Bombs atmosques kill47 in NigeriaL A N R E O L A , E M M A A N D E A N D I S S A C L I N U S

AT LEAST 37 people were killedand 107 wounded on Friday in twobomb attacks at mosques in Nige-ria’s restive north-east, where BokoHaram has been trying to carve outan Islamic state, officials andmedics said.

No one claimed responsibilitybut the attacks bore the hallmarksof the militant group, which haskilled thousands and displaced overtwo million people in the remotenorth-east of Africa’s most popu-lous nation.

A bomb went off during Fridayprayers at a packed mosque in a sub-urb of Yola, capital of Adamawastate, killing 27 people, Alhaji SaadBello, state co-ordinator of theNational Emergency ManagementAgency (Nema), told Reuters.

“Ninety-six people are nowreceiving treatment in the two hos-pitals in Yola here,” he added. “I can-not really say whether it was a sui-cide bomber or not.”

Alhaji Abubakar Jimeta, a sur-vivor, said the mosque had attractedmany worshippers for Fridayprayers because it had only beenbuilt recently. The bomb exploded inan adjacent parking lot.

Separately, a suicide bombingduring dawn prayers at a mosque inMaiduguri, capital of Borno state, north of Yola, killed at least 10 peo-ple, a hospital source said. Another11 had been wounded.

Borno is the birthplace of theBoko Haram insurgency and hasbeen the focus of attacks by suspect-ed members of the militant Islamistgroup that have killed around 1 000people since President Muham-madu Buhari took office in May.

Since losing most of the territo-ry it took over earlier this year tothe Nigerian army, Boko Haram hasreverted to hitting soft targets suchas markets, bus stations and placesof worship. – Reuters

Election fever as Tanzania goes polling

F L O R E N C E M U G A R U L A

ALMOST 23 million Tanza-nians will today partici-pate in the election exer-cise that will determine the

nation’s leadership in the comingfive years.

Voters will elect the president,MPs and local government council-lors. A total of eight candidates arerunning for the presidential post.

High competition is expectedbetween the Chama Cha Mapinduzi(CCM) presidential candidate JohnPombe Magufuli and former pre-mier Edward Lowassa, contestingthrough Chadema.

The CCM has been in power formore than 50 years now. It is the old-

est ruling party in Africa.Religious leaders, international

community, leaders of political par-ties and government leaders at dif-ferent times have been asking thepublic to remain calm and maintainthe country’s peace during and afterthe election exercise.

Long lines of voters are expectedto stream into polling places for thehistoric vote after more than twomonths of highly competitive cam-paigns all over the country. Morethan 65 000 polling centres have beenset up by the National ElectoralCommission (NEC).

According to NEC lawyer Em-manuel Kawishe, the NEC hasalready distributed all required elec-toral equipment to all polling cen-

tres in the country. According to theNEC, polling centres will be openedat 7am and returning officers willstop receiving voters at 4pm.

At a time when the NEC finalis-es election procedures, political par-ties ended their campaign withbangs in various parts of the coun-try. The CCM wound up its cam-paign yesterday by holding histori-cal rallies in seven regions –Mwanza, Mbeya, Kigoma, Mara,Tanga, Kilimanjaro and Mtwara.

CCM campaign spokesman Janu-ary Makamba said both retired andserving party officials had partici-pated fully by addressing rallies invarious regions.

The election campaigns wereofficially closed at 6pm yesterday

countrywide. The inspector-generalof police, Ernest Mangu, warned onThursday that police would not hes-itate to take legal measures againstany person who held a meeting afterthe official closing time.

Meanwhile, Reuters reports thatIvory Coast President AlassaneOuattara wrapped up his re-electioncampaign on Friday with a star-studded concert in the commercialcapital Abidjan, calling on his sup-porters to turn out massively tovote amid fears many would stay athome.

Ouattara is heavily favoured towin today’s ballot, meant to draw aline under a decade-long crisiswhich ended in a brief 2011 civil warthat killed more than 3 000 people.

‘Hamstrung’SADC inquiry ends hearingsB A S I L D O N P E T A

MPAPHI Phumaphi, the tough Motswanajudge heading the Southern AfricanDevelopment Community’s commissionof inquiry into the crisis in Lesotho, haswrapped up his work, frustrated at whathe says has been a lack of co-operationby the government of Prime MinisterPakalitha Mosisili.

Judge Phumaphi announced thisweek that he was prematurely conclud-ing the hearings after failing to get anumber of soldiers to appear before thecommission to shed light on goings-onin the Lesotho Defence Force. Actions bythe military are seen as having beencentral to the political crisis.

Since the commission began sittingon August 31, Judge Phumaphi haslaunched broadsides against Lesothogovernment leaders for what he says areevasiveness and a lack of co-operation.

He said the commission was worriedthat government leaders who hadappeared before it expressed ignoranceabout things they would be expected to

know as people in office. Such intransi-gence would scupper efforts to arrive athelpful findings, he said.

“I am worried and a bit disappointed,”he said in questioning Deputy PrimeMinister Methotjoa Metsing’s “unhelpful”and “evasive” testimony.

Lesotho descended into chaos follow-ing the return of Mosisili and his coalitionto power after the February 28 electionsand the ousting of then-prime ministerThomas Thabane.

It was the murder of MaaparankoeMahao – appointed head of the defenceforce after a coup attempt last year – on June 25, shortly after he had beenreplaced by his predecessor, that led tothe inquiry. The ministers and seniormilitary officials appeared before thecommission, but key questions remainedunanswered.

This in part led the commission tosubpoena the 23 soldiers accused ofplanning a mutiny, but the defence forcehigh command refused to release them. The inquiry also failed to get 10 otherserving soldiers to appear before it.

In saying this week why he had nooption but to end the hearings, JudgePhumaphi virtually implied Lesotho hadbecome lawless. Mosisili accused thecommission of violating its terms ofreference and asked the SADC organ ondefence and politics to call it to order.
