Terrace Fireat Surfside
A high-rise fire occurredin the early hours of Sun-day, January 17 at the Surf-
side buildings. An apartmentfire broke out on the eighthfloor of the 13-story buildingat 106-20 Shore Front Park-
way. The blaze occurred onthe terrace of a three-bed-room apartment. A call wasreceived about six minutesafter midnight and the FDNYarrived within four minutes.The fire was under control by12:35 a.m. There was waterand smoke damage, but noone was injured as no one washome at the time. We consid-er ourselves very lucky, theresident said. It is believedthat a faulty outlet on the ter-race led to the fire. In March2015, another Surfside apart-ment fire occurred at 107-10Shore Front Parkway, result-ing in the death of a 77-year-old woman on the 7th floor.

David Bowie was the masterof reinvention, drifting awless-
ly from Aladdin Sane to the TinWhite Duke to the Goblin King,all the while creating new musicalidentities with each successivealbum. But perhaps his most last-ing creation is Ziggy Stardust, theandrogynous alien rock star fromMars who encouraged freakingout in a moonage daydream andpleaded for humans to hang on toourselves. In the spirit of the leg-endary cultural gure, who diedat the age of 69 last week after abattle with cancer, Philipp Mohrand a host of artists local and oth-erwise are in the process of rede-signing a houseboat at Marina 59,aptly named Ziggy Stardust.
I was looking for a name thatsinspiring, something that hasopen-mindedness, Mohr saidon the boat as Heroes and oth-er Bowie classics played in thebackground. Its such an artistic
community here. Tat characterrepresents so muchits weird,creative, on the fringe of societyand not conforming. Mohr also
said that Bowies constant changein character represents humannature in general, as no personremains static for their entire life.Te big blue boat is in the mid-
dle of a renovation and when it isnished Mohr will seek to turnit into a boatel, a place for out-of-towners to stay for a few days
while they catch some waves andexplore the rest of what the pen-insula has to offer. Mohr and a

way. National Grid and theDepartment of Transportation(DOT) have to check for struc-tural damage. From there they
will have to gure out how tostabilize the Subgrade (mate-rial underneath a constructedroad), put in backll to raise upeverything to where it shouldbe, and get it all stabilized andthen repave.
Meanwhile. some have sug-gested that the eastbound lane
should be opened temporarily,as it is less damaged, but Ruscil-lo was told it needs to be closedas a precaution. While NationalGrid was not working over theholidays a DOT Inspector cameout and noticed more cracks
even without work being doneso they closed the road.Te DECsaid the road could be replaced
without dealing with any con-tamination since it is so deepthat there is no additional cleanup planned for underneath theroadway.Tey will have to rip upthe road and replace it with a newsub-base (a layer of aggregatematerial laid on the subgrade)underneath before they can re-place the roadway, he said.Te work is still in the plan-
ning stages and there is notimeline for when the project
will be completed. Te DOTwas advised to adjust the traf-c lights to a blinking red, sodrivers dont have to wait at thered lights at the closure sights.Currently, those who run thesolid red light, can still receivea ticket.

