IN THE CASE OF A CONFLICT, DISAGREEMENT, OR AMBIGUITY, PROVIDE THE GREATER QUANTITY OF WORK
2. THE CONTRACTOR IS RESPONSIBLE FOR MAINTAINING (ON-SITE) AND REFERENCING DETAIL MANUALS FOR THE
ABOVE-LISTED AGENCIES FOR ALL CONTRACT WORK. THE CONTRACTOR SHALL NOTIFY THE CIVIL ENGINEER

9. AT LEAST 10 DAYS PRIOR TO CONSTRUCTION ACTIVITY, THE CONTRACTOR MUST OBTAIN ITS TEST PIT DATA AS
INDICATED ON THE PLAN SET AND COORDINATE WITH THE INSPECTOR. IF THE TEST RESULTS SHOW A POTENTIAL
CONFLICT OR NON-COMPLIANCE WITH THE APPROVED PLAN, REVISIONS TO THE PLANS MUST BE SUBMITTED FOR
APPROVAL. IN SUCH INSTANCES, NO WORK SHALL COMMENCE UNTIL CONFLICTS ARE RESOLVED AND REVISIONS
APPROVED.
10. ALL CONTROLLED FILL, BASE, SUBBASE AND SUBGRADE MATERIALS SHALL BE COMPACTED TO 95% OF
THEORETICAL MAXIMUM DENSITY AS DETERMINED BY AASHTO T-99 A, WITHIN +/- 2% OF OPTIMUM MOISTURE FOR
THE FILL OF ANY DEDICATED RIGHT-OF-WAY AND ALL TOWNHOUSE, COMMERCIAL AND INDUSTRIAL PARKING
LOTS; PRIVATE STREETS; PARKING BAYS; CURB AND GUTTER; AND SIDEWALKS ADJACENT TO STREETS AND
PARKING LOTS (NOT INTENDED TO INCLUDE LEADWALKS). DENSITY MUST BE VERIFIED BY A QUALIFIED SOILS
ENGINEER. CONTROLLED FILLS SHALL BE COMPACTED IN NO GREATER THAN EIGHT-INCH LIFTS (LOOSE

UTLITIES. WHEN DURING THE COURSE OF CONSTRUCTION ANY OBSTACLE OF A DUBIOUS NATURE IS

13. NO BLASTING IS PERMITTED WITHIN 25' OF EXISTING WATER AND SEWER UTILITIES.
14. A SMOOTH GRADE SHALL BE MAINTAINED FROM THE CENTERLINE OF THE EXISTING ROAD TO THE PROPOSED
EDGE OF PAVEMENT TO PRECLUDE THE FORMING OF FALSE GUTTERS AND/OR PONDING OF WATER IN THE
ROADWAY.
15. EMERGENCY VEHICLE ACCESS SHALL BE PROVIDED DURING CONSTRUCTION.

MS-1: APPLY PERMANENT SOIL STABILIZATION TO DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED
ON ANY PORTION OF THE SITE. APPLY TEMPORARY SOIL STABILIZATION WITHIN SEVEN DAYS TO DENUDED AREAS
THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT (UNDISTURBED) FOR LONGER THAN 14 DAYS.
APPLY PERMANENT STABILIZATION TO AREAS THAT ARE TO BE LEFT DORMANT FOR MORE THAN ONE YEAR.

PROTECTION AND ANY REQUIRED TEMPORARY OR PERMANENT CHANNEL LINING IN BOTH THE CONVEYANCE
CHANNEL AND THE RECEIVING CHANNEL.
MS-12: WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED, TAKE PRECAUTIONS TO MINIMIZE ENCROACHMENT,
CONTROL SEDIMENT TRANSPORT AND STABILIZE THE WORK AREA TO THE GREATEST EXTENT POSSIBLE DURING

MS-14: MEET ALL APPLICABLE FEDERAL, STATE AND LOCAL REGULATIONS PERTAINING TO WORKING IN OR CROSSING LIVE
WATERCOURSES.
MS-15: STABILIZE THE BED AND BANKS OF A WATERCOURSE IMMEDIATELY FOLLOWING AFTER WORK IN THE
WATERCOURSE IS COMPLETED.
