LMA is organized to provide networking opportunities while representing and promoting manufac-turing, logistics and related services in the Los Dos Laredos Communities.

In 1984, the Laredo Manufacturers Association was formed. It has been structured and organizedto become a viable resource to the communities of Los Dos Laredos. The membership is active in var-ious committees. These committees include: By-laws, Directory/Membership, ScholarshipMaquiladoras, Scholarship, Special Affairs and the Annual Symposium.

In February of 2007 the Laredo Manufacturers Association merged with the Laredo TransportationAssociation and formed Logistics & Manufacturing Association Port Laredo.

Our membership interfaces with other civic organizations such as the Laredo Chamber ofCommerce, Laredo Development Foundation, Laredo Licensed U.S. Customers Brokers Association,Asociación de Agentes Aduanales, and the Nuevo Laredo Industrial Development Committee. Alsomany local, state and federal agencies and officials should be included here, but are too numerous tomention. This synergism has provided the membership and our business community with betteranswers and solutions to common problems. A prime example of this was the work done by theseorganizations to open the World Trade Bridge for extended hours of service, which was accomplishedin January 2009.

Annual Scholarship Fund Golf TournamentSince 1993 the LMA has sponsored an annual golf tournament. This event in cur-

rently held at the beautiful Laredo Country Club the first Monday of November.The current format is a two-man scramble with a shotgun start, which leads to thefun. We have many companies who sponsor this event. In 2007 , which was the firstyear after the merger of LMA and LTA, under the chairmanship of Carlos S. Garcia, we had a record number of 42 sponsors. Every year we try to add to the interestand fun of this event through the addition of contests such as longest drive, straight-est drive and closest to the pin. This coming year’s co-chairpersons are Carlos S.Garcia, from Pacer Stacktrain and Michael O’Donnell from Caterpillar.

The annual golf tournament is the main source of income for our scholarshipprogram. Currently we provide ten worthy Laredo students with $1,000 scholar-ships to attend the college or university of their choice, as long as it is in the stateof Texas. The recipients of these scholarships have declared that they are planningfor a degree in engineering, manufacturing or business.

The “Yes” Camp program from the Texas Center For Border Economics &Enterprise Development is another recipient of funds raised through our golftournaments. The past several years we have donated $5,000 annually to helpsupport this youth entrepreneurship program.

We look forward to another great golf tournament with plans to continue thistradition for many years to come. If you have not joined the fun in past years,please consider your opportunity to participate.

The history of the LMAreflects the growth of manufac-turing and logistics in SouthTexas and northern Mexico dur-ing the past three decades. Thiseconomic expansion, on bothsides of the Rio Grande, hasbrought not only monetaryrewards but also an infusion ofnew ideas and added vitality tothe Laredo community. TheLMA merged with the LaredoTransportation Association in2007 and has become theLogistics and ManufacturingAssociation (LMA) of PortLaredo.

Since its founding in 1984, theLMA has grown from the original17 members to over a hundredpersons representing a cross sec-tion of industry, transportation,academic, and support services.Starting with an initial scholar-ship fund of $1000 in 1988, theLMA has encouraged engineer-ing and technical careers withover $200,000 in scholarships, aswell as establishing a $100,000endowment scholarship fund atTexas A&M InternationalUniversity. The LMA has alsogiven significant support to highschool math and pre-engineeringprograms, and has financiallysupported the “YES” camp atTAMIU which provides enter-prise training for high schooljuniors. The LMA, in 1986, wasalso the first sponsor of Junior

Achievement of Laredo.In 1990, a committee structure

was formed to address customs,environmental, maquiladora,transportation, and other areasof concern to members. TheLMA’s maquiladora committeehas worked closely with manu-facturers in Nuevo Laredo topromote industrial growth andsuccess. In 1994, the first LMASymposium was launched tobring to Laredo internationalexperts to discuss environmen-tal, manufacturing, logistics,government regulations, andeconomic development topics.The Symposium rapidly expand-ed to include the LaredoDevelopment Foundation,TAMIU, and others in sponsoringthese 2 to 3 days events, whichhave attracted participants frommany U.S. states and Mexico.