Tere hasnt been much
snow, or cold, or winter forthat matter, but thats aboutto change. And when it does,folks around these parts startto head down south. Tey areknown as snowbirds. Yeah,I know some of you thought I
would be talking about thosebeautiful red cardinals in thebackyards of Rockaway. Andthey are beautiful indeed. Did
you know that its typically themales that are brightly coloredred, while the females are a moremuted-brown? Or perhaps you
were thinking that maybe I wasreferring to those yellow nch-es that have wandered lost intoour backyards during the win-ter months. But no, I am talkingabout those folks who get onthose silver birds docked at JFK,shuttling us back and forth fromthe Sunshine State: Florida.
But things are different nowwith global warming chang-ing the weather patterns that
have dictated the ight pathsfor so many decades. First of all,this winter it has been cold inFlorida. Te southern bastionof beautiful people has been
washed over with windy wavesof coldness. Second, El Ninohas brought rain and clouds. Ofcourse, Florida always experi-encing drought-like conditionscould use the water. But for allthose escaping the white akesof their northern homes, a littleless water would be appreciated.
Florida, once a wilderness ofswamps and shorelines, is nowmore of a superhighway with ex-tensions to the east and west, ac-cessing towns that are now fullypopulated with friends and fam-ily from the north. Yes, whether
you are headed to Boca, PalmBeach, Tampa, Clearwater, Na-ples, South Beach, it seems like
you now know at leastve peoplewho live there and who you canvisit with once you get there.
If you are arriving in Orlando,you are typically surrounded bykids heading to Disney or one ofthe other American entertain-ment centers. If you are headed tothe Palm Beaches, well its a moredignied look that you might seemoving elegantly through the air-port. Miami, with access to SouthBeach and to the Keys, has a moreinternational feel, with a laid backapproach. While the west coast ishome to the seasoned Floridiantraveler forsaking the east coastfor peace and quiet.
But no matter where you go, youare bound to bump into a personfrom Rockaway. As Irelandsgreatest export was its people,so it seems is Rockaway when itcomes to travel to Florida. Mustbe something about the oceanthat draws us all there.Te onlyother place that I can think of
that does that is Puerto Rico, asso many Rockwayites seem tohead there too.
Tere can only be one ex-planation for all this travelingsouth to be by the water duringthe winter months, and it hasnothing to do with birds. It canonly mean that deep down inevery Rockaway soul is an in-nate magnetic pull to the warm
waters. And what can explainthat? Only one thing. All Rock-awayites are descended froman ancient race of mermaidsand mermen. And only whenthis ancient race is close to the
warm waters, fully lubricated,are they truly happy. So answerthe siren, Rockaway, head to
warmer waters, get rejuvenated,it will soon be St. Patricks Day,signaling the arrival of the gulfstream back to the peninsula,and the return of our friendsthe whales, dolphins, and yes,mermaids!

Troubled Oceanfront Building Goes To AuctionOriginally planned as a f-
teen story oceanfront condowith rent to own options, TeMetroplex, fell into foreclosurein 2010 just two years after be-ing built as the real estate mar-
ket collapsed amidst the nan-cial crisis.Te building faced trouble
even before completion as lo-cal residents sued to stop con-struction in 2005 as they allegedthe developers were blockingan easement to the beach. Pro-tests were also mounted overthe over-development of thearea which is home to a histor-ic bungalow community. De-spite those efforts, the building
was completed but more trou-ble was just ahead.
In 2014, New York AttorneyGeneral Eric Schneidermansued the developers for per-sistent fraudulent and illegalpractices. The suit allegedthat Elzbieta Mielczarek andJerzy Szymczyk preyed uponhundreds of prospective pur-chasers by fraudulently offer-
ing to sell condominium unitsin the building, located off theboardwalk at Beach 25-26thStreets, under false pretensesand without necessary disclo-sures.
Few people ever moved intothe building which has been

worked together in our Infor-mation Technology careers.
I can tell you that both werehigh achievers, gifted with in-telligence, good humor, andgrounded common sense.
Staying with Rich: He joinedour ranks in the NYC area then
was appointed to manage thecompanys west-coast datacenter. Although young, hedemonstrated calm and con-dence in any crises that arose.
He even kept a little sign in hisoffice saying (and I paraphrase)When the ship hits the dock, itis rarely the fault of the dock.
Rich instituted a number ofday-to-day practices which
were aimed at avoiding sur-prises. It was a pleasure to
work with him. Rich saw the
humor in all of the crises.When the company was ac-
quired, we all went our sep-arate ways. Wed meet for aChristmas dinner. Then, likethe writer, one day we alllearned that our friend, Rich,had died. What a loss!