MS-16: UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THESE STANDARDS IN ADDITION TO

A. OPEN NO MORE THAN 500 LINEAR FEET OF TRENCH AT ONE TIME.

C. FILTER EFFLUENT FROM DEWATERING OPERATIONS OR PASS THROUGH AN APPROVED SEDIMENT TRAPPING
DEVICE, OR BOTH, AND DISCHARGE IN A MANNER THAT DOES NOT ADVERSELY AFFECT FLOWING STREAMS
OR OFFSITE PROPERTY.
D. MATERIAL USED FOR BACKFILLING TRENCHES SHALL BE PROPERLY COMPACTED IN ORDER TO MINIMIZE
EROSION AND PROMOTE STABILIZATION.
E. ACCOMPLISH RESTABILIZATION IN ACCORDANCE WITH THESE REGULATIONS.
F. COMPLY WITH ALL APPLICABLE SAFETY REGULATIONS.
MS-17: WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED PUBLIC ROADS, MAKE PROVISIONS TO
MINIMIZE THE TRANSPORT OF SEDIMENT BY VEHICULAR TRACKING ONTO THE PAVED SURFACE. WHERE
SEDIMENT IS TRANSPORTED ONTO A PUBLIC ROAD SURFACE, CLEAN THE ROAD THOROUGHLY AT THE END OF
EACH DAY. REMOVE SEDIMENT FROM THE ROADS BY SHOVELING OR SWEEPING AND TRANSPORT TO A SEDIMENT
CONTROL DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS
MANNER.
MS-18: REMOVE ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES WITHIN 30 DAYS AFTER FINAL SITE
STABILIZATION BUT ONLY AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED, AND ONLY AFTER
AUTHORIZED BY THE SITE INSPECTOR. PERMANENTLY STABILIZE TRAPPED SEDIMENT AND THE DISTURBED SOIL
AREAS RESULTING FROM THE DISPOSITION OF TEMPORARY MEASURES TO PREVENT FURTHER EROSION AND
SEDIMENTATION.
MS-19: PROPERTIES AND WATERWAYS DOWNSTREAM FROM DEVELOPMENT SITES SHALL BE PROTECTED FROM SEDIMENT
DEPOSITION, EROSION AND DAMAGE DUE TO INCREASES IN VOLUME, VELOCITY AND PEAK FLOW RATE OF
STORMWATER RUNOFF FOR THE STATED FREQUENCY STORM OF 24-HOUR DURATION IN ACCORDANCE WITH THE
FOLLOWING STANDARDS AND CRITERIA. STREAM RESTORATION AND RELOCATION PROJECTS THAT INCORPORATE
NATURAL CHANNEL DESIGN CONCEPTS ARE NOT MAN-MADE CHANNELS AND SHALL BE EXEMPT FROM ANY FLOW
RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MAN-MADE CHANNELS:
A. CONCENTRATED STORMWATER RUNOFF LEAVING A DEVELOPMENT SITE SHALL BE DISCHARGED DIRECTLY
INTO AN ADEQUATE NATURAL OR MAN-MADE RECEIVING CHANNEL, PIPE OR STORM SEWER SYSTEM. FOR
THOSE SITES WHERE RUNOFF IS DISCHARGED INTO A PIPE OR PIPE SYSTEM, DOWNSTREAM STABILITY
ANALYSES AT THE OUTFALL OF THE PIPE OR PIPE SYSTEM SHALL BE PERFORMED.
B. ADEQUACY OF ALL CHANNELS AND PIPES SHALL BE VERIFIED IN THE FOLLOWING MANNER:
1. THE APPLICANT SHALL DEMONSTRATE THAT THE TOTAL DRAINAGE AREA TO THE POINT OF ANALYSIS
WITHIN THE CHANNEL IS ONE HUNDRED TIMES GREATER THAN THE CONTRIBUTING DRAINAGE AREA OF
THE PROJECT IN QUESTION.
