presence of the members of the BAC, CSO and the bidders closed the submission of the bidding documents at exactly 10:00 AM at the 3d floor Conference Room, DepEd Negros Oriental.

The meeting was called to order by Dr. Marcelo K. Palispis, BAC Chairperson and

BAC Vice Chairperson, Dr. Rachel B. Picardal gave a motion to suspend the rules of the
order of business to give way for the opening of bids. This was seconded by BAC Member,

members of the BAC secretariat for the opening and evaluation of the bidding

81 During the evaluation of the requirements the following observations were found: 82
1. The Vice Chairperson of the BAC, Dr. Rachel Picardal after thoroughly checking on the documents submitted by the bidder named AC/DC Enterprises did not proceed with
the opening of the bidder's envelopes for the following reasons: a. the bidder failed to follow the color coding stipulated in the bid documents.
87 b. the bidder failed to provide the number of copies required as stipulated in the bid

Dr. Picardal, showed the pages of the bid documents where the bidders failed to follow
and re-iterated that this information is available on the bid documents they acquired and were also reminded to them during the pre-bid conference. Failure to follow these
93 instructions are grounds for disqualification.

95 Due to this findings, the bidder AC/DC Enterprises was declared non-compliant. 96
2. The Member of the BAC, Dr. Carmelita A. Alcala after thoroughly checking on the
documents submitted by the bidder T&%E Enterprise discovered that there is no
Attorney's signature on the Bid Securing Document that they have submitted.

BAC VChair, Dr. Picardal, explained that these requirements are stated in the bid
documents and failure to follow these instructions are valid grounds for disqualification.
BAC VChair, Dr. Picardal also mentioned that these were given as a reminder during
the pre-bid conference.

BAC Secretariat member, Mr. Andrie P. Amor read the abstract of bids as read, which
he wrote during the evaluation proper on a white bulletin board, subject for arithmetic
evaluation and re-computation.

BAC Chairperson, Dr. Marcelo, reminded the bidders of their rights to submit a motion
for reconsideration subject for assessment by the members of the BAC within 72 hours
which will expire on April 8, 2021 at exactly 10:00AM

BAC Chairperson, Dr. Marcelo Palispis announced the Post Qualification activity to be
conducted on April 8, 2021 at 1:00 PM with the same venue.

The representative of Legacy Sales and printing Diamond Star made clarification as to
what is arithmetic evaluation and re-computation. BAC Chai, Dr. Palispis explained
that this means we will thoroughly re-evaluate all the documents being submitted.

124 BAC VChair, Dr. Rachel Picardal, requested the lowest bidders to bring their sample
materials during the Post Qualification. These materials will also be the basis and will
serve as the reference of the inspectorate team during the delivery.

128 Same representative of Legacy Sales and printing Diamond Star asked who will attend
the Post Qualification on April 8, 2021. BAC Chair, Dr. Palispis explained that we
prioritize the lowest bidder, however it does not necessarily mean that it will
automatically be awarded to them. Dr. Palispis further emphasized, in the event that
the lowest bidder fails to comply with all the necessary requirements then the committee
will proceed with the most responsive bidder.

147 VI. BUSINESS ARRISING FROM THE PREvIOUS MINUTES
148 BAC VChair, Dr. Picardal mentioned that as shown in the previous minutes specifically
in line 88 it was clearly stated that the bidders were reminded during the pre-bid

153 BAC Chair Dr. Palispis updated the body of convening the BAC Secretariat concretizing the conduct of APCPI evaluation last March 29, 2021. The BAC memo together with the persons assigned was uploaded to the DepEd website and BAC group chat. The memo 156 emphasized the schedule for the Pre-evaluation process which will be held on April 27- 28, 2021 while the evaluation is slated on April 29, 2021. The CSO will be invited on the evaluation day but Dr. Palispis mention that it would also be best if the CSO can join during the pre-evaluation. The training design for this activity will be made by the

162 BAC Chair, Dr. Palispis informed the body that he made a justification which was submitted to Ms. Jian Diaz, Administrative Oficer v (Personnel Section) last March 31, 2021 with regards to the non-submission of 2019 APCPI. The reasons indicated therein were the following: 1. due to lockdown and lack of necessary APCPI training being neophytes as BAC members.

168 BAC VChair, Dr. Picardal asked about the activity scheduled on April 12-14, 2021. BAC Chair, Dr. Palispis stated that the proponent of this activity is Mrs. Dae Habalo, however with the order of the SDS that all activity will be cancelled unless lifted the said activity will be postponed.

175 Having discussed all business arising from the previous minutes, BAC Chairperson, Dr. Marcelo K. Palispis presented the agenda of the meeting. Dr. Rachel B. Picardal made the motion to approve the agenda and was duly seconded by Dr. Camelita A. Alcala.

Dr. Palispis discussed that this budget is intendent for "Digitization and asynchronous Teaching of Lessons on Basic Numeracy Skills" with the amount of P327,600.00 and the remaining amount will be utilized for purchase of USB and external drive.

b. Bal. Continuing Appropriations (cont. 016): Release of additional MOOE for SDO in the amount of P1,000,000.00

Dr. Palispis explained that there were changes from the proponent as per discussion from the last meeting. The Workshop on the Digitization and Offline Virtual Class Sessions of Grade 1 MTB-MLE Literacy Lessons" of proponent Ms. K. Sedillo in the amount of P306,000.00 will be transferred as wellas for proponents Dr. R. Juanillo and Dr. A. Amores with the amount of P405,000.00 and P250,000.00 respectively. Since it was agreed that the activities for the proponents are more suitable under this source of fund the Bal. Continuing Appropriations (cont. 029): Operations of Schools - Additional MOOE to public Junior HS. The remaining balance of P39,000.00 will be used for the upcoming APCPI evaluation slated on April 27-29, 2021.

Ms. R. Abiera with the amount of P876,000.00 remains the same while the proponent for the teacher Broadcaster/Video amounting to P961,000.00 was transferred to the
appropriate fund.

212 Dr. Palispis further explained that there were teachers/broadcasters who with the
advised of our Schools Division Superintendent, already came to see him to discuss about the budget. Upon the guidance of the SDS, the budget was appropriated for Ms.
Vidal c/o Mrs. Jiji Taladua of Jimalalud district in the amount of P333,335.00 and to
Mr. James Diputado of Sibulan 2 District in amount of P333,335.00 to cater expenses related to broadcasting activity subject to the existing DepEd rules and regulation.
