PUBLIC SERVICE PERSONNEL POSTS
1. INTRODUCTION
1.1 This circular minute is issued in terms of the provisions in Part VIII, C.2 of Public Service
Regulations and in. this regard it is important to note that the Public Service is an equal
opportunity, affirmative action Employer.
1.2 The content of the circular minute must without delay be brought to the notice of all eligible
officers and employees on your establishment including the Districts! Circuit Offices! Service
Centres. All potential candidates who may qualify for the postls in terms of this circular minute
must be notified, even if they are absent from their normal places of work.
2. DIRECTIONS TO CANDIDATES
2.1 Application form Z83, obtainable from any Public Service Department with full particulars of
training, qualifications, skills, competencies, knowledge, experience (on a separate sheet if
necessary or a CV) and copies of qualifications and ID should be forwarded to the relevant

2.2 Applicants must indicate the reference number of the vacancy in their Z83 application forms.
2.3 Applicants requiring additional information regarding an advertised post must direct their
enquiries to the person whose name appears under each post.
2.4 Applications should be forwarded in time to the relevant address since applications received
after the closing date will not be accepted.
2.5 Faxed and e-mailed copies of applications will not be considered.

REQUIREMENTS
A relevant three year qualification in Information Technology/Information system or Computer Science.
Must have at least 3- 5 years middle management experience in Information Management and Analysis
environment. Highly developed database management skills and can demonstrate proficiency in: Microsoft
Access, Microsoft SQL, Microsoft Office Suite of products and SPSS (Statistical Package for Social Science), A
valid driver's license. Mathematics/Statistics as a subject at tertiary level is strongly recommended
KNOWLEGDE AND SKILLS
A good understanding of the South African Education System, legislation and regulations governing education in
general, and the Education Information policy in particular. A good understanding of the Public Finance
Management Act. Ability to work with Environmental System Research Institute (ESRI) products such as ArcGIS
for desktop and ArcGIS for server. Highly developed programming skills in Microsoft SQLand Hypertext Markup
Language (HTML). Information Security. Project Management Methodologies. Good verbal and written
communication skills. Good interpersonal skills.
KEY PERFORMANCE AREAS
Implement the provisions of the Education Information Policy. Manage all data collection activities, databases,
data warehouse, and data quality audits. Develop, implement and maintain policy on data management.
Prepare statistical reports. Prepare reports on various processes for management and the budget for the
directorate. Manage the EMIS technical call centre and develop and maintain the Business Intelligence System
(BI). Management and implementation of the South African Schools Administration and Management System
(SA-SAMS) and the Learner Unit Record and Information Tracking System (LURITS). Carry out and perform