2.
a. NATURAL CHANNELS SHALL BE ANALYZED BY THE USE OF A TWO YEAR STORM TO VERIFY THAT
STORMWATER WILL NOT OVERTOP CHANNEL BANKS NOR CAUSE EROSION OF CHANNEL BED OR
BANKS.
b. ALL PREVIOUSLY CONSTRUCTED MAN-MADE CHANNELS SHALL BE ANALYZED BY THE USE OF A
TEN-YEAR STORM TO VERIFY THAT STORMWATER WILL NOT OVERTOP ITS BANKS AND BY THE USE OF
A TWO-YEAR STORM TO DEMONSTRATE THAT STORMWATER WILL NOT CAUSE EROSION OF CHANNEL
BED OR BANKS.
c. PIPES AND STORM SEWER SYSTEMS SHALL BE ANALYZED BY THE USE OF A TEN-YEAR STORM TO
VERIFY THAT STORMWATER WILL BE CONTAINED WITHIN THE PIPE OR SYSTEM.
C. IF EXISTING NATURAL RECEIVING CHANNELS OR PREVIOUSLY CONSTRUCTED MAN-MADE CHANNELS OR PIPES
ARE NOT ADEQUATE, THE APPLICANT SHALL:
1. IMPROVE THE CHANNELS TO A CONDITION WHERE A TEN-YEAR FREQUENCY STORM WILL NOT OVERTOP
THE BANKS AND A TWO-YEAR FREQUENCY STORM WILL NOT CAUSE EROSION TO THE CHANNEL BED OR
BANKS; OR
2. IMPROVE THE PIPE OR PIPE SYSTEM TO A CONDITION WHERE THE TEN-YEAR FREQUENCY STORM IS
CONTAINED WITHIN THE APPURTENANCES; OR
3. DEVELOP A SITE DESIGN THAT WILL NOT CAUSE THE PRE-DEVELOPMENT PEAK RUNOFF RATE FROM A
TWO-YEAR STORM TO INCREASE WHEN RUNOFF OUTFALLS INTO A NATURAL CHANNEL OR WILL NOT
CAUSE THE PRE-DEVELOPMENT PEAK RUNOFF RATE FROM A TEN-YEAR STORM TO INCREASE WHEN
RUNOFF OUTFALLS INTO A MAN-MADE CHANNEL.
4. PROVIDE A COMBINATION OF CHANNEL IMPROVEMENT, STORMWATER DETENTION/RETENTION OR OTHER
MEASURES WHICH IS SATISFACTORY TO THE PLAN APPROVING AUTHORITY TO PREVENT DOWNSTREAM
EROSION.
D. THE APPLICANT SHALL PROVIDE EVIDENCE OF PERMISSION TO MAKE THE IMPROVEMENTS.
E. ALL HYDROLOGIC ANALYSES SHALL BE BASED ON THE EXISTING WATERSHED CHARACTERISTICS AND THE
ULTIMATE DEVELOPMENT CONDITION OF THE SUBJECT PROJECT.
F. IF THE APPLICANT CHOOSES AN OPTION THAT INCLUDES STORMWATER DETENTION, HE SHALL OBTAIN
APPROVAL FROM THE VESCP OF A PLAN FOR MAINTENANCE OF THE DETENTION FACILITIES. THE PLAN SHALL
SET FORTH THE MAINTENANCE REQUIREMENTS OF THE FACILITY AND THE PERSON RESPONSIBLE FOR
PERFORMING THE MAINTENANCE.
G. OUTFALL FROM A DETENTION FACILITY SHALL BE DISCHARGED TO A RECEIVING CHANNEL AND ENERGY
DISSIPATORS SHALL BE PLACED AT THE OUTFALL OF ALL DETENTION FACILITIES AS NECESSARY TO PROVIDE
A STABILIZED TRANSITION FROM THE FACILITY TO THE RECEIVING CHANNEL.
H. ALL ON-SITE CHANNELS MUST BE VERIFIED TO BE ADEQUATE.
I. INCREASED VOLUMES OF SHEET FLOWS THAT MAY CAUSE EROSION OR SEDIMENTATION ON ADJACENT
PROPERTY SHALL BE DIVERTED TO A STABLE OUTLET, ADEQUATE CHANNEL, PIPE OR PIPE SYSTEM, OR A
DETENTION FACILITY.