Through the years, the LMAhas worked with federal, state,county, city, and Mexican gov-ernment officials to promoteinfrastructure projects such asthe four-lane expansion of theMines Road to the ColumbiaBridge, the Loop 20 project, andthe establishment of a 24/7 inter-national bridge opened in 2009.

The idea of creating an organi-zation focused on manufacturingwas first made by Laredo MayorAldo Tatangelo at a meeting witheight local businessmen onMarch 16, 1984. Tatangelo felt it

was critical to form a local asso-ciation that manufacturers, look-ing to locate in the Laredo area,could identify with. The Mayoralso wanted the proposed organ-ization to work on improvingvocational and technical educa-tion in Laredo. The organizingmeeting was sponsored jointlyby the Laredo Chamber ofCommerce and the LaredoDevelopment Foundation. Toform such a manufacturers asso-ciation, David C. Leyendecker,representing the chamber, andEdward C. Sherwood, represent-ing the LDF, were assigned tomake the mayor's concept a real-ity.

Leyendecker and Sherwoodmade plans for an initial meetingof the Laredo ManufacturersAssociation to be held on May 8,1984. Both men kept busy callingprospective members. Therewere only 26 companies withmanufacturing operations at thetime in either Laredo or NuevoLaredo.

Typically, in Laredo, meetingswere held at lunch time toaccommodate the preferences ofthe banking and retail communi-ties. Since manufacturers nor-mally start work early, and rarelycare to take extended lunchhours Leyendecker andSherwood planned for LMAmeetings to be held early, 7:30a.m., and were planned to lastfor only one hour--a tradition ofthe LMA that continues today.

Jim Parish of the LaredoMorning Times and Richard

Deibel of the Laredo News wereinstrumental in getting theorganization off the groundthrough their writing and cover-age of early LMA meetings. OnMay 6, two days before the firstmeeting, Jim Parish ran a story inthe Times which lead off with: "Ifyou are an executive of a Laredoor Nuevo Laredo Manufacturingfirm, your presence is desired ata Tuesday breakfast meeting atwhich the organizing of theLaredo ManufacturersAssociation will move forward."

Sherwood was quoted in thesame article as saying: "LaredoManufacturers Association isbeing formed to promote thegrowth of the manufacturingcommunity, to provide adviceand guidance to educational,governmental and communityleaders on matters affecting man-ufacturers, and to communicateinformation and ideas of mutualinterest."

The first meeting was held atthe Hamilton Hotel, May 8, 1984,at 7:30 a.m. Seventeen personsattended with nine manufactur-ing executives present. The 17were Larry Norton, EliseoOlivares, Mario Herrera, Jorge dela Garza, Aldo Tatangelo,Richard Deibel, Enrique de laGarza, Eugene Fernandez, JimParish, Humberto Vela, EdwardNorena, Frank Leach, DaveLeyendecker, Jim Fowler, JerryBrochin, Leon Ramirez Sr., andEd Sherwood (the order wastaken from the sign-in sheet).The speakers at that first meeting

were Cynthia Mares Jackson, andDiana McDonald, both fromLaredo Junior College (nowLaredo Community College).They outlined the courses LJCcould provide to industry tomeet their employee trainingneeds. The breakfast served wasdonated by the Hamilton Hotel.

It was planned that the LMAwould meet approximatelymonthly, and hopefully the asso-ciation would grow. When thenext meeting, held on July 10,1984, only attracted 16,Sherwood became concerned andraised three of his friends fromtheir early morning sleep toattend the meeting held onSeptember 25, 1984 (the threefriends were, unfortunately,unemployed at the time due tothe abrupt closing of MeridianIndustries of Laredo).Attendance slowly climbed thatfirst year, and by July 1985, sixmeetings of the LMA had beenheld with an average attendanceof 20 persons. Meetings wereheld at the Hamilton, the Hilton,and at the Holiday Inn; numer-ous organizations helped withthe LMA's expenses includingthe Tex-Mex Railroad, the UnionNational Bank, The Hilton Hotel,SMT Lines, International Bank ofCommerce, and the LaredoNational Bank.

