Now the Big One!

Turning Point ASTCross Referenced Against Transport White Paper:

•Reduce the barrier effect of the Inner Ring Road (60-61)•Improve interchange and access to PT and PT Info (49-53)•Integrate with NET Line 1 (49, 51)•Re-allocate road-space for buses (42, 59)•Re-allocate road-space for pedestrians and cyclists (60-61)•Improve management of loading/unloading (73)•Extend Clear Zone principles (61)•Reduce general traffic movements (34)•Co-ordinate with bus operator service re-casting (51)

Did It Work?

The Turning Point:

•Received Provisional Acceptance December 2002

•Received Full Acceptance December 2003

•Advanced Funding and Works Started January 2004

•Now Operational and Receiving Wide Support

(including from DfT!)

What’s the Problem with Appraisal?

•Economics continue to be the key focus in transport scheme appraisal

•The economics are based on modelled outputs and arbitrary/meaningless values of time

•The whole premise is that the time savings will somehow translate into more production and an increased GDP

(These are not necessarily the views of Nottingham City Council!)

What Then?

Appraisal should focus on:

•Wider economic benefits – retail performance, employment and agglomeration benefits

•Social inclusion – accessibility v mobility

•More diverse non-transport related indicators

Final Gripe!
