Workshop Objectives

❶Implementation of currently approved NOSS titles. To-date there are close to 80 NOSS titles in O&G;

❷New proposal of NOSS titles for 2018; need good justifications on roll-out plan.

Introduction

About the Facilitator: Ir. Hisham Yahaya• Having more than 30-years work experiences; 5-years in power generation

industries with LLN. Later worked for Shell refinery in Port Dickson for 11-years in the Oil & Gas downstream, including oil terminals;

• Started own business in 2001, doing contracting, consulting, training mainly in Oil & Gas industries. Over the last 7-years started business in asbestos abatement for O&G and general industries;

Malaysia Oil & Gas Service Council (MOGSC) was established on 1st-Dec-2003;

MOGSC is a premier business forum representing the interests of Oil & Gas players with membership close to 700 companies plus some individuals representing all sectors within the industry;

MOGSC is appointed as Industry Lead Body (ILB) by JabatanPembangunan Kemahiran (JPK) and been active since 2015;

MOGSC-CTWG (Competency & Training Working Group) actively supports the national aspiration to develop and upgrade the competency skills and capabilities of personnel working in the Oil & Gas Industry in Malaysia.

ILB is an organization appointed by Jabatan Pembangunan Kemahiran (JPK) under the Ministry of Human Resource (MOHR) to be the leader of a specific industry in driving the implementation of certain functions under the Malaysian Skills Certification System (SKM); amongst others are;

Promotion of Malaysian Skills Certification System (SKM)

Development of National Occupational Skills Standards (NOSS)

Conduct studies and skills development programs for its industry

Currently 23 ILBs have been appointed by JPK since 2010.

✓Must have immediate-future needs due to lack of these competencies in the industry; potentially for PB and SLDN approaches OR

✓Must have immediate requirements to certify experienced workers in the industries to increase marketability of workers; potentially through PPT approach.
