When a developer takes a calculated risk and invests in a Sunshine Coast project, whether it’s residential
housing, commercial buildings, land subdivisions or infrastructure, the decision sparks a series of fl ow-on effects. The combined impacts resonate across the industry and into the far corners of our economy and lifestyle.
“People might think the health of the development industry doesn’t affect them but it has an impact across the Coast’s bottom line,” says Geoff Shadforth. He is a co-director of Shadforths, a family-owned, civil contracting company with 35 years’ experience.
While a big bank may be the fi rst to benefi t from development by collecting interest on a multimillion-dollar loan, the money fi lters through the economy during the life of a project and beyond. It may end up in the register of a little
bakery or service station frequented
by tradies, or a furniture or whitegoods store catering
to the residents of a new suburb, or recycled through sponsorship of a community or sporting club.
“It has a very serious effect on the spending power of people in our retail environment, and indirectly on our tourism market,” says Bob Thompson, president of the Caloundra Chamber of Commerce & Industry. “The lack of development since the global fi nancial crisis means we’re losing people out of town to work. It’s a substantial jobs issue – huge numbers of tradespeople are going west, south and north and they spend their money while they’re away. This spirals into decline for our retailers and other businesses.”

Why are development jobs so important to other industries? “We need more jobs in this region now – not in three or four years,” says Bob Thompson, president of the Caloundra Chamber of Commerce & Industry, which has 320 members. He says the local retail situation has “declined substantially” because of recent economic blows in the construction and tourism industries. “We need to keep our construction people at home and support existing businesses as well as attract jobs in other industries to the Coast.”
Bob is frustrated to see the increasing number of utes on the Bruce Highway heading out of town in the mornings. “That represents the subbies, builders, bricklayers, concretors, landscapers, painters, plumbers heading to Brisbane. They’d prefer to work locally, with a lifestyle that allows more time at home. And we want them and their dollars here.”

year, and Geoff says more than half his 250 staff travel to other areas of Queensland. Some employees even move, depending on the length of the project. “That means people we employ on the Coast are now buying their pies from a shop at Mt Isa or their milk from a cafe in Gladstone,” he says. “On their days off they buy the latest iPod or Xbox from that town’s electrical store and have a beer in the local pub. They don’t wait to come back to the Coast to fuel up and spend their wages.”
It’s something Jan Wallace and her 10 staff know about. Jan owns Kunda Park-based Food Dudes, which has been supplying building sites and offi ces for 10 years. “More people are taking their lunch to work instead of buying it and there aren’t as many building sites for our food vans,” Jan says, adding that only the best achieve longevity in the competitive service business.
Anyone who’s bought a house and land package has become part of a direct link between the property market and the construction industry. But there are many cogs hidden in the wheel, says the Sunshine Coast branch of the Urban Development Institute of Australia (UDIA). More development means more jobs, more investor confi dence and a stronger economy to underpin property values.
The industry employs the equivalent of 17,100 full-time workers and injects $1.8 billion into the regional economy. It’s the largest contributor to our economy, comprising almost 20 per cent of the total GRP (gross regional product.) The next two biggest sectors are tourism (about 13 per cent of GRP) and retail (almost seven per cent).
Almost 120 companies are members of the UDIA’s local branch. Twenty-six of them are classed as developers, ranging from big nationals to mum-and-dad operations. However, there are many other developers, consultants and contractors on the Coast. Some are members of the Property Council of Australia, Queensland Master Builders and the Housing Institute of Australia.
UDIA committee member Carl Nancarrow says if a developer has measured the signifi cant risks correctly and everything goes to plan, the income from the property sales should be greater than the costs of getting the project off the ground. “Then the profi ts fl ow down the line and many other people in the community benefi t – not just in dollars and jobs and new lifestyle choices but in charity donations and even volunteered expertise such as sports club and school building committees,” he says. How does the development industry benefi t clubs and groups in the community?
When rugby union club the USC Investa Barbarians hosted the regional grand fi nal for the fi rst time in 2008, it needed more than a little help from Investa, the company that developed nearby Bellfl ower. Shane Bridley, president of the University of the Sunshine Coast-based club, pulls no punches. “We could not have afforded to put on the fi nal without their support, both fi nancially and hands-on,” he says of an ongoing sponsorship deal that includes naming rights. “We’re a community group and that fi t with Investa’s intentions. They rolled up their sleeves and fenced the ground so we could collect gate takings. That meant a couple of thousand dollars to buy a badly needed scrum machine. They’re still coming to our games and encouraging the boys.”
Shane says the corporate backing has fl ow-on effects. “This is our 15th year and we regularly have up to 100 A-grade and senior players and 260 juniors registered. Sponsorship has provided us with the means to attract quality coaches, who in turn have developed our players’ skills to a standard where many can play rugby internationally.”
The club’s strong reputation is also helping attract international students to the club and university. “Investa’s support has given us the confi dence to give back to the community each season through fundraising drives for charities such as the blood bank.”
It has prompted similar support from others in the development industry, such as ARIA Property Group, Projex North engineering and Adenbrook Homes. “A number of our players are currently employed with Adenbrook as a result of job opportunities that arose out of these connections,” Shane says.