J. IN APPLYING THESE STORMWATER RUNOFF CRITERIA, INDIVIDUAL LOTS OR PARCELS IN A RESIDENTIAL,
COMMERCIAL OR INDUSTRIAL DEVELOPMENT SHALL NOT BE CONSIDERED TO BE SEPARATE DEVELOPMENT
PROJECTS. INSTEAD, THE DEVELOPMENT, AS A WHOLE, SHALL BE CONSIDERED TO BE A SINGLE
DEVELOPMENT PROJECT. HYDRAULIC PARAMETERS THAT REFLECT THE ULTIMATE DEVELOPMENT CONDITION
SHALL BE USED IN ALL ENGINEERING CALCULATIONS.
K. ALL MEASURES USED TO PROTECT PROPERTIES AND WATERWAYS SHALL BE EMPLOYED IN A MANNER WHICH
MINIMIZED IMPACTS ON THE PHYSICAL, CHEMICAL AND BIOLOGICAL INTEGRITY OF RIVERS, STREAMS AND
OTHER WATERS OF THE STATE.
L. ANY PLAN APPROVED PRIOR TO JULY 1, 2014, THAT PROVIDES FOR STORMWATER MANAGEMENT THAT
ADDRESSES ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MAN-MADE
CHANNELS SHALL SATISFY THE FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR
MAN-MADE CHANNELS IF THE PRACTICES ARE DESIGNED TO (I) DETAIN THE WATER QUALITY VOLUME AND TO
RELEASE IT OVER 48 HOURS; (II) DETAIN AND RELEASE OVER A 24-HOUR PERIOD THE EXPECTED RAINFALL
RESULTING FROM THE ONE YEAR, 24-HOUR STORM; AND (III) REDUCE THE ALLOWABLE PEAK FLOW RATE
RESULTING FROM THE 1.5, 2, AND 10-YEAR, 24-HOUR STORMS TO A LEVEL THAT IS LESS THAN OR EQUAL TO
THE PEAK FLOW RATE FROM THE SITE ASSUMING IT WAS IN A GOOD FORESTED CONDITION, ACHIEVED

THE RUNOFF VOLUME FROM THE SITE WHEN IT WAS IN A GOOD FORESTED CONDITION DIVIDED BY THE

M. FOR PLANS APPROVED ON AND AFTER JULY 1, 2014, THE FLOW RATE CAPACITY AND VELOCITY
REQUIREMENTS OF § 62.1-44.15:52 A OF THE ACT AND THIS SUBSECTION SHALL BE SATISFIED BY COMPLIANCE
WITH WATER QUANTITY REQUIREMENTS IN THE STORMWATER MANAGEMENT ACT (§62.1-44.15:24 ET SEQ. OF
THE CODE OF VIRGINIA) AND ATTENDANT REGULATIONS, UNLESS SUCH LAND-DISTURBING ACTIVITIES ARE IN

N. COMPLIANCE WITH THE WATER QUANTITY MINIMUM STANDARDS SET OUT IN 9VAC25-870-66 OF THE VIRGINIA
STORMWATER MANAGEMENT PROGRAM (VSMP) PERMIT REGULATIONS SHALL BE DEEMED TO SATISFY THE

PROJECT DESCRIPTION
THIS PROJECT INCLUDES THE INSTALLATION OF DRY UTILITIES AS REQUIRED FOR THE NEW LOUDOUN COUNTY JUVENILE
DETENTION CENTER (JDC). THE TOTAL DISTURBED AREA IS 1.30 AC (56,628 SF) FOR THIS UTILITY PLAN.
EXISTING SITE CONDITIONS
THE SITE IS ADJACENT TO GOURLEY TRANSIT DR, NORTH OF THE JDC SITE. THE EXISTING GRADE WITHIN THE PROJECT AREA IS
FLAT TO MODERATELY SLOPED (0-5%). THE SITE IS CURRENTLY UNDEVELOPED, WITH THE ONLY IMPROVEMENTS BEING AN
ASPHALT TRAIL AND EXISTING GOURLEY TRANSIT DR.