Something new is growing inRockaway. Artist George Turn-er has planted a new seed inthe old Fecund Clown buildingon Rockaway Beach Boulevard,
transforming it into New YorkArbor, a commercial venue andgallery for budding and grow-ing artists and crafty folks.
Turner began New York Arborin 2009 with a ne art/ wood-
working workshop at IndustryCity in Sunset Park, Brooklyn.
With the workshop locatedright on the Brooklyn coast ofNew York Harbor, and drawinginspiration from metaphors fortrees, the seashore, the citys
waves of immigration and in-dustry, and universal patternsof growth, Turner named thenew venture New York Arbor.He formed the foundation ofthe woodworking atelier, al-lowing it to grow at the Brook-lyn location for four years, untila massive, nonnegotiable rentincrease starting in 2013 forcedhim to move on.
In 2007, Turner and his wife,Christine, came across Rocka-
way. We live in the East Villageand one day we took a ride toend of the L train with our bikesand we followed the path thatled us to Jacob Riis Park. It was
early June and nobody was real-ly around in this magical place.
We kept going back that sum-mer and felt that we needed thisplace. By early 2008, we closed
on a co-op in Rockaway Park. Iwas going between the East Vil-lage, Sunset Park and Rockaway,and I only wanted to be here,Turner said. He started to lookfor a new place to plant New
York Arbor on the peninsula. In
August 2015, he came across anad for the sale of a creative stu-dio near Beach 114th and Rock-away Beach Boulevard that waslast called Te Creative Clown.
It was affordable and Adam,the former owner, was an hon-est and good guy and he wanteda guy like me to have the space.Everything clicked. It was gold-en, he said. Its on the boule-
vard and has a storefront and its
a space I love, in a neighborhoodI love, and I want to see it comeback to life.
Turner obtained the space inSeptember and started workingfrom scratch to transform what
was a rentable dance/ activitystudio into a gallery and com-mercial space for artists. Turneris still in the midst of workingon the space, but has put offi-cial plans in motion for the be-ginnings of New York Arbor inRockaway.
Turner, an artist for about20 years, dabbles in painting,
woodworking and other artis-tic mediums. As home to sev-eral creative-types, he believesRockaway is the perfect placeto help that creativity grow. If

with giddy thoughts of what Iwould do with all my new foundwealth after winning the $1.4 bil-lion dollar lottery. My head waslled with visions of enjoying thelifestyle of the rich and famous.Nightly dining at Masas in Man-hattan which serves some of the
most exquisite and exclusivecuisine in the world instead of amonthly visit to the Empire Buffetin Howard Beach. Frequent andlengthy jaunts to faraway tropicalisland paradises via my personal
yacht instead of our annual pil-grimage via the NY Truway tothe Irish Alps up in East Durham.
Im not ashamed to admit that Iwas thinking to myself, Ah yes,you are destined to be wealthy!My daughter Amy must have got-ten wind of all this because shecalled from Ohio warning menot to get too worked about this.Dad, if you did actually win you
would probably have a heart at-tack and the only trip youll takeis to the emergency room whereall your ne dining will consistsolely of hospital food. Perhapsits just as well I didnt win.
Ever since 2012 when Sandyleft us in a house without heator power I have developed an al-most obsessive disdain for cold
weather. Now, to make mattersworse, we have entered the cold-est time of the year known asthe Dead of Winter which isthe period of winter from Janu-ary 10th through February 10th
when normal temperatures areat their lowest of the season. Al-though Grace and the girls havealways viewed me as sort of ayear-round curmudgeon theyhave also stated that I have be-come especially grumpy duringthe cold winter months.
My youngest daughter, Vicky,
who is attending college major-ing in health, advised me thatI was probably depressed andsuffering from a mood disor-der known as SAD or season-al affective disorder. She statedthat there are medications thatcould help with this issue. I toldher that SAD is nothing morethan an overblown label for thegarden-variety winter blahs. Af-ter all, once the holidays fadefrom the rearview mirror of ourlives and all that holly jolly nov-eltys worn off, dont most of us
just want to fast track to spring?Cmon, what kind of sick individ-ual likes chapped lips? As long aseveryone keeps their hands offthe thermostat and my gas re-place on the second oor I dontneed no stinking medication!
Speaking of thermostats, theprice of a barrel of crude dipped
below $30 late last week and thereis continuing speculation that itcould drop even further to $20or perhaps even $10. Te crashin the price of a barrel of crudeallowed me to recently schedulea delivery of 150 gallons of homeheating oil for $200 ($1.33 a gal-lon). Might I also mention that
the price of gas at local area sta-tions is running at $2.05 and overin Brooklyn gas can be had for$1.91! On second thought, maybethings arent as bad as I thought.
When I realized that there wasan upside to this winter seasonI got up from the desk, grabbedmy cane and started dancing theNae Nae while singing the lyr-ics from Pharrel Williams songHappy. Watching me hobbleabout the house singing out loudboth Grace and Vicky agreed thatthey felt there was something se-riously defective with the wiringbetween my ears. I told them theyshould get over themselves be-cause they were just jealous thatthe old guy knew how to dancethe Nae Nae with a cane!