Carl, who is general manager of development at Reed Property Group, uses the example of his company’s multimillion-dollar investment in the Emporio project at Maroochydore. Construction is about to start on three buildings in the mixed-use precinct, with apartments from $329,000 and 80 per cent of stage one sold. When the whole development is fi nished, Carl says it will generate $1 million a year in the local economy. “There’s a fair bit of risk for anyone to invest in property development,” he says. “A builder may work on a medium-sized project for 12 months before he sees a return but an investor may be there for years.”
That’s why the industry is determined to move out of the post-GFC downturn and work with the tiers of government to ensure investors across the Coast, Australia and overseas regain confi dence. “Every two jobs lost in construction equals one job lost in retail,” Carl says, “and 2700 jobs have been lost in construction on the Coast in the year to November 2010.”

How does your business rely on the development industry?
Is it easy to make big money from development?
Shadforth Civil Contractors has 250 staff between Mt Isa and Ipswich and up the Queensland coast to Townsville. However, it’s based in Forest Glen and would love to employ more Coast staff on Coast projects. “We have only a few local contracts at the moment,” says co-director Geoff Shadforth, naming Birtinya Island, Bellfl ower, Sunshine Cove and Peregian Springs.
More than half the company’s staff, from construction managers and project engineers to foremen and labourers, work away from the Coast on mostly subdivisions and some mining sites. “Once a developer buys a block and gets council approval, we work to the engineering design,” Geoff says. “We’re the ones who get dirty on site, laying pipes, building roads and retaining walls, installing water and sewerage services.”
He says the civil contracting market contracted in the past two years, although there have been signs of improvement in 2011. “Developers used to do large volumes – 60 to 80 lots at a time. Directly after the GFC they cut back to 20- or 30-lot subdivisions. That obviously affected us.” He says it’s not only more diffi cult to manage local staff and overheads in remote locations, there’s also a desire to employ locals in those areas to support the community providing the work.
The short answer is no, says Carl Nancarrow of the UDIA. He says people outside the industry may not realise all the steps – each involving time, money and painstaking detail – that every would-be developer must take in order to reach a goal of selling land or buildings to make an income.
In addition, the current unstable economic climate has prompted some banks to require up to 90 per cent or more in presales before lending to a developer for a typical residential project. It used to be about 30 per cent. “That means the developer must wear every expense upfront and manage every risk – from the site analysis and selection to approvals and marketing – before getting fi nance,” he says.
It can be a tough balancing act that must satisfy equity investors. If a developer isn’t disciplined, experienced and prepared to pay for savvy consultants, the results may be disappointing or even disastrous.

upcoming large infrastructure and structure plans including the new hospital at Kawana, the new CBD at Maroochydore, the expansion of Sunshine Coast Airport at Mudjimba and the new Sippy Downs Town Centre around the university. “Good things are happening, and they will have a lot of ripple effects across many industries.”
That’s the sort of confi dence that tradespeople such as Shaun Cooper, owner of Blue Tongue Building, are hoping will turn the tide. “I moved here 18 months ago from Sydney,” he says. “But there’s so little construction work, I’ve been travelling to Brisbane every day since last July as a subcontractor on commercial jobs.”
As authorities and lobbyists continue to debate future growth on the Sunshine Coast, Geoff Shadforth says there’s always a place for measured development. “There’s a balance to be struck between development and the environment and every day we get closer to that,” he says. “Our industry cares about achieving good outcomes for the communities they’re developing and the environment they’re in. It’s time to sit down and work out that balance.”

