PROJECT STATUS UPDATE AND THE LOCAL JOBS AND DBE PROGRAM UPDATE FOR EACH PHASE OF THE PROJECT
RECOMMENDATION Receive and File the Monthly Phase 1 and Phase 2 Project Status Update and receive an update on the Local Jobs and DBE Program for each phase of the project. SUMMARY The presentation will summarize key project activities completed during the previous month, and key activities planned for next month for both Phase 1 and Phase 2 of the project. Staff will also provide an update on the Contractor Local Jobs and DBE Program for each phase of the project. FINANCIAL IMPACT None ATTACHMENT(S) None

• FFP has not attained Substantial Completion (SC):
Authority and FFP have entered into an agreement to defer assessment of
Liquidated Damages pending project closeout
Per the latest independent Authority evaluation, the estimate for SC is January
2012
Authority and Metro are working to resolve issues with the signaling system at
the Blue Line junction
Initial Pre-Revenue Operations are scheduled to begin in early January
Metro will subsequently determine the date for Revenue Service
• Remaining construction elements of the Project are scheduled to be completed in early
2012:

Culver City Work (including Bike Facilities at the Culver City Station)

Project Budget
• The latest budget analysis forecasts a budget shortfall of $3.4 million for cost elements
that are known or anticipated at this time.
• There are several outstanding items that could adversely affect the current Project
budget forecast. These outstanding risk items include:
Changes as a result of unforeseen or differing site conditions
Disputed Potential Change Orders
Additional Third Party Costs
Additional Professional Service Costs
• Cost Containment Efforts:
Continue discussions with third parties on reimbursement of certain Project
costs estimated to be approximately $2.8 million
Explore other cost saving measures estimated to be approximately $800,000

Noise
• Collected noise readings during recent monitoring
Initial indications are that noise levels are consistent with those specified in
the FEIR
• Will conduct further analysis upon Metro’s commencement of a full operating schedule
prior to opening to the public
Privacy Screens
• Staff has estimated he cost of privacy screens between La Brea Avenue and Dunsmuir
Avenue to be approximately $300,000
• The cost is based on adding a two foot screen on top of the existing sound walls

Clean Mobility Center
• Met with members of the Culver City Bicycle coalition to discuss deferment of the Clean
Mobility Center (CMC) at the Culver City Station
• Staff is evaluating alternatives for the installation of the CMC:
1. Balfour Beatty Infrastructure – Venice Boulevard Aerial Structure contractor
2. SkanskaRados Joint Venture – Phase 2 Design-Build contractor
3. Piggy back on a Metro’s procurement of CMC facilities
• The budget for the remaining elements of the CMC is $250,000
• Other locations for the CMC were explored, but lack the necessary sewer and water
connections for CMC operations

Business assessments continue for businesses located adjacent to the alignment
Design Update Community Meeting for the maintenance facility is scheduled for