the Rockaway Times is prolinglocal female entrepreneurs eachweek. Tis week is Lana Meli,owner of Lanas Loft.
Aware of the lack of places forwomen to shop for clothing onthe peninsula, longtime Rock-away resident Lana Meli wasone of the rst ladies to open a
womens boutique, providinglocal women with a spot to get anice outt without having to goover a bridge to get one. Everycommunity should have the ba-sic necessities. You shouldnthave to travel 30 miles for de-cent clothing, Meli said, so shebrought a place of her own forthe neighborhood.
Lanas Loft is a full-service la-dies boutique that carries brandname clothing and accesso-ries from juniors to plus sizes atmoderate prices. Te productschange often depending on theseason and latest trends. It isalso the only local retail cloth-ing shop that offers alteration
services, to help customers geta proper t on the perfect piece,and they custom order sizesif they dont have a size a cus-tomer is looking for. Meli runsthe store along with her youngdaughter, Chloe. I couldnt dothis without my daughter. Shesmy partner in crime, Meli said.She is also joined by her long-time seamstress, Janice, andabout seven sales girls that workthroughout the year.
Melis love for fashion startedat a young age. I taught myselfhow to sew and make my ownclothing at a young age. Ten I
went to the Fashion Institute ofTechnology and went on to workin the textile industry, clothingindustry and custom-made in-dustry. I was always a customdressmaker, but I had a shop inmy house and when I sold myhouse, I lost that, so I started torent the space on Beach 116thStreet, she said. Meli rst start-ed in a third-oor walkup spaceabove the Blue Bungalow. I had
so much extra room up there,
so I wanted to see if I could sellclothing up there. In 2012, justbefore Hurricane Sandy, shestarted her rst retail venture.It was my rst time ever own-ing a retail store. Everything Ihad learned along the way in mycareer lead me to this next step,she said.
However, it was slow to start af-ter Sandy. We had no businessfor six months after the storm,
but we managed to stay alivesince we were on the third oor,Meli said. Te third oor loca-tion proved to be a challenge initself. A lot of women had babycarriages or had trouble gettingup the stairs. We loved the spaceand it was a nice atmosphere,but it was difficult getting expo-sure.
Despite the walkup challenge,Lanas Loft gained a customerbase and Meli reached a goal,
which allowed her to grow. Wefelt if we could get customers ina third oor walkup, we couldmake it in a rst oor space,Meli said. Once our sales met acertain goal we had, we startedto look for ground oor space.She found a prominent locationat 114-04, right on Beach Chan-nel Drive. People thought we
were crazy to do all this work onthis store that had been emptysince Sandy. But it was time togrow and were very happy withthe way it came out.

painting the outside faade
an eye-catching lavender, andopened the new location in May2015. She says her husband,
Vince, was one of her biggestsupporters when it came to themove. Tis little space was sougly before we moved in. It need-ed a lot of work, but my husbandsaid lets do it and were glad
we did. Were very happy withthe response. People are alwaysthanking us for opening up thenew location, Lana said. Busi-ness is denitely up. Most of thepeople that come in here didntknow we were on 116th. We getnew customers coming in everyday, Chloe Meli said. We loveour customers. Teyre ourneighbors and friends and welove working with them in thiscommunity. We sincerely thankour customers for supportingour business, and for their manylovely comments and good
wishes, Lana added.Meli says owning her own
business was always a dream.Ive always been a creative per-son and I love to shop and ap-ply my creativity to my career. Icouldnt be one of those people
who sit behind a desk. Being anentrepreneur is a calling. Ivenever wanted to do anything elsebut own my own business and
youre not happy until youvedone it.
To those considering startingtheir own business, Meli says,Make sure you have a lot ofmoney behind you, because itcan take longer than you think toget a business up and running.
You need to start with enoughmoney to support you before
you start generating prots. Peo-ple are cautious about going intonew stores at rst. You need to
build trust with your customersand community and that cantake time. If you want to do it,
you have to go for it, even if itworks out or doesnt. We consid-er it a blessing every day were inbusiness.
Now that shes established her-self, Meli is looking toward more
ways to improve and grow. Imtossing around the idea of open-ing another store, but were wait-ing on that because it requiresplanning. We also want to makeour online presence better, shesaid. Meli would also like to re-turn to her custom-made roots.We want to start our own lineand make our own products, ona small scale to start. Everythingtakes baby steps when youre inbusiness, she said.

