• Need to ensure continuous functioning of data link monitoring agencies. Solutions should address the following;

• - joint funding

• - security

• - resource management

• - consider if such solutions could be established under the ICAO administrative umbrella.

• Tightening up the requirements to operators to correct the problems identified by the monitoring agencies
