I think that I would stop the death penalty and make the prisoners stay in prison for the rest of their life.

The money that is use for the death penalty can be use for important stuff not killing people. Like making more prisons.

How would I make changes?

Because its wrong It’s a waste of money If they make more prisons than they don’t

have to kill them.