ADJACENT PROPERTY
THE PROJECT AREA IS A PART OF THE OVERALL PARCEL (APPROX. 672 ACRES) IDENTIFIED AS TAX MAP NUMBER 60////////12/, AND IS
PART OF THE LOUDOUN COUNTY GOVERNMENT SUPPORT CENTER. THIS PROJECT AREA IS BORDERED TO THE NORTH BY

STORM WATER RUNOFF CONSIDERATION
THIS IS A LINEAR PROJECT WITH NO ADDITIONAL IMPERVIOUS AREA PROPOSED. SITE TO BE FULLY STABILIZED AT END OF EACH
WORKING DAY.
EROSION CONTROL PROGRAM
EROSION CONTROL SHALL BE MAXIMIZED THROUGH RAPID STABILIZATION OF THE DISTURBED AREAS AND BY DIVERTING CLEAN
WATER AND EROSIVE FLOWS AROUND OR THROUGH DISTURBED AREAS IN A NON-EROSIVE MANNER NOT MORE THAN 7 CALENDAR
DAYS ARE TO ELAPSE WITH ANY DISTURBED AREA REMAINING DENUDED. TEMPORARY COVER, BY SEEDING AND/OR MULCHING,
SHALL BE APPLIED TO AREAS THAT WILL BE EXPOSED FOR A PERIOD OF GREATER THAN 7 DAYS, BEFORE PERMANENT
STABILIZATION PERMANENT COVER SHOULD BE PROVIDED OVER ALL DISTURBED AREAS AS SOON AS POSSIBLE UPON ACHIEVING
FINAL GRADE, BY MEANS OF SEEDING AND MULCHING. SODDING AND PEGGING, PAVING. OR AS OTHERWISE DIRECTED BY THE
PLAN. LIKEWISE, ALL STOCKPILES SHALL BE STABILIZED WITHIN 7 DAYS OF ACHIEVING FINAL GRADES. UTILITY TRENCHES SHALL
BE SEEDED AND MULCHED WITHIN 7 DAYS AFTER BACKFILLING TO THE FINISHED GRADE. ALL TEMPORARY DIVERSION DIKES SHALL
BE SEEDED AND MULCHED IMMEDIATELY AFTER CONSTRUCTION.
SEDIMENT CONTROL PROGRAM
SEDIMENT CONTROL SHALL BE ACCOMPLISHED THROUGH RAPID STABILIZATION AND BY THE INSTALLATION OF MECHANICAL
DEVICES, AS SHOWN ON THE PHASE I PLAN.
UNLESS OTHERWISE INDICATED, ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE
CONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THE VIRGINIA EROSION &
SEDIMENT CONTROL HANDBOOK. THE MINIMUM STANDARDS OF THE VESCH SHALL BE ADHERED TO UNLESS OTHERWISE WAIVED
OR APPROVED BY A VARIANCE BY LOCAL AUTHORITIES HAVING JURISDICTION.
ALL NON-PAVED AREAS DISTURBED BY CONSTRUCTION SHALL BE STABILIZED WITH PERMANENT SEEDING IMMEDIATELY
FOLLOWING FINISH GRADING. SEEDING SHALL BE IN ACCORDANCE WITH STD. & SPEC. 3.32, PERMANENT SEEDING. SEED TYPE
SHALL BE AS SPECIFIED FOR "MINIMUM CARE LAWNS" AND "GENERAL SLOPES" IN THE HANDBOOK. MULCH (STRAW OR FIBER)
SHALL BE USED ON ALL SEEDED SURFACES. IN ALL SEEDING OPERATIONS SEED, FERTILIZER AND LIME SHALL BE APPLIED PRIOR
TO MULCHING.
ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED DAILY AND AFTER EACH RUN-OFF PRODUCING RAINFALL.
THE FOLLOWING ITEMS SHALL BE CHECKED IN PARTICULAR:
A. CHECK THE SILT FENCE AFTER EVERY STORM EVENT TO ENSURE EFFECTIVE OPERATION AND REMOVE SEDIMENT WHEN
THE LEVEL OF SEDIMENT DEPOSITION REACHES HALF WAY TO THE TOP OF THE BARRIER.
