POLICIES AND PROCEDURESBasic Emergency Procedures for Safety and Medical Purposes(For medical or other type of emergency) 1. Call Security at 381-1308 or 1309, or pick up a red emergency phone. Tell Security: • thenatureoftheemergency, • thelocation,and • whetherornotEmergencyMedicalServicesareneeded. (Someoneshouldstaywiththeinjuredorillperson.Tellhim/herthathelpisbeingcalled.) 2. If Security can’t be reached, call the Operator (dial “0”). 3. If you can’t reach Security or the College Operator and you need EMS, dial 911. (Note: To access an outside line from any campus telephone, you must first dial 9* and listen for a dial tone.

Then proceed with dialing 911.)SaythatyouarecallingfromSCCCanddescribetheemergencyandtheexactlocationinthebuilding.Ifpossible,arrangetomeetthematthebuildingentranceandescortthemtothesceneoftheemergency.

Bias Crimes Prevention StatementHate Crimes and the LawItisaSchenectadyCountyCommunityCollegeandPolicemandatetoprotectallmembersoftheSchenectady CountyCommunityCollegecommunitybypreventingandprosecutingbiasorhatecrimesthatoccurwithinthe campus’sjurisdiction.

Hatecrimes,alsocalledbiascrimesorbias-relatedcrimes,arecriminalactivitymotivatedbytheperpetrator’sbiasor attitudeagainstanindividualvictimorgroupbasedonperceivedoractualpersonalcharacteristics,suchastheirrace, religion,ethnicity,gender,sexualorientation,orstudentactivitiesdisability.Hate/biascrimeshavereceivedrenewed attentioninrecentyears,particularlysincethepassageofthefederalHate/BiasCrimeReportingActof1990andthe NewYorkStateHateCrimesActof2000(PenalLawArticle485).CopiesoftheNewYorkLawareavailablefromtheStudentServicesOffice,locatedinElstonHall,Room222.

Penaltiesforbias-relatedcrimesareveryseriousandrangefromfinestoimprisonmentforlengthyperiods,dependingonthenatureoftheunderlyingcriminaloffense,theuseofviolenceorpreviousconvictionsoftheoffender.Perpetratorswhoarestudentswillalsobesubjecttocampusdisciplinaryprocedureswheresanctionsincludingdismissalarepossible.

Inadditiontopreventingandprosecutinghate/biascrimes,SchenectadyCountyCommunityCollege’sStudentServicesOffice,Personnel/AAOOfficeandSecurityalsoassistinaddressingbias-relatedactivitiesthatdonotrisetothelevelofacrime.Theseactivities,referredtoasbiasincidentsanddefinedbytheStateUniversityofNewYorkasactsofbigotry, harassment,orintimidationdirectedatamemberorgroupwithintheCollegecommunitybasedonnationalorigin, ethnicity,race,age,religion,gender,sexualorientation,studentactivitiesdisability,veteranstatus,color,creed,ormaritalstatus,maybeaddressedthroughtheCollege’sDiscriminationComplaintProcedureorthecampusCodeofConduct. BiasincidentscanbereportedtoCampusSecurityaswellastotheAffirmativeActionOffice,whichislocatedin ElstonHall,Room121.

Ifyouareavictimof,orwitnessto,ahate/biascrimeoncampus,reportittoCampusSecurity,eitherinpersonorbydialingextension1308or1309oncampusorusingaRedEmergencyPhonelocatedthroughoutourcampus.Securitywillinvestigateandfollowtheappropriateadjudicationprocedures.VictimsofbiascrimeorbiasincidentscanavailthemselvesofcounselingandsupportservicesfromthecampusthroughtheStudentDevelopmentOffice,locatedinElstonHall,Room223.Counselorsareavailabletoassist.

Campus Notification Procedures in the Event of Building Evacuation 1. Thesignalforevacuationwillbethecontinuoussoundingofthealarmsystem. 2. Allfaculty,staffandstudentsaretoevacuatethebuilding.(Facultyandstaffshouldinspecttheareaforwhichthey

haveresponsibilitytoinsurethateveryonehaspromptlyevacuatedthearea.) 3. Intheeventoffire: a. Activatethenearestemergencyfirealarmbox. b. Donotattempttoextinguishthefire. c. Donotuseelevators.Usefiretowerstairwells. d. Individualsphysicallyunabletousethestairwaycanremaininthecornerofthefiretower.Fireofficialswillaidinsafelyevacuatingtheseindividuals. e. Campus Notification Procedures in the Event of Concern or Threat of Suicide Allsuicidethreats/attemptsmustbetakenseriously.Warningsignalsinclude: • recentdramaticpersonalitychange; • psychosocialstressor(troublewithfamily,friends,ordisciplinarycrisis); • writing,thinking,ortalkingaboutdeathordying; • alteredmentalstatus(agitation,hearingvoices,delusions,violence,andintoxication).These steps are to be followed should the individual make the threat in person: 1. Theindividualistobekeptunderobservationduringthetimeoftheimmediatethreatandwill