Darren, who only recently arrived on the Sunshine Coast from Melbourne, says, “It was a great opportunity to meet some really wonderful people, with one local donating $50 for his sausage. But they were pretty good sausages.”

With competing pressures in the economy from a booming mining sector and domestic investment, rebuilding after
the Queensland fl oods will provide an added boost through the commitment of the State Government to not reduce any current projects while funds for the reconstruction pour in from the Federal Government, including incentives for interstate and international workers to come to Queensland.
In her recent address to the National Press Club, the Prime Minister Julia Gillard announced a number of initiatives to deal with the devastation of the fl oods, and it won’t take long to see the impact fl ow through to the local economy.
Given the urgency of the need and the preliminary damage bill for Queensland already estimated at $3.9 billion, the Federal Government is making a payment to the State Government of $2 billion as soon as practical but before June 30. The Prime Minister has also identifi ed the already high demand for skilled labour in Queensland and the increased demand created by the rebuilding. Her announcement of up to $9000 for job seekers to relocate and reducing the turnaround time for ‘decision-ready’ 457 (temporary skilled migrant) visa applications to just fi ve days will attract workers from around the country and the globe.
While these are all positive and necessary steps for the recovery, it comes on the back of a set of preconditions that are likely to bring a healthy economy and housing market in Queensland over the next 12 to 18 months.
Before the fl oods we were very excited about Queensland’s future. Not only has the national economy been growing stronger with a one-in-100-year terms of trade boom, but falling unemployment, rising wages and stable house prices have all caused our wealth to increase.

limitations on the economy and housing market with a reduction in immigration and migration over the last year down from long-term trends, however, the fundamentals remained strong. The additional spending and job opportunities would have caused an improvement in the numbers of people moving to Queensland, however, the incentives and reduction in visa approval time frames by the government will likely cause this to increase rapidly.
Even though there has been a short-term spike in the number of properties for sale towards the end of last year (some suggesting this indicated an oversupply of property), this number is much lower in the new year with thousands of homes removed from supply due to the fl oods. Most experts agree that there is already a shortage of property in many areas and with an increase in workers coming in (required in many industries, not just for the reconstruction) this will place upward pressure on housing demand and prices.
With below-trend growth in much of the state in 2010 yet increasing disposable income, housing is becoming more affordable. This is a key driver of price increase. The pressure on wages between the various areas of an expanding economy and now the reconstruction should see wage growth outpace infl ation and interest rates.
It’s not just the fl ood-affected areas that will benefi t from the injection of funds and workers. More workers means more productivity, but it doesn’t mean they are ‘taking jobs’. With an already low and falling unemployment rate and increased demand for skilled workers, it simply means more productivity, which in turn creates more income and profi ts, which has a much wider positive impact on the community, the region and the state overall.
For some time we have been focusing on
Townsville, the Sunshine Coast and north Brisbane as key investment areas due to the increasing population, regional economies and infrastructure. While none of these centres were fl ood affected, they too will benefi t from the investment in Queensland as they compete for skilled workers. For example, work on the new public/private Sunshine Coast University Hospital and associated research and training facilities (the largest health project in the country) starts this year and will compete for labour and resources with the fl ood reconstruction effort. This $2 billion project alone is likely to employ 3500 people directly during the construction and create more than 10,000 jobs in addition.
Many people have been underestimating the property market in Queensland generally and in some key regional centres specifi cally for some time. The fundamentals here really are strong and the effect of the fl oods and the recent announcements in response will only bring forward what we anticipate to be a very positive period for property in Queensland.