B. CHECK THE SILT FENCE BARRIER FOR UNDERMINING OR DETERIORATION OF THE FABRIC. REMOVE SEDIMENT WHEN THE
LEVEL OF SEDIMENT DEPOSITION REACHES HALF WAY TO THE TOP OF THE BARRIER.
C. CHECK THE GRAVEL INLET PROTECTION FOR SEDIMENT BUILDUP WHICH WILL PREVENT DRAINAGE. IF THE GRAVEL IS
CLOGGED BY SEDIMENT; REMOVE AND CLEAN, OR REPLACE.
D. CHECK THE SEEDING AREAS TO ENSURE THAT A STAND OF GRASS IS MAINTAINED. FERTILIZE AND RESEED AS NEEDED.
E. SEE MINIMUM STANDARDS FOR ADDITIONAL INFORMATION.
STRUCTURAL PRACTICES
1. TEMPORARY CONSTRUCTION ENTRANCE - 3.02
A TEMPORARY CONSTRUCTION ENTRANCE SHALL BE PROVIDED AT THE LOCATION INDICATED ON THE PLANS. IT IS
IMPERATIVE THAT THIS MEASURE BE MAINTAINED THROUGHOUT CONSTRUCTION.
2. SILT FENCE BARRIER - 3.05
A TEMPORARY SEDIMENT BARRIER CONSTRUCTED OF POSTS AND FILTER FABRIC AND PLACED AT THE TOE OF A SLOPE
TO INTERCEPT AND DETAIN SEDIMENT AND DECREASE FLOW VELOCITIES FROM DRAINAGE AREAS OF LIMITED SIZE.
3. STORM DRAIN INLET PROTECTION - 3.07
STONE FILTERS SHALL BE PLACED AT THE INLET OF ALL DRAINAGE STRUCTURES AS INDICATED.
4. DUST CONTROL - 3.39
DUST CONTROL MEASURES SHALL BE PROVIDED TO REDUCE THE SPREAD OF AIR MOVEMENT FROM THE ACTIVE
CONSTRUCTION SITE.
VEGETATIVE PRACTICES
1. TOPSOILING (TEMPORARY STOCKPILE) - 3.30
TOPSOIL SHALL BE STRIPPED FROM AREAS TO BE GRADED AND STOCKPILED FOR LATER SPREADING. STOCKPILE
LOCATIONS SHALL BE LOCATED ONSITE AND SHALL BE STABILIZED WITH TEMPORARY SILT FENCE AND VEGETATION.
2. TEMPORARY SEEDING - 3.31
ALL DENUDED AREAS WHICH WILL BE LEFT DORMANT FOR MORE THAN 30 DAYS SHALL BE SEEDED WITH FAST
GERMINATING TEMPORARY VEGETATION IMMEDIATELY FOLLOWING GRADING OF THOSE AREAS. SELECTION OF THE SEED
MIXTURE SHALL DEPEND ON THE TIME OF YEAR IT IS APPLIED.
3. PERMANENT SEEDING - 3.32
ESTABLISHMENT OF PERENNIAL VEGETATIVE COVER ON DISTURBED AREAS BY PLANTING SEED.
4. SURFACE ROUGHENING
AREAS TO BE SEEDED SHALL BE LIGHTLY ROUGHENED AND LOOSE TO A DEPTH OF T TO 4" PRIOR TO SEEDING AREAS
WHICH HAVE BEEN GRADED AND WILL NOT BE STABILIZED IMMEDIATELY MAY BE ROUGHENED TO REDUCE VELOCITY
UNTIL SEEDING TAKES PLACE.
5. EROSION CONTROL BLANKETS OR MULCH
EROSION CONTROL BLANKETS WILL BE INSTALLED OVER FILL SLOPES WHICH HAVE BEEN BROUGHT TO FINAL GRADE AND
SEEDED TO PROTECT THE SLOPES FROM RILL AND GULLY EROSION AND ALLOW THE SEED TO GERMINATE PROPERLY.