besupervisedatalltimes. 2. Securityistobecontactedimmediately(extension1308or1309)anddirectedtoeither: a. respondtothesceneimmediatelysoastoassistwithsupervisionoftheindividualwhile

policearecalled(911)OR b. calltheSchenectadyPolice(911)immediatelyandthenrespondtothescenetoassist

withsupervisionoftheindividual. 3. Iftheindividualisastudent,thestudentwillbeprovidedcontactinformationofaCollegeadministratoror

SCCCCounselor.Thestudentwillbeencouragedtosharethisinformationwiththeparamedics/hospital ifneeded.Thestudentalsowillbeencouragedtocontactthisindividualshoulds/hebeoutofclassesfora periodoftimeanduponhis/herreturntocampus.

4. Thesituationwillbeturnedovertothepolice,theparamedics,andorthehospitalforthenecessarymedical attention.

5. Acompleteincidentreportistobefiledbyallpartiesinvolvedinaddressingthesituation.IncidentreportswillbecollectedbySecurity.

6. Shouldtheindividualreturntocampus,alongertermmonitoringofthestudentbyanSCCCCounselormayneedtobearranged.

7. TheAssociateDeanforStudentServiceswillworkwiththeappropriatecampusstafftodetermineifanyadditionalnotificationoractionisappropriate.

These steps are to be followed should the individual make the threat by phone: 1. Keepthepersononthetelephonebyencouragingthepersontotalkwhilesimultaneouslygatheringas

muchinformationaspossible. 2. Whilethepersonisonthetelephonetrytoenlisthelp,ifpossible,fromsomeoneelse(writtennotes).Haveperson

Campus Notification Procedures in the Event of a Disruption on Campus 1. Securityistobenotifiedimmediately. 2. Securitywillrespondtothesceneandwillrelocatetheindividual(s)involved. 3. TheSecurityDeskGuardwillcontacttheappropriateofficesand/ortheSchenectadyPolicedependingonthe

severityofthedisruptionandindividualsinvolved(e.g.student,non-student,employee). 4. TheCollegeadministratorwillestablishcontactwiththeappropriatestafftoaddresstheissueand

restorecampusorder. 5. SecurityandtheCollegeadministratorwillcollectstatementsfromallpartiesinvolved(toincludeanywitnesses).

AnIncidentReportwillbeinitiatedbyandfiledwithSecurity. 6. Recognizingthateachsituationisunique,potentialactionscouldinclude(butarenotlimitedto): • Situationisresolvedatthescene. • AssociateDeanmeetswithindividualandallpartiesinvolved.Possibleactionsinclude

(butnotlimitedto):behavioralcontract,reprimandwithwarning,mediationorcounseling, disciplinaryaction,referraltoanoutsideagency.

• Individual(particularlyifnotastudent)isescortedoffcampusbyCollegeSecurity. • Dependingontheseverityofthedisruption,SchenectadyCityPolicearecalledtotake

appropriateactionbasedontheinformationcollected/witnessedbySecurityorCollegestaff. • Studentisexcludedandsummarilysuspendedfromcampus(asperTheCollege’sStudent

CodeofConduct). • StudentisreferredtotheStudentAffairsCommitteeonDisciplineandahearingisscheduled. 7. Followingthesituation,theappropriateDivisionalDean/AssociateDeanwillworkwiththestaffinvolved

andwithSecuritytoevaluatetheresponsetothesituation,toreviewtheactionstaken,and,whereappropriate,makerecommendationsforrespondingtofuturesituations.

Child Safety ProceduresForthesafetyofchildrenandtomaintainanacademicenvironment,childrenarenotpermittedinanyinstructionalareas,toincludeclassrooms,laboratoriesandlibrary,andchildrenarenottobeleftunattendedinanyareaoftheCollege. Parentswillbeaskedtoaccompanytheirchildrenoffcampusunderthesecircumstances.PhotographingchildrenwhileintheChildCareCenterorwhileoncampusispermittedonlywithconsentbytheChildCareCenterandtheparentsofthechild(ren).InformationregardingchildcaremaybeobtainedfromthecampusChildCareCenter,381-1375.

