Here’s a timeline for Florida’s Integrated Rapid Response Team’s recovery efforts for Hurricane Irma.

State EOC activates September 5, 2017

Over Labor Day weekend, the FLIRRT Coordinator (Summer Williams) received notice of Hurricane Irma’s track. The State EOC activated to a level 1 (full operations) on Tuesday September 5. This photo is the EOC main floor, Dr. Norman Arroyo-Llantin (Deputy FLIRRT Coordinator), Sara Wander (GIS Analyst), and Summer Williams (FLIRRT Coordinator). In the days prior to landfall, FLIRRT worked with GIS on preparing maps to collect data on assessments.

These are just two examples of food establishments that were damaged during Hurricane Irma. The JW Marriott in downtown Miami received flooding (DBPR) and this convenience store in Bonita Springs received major wind damage (FDACS)

FLIRRT activates September 11, 2017

Because fuel was an issue, we worked with DOT at the State EOC on gaining access to fuel stations for responders around the state.

A common issue with post storm is the amount of over flowing dumpsters. We suggest a locking dumpster to keep from trash picking adulterated food. Dr. Muktar actually received a call from IFAS about Winn Dixie needing more dumpsters. I then put them in contact with local landfill information provided by ESF-10 (DEP).

FDACS’ Incident Management Team was set up in the basement of the Conner Building. Pictured is the Planning Section. As assessments came in from strike teams, the planning section would input the information into a live GIS map.

GIS- what the SEOC sees (GATOR)

FDACS’ assessment map had a public interface that was available for view on GATOR. This allowed partners such as sheltering, business/industry, food distribution, and external affairs the ability to see what retail establishments were open for business. This year, ESF-18 (Industry partners) worked a lot with social media and webpages with self reporting on big box stores. This helped out our assessment teams tremendously.

FLIRRTing with Numbers FDACS- 5,560 assessments via phone and visits. 116 FDACS personnel deployed. DOH- 1,911 assessments (visits) with 20 staff in St. Johns, Monroe, Collier, Okeechobee, and Highlands counties deployed. DBPR- 14,860 assessments (visits). USDA- 567 assessments: 494 phone assessments and 76 on-site visits conducted by 17 investigators. FDA- 1,793 phone assessments. 85 personnel activated.

Total FLIRRT reported assessments: 24,691
