l’interconnessione delle
loro rete elettriche
nazionali. A dirlo è stato il
capo del direttorato per
l’energia della Nuova
Partnership per lo sviluppo
dell’Africa (NEPAD), Mosad
Elmissiry, uno degli
organismi per promuovere
lo sviluppo economico in
seno all’Unione Africana.

I blocchi costituenti del piano
d’interconnessione saranno
quattro corridoi regionali, che
serviranno a collegare tra loro
le griglie principali già esistenti,
in Africa australe, in quella
occidentale, centrale e del
nord.
Uno dei corridoi consentirà di
interconnettere la griglia
sudafricana con quella
egiziana, che dovrebbe essere
anche il primo a essere
realizzato.
“Le connessioni tra Kenya e
Tanzania, Kenya ed Etiopia,
Sudafrica e Zimbabwe, Egitto e
Sudan sono già in una fase
avanzata di assegnazione dei
contratti”, ha detto Elmissiry
sottolineando l’importanza del
progetto e ricordando che
l’Unione Africana si è
impegnata nella realizzazione di
progetti per generare 15.000
ulteriori MW all’attuale
produzione di circa 120.000
MW dell’intero continente