The growing LMA organiza-tion caught the eye of the TexasAssociation of Business in 1985,and L.W. Gray, then president ofTAB, spoke to the LMA on April30, 1985. He encouraged the

merger of the LMA into the TABorganization. The membership ofthe LMA debated the pros andcons of the merger, but decidedto keep its independent status.The primary reasons were toretain a focus on manufacturing,and its unique internationalmembership policy.

Ed Sherwood had been presid-ing at LMA meetings during itsinitial year, and as the LMAgrew, it was decided by the July12, 1985 meeting to elect its firstofficial officers. Elected wereJerry Brochin from Sony as theLMA's first president, RonMarianetti from Delredo as vicepresident, and Fernando Reyes,Reyes Industries , as secretary-treasurer. Under the leadershipof Jerry Brochin, the LMA activemembership grew from approxi-mately 25 to 40. Brochin alsohelped to direct the formalorganization of the LMA-dueswere established, goals of theLMA were clarified, and greaterinput to the Laredo community,especially on educational issues,was achieved. Jerry Brochin alsodesigned the organization's orig-inal logo. The LMA expanded itsactivities to include, for example,a tour for manufacturers of theAir Logistics Center at the KellyAir Force Base in San Antonio inSeptember, 1985.

In November, 1987, MarkPease, from R. G. Barry, waselected president for the 1988calendar year. Also elected wereEdward Leyendecker Jr., fromCMI, as treasurer, and Ronald La

Duque, from Rapidprint, as sec-retary. The LMA under MarkPease grew to approximately 70members, and also initiated thesponsorship of managementcourses taught by the Universityof Texas as well as time manage-ment courses taught by Markhimself.

Ed Sherwood was elected asLMA's third president inDecember, 1988, for the follow-ing year. During 1989, the LMAsucceeded in raising its member-ship to over 100 by the end of theyear. Several member trainingand recreational events wereheld, and the first formal LMABylaws were created and adopt-ed. To celebrate its fifth anniver-sary, a special salute to the LMAwas held at the La Posada on thenight of May 24, 1989. This eventwas attended by approximately300 persons and was sponsoredby the Chamber of Commerce aswell as by the International Bankof Commerce, La Posada, TheLaredo National Bank, NBC Bankof Laredo, and the South TexasNational Bank. At the LMA'sfifth anniversary regular meet-ing, held the next morning,prominent Laredo businessman,Vicente Garza, was the featuredspeaker. Garza was also wellknown as one of the former TWAhijacking hostages held inLebanon in 1985. Before leavingoffice in December, 1989, LMAPresident Sherwood created theLMA's scholarship fund with the$1000. left from the proceeds ofhis term. This was the start of a

fund that has substantiallygrown over the subsequent yearsproviding technical scholarshipsfor many young Laredoans.

Under Thomas Tomko, LMApresident in 1990 and 1991, theLMA grew rapidly, exceeding 200members by the end of 1991.Tom, from Packard Electric, alsocreated an organized LMA com-mittee structure, including com-mittees to address the areas ofbudget, communications, cus-toms, environment, governmentinterface, maquiladoras, mem-bership, special affairs, andtransportation. He also spear-headed the publication of theLMA monthly newsletter, withcontributions by a wide varietyof community leaders. The spe-cial activities group, headed byNick Quinn of Packard Electric,initiated the annual LMA golftournament, which has beenresponsible for the major growthof the scholarship fund. UnderTomko's leadership, the firstLMA Directory was published,resulting in a second source ofscholarship funds. In May, 1991,a third source of fundraising wasinitiated when the LMA spon-sored its first Little Theater bene-fit performance. The play was"Steel Magnolias", and the after-show reception was held at thenew offices of the LaredoDevelopment Foundation.

Elected LMA President for1992 was Earl G. Kennett of theModine Corporation. UnderEarl's leadership, the LMA con-tinued with the awarding of

scholarships to area students tostudy in technical fields atLaredo Junior College, LaredoState University, University ofTexas at Austin, Texas A&MUniversity, and Texas A&IUniversity at Kingsville. TheLMA also provided funding foran engineering "Math Counts"program, as well as continuing tohelp sponsor the JuniorAchievement program in Laredo.Kennett also presided over theLMA's decision in 1992 to com-mit to donating $100,000 over afour year period to support theexpansion of Laredo StateUniversity (now named TexasA&M International) to become afour year university.

