eCatalog Key Definitions: CHP Packager

Responsibilities:• Package Design • Package Engineering• Fabrication • Testing• Performance Guarantees

Requirements:• Documented experience in

engineering and design of Packaged CHP systems

• Suitable Packaged CHP System fabrication/assembly facility(ies)

• Packaged CHP system performance test capability

A Packager is fully responsible for all aspects of engineering, design, assembly, and testing of the Packaged CHP systems and may be an original equipment manufacturer, distributor, or any other entity that offers Packaged CHP systems. CHP Packagers provide pre-engineered and tested Packaged CHP systems that meet or exceed DOE requirements.

eCatalog Key Definitions: Solution Provider

Responsibilities:• Installation Design and Engineering• System Installation• System Commissioning

Requirements:• Fully responsible for all aspects of applying, installing, maintaining and servicing Packaged CHP systems. • Offer recognized CHP Packaged systems from the eCatalog to customers. • Must provide a single point of responsibility for site integration, system installation, maintenance and

service in an identified service territory.• Offer a market priced Assurance Plan, in qualified service territories, that provides service and

maintenance covering planned and unplanned shutdowns of the Packaged CHP system (including all components) for a period of not less than five (5) years from the date of electric grid interconnection recognition.

• Maintain availability at or above 92% for reciprocating engines and 95% for combustion and micro turbines.

• Deliver a response to unplanned shutdowns within 12 hours.

A Solution Provider is responsible for installation, commissioning, maintenance and service of recognized Packaged CHP systems and providing a single point of responsibility. CHP Solution Providers are expected to demonstrate the ability to fully support recognized Packaged CHP systems nationwide or in specific areas of the country and meet or exceed DOE requirements.

eCatalog Key Definitions: Packaged CHP System

The term “packaged” is not necessarily limited to, or defined as, a physically integrated prime mover, heat recovery and controls product on a single skid, but more broadly defined to include all of the following attributes:

1. An integrated CHP system design that includes one or more prime mover/generator(s) and matched heat recovery, interconnection, controls, and monitoring components with demonstrated performance, where the:a. performance of the components has been demonstrated, either individually or

in an integrated fashion, and b. integrated design is expected to be reliable, either as shown through

demonstration of the integrated system, or as assessed through engineering analysis.

2. The system can be one or more skid mounted modules shipped to a site requiring minimal interconnection of wiring, piping, ductwork, etc. to make a functioning CHP plant ready to interconnect to the site electric and thermal loads.

3. The system is pre-engineered and major components and assemblies are factory pre-tested (including controls) prior to shipment to the site.

eCatalog Key Definitions: Recognized System

Packaged CHP Systems that are pre-engineered, pre-tested products that meet DOE specifications and requirements and have demonstrated performance through engineering design as an integrated system or by performance testing to one of the three ASERTTI CHP Testing Protocols or equivalent.

• Minimum CHP system design efficiency of 60%

• Minimum system availability of 92% for recip engines and 95% for microturbines and gas turbines

eCatalog Key Definitions: Customer Engagement Partner

• CHP Engagement Partners (utilities, federal agencies, states, and municipalities) commit to promote Packaged CHP Systems (via the eCatalog) to their customers, constituents, or members and to validate the performance and the benefits of packaged CHP.

• Customer Engagement Partners must have an existing CHP deployment/customer engagement program, or be in the process of designing and implementing a program– Packaged CHP Accelerator Engagement Partners

• CHP Deployment/Customer Engagement Programs can range from:– Education and outreach on the benefits and applicability of CHP– Technical assistance in evaluating and implementing CHP– Incentives or other financial support

The overarching goal of the Packaged CHP Accelerator is to research and validate that total project costs and installation times for packaged CHP

systems can be reduced by 20% or more, and that expected performance is achieved through the use of pre-engineered, technically validated systems that

reduce risk for both the CHP user and supplier.

• Validate the installations and performance of packaged CHP systems nationally

• Analyze the project development time and costs of packaged CHP systems enabled through the eCatalog

• Evaluate the integration of new technologies with packaged CHP systems (hybrid systems)

• Identify R&D challenges and opportunities around packaged CHP and related technologies

Accelerator Objectives

• A venue to populate and launch the Packaged CHP eCatalog– The eCatalog alone is not enough –success requires state/utility/agency market

engagement programs to promote CHP deployment, publicize the eCatalog, and provide technical and market assistance

• A vehicle for DOE to recruit utilities, state and local agencies and other CHP enablers nationally to promote packaged CHP

• Get input from Suppliers and Customer Engagement Partners to enhance the functionality of the eCatalog

• Serve as the beginning of long term DOE effort to promote the benefits and solutions in packaged CHP