Sunshine Coast households are starting to receive their second Unitywater bills this week,
and they will notice some changes to their accounts, which cover water consumption from March to October 2010.
Unitywater CEO Jon Black says the charges for water use before June 30, 2010, and from July 1, 2010 have been spelt out in the account details. “This new, improved account design provides our customers with greater certainty and clarity about how the water usage component of the account is calculated,” he says.
“We believe our approach is a fairer, more transparent way of applying water usage charges over two fi nancial years. This is one of the

outcomes of our ongoing review of the 459 tariffs, fees and charges inherited from councils.”
The latest accounts will include an increase in the State Government bulk water charge, which rose from 85 cents to $1.07 per kilolitre on July 1, 2010.
Unitywater’s fi xed water access and sewerage access charges have not changed, but from July 1, 2010, the usage charge increased by two cents to 52 cents per kilolitre for Tier 1 customers (using up to 600 litres per day) and by fi ve cents to $1 per kilolitre for Tier 2 (for usage above 600 litres per day).

Sunday morning’s auction at 33-37 Turnbull Place was one of the most highly anticipated sales the Coast has had for quite some time, and although MPP’s auction reporter was impressed by the dozens of cars lining the street and the piles of shoes at the front door, it was the coffee van parked out the front that really gave it away. Marketing agent Craig Porter organised the refreshments and says that while he was expecting a large crowd, even he was blown away by the 150 people who turned up on the day. “I felt that I’d have maybe 80 or 90 people, but wasn’t expecting 150,” he says. “But when you look at the number of people we’d had through in fi ve weeks, it was pretty amazing.” The crowd took advantage of the home’s seamless indoor/outdoor living zones to watch auctioneer Jason Andrew in action, with many snagging a prime vantage point on the second level. Bidding opened at $1.5 million and quickly jumped to $2.05 million as two bidders, including one who Craig negotiated with by phone, fought it out to secure the property. After a brief pause Jason announced that the phone bidders had increased their offer to $2.1 million, and the home was sold under the hammer to lucky buyers from Victoria. Craig laughs that this made the negotiations even trickier than usual. “The buyers have a business in Mildura so the son was there, but his father was in a Winnebago on his way to Airlie Beach,”
he says. “So I had them both on a conference call. But they were the winners in the end.”

Harcourts Caloundra held its fi rst in-room auction event for 2011 last Wednesday at Grand Pacifi c Resort, and according to principal Sally Mulhearn, the morning was a great success. “It was the biggest crowd we’ve ever had for an in-room event, with around 100 people there,” she says. “We actually ran out of chairs!” Twenty-fi ve people registered their interest in purchasing, and auctioneer Dane Atherton took competitive bidding on most of the nine lots. Two properties were sold under the hammer on the day and another went under contract post auction, and Sally says the team will hopefully have several more
under contract in the near future. “We’re currently in negotiations, and at this stage it looks as though six of the nine properties will be sold by the end of the week,” she says.

It’s been a tough couple of years. Since the GFC hit, we’ve been tightening our belts and watching our bank balances nervously. This
fi scal uncertainty has affected our homes, with an austerity creeping into interior design. Utilitarian furniture and a muted colour palette have become the norm, and to a certain extent this trend will continue. But things are changing.
Local interior designer Mark Gacesa believes one of the trends that occurs after a bout of economic gloominess is a changing perspective about the home. “After the way things have been, it’s good to have a bit of fun in the interior with pieces of art or the like. It’s a psychological upper to splash out on things you may not normally do. At the lower to mid end it is tighter but in the higher end people are still doing some lovely stuff.”
It’s about lightening the mood, says Mark. “Do it stylishly but have fun– introduce a bit of joy.”
So fi rst, to colour. Pantone – the company responsible for producing the colour guide that is considered the colour bible by the world’s designers – recently released its colour of the year, called Honeysuckle. The company describes the hue as a “dynamic reddish pink”, adding, “honeysuckle is encouraging and uplifting”. It