Elected LMA President for1993 was Martin Siordia of theSony Corporation. Siordia con-tinued the numerous activities ofthe LMA, adding sponsorship ofthe "Math Day" at the annualWBCA Carnival as well as spon-sorship of an environmental edu-cational program for high schoolstudents called "Project Del Rio."Under Siordia, the work of theLMA committees continued, anda successful golf tournament andLittle Theater benefit were heldin 1993.

Nick Quinn of Packard Electricwas elected as President of theLMA for 1994. Nick's very suc-cessful management of the LMAGolf Tournaments each year hadearned him the gratitude of theLMA membership. Under Nick'sleadership, the LMA planned forits 10th anniversary and invited

former U.S. Secretary ofEducation, Dr. Lauro Cavazos, tobe the featured speaker at theMay 20, 1994 celebration meet-ing. The activity received goodlocal support and publicity.

On April 15, 1994, theEnvironmental ActivitiesCommittee of the LMA held itsfirst annual EnvironmentalSymposium with over 85 inattendance. The Symposium waschaired by Ed Sherwood, andspecial guests of the LMA wererepresentatives from the six areahigh school, Laredo CommunityCollege, and Texas A&MInternational.

Elected LMA President for1995 was Haven Jenkins of theWeigand Division of EmersonElectric. Haven continued withboth the LMA committee struc-ture, and with another successfulgolf tournament, co-chaired byNick Quinn and Shawn Pallagifrom Parkard Electric. The LMAalso held its second annualEnvironmental Symposium onApril 21, 1995 with even a largerrepresentation of area highschools and colleges than previ-ous year.

In 1996, a relative newcomerto Laredo, John Malloy, waselected as President, and thenreelected in 1997. “Jay” Malloywas General Manager of ITTAutomotive in Laredo/NuevoLaredo. He convinced the boardto hire its first paidAdministrative Assistant in 1996.With the creation of a staff per-son, the organization was to

expand its activities and to pro-vide a focal point for informationto its members and the communi-ty. During 1996 and 1997, LMAfund raising was accomplishedthrough publication of its mem-bership directory, and throughits Annual Golf Tournament. As aresult of these funds, the LMApresented to Texas A&MUniversity the last $25,000. por-tion of a total contribution of$100,000.

In 1998, John Adams was elect-ed President, and was subse-quently reelected for the follow-ing year. John was a senior offi-cer with Banc One, but also hadextensive prior manufacturingexperience as well as being theauthor of several books on eco-nomic and historic issues. Johnrevitalized the Maquiladora armof the LMA through the leader-ship of Larry Shaw, PlantManager of Modine as whoserved as chairman of theMaquiladora Committee. TheLMA continued to support JuniorAchievement in Laredo, andawarded $10,000. in scholarshipsto local students in 1998. DuringJohn’s terms, he brought severaloutstanding speakers to LMAmeetings, and presided over theorganization’s 15th AnniversaryGala, with Lt. Governor RickPerry as the keynote speaker.

Al Poppitt, from DelphiCorporation, served as LMAPresident in 2000. Along with thenormal LMA activities, anexpanded LMA Symposium wasinitiated. The annual Symposium

was re-named as the “LMAAnnual Symposium—Manufacturing in Mexico Onthe U.S. Border”. Under the co-chairmanship of John Adams andEd Sherwood, the event attract-ed over 100 attendees during2000.

James Jackson, GeneralManager of Cives, was elected asPresident for 2001 and 2002. Jimguided the re-organization of theLMA, negotiating a partnershipwith Texas A&M International toprovide administrative services.David Cardwell, from TAMIU,provided the administrativeleadership, as well as serving asEditor of the monthly LMANewsletter. Also during Jim’sterms, he promoted the sponsor-ship of monthly LMA meetings atdifferent locations from the nor-mal Laredo Country Club venue.