MULCH (STRAW OR FIBER) WILL BE USED ON RELATIVELY FLAT AREAS AND WILL BE APPLIED AS A SECOND STEP IN THE
SEEDING OPERATION.
EROSION AND SEDIMENT CONTROL MANAGEMENT STRATEGIES
1. PROVIDE SEDIMENT TRAPPING MEASURES AS A FIRST STEP IN GRADING AND SEED AND MULCH IMMEDIATELY FOLLOWING
INSTALLATION.
2. PROVIDE TEMPORARY SEEDING OR OTHER STABILIZATION IMMEDIATELY AFTER GRADING.
3. ISOLATE TRENCHING FOR UTILITIES AND DRAINAGE FROM DOWNSTREAM CONVEYANCES IN ORDER TO MINIMIZE
PERIMETER CONTROLS.
4. ALL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE MAINTAINED UNTIL THEY ARE NO LONGER REQUIRED TO
COMPLY WITH THE CONTRACT DOCUMENTS OR STATE LAW.
PHASING OF LAND DISTURBING ACTIVITIES
THIS IS A LINEAR PROJECT WITH A SINGLE PHASE PLAN APPROVAL. THE SITE TO BE FULLY STABILIZED AT THE END OF EACH DAY.
THE LOUDOUN COUNTY INSPECTOR HAS THE AUTHORITY TO ADD OR DELETE EROSION AND SEDIMENT TRAPS OR SEDIMENT
BASINS. EROSION AND SEDIMENT CONTROL MEASURES MAY NOT BE REMOVED OR ALTERED IN ANY WAY WITHOUT PRIOR
APPROVAL OF THE INSPECTOR.
GENERAL EROSION AND SEDIMENT CONTROL NOTES
1. UNLESS OTHERWISE INDICATED, CONSTRUCT AND MAINTAIN ALL VEGETATIVE AND STRUCTURAL EROSION
AND SEDIMENT CONTROL PRACTICES ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THE
VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK AND VIRGINIA REGULATIONS 9VAC25-840-10 EROSION
AND SEDIMENT CONTROL REGULATIONS.
2. PLAN-APPROVING AUTHORITY HAVING JURISDICTION WILL MAKE A CONTINUING REVIEW AND EVALUATION OF
THE METHODS AND EFFECTIVENESS OF THE EROSION CONTROL PLAN.
3. PLACE ALL EROSION AND SEDIMENT CONTROL MEASURES PRIOR TO OR AS THE FIRST STEP IN CLEARING,
GRADING, OR LAND DISTURBANCE.
4. MAINTAIN A COPY OF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN ON THE SITE AT ALL TIMES.
5. PRIOR TO COMMENCING LAND-DISTURBING ACTIVITIES IN AREAS OTHER THAN INDICATED ON THESE PLANS
(INCLUDING, BUT NOT LIMITED TO, OFFSITE BORROW OR WASTE AREA), SUBMIT A SUPPLEMENTARY EROSION
CONTROL PLAN TO THE SITE INSPECTOR FOR REVIEW AND ACCEPTANCE.
6. PROVIDE ADDITIONAL EROSION CONTROL MEASURES NECESSARY TO PREVENT EROSION AND
SEDIMENTATION AS DETERMINED BY THE SITE INSPECTOR.
7. ALL DISTURBED AREAS SHALL DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING
LAND-DISTURBING ACTIVITIES AND DURING SITE DEVELOPMENT.
8. DURING DEWATERING OPERATIONS, PUMP WATER INTO AN APPROVED FILTERING DEVICE.
9. INSPECT ALL EROSION CONTROL MEASURES DAILY AND AFTER EACH RUNOFF- PRODUCING RAINFALL EVENT.
MAKE ANY NECESSARY REPAIRS OR CLEANUP TO MAINTAIN THE EFFECTIVENESS OF THE EROSION CONTROL
DEVICES IMMEDIATELY.