7. Individualswhoaccumulatethreeormoreunpaidparkingviolationswillbeadvised,bycertifiedletter,topay thoseoutstandingviolationswithinten(10)classdays.Individualswhoseparkingviolationsremainunpaidafterthosetendayshaveelapsedwillhavetheirparkingpermitrevoked;avehiclewitharevokedparkingpermitwillbesubjecttotowing(atowner’sexpense)fromthecampus.

8. Ticketsareissuedtostudentsinviolationofparkingregulations.StudentswhohavequestionsregardingaticketshouldcontactCampusSecurity.AnappealofaparkingticketmustbeforwardedinwritingtotheOfficeoftheDeanofAdministrationwithinfive(5)classdaysofwhentheticketwasissued;theappealshouldencloseacopyoftheticketandthereasonsthestudentbelievestheticketisinvalid.Thestudentwillreceiveawrittenresponseregardingthedispositionoftheappealwithinfive(5)classdaysofwhentheappealwasreceived.

Poster Policy • Allposters,toincludeinformationforpostingonthecomputer,mustbeapprovedbytheOfficeof

StudentActivities.TheposterwillbestampedandinitialedbyStudentActivitiesonlyifapprovedforposting. • Allpublicitymustbearthenameofthesponsoringgroup.Pleasehavethesponsoringgroupnamestandouton

DefinitionsSexualharassmentisunwelcomesexualadvances,requestsforsexualfavors,andotherverbalorphysicalconductofasexualnaturewhen: 1. Submissiontosuchconductismade(eitherexplicitlyorimplicitly)atermorconditionofanindividual’s

employmentorenrollment; 2. Submissiontoorrejectionofsuchconductbyanindividualisusedasthebasisforemploymentoracademic

decisionsaffectingsuchindividual; 3. Suchconducthasthepurposeoreffectofunreasonablyinterferingwithanindividual’sworkoracademic

performanceorcreatinganintimidating,hostileoroffensiveworkingoracademicenvironment; 4. Expressedorimpliedrequestsordemandsaremadeinexchangeforkeepingoradvancinginajoborreceivinga

highergrade.

Hostile EnvironmentItisrecognizedthatsupervisorsandfacultymembers,bythenatureoftheirpositions,necessarilyembodyunequalpowerrelationshipswiththeirsubordinatesandstudentsrespectively.Becauseoftheinherentpowerdifferencesinthese relationships,thepotentialexistsforthelesspowerfultoperceiveacoerciveelementinsuggestionsofactivitiesoutside thoseappropriatetotheprofessionalrelationship.Inlightofthis,allmembersoftheCollegecommunityareurgedtobe conscientiousinevaluatingtheirownbehavior.Ahostileenvironmentmayinclude,butisnotlimitedto,suchactionsas: 1. Sex-orientedhumororabusethatincludesderogatoryordehumanizinggenderreference; 2. Physicalcontactssuchaspatting,pinchingorfrequentlyandintentionallybrushingagainstanother’sbody; 3. College Drug and Alcohol Policy • ALCOHOLICBEVERAGE.Exceptforappropriateclassroomactivitiesorapprovedstudentactivities,the

possessionand/orconsumptionofanyalcoholicbeverageisaviolationoftheStudentCodeofConduct. Possessionand/orconsumptionofalcoholicbeveragesbystudentsparticipatinginacollegecluborcollege sponsoredtriporanoff-campusactivityisalsoprohibited.

Alcohol Laws: Open Container LawTheCityofSchenectady,likemanyothercities,townsandvillages,hasanordinanceprohibitingtheconsumptionoforpossessionofanopencontainerwiththeintenttoconsumeanalcoholicbeverageinanypublicplaceorinanyvehicle.Violationofthislawispunishablebyafineofupto$250orimprisonmentupto15days.Secondoffenseswarrantafineofupto$500andupto30daysofimprisonment.

New York Alcoholic Beverage Control LawNewYorkprohibitssellingorgivinganyalcoholicbeveragetoaminor(anyoneunder21)ortoapersonalreadyintoxicated.Aviolationofthislawcanbepunishedbyafineofupto$200,fivedaysinjail,orboth.Anyminorusingfalseidentificationtopurchasealcoholfacesamaximumfineof$100;orupto30hoursofcommunityservice;orparticipationinanalcoholawarenessprogram.IftheI.D.usedisaNewYorkstatedriver’slicense,theminorfacesa90-daysuspension.

NewYorkVehicle&TrafficLawItisamisdemeanorpunishablebyafineofatleast$350and/orimprisonmentforuptooneyear,plussuspensionand/orrevocationofyourdriver’slicense,tooperateamotorvehiclewithabloodalcoholcontentof1/10ofonepercent(0.1%).Multipleconvictionsresultinmoreseriouspenalties.