Larry Shaw, Plant Manager ofModine, was elected as Presidentfor 2003. Larry presided oversuccessful golf tournament,membership drive, and the 10th“Annual LMA Symposium—Manufacturing in Mexico & Onthe U.S. Border”. Proceeds fromthe Symposium were donated tothe United High School’sEngineering Magnet School, andto Laredo Community College.During his term, a special 20thAnniversary Edition of the LMAMembership Directory was pre-pared, and the LMA’s 20thAnniversary Gala was held onMay 14, 2004, with “Red” McCombs, legendary Texas busi-nessman, as the featured speaker.

William Green, publisher tothe Laredo Morning Times,served as LMA President for2005-2006. Under Bill’s leader-ship the LMA strengthened itsorganization and activitiesthrough strategic planning. Healso moved the monthly meet-ings to the new Laredo EmbassySuites, with the hotel sponsoringthe cost of the breakfast sessions.He also oversaw successful golftournaments, the continuation ofthe Symposiums, and the LMAscholarships.

Serving in 2007 and 2008, TomWade, from Emerson Logistics,conceived and accomplished thesuccessful merger of the LaredoManufacturers Association and

the Laredo TransportationAssociation. This mergerbrought new synergies to theLMA’s many activities as well asincreasing membership. Tomalso spearheaded the establish-ment of a 24-hour, 7 day a weekinternational bridge schedule.This goal was accomplished as of2009, giving Laredo improvedlogistical efficiencies.

The LMA continues as avibrant organization, fundedcompletely by its members andsponsors, promoting the econom-ic growth of the Laredo area.

The Laredo TransportationAssociation (LTA) was estab-lished in 1988. The foundingmembers of the LTA were, JohnDuggan (GM), Tony Pelligrino(TSI), Poncho Velasquez (CityTrucking), Frank Vida (Brenco),Joe Azios (Brennen), Pepe Trevino(Southern Transportation), andDavid Topp (Penske Logistics).These charter members organizedthe LTA in order to present a uni-fied business group whenrequesting information orchanges from the local govern-ment agencies.

The LTA’s charter states thatthe goal of the organization is toinform its members of local, stateand federal issues that affecttheir businesses, and to workwith those government agenciesto assist them in making deci-sions that will affect their busi-nesses.

Throughout the 1990’s andinto the next century, the LTA’sleadership was involved in thedecision making process for sev-eral projects and plans that wereconsidered for Laredo. Theseprojects included the opening ofthe Colombia Solidarity Bridge,the creation of the LaredoHazardous Material ordinance,the increased police presence onI-35 to assist motorist in navigat-ing past the long lines of tractortrailers waiting to enter Mexico,the desire by the Texas

Department of Transportation(TxDOT) to create hazardousmaterial routes in Webb County,the expansion of the Mines Road,the building of a major intersec-tion at I-35 and the new BobBullock Loop, the new truckroute ordinances, the NAFTAimpact studies being done byfederal, state, and educationalinstitutions and the design andconstruction of the World TradeBridge. In 2000, one of the larg-er issues the LTA was occupiedwith was the proposed buildingof a truck inspection station atthe exit of the World TradeBridge.

In 1992 the City of Laredo andU.S. government opened theColombia Solidarity Bridgelocated 17 miles north of I-35 andMines Road. This was a big stepin the future of Laredo assuringits place as one of the largestland ports in the United States.At the time, the ColombiaSolidarity Bridge was the state ofthe art commercial port of entry.The LTA was present and com-mitted to being a supporter ofthe bridge. This bridge wouldeventually become one of thebusiest bridges between Mexicoand the United States, even withthe future building of the WorldTrade Bridge.

In 1994, President Bill Clintonsigned the North American FreeTrade Agreement with Mexico

and Canada. The signing of theNAFTA would put Laredo in theinternational spotlight. Laredo,being strategically located in oneof North America’s best tradelanes, would become the largestland port of entry along the U.S.and Mexican border, crossing bil-lons of dollars of commerce year-ly. Along with this notorietycame federal, state, and educa-tional groups, with inquiriesabout how the treaty was affect-ing the border community. TheLTA leadership and membersspent hundreds of hours explain-ing how the NAFTA was affect-ing the Port of Laredo and whateffects there were on the localcommunity as well as those onthe national level.