I was kind of shocked thatthe committee that deals withour communitys bread andbutter wouldnt already auto-matically meet regularly, butno, committees on our com-
munity board meet as need-ed. This is according to Com-munity Board 14s currentby-laws.
To me, when we have com-mittees meet on an as need-ed basis, we are simply alwaysmeeting to re-act. Just react-ing to an issue on our penin-sula and Broad Channel andnever taking proactive roles tobetter our communities on thepeninsula and BC.
Now I am in no way advocat-ing to see the by-laws amend-ed to have every committeemeet every month like someother community boards re-quire around the city. I willadvocate for there to be amandatory meeting of everycommittee at least two timesper year and all others be onan as-needed basis.
I find it quite shocking thatthe committee on educationhas met once since August of2013. Are our schools doingthat great that we as a commu-nity board do not need to hearor feel the pulse of the par-ents who have children in theschools? Or hear from parents
who are contemplating leavingthe peninsula because an ele-mentary school they thought
was going to be built is not?I am also quite frustrated
that the Economic Develop-ment Committee of CB14 hasnot held a meeting in years.

A Visit to Beach 116th StreetBy Rob Walsh
After a long stretch in city gov-ernment, I now teach an UrbanEconomic Development classat Baruchs School of Public Af-fairs. I recently took my ExecutiveMasters of Public Administration
class to Beach 116th Street in theRockaways. What better way toteach than to introduce graduatestudents to community leaders
who have provided strong andsteady leadership over the lastseveral years.
It was great to catch up withmy friend Mike Adil of PaninicoCaf. When I was the Citys SmallBusiness Services Commissioner,it was always my rst stop for ahot cup of coffee and my favoritebreakfast sandwich - Mos Burri-to. Mike explained to the class thehard work he put into rebuildinghis restaurant.
We also met Lola Star who hasopened up a very inviting shop tobuy clothing and fun gifts with theproud Rockaway brand. Lola, oneof Coney Islands biggest boosters,has brought an added energy andenthusiasm to Beach 116th Street.
I was thrilled to see all the re-tail shops occupied inTe RogersBuilding. Tanks goodness Rog-ers, the oldest bar in the Rocka-
ways, is still going strong and theGuinness is stillowing.
Walking along the corridor, it
was great to see how much thestorefront improvement program
has made a difference. Nearly 30small businesses took advantage
of this initiative to repair theirfacades or upgrade the appear-ances of their businesses. It reallyupped the game for the streetand some new shops like LocalLiquids have followed suit withcreativity. Looking back, our de-
cision to use local merchant PaulOhana to design most of the newstorefronts was an added plus --and certainly kept him smiling formonths.
A number of merchants toldme of the great work of the Beach116th Street Partnership andMark Mina in having another spe-cial holiday celebration to lightthe Christmas tree and Meno-rah. Mark has worked his magicin producingrst-rate events thathave drawn more Rockaway resi-dents and visitors to the corridor.Te new benches along the two
shopping blocks are also a niceaddition. Unfortunately, the trashcans were full with debris whichowed in the streets. What hap-pened to regular pick up by theSanitation Department and theadditional Clean Team that wasarranged to add an extra shine
on this important retail corridor?Rule #1 Economic Developmentbegins with safe and clean streets.
I was anxious to get down tothe beach and was thrilled to see
workers inching their way up tothe corridor with the new board-
walk. It will make a tremendousdifference this year when thenew construction reaches Beach116th Street.
After walking around and pok-ing our heads in a number ofstores, we worked up a pretty good

