Jaspers in Croatia

• Croatia started to use Jaspers assistance in 2011 as a pre-accession country

• A Contribution Agreement for Croatia was signed covering the implementation period from August 2011 until accession, with a budget of EUR 5 million

• Jaspers assistance started with the sectors of transport and environment

• In December 2012 Steering Committee agreed to extend Jaspers’ activities in Croatia to knowledge economy and energy projects and to extend the Contribution Agreement for Croatia to end of 2014

• Jaspers Rolling Action Plan 2014-2020 now encompasses 100 projects at different stages of preparation

• Action Plan also contains cross-sectorial horizontal projects: EIA training, Guidance for the Review of Application Documents etc. which are of crucial importance for capacity building of the system

Jaspers in Croatia – Action Plan 2014-2010

• Local expertise still under development• Jaspers assistance and guidance

extremely valuable in ‘old’ sectors with experience in preparation of major projects (transport, environment), but also in sectors where first major projects are being prepared for financing from ESI Funds (R&D, ICT, Education)

• Jaspers Action Plan currently contains 44 projects in different subsectors of transport

• Assistance provided with fulfilment of ex ante conditionality: Public Transport Sectoral Strategy, which introduced the model of functional regions and respective strategies as a basis for integrated regional transport development

• Energy Efficiency: • Development of Investment Programme

for Residential Buildings Energy Efficiency Rehabilitation – a prerequisite for implementation of energy efficiency activities

• Revitalisation of protected forest areas in the Danube-Drava region – Naturavita: demining, rehabilitation and protection of forests and forest land in protected and Natura 2000 areas in the Danube-Drava region

• Development of aggregation (backhaul) NGN networks in NGN white and grey areas in Croatia

• Education: • E-schools – pilot phase (EUR 30M)• Projects of student dormitories under

• RDI – total of 10 projects• Srebrnjak Major Project under development• In agreement with Japsers, assistance

provided also for non-major projects selected by the Ministry of Science

• Working Arrangements between Jaspers and Republic of Croatia signed in July 2015

• A list of 31 major projects with indicative timelines for their submission, implementation and completion submitted to Jaspers IQR with Working Arrangements

• Of that number, MPAs for 9 projects are planned to submitted to IQR by the end of 2015