piece, but it can be expensive. Home owners on a budget, though, can be fashion forward by incorporating the trends in their soft furnishings, in lamps, bowls and vases and in wallpaper and wall colour. Just remember, it’s all about colour and texture.
And while we will be stealing a look at the past to furnish our homes, when it comes to lighting, it’s all about the future. “The lighting technology is starting to improve and catch up to what the government is trying to implement, such as the lightbulbs that look incandescent but are actually halogen,” says Mark.
Recessed and camoufl aged lighting will appear in more homes, creating a subtle ambience, while eco-conscious home owners are investing in LED technology and more lamps – both fl oor and table – to match the interior design.
It’s all very well to look to other parts of the world for the trends we’ll be following in the coming months, but many Sunshine Coast home owners need only step outside for the elements that most inspire – our stunning outdoors. Indoor/outdoor living is a trend we are all embracing, whether you have a humble beach pad with a couple of French doors leading out to a balcony, or are investing millions into an expansive contemporary abode.
Mark is working on a project that has particularly impressed him. It has fl owing water and waterfalls moving in and around the home. He sees this project as part of a greater mindshift.
“The whole alfresco thing is being designed into buildings a lot more,” he says. Mark believes the blurring of the boundaries between inside and outside the home is what a successful design is all about. “When you are in the design [in the home] it should be hard to perceive what is inside and outside – that’s the challenge of getting it done right.”

“All of the neutral palette is still in vogue,” Mark says, “but it’s nice to bring some colour in splashes, not necessarily in paint but something a little more artistic, such as textured walls or wallpaper to give an arty edge. I use wallpaper on virtually every project.”
Mark says you can add a bit of interest with murals or bespoke wallpaper. “They really excite a room and they’re changeable,” he says. “But these are still very two dimensional. A lot of the stuff in Europe is really high end – 3D with glass beads and all that fl ocked stuff.”
Overseas interior trendsetters are saying goodbye to the minimalist look in soft furnishings and furniture and taking inspiration from the past, embracing classic shapes in furniture and teeming these with richly coloured and textured fabrics in rugs, throws, curtains and other accent pieces. The art deco and art nouveau movements will continue to provide inspiration. Primary colours will
reappear in some homes, while the vintage glamour colours that we saw last winter – such as smoky greys, deep berry, copper and soft charcoal – will again be the focus in the months ahead.
While home owners are demanding unusual pieces of furniture, Mark sometimes has trouble sourcing new products. “We defi nitely need more variety from the importers in the way of furniture,” he says. “I have a lot of trouble fi nding different stuff. It’s about time importers start sourcing further abroad.” A cabinet-maker can produce a bespoke

Cabinet meetingThe recent Kitchens and Bathrooms Report from the Housing Industry Association includes details on the types of materials and appliances Australians want in their kitchens. Engineered and natural stone proved to be the most popular materials for benchtops, while 2-pac doors and drawers are still the way to go. Glass splashbacks, soft-close drawers and high-end tapware are also adding to the kitchen renovation bill. And fully integrated appliances are popular with home owners after clean lines and uncluttered surfaces.
Just add heatSteven Hourigan is from ASR Appliances, a company known for selling top-end appliances. Steven says ovens are changing. “We have one, the V-Zug Combair, which is more like a commercial steamer. It has a function called regeneration – you can take a week-old loaf of bread and pop it in and it comes out like a freshly baked loaf.” In the fashionable kitchens of Western Europe a steam oven is a must. And when it comes to buying kitchen appliances, Steven says a shift is taking place. “People want quality and are prepared to spend more on it.” Further up the wall, while the sleek look is still popular in the kitchen, expect to see a new bolder assortment of rangehoods hitting the market. The statement rangehood is becoming popular in Europe, with striking designs creating a feature out of this humble fi xture.

On the boil
The big chillSteven says, “The two-door fridge, side by side with water makers, is still popular, but increasingly the French door fridge is selling well. Quality of fi nish is also important, he says, as people want their appliances to look as good as they perform. “The other trend is towards integrated fridges.” The enquiry for properly built product is high – customers are sick of replacing fridges. And many customers, says Steven, are concerned about the environmental issues – throwing out fridges is terrible for the planet. ASR stocks the German brand Liebherr, which makes fridges with incredibly good energy ratings. “Customers also want something different,” says Steven, which is why they head to ASR.
Splash of colourCelebrity interior designer Tara Dennis believes kitchen colours will continue to follow the trend of the neutral palette, taking inspiration from elements found in nature – pale stone hues and grainy timber or timber looks, and lush greens and water blues will continue to pop up in this room. But the more adventurous are trying a spray of colour, often behind the glass splashback, as a feature wall or in smaller appliances. So don’t dismiss watermelon pink and earthy reds and oranges. Turning the neutral palette on its head, charcoal and smoky brown also work well in the kitchen.