spoke about those rough daysand months after HurricaneSandy. Tey spoke about howthey came together to form thePartnership and discussed someof the gains that they have madeto strengthen the corridor andsurrounding area. I greatly ad-
mire the patience, time and enor-mous effort that this group andothers have put into this work. Iremember the day that I met TomHughes, owner of Station Liq-uor. It was just weeks after thestorm and he was there helpingme forge relationships with otherproperty owners and merchants.Tom continues to give and servesas Chairman of the 116th StreetPartnership.
Linda Humphrey, the Execu-tive Director of the Beach 116thStreet, is working hard in rallyingthe troops and plugging away oninitiatives to make Beach 116hStreet a better place. However,
she needs much more help andsupport starting with the City.
Heres my quick list of things theCity should spearhead to makeBeach 116th Street an even morememorable and inviting place: Te City needs to place one of
the new Ferry stops at Beach116th Street. It is a no brainerand will be a big boost for thesmall businessesalong withspurring much needed new de-
velopment along the corridor. Te City pulled the plug on
millions of dollars of econom-ic development initiatives that
were announced by the NYCEconomic Development Cor-
poration after Hurricane Sandyas part of a Game ChangerProgram. Te Beach 116th cor-ridor continues to struggle withsome large empty sites. Te Cityneeds to come up with creativenew economic developmentinitiatives to jump start this veryimportant commercial corridor.
Te Beach 116th Street Part-nership has done an extraor-dinary job in rallying the mer-chants, creating new programsand events to strengthen thecorridor, and tackling difficultquality of life issues. Resourceshave been earmarked for othercommunity based organizationsto deploy clean teams, promotethe area, and come up with crea-tive and strategic plans. It is timefor the City to truly invest in thisimportant organization that hasmade a tremendous difference.Rob Walsh served as the Citys

A blessing has no species, na-tionality or religion. Blessingscome in all different forms.Sometimes we dont knowsomething is a blessing until
way after it happens. Some-times blessings are disguised.Tese are the blessings thathappen in our lives. Once rec-ognized, they are numerous.
At the suggestion of a teach-er during a recent workshop,I started a 100-day entry in anactive journal: each day I writedown what I feel is a blessingon that day. Yesterday it was ahot shower as I reveled in the
water enveloping me and di-minishing any chill. Today it
was enjoying a delicious meal.My guess is that as it goes on,the blessing recognitions willbe more and more as I slowdown and make a point to feelthrough all of the senses.
Recognizing blessings trans-forms into the realm of grat-itude and being grateful on adaily basis leads to bliss.Tese are the blessings that
happen. Ten, there is a way topractice blessing. Intention-ally. Being open to giving andreceiving blessings to/from allliving things. Sometimes thereare things in the way, e.g., an-ger, resentment, whatever itmay be, which are blocks to theow. We cant be in harmonyandow if we have these strongfeelings. We need to bring theharmony back and be in theow. Acknowledge the thingsin the way and just say that youforgive the root of what causedthose feelings. Just say it to
yourself, I have read about actsof forgiveness that are beyond
my comprehension. Like the
woman who took in her sonskiller after his sentence, andrehabilitated him. He was ina gang, never had a home life.Tis is extraordinary, indeed,
we have only to think about itin smaller terms and our lives
will change.Practicing blessing begins
with making eye contact. Teeyes are the mirror of the souland reect everything thatseems to be hidden; and like amirror, they also reect the per-son looking into them. (PaulCoelho) By making eye con-tact we see the being thereand how else can we act than
with compassion? To farethee well, to bless, to wishthe best. And in that momentchances are that the other per-son has caught a glimpse of
your being and is doing the
same.In order to partake in andfeel any of this, we have to slowdown and be in the moments.
And have good intentions forall living things around us.Just like a snowake is neverrepeated (imagine that), eachone of us is unique, yet, we areall one: plants, trees, wildlife,animals, humans. Tis is be-cause we share the gift of beingalive.
Bless all before you and bewith an open heart to receivethe blessings coming your way.It is all there, we just dont rec-ognize it because were rush-ing past. I always come back tomy dads maxim: Stop. Look.Listen. Te next step is to notonly act kindly, but to wish thebest to someones eyes you haveengaged. Silently. Begin thethread that unites us as one.