MINIMUM STANDARDS
SEQUENCE OF CONSTRUCTION:
CONSTRUCTION OPERATIONS INCLUDE THE CONSTRUCTION NEEDED TO DIVERT MAJOR OFF-SITE CLEAN WATER AND ON-SITE
DRAINAGE FLOWS AROUND THE WORK AREA AND CONTROL EROSION AND SEDIMENT ASSOCIATED WITH THE INITIAL
CLEARING AND GRADING OPERATIONS AS REQUIRED. CONTRACTOR TO OBTAIN ALL REQUIRED PERMITS.
1. A PRE-CONSTRUCTION MEETING IS MANDATORY BEFORE ANY WORK IS DONE AT THE SITE. AFTER RECEIPT OF THE LAND
DISTURBING PERMIT ARRANGE A MEETING WITH OWNER, ENGINEER AND LOUDOUN COUNTY E&S INSPECTOR. 72 HOURS
NOTICE IS REQUIRED, ONE WEEK IS PREFERRED. ONCE THIS PLAN HAS BEEN APPROVED, A PRE CONSTRUCTION
CONFERENCE MUST BE COORDINATED BY THE CONTRACTOR WITH THE APPLICANT AND ENGINEER THROUGH LOUDOUN
COUNTY E&S INSPECTOR.
2. THE LIMITS OF DISTURBANCE MUST BE FIELD MARKED PRIOR TO CLEARING OF TREES, INSTALLATION OF SEDIMENT
CONTROL MEASURES, CONSTRUCTION, OR OTHER LAND DISTURBING ACTIVITIES.
3. CLEAR AND GRADE FOR INSTALLATION OF PERIMETER SEDIMENT CONTROL DEVICES. PERIMETER SEDIMENT TRAPPING
MEASURES MUST BE INSTALLED PRIOR TO ANY LAND DISTURBING ACTIVITIES. CONTRACTOR SHALL NOT REMOVE
EXISTING TEMPORARY SLOPE DRAINS UNTIL SUCH TIME THAT PROPOSED DIVERSION DIKES ARE REMOVED.
4. INSTALL NECESSARY PERIMETER E&S CONTROLS TO PERFORM GRADING REQUIRED TO CONSTRUCT ACCESS ONTO SITE.
5. INSTALL STABILIZED CONSTRUCTION ENTRANCE (SCE) AS INDICATED ON THE PLANS. CONSTRUCTION ENTRANCE WASH
RACK SHALL DRAIN TO AN APPROVED SETTLING AREA.
6. CLEAR AND GRUB IN ORDER TO INSTALL THE PHASE I E&S CONTROLS (TP, SF, AND ALL OTHER PERIMETER CONTROLS).
7. CLEAR AND STRIP SITE. TEMPORARILY STOCK PILE TOPSOIL (IF ANY) ON SITE. STABILIZE STOCK PILE WITH TEMPORARY
SEEDING AND PROVIDE SILT FENCE.
8. ONCE THE COUNTY INSPECTOR APPROVES THE PHASE I EROSION CONTROL MEASURES, GRADING OPERATIONS MAY
BEGIN.
9. CONTRACTOR TO COMMENCE WITH ROUGH GRADING AND DEMOLITION ACTIVITIES. INITIALLY, THE WATER QUALITY
SWALE SHOULD BE EXCAVATED TO WITHIN ONE FOOT OF ITS FINAL ELEVATION. EXCAVATION TO THE FINISHED GRADE
SHOULD BE DEFERRED UNTIL ALL DISTURBED AREAS IN THE WATERSHED HAVE BEEN STABILIZED OR PROTECTED.
10. CONTRACTOR TO ESTABLISH A PROTECTED STAGING AREA FOR EQUIPMENT AND PARKING.
11. ONCE FINAL GRADE IS REACHED, TEMPORARILY SEED, MULCH, AND STABILIZE ALL DISTURBED AREAS PER VIRGINIA
EROSION AND SEDIMENT CONTROL STANDARDS. BEGIN TO TRANSITION TO PHASE II EROSION AND SEDIMENT CONTROL.
12. CONTRACTOR TO OBTAIN APPROVAL FROM THE LOUDOUN COUNTY INSPECTOR PRIOR TO COMMENCING WITH PHASE II
EROSION AND SEDIMENT CONTROL.
