Dear Colleagues!
We are pleased to introduce you to this edition describing the inte-grated offer of State Atomic Energy Corporation “Rosatom” (ROSATOM) in the field of education and personnel training for the nuclear industry of Partner Countries – Rosatom HR Solution.
As one of the world’s leaders in the nuclear energy industry, ROSATOM places great emphasis on human resource development. Obviously, the nuclear industry relies heavily on high technologies and requires specific qualifications, deep knowledge of the subject and high level of responsi-bility from its workers. Over 70 years of working in the industry, we have developed unique technologies and educational programs that allow to approach the issue of personnel training and continuing professional development in a comprehensive way. To train specialists in the nuclear energy field, today ROSATOM performs extensive activities at all levels, including schools, vocational education organizations, universities, and industry centers for continuing professional education. In 2014 alone, 121 287 employees of industrial enterprises completed retraining, training, and continuing professional education programs, which accounts for 48% of total staff.
With these high standards set to employees, the war for talents has become acute in the past years. It is further intensified by employers’ wish to choose not just from a selection of engineering graduates, but from the best High Potential specialists. Thus, in 2014-2015 academic years Russian industry-focused universities received 76 applications per 1 place from Russian candidates, while currently over 700 foreign students from 11 countries of the world are getting their degrees at Russian universities as well. This explicitly testifies to the high demand for nuclear jobs and the prestige of Russian nuclear education.
One of ROSATOM’s priorities is collaboration with a Partner Country in the field of education and training of personnel. We offer you the mate-rials that have been structured with regard to all stages of initiation and development of the national nuclear power program in a Partner Country as well as NPP life cycle, including sets of educational programs for all key categories of personnel:
• Nuclear infrastructure personnel,• NPP personnel,• Construction-engineering personnel,• Scientific and research personnel,• Young specialists and professors.
Current edition is one of the catalogues of the integrated offer of ROSATOM (Rosatom HR Solution) – Rosatom Education and Training. NPP Personnel. This catalogue will be of particular interest to the oper-ating nuclear power countries, as it introduces personnel trainings pro-grams for the whole NPP life cycle.
We are pleased to share with you our knowledge and experience in the field of education, training and retraining of highly qualified specialists for the nuclear industry. I am sure that this information will be of interest both to the operating nuclear power countries and the newcomers, and I am convinced that these materials will lay the foundation stone for our long-standing and mutually beneficial collaboration grounded on devel-oping knowledge and competencies and exchanging experience.

Training courses for development
of managerial competences
The training courses are aimed at competence development for NPP line supervisors, middle level managers and senior executives. The programs have been developed based on the analysis of managerial activities (taking into account the specific features of the Russian projects) and successfully applied to the NPPs in the Russian Federation. The list of competences covers all types of management activities including strategic management, planning, performance and control of management activities at all stages of the life cycle, arrangement of operations, health and safety, change management and innovation management, effective coordination and communication, self-development etc.
It is recommended to provide training for managers and candidates to senior positions at NPP at the earliest stages of the NPP life cycle and other nuclear energy facilities.
Higher education (HE)
Training
for a job position
A number of job positions for high qualified NPP personnel require higher education training programs.
This catalogue contains a list of industry-related higher education programs (as of 2015) provided to foreign students at the Consortium of ROSATOM supporting universities and ROSATOM partner universities.
Personnel training programs include the key job positions of the operating and maintenance personnel.
Personnel training for other job positions depends on the specific features of the project.
