Broad effort for document development:• Meetings for document development: consultancies, drafting groups, topical working groups (total of 15 meetings)• Reference Group (5 meetings) to oversee consistency and coherence among the recommendations documents

Review process; open-ended• February 2010: Technical meeting: 70 experts from 40 countries and two observers• April – August 2010: 120 days review by all Member States• September 2010: Technical meeting related to the three Recommendations documents with participation of 91 delegates from 44 countries

Broad consensus for publication.
