RE: AVENUE 64 AND SAN RAFAEL AREAS REMOVED FROM SR 710 STUDY

Dear Community Stakeholder,

Thanks to all of our residents and community members who attended our All CommunitiesConvening open houses in January. The purpose of these meetings was to share informationabout alternatives to be studied in the SR 710 Draft Environmental Impact Report/EnvironmentalImpact Statement (EIR/EIS).

However, some property owners, tenants, and businesses in the Avenue 64 and San Rafael areaswere unaware that in August of 2012, the alternatives involving those areas were removed from anyfurther consideration in the SR 710 North Study.

Analysis of Highway Alternative H-2 (improvements along Avenue 64) and Freeway Alternative F-5(a tunnel through the San Rafael neighborhood) indicated that they were low performing and/orenvironmentally damaging, and were therefore removed.

The five remaining alternatives that performed best against the screening criteria, and that will bestudied in-depth in the Draft EIR/EIS are:

No-Build

Transportation System Management/Transportation Demand Management

Bus Rapid Transit (Los Angeles to Pasadena)

Light Rail Transit (East Los Angeles to Pasadena)

Freeway Tunnel (connecting the north and south termini of the existing SR 710,

excluding those alternatives that were removed from further study in August of 2012.)

The Draft EIR/EIS is expected to be complete and available for public review in spring 2014, andthe Final EIR/EIS and a Notice of Determination are expected to be completed in the spring of2015. Opportunities for public participation and educational information sessions are plannedthroughout the remainder of the SR 710 North Study.