And, of course, with theNAFTA came the worldwidemedia. LTA leaders were heardworldwide describing howLaredo and the region were pros-pering with the implementationof the NAFTA. Local leaderswere also able to discuss infra-structure problems that werebeing caused by the increase intrade volumes with the mediawhich in turn brought federalattention and dollars to the area.

With a new local focusbeing placed on transportationissues, the city embarked ondevelopment of a hazardousmaterial ordinance. The leadersof the LTA worked as members ofthe ordinance development com-mittee and as presenters to thatcommittee.

The LTA participation in the

development of the ordinanceassured the city that there wouldbe little chance of preemption bythe federal government. Theresult was an ordinance thatworks for both the city and theindustry and meets the federalrequirements for handling themovement and storage of haz-ardous interstate cargo.

Along those same lines,TxDOT was exploring the possi-bility of creating a hazardousmaterial route along the CaminoColombia Toll Road. The LTAworked with TxDOT in creatingthat designation and signagealong I-35 which would leadtrucks with direct destinations toutilize that route.

Another issue of mid-90’s wasthe long line of trucks waiting toenter Mexico along I-35. Thesetrucks and trailers would cometo a complete stop on the high-way while awaiting MexicanCustoms to process trucks intheir lot located on the Mexicanside of the Lincoln JuarezBridge. At times this line wouldextend from the Lincoln JuarezBridge all the way to Shiloh road.This created a dangerous situa-tion for passenger car drivers asthe trucks would have to line upin the left (inside) lane of thehighway. The LTA was able toconvince the city to institute a$.50 increase in tolls per truck inorder to pay for the LaredoPolice to station units along thehighway to warn drivers of theparked trucks and trailers.

Also during this time, the city

and TxDOT worked together towiden the Mines Road from atwo lane roadway to a six lanehighway with bridges and fly-overs to assist the movement oftruck traffic. This project wassupported by the LTA which pro-vided valuable communicationsto those companies affected bythe construction.

In the late 90’s the city wasready to build the World TradeBridge. LTA members wereinvolved in the planning of thisbridge that has become the lead-ing commercial crossing pointfor freight entering and depart-ing the U.S. Along with theWorld Trade Bridge came themajor intersection at I-35 andBob Bullock Loop. The LTA andits members were again instru-mental in keeping members andother transportation companiesup to date on the progress of theproject as well as traffic diver-sion requirements.

Early in 2002 TxDOT beganexploring the possibility ofbuilding truck inspection sta-tions near the exit booths of theWorld Trade and ColombiaSolidarity Bridges. These inspec-tions stations were to be built toprovide a safety inspection forMexican trucks that would enterthe U.S. under the provisions ofthe NAFTA which had beendelayed by Congress. The LTAhad mixed emotions about thestations as there was the poten-tial for delay at the bridge headif the inspection process took toomuch time. The LTA, working

with TxDOT and the TexasDepartment of Public Safetyworked out a process that wouldnot require 100% inspections ofall vehicles entering the U.S. Theagreed upon process would onlyallow for full “DOT” inspectionsof a small percentage of trucksentering the U.S. or those thathad obvious visual violationswhen passing the inspectionbooth. Once a truck passed a fullDOT inspection, that truckwould not be subject to anotherinspection for 90 days. All truckswould be weighed using the lat-est “weigh in motion” technolo-gies. As of this time, only theColombia Solidarity Bridge hassuch an inspection station.

The LTA sponsored severalcharity events over this timespan. The LTA would sponsor anannual golf tournament atCasablanca Golf Course. Thistournament started as an evening9 hole event which eventuallygrew to a full day 18 hole event.The LTA was also the sponsor of3 different Truck Rodeo andTruck Driving Championships.These events tested the drivingskills of local truck drivers aswell as promoting safe drivingby truckers as well as passengercar drivers in the presence of abig truck The proceeds fromthese events were donated to theSacred Heart Children’s Home.

In 2007, the LTA merged withthe Laredo ManufacturersAssociation to create theLogistics and ManufacturingAssociation – Port Laredo.
