This order prescribed that “any student,teacher, professor, officer, or employee of aUniversities, Colleges or School who impedes,obstructs, prevents or defeats the right andobligation of a teacher or professor to teach thesubject, or the right of a student to attend hisclasses shall be subject to disciplinary actionwithout prejudice to the criminal liability of theoffender”.

This ordinance required allgraduating pupils in the elementary levelto take the National ElementaryAchievement Test (NEAT) in preparationfor the secondary course.
