Introduction- Skill building could be seen as an instrument to empower the individual and improve his/her social
acceptance or value. The urban informal sector comprises a large part of the unorganized non-
agriculture sector. Low levels of education and skill in the unorganized sector workers have resulted
in their inability to access the opportunities offered by emerging markets. This underscores the
criticality of skills up-gradation for better livelihoods opportunities in urban areas.
As per live register of employment exchange of Tripura (updated 31-08-2013), total 3,08,004
people are seeking jobs. These huge numbers shows the immediate concern of bridging gap of
un/underemployment with employable skills matching with market demand. Distress Migration
from Tripura is also an immediate concern, where un/underemployed people are migrating because
of unavailability of jobs/ employable skills. This kind of migration is distressed and leads of
exploitation. Situation is alarming and needs immediate intervention.
National Urban Livelihood mission (rechristened SJSRY) is a scheme having component of Skill &
employability building of youth, who are un/under employed due to lack of marketable skills.
Underline objectives of the Component STEP-UP under SJSRY scheme (aligning with the
restructured & renamed mission for Urban Livelihood- National Urban Livelihood Mission –
Component - Employment through Skills Training and Placement (EST&P)):
i. Creating opportunities for all to acquire skills throughout life and especially for youth,
women and disadvantaged groups.
ii. Promoting commitment by all stakeholders to own skill development initiatives.
iii. Developing a high-quality skilled workforce/entrepreneur relevant to current and emerging
employment market needs.
iv. Facilitating the establishment of flexible delivery mechanisms that respond to the
characteristics of a wide range of needs of stakeholders.
v. Enabling effective coordination between different ministries, the Centre and the States and
public and private providers.
Rationale-
Employment Through Skills Training And Placement (EST&P) under NULM,will focus on
providing assistance for development / upgrading of the skills of the urban poor so as to enhance
their capacity for self-employment and salaried employment. EST&P intends to provide training to
the urban poor as per the skill demand from the market, so that they can set up self-employment
ventures or secure salaried employment.
Target Beneficiaries-
- urban poor subjected to occupational vulnerability
- Percentage of women beneficiaries shall not be less than 30 percent.
- SCs and STs must be benefited from the project
- 3 percent reservation should be made for the differently abled under this programme
- 15 percent of the physical and financial targets shall be for the minority communities.
- Special attention will be paid to the skill upgradation of vulnerable groups like beggars, rag
pickers, construction workers, destitute, etc.
Note- . There is no minimum or maximum educational qualification is prescribed for the selection of
beneficiaries under EST&P.
Scope of Work-
a. Training Provider may propose training program in any sector in which he has required intrinsic strength and can ensure fulfillment of the service delivery criteria. Training programs which propose to develop highly focused skills with limited employment opportunities should be avoided.
b. The minimum period of course for the training program should be 300 hours+ Soft skills
mandatory.
c. In addition to the formal training, the Training partner is also expected to impart soft skills like knowledge of spoken & written English language, personality development, motivation, short term apprenticeship with industry or potential employment provider, preparing trainees to face interviews,
d. Foundation Course should be provided in each sector for overall personality development of
Candidate to enable them to work .The modules may include soft skills like knowledge of spoken & written English language, personality development, motivation, Computer literacy, etc. If required, a special foundation course for women trainees can also be implemented in order to ensure 30% participation of women candidates
e. All physical facilities like classroom, equipment/instrument, etc. will be provided by Training partner. These facilities must be as per or better than the industry standards.
f. Training curriculum / content, methodology and training plan (both theory and practical) to be as per a recognized syllabus or a syllabus acceptable to the industry.
g. The qualifications and experience of trainers/knowledge experts should be mentioned clearly in the proposed strategy part of technical proposal
h. The Training partner will evaluate the training imbibed by the trainee and certify the same. A third party evaluation through NCVT/MES empanelled assessing body/ a body nominated by municipal council is also mandated. In addition to it, the Training Provider will be required to submit comprehensive monthly progress report on individual trainees.
Highlights of the frame work are as follows:
A minimum of 70% of the successfully trained candidates from each batch will be provided with placement/ employment. The candidates will earn minimum, minimum wages of the employment location

CHAPTER-II
GENERAL TERMS AND CONDITIONS
Minimum Eligibility- Any Registered Proprietorship / Partnership Firms / Private Limited /Public Limited Company / Registered Society / Trust / Association / Registered Educational Institution /University/ Govt.-Semi Govt. Institutions satisfying criteria as detailed as below:
1. Organization should have prior experience of providing skill training & Placement; 2. It should have minimum three years of existence; 3. It should have presence in any northeastern state/ have catered training of students of
Northeastern States; 4. It should have Turnover of at-least 1 crore average in last three financial year with positive
net-worth in any two of last three financial year;
Note-
1. Consortiums are allowed, any/both partner should meet all minimum eligibility criteria mentioned above;
2. Group Company can also apply, but all the eligibility conditions should be fulfilled;
