This is the 15th year Rockwall Independent School District has received a rating of “A” for “Superior Achievement” under Texas’ School FIRST financial accountability rating system. The rating system measures the quality of a school district’s financial management and reporting system.

Mr. David Carter became Sr. CFO for us in January. He has experience as CFO for Royse City ISD and is a CPA and former auditor.

For the 2017‐2018 school year budget, the Board of Trustees lowered the Interest & Sinking tax rate 2½¢ You will recall that the voters approved the 2015 bond with the understanding that the I&S rate would go up 2¢ the first year, 2¢ the second year and 2½¢ the third year. So far we have not gone up on the rate due to increased property values. Not only has the tax rate not increased as projected due to the bond but the current tax rate is one of the lowest in 10 years.

Rockwall ISD has recognized an average of 8.2% tax value growth over the last 5 years.

For budgeting purposes, the District is projecting 6.0% tax value growth for 2018‐19.

For multi‐year projecting purposes, the District is projecting an average of 6.0% tax value growth for 2019‐20 and 2020‐21.  This projection will be reviewed annually during the budgeting process.

Over the past 10 years, the state has benefited from the local taxpayers paying a greater share of the district’s total revenue

In 2007‐08, the breakdown was as follows:Local taxpayer = 60.8%State funding = 39.2%

In 2017‐18, the breakdown was as follows:Local taxpayer = 78.9%State funding = 21.1%

In the last 10 years, the local taxpayers share of funding for the school district has risen by approximately 18.1%!!

This trend is only projected to continue as local tax values increase.  In other words, the state will continue to fund Rockwall ISD at lower and lower levels.

Six students from Rockwall HS and Rockwall‐Heath HS were recently named National Merit Scholarship semifinalists: Parker Bassett (RHS), Daria Coutch (RHHS), Kevin DeMars (RHS), Anna Evers (RHHS), Victoria Huang (RHHS) and Kyle Sherrod (RHHS).

Approximately 1.6 million students across the country took the qualifying test and only 16,000 qualified for this high honor, placing them in the top 1% of all students in the nation.

There are three types of National Merit Scholarships: 2,500 National Merit Scholarships of $2,500, 1,000 corporate‐sponsored Merit Scholarship awards and 4,000 college‐sponsored Merit Scholarship awards.

National Merit Scholarship winners will be announced beginning in April 2018.

RHS Orchestras won three Sweepstakes at UIL Concert and Sight Reading in Allen. They received UIL’s most prestigious music award for Varsity String Orchestra, Non‐Varsity String Orchestra, and Full Symphony Orchestra.

Rockwall ISD is proud to claim TWO State Champions from the UIL State Wrestling Tournament. Big congrats to Sean DelMonte of Rockwall High School and Desmond Williams of Rockwall‐Heath High School. Both teams overall finished in the top 10 as Rockwall placed 5th and Rockwall‐Heath placed 8th! Congrats to all of our state wrestlers!

Robotics teams at Springer Elementary, VexVipers and TeamBotZilla, recently qualified for the Worlds event at a state competition at Greenville High School.  VexVipersreceived the Excellence Award and TeamBotZilla received the STEM Award.

Both teams will travel to Louisville, Kentucky in April to attend this event. Congratulations and good luck!

New Dobbs Elementary Opens Fall 2018!

The Board of Trustees approved the rebuild of Reinhardt Elementary. It was originally planned as

a complete renovation of 44,700 square feet and addition of 43,300 square feet at a cost of

$18,700,000 million plus $1,024,000 for the required tornado shelter per new building code

standards. Analysis of the project placed a complete new rebuild cost at $23,300,000 million

which would extend the life of the facility to 50 versus 25 years with a renovation. Savings realized

through other 2016 bond projects allowed for the cost difference at no impact to the tax rate or

taxpayers. Construction will begin summer of 2018 and the new building will be ready for students

fall of 2019. In the interim school year 2018-2019, Reinhardt Elementary will be housed in the

former Dobbs facility. The district is looking at a variety of ways to ease congestion and traffic

including bus transportation offered to all Reinhardt attendance zone students and possibly a

staggered start/end school day time.

Amy Parks‐Heath Elementary Renovations include:1. Administration Suite addition.2. Renovation of existing core spaces (Library, Cafeteria, Kitchen).3. System Upgrades to include access controls, film, roof, HVAC, flooring, lighting, and kitchen equipment.
