Use brackish groundwater from a seawater barrier protecting the Salinas Basin, to create potable water for the peninsula

Use vertical and slant wells avoiding open ocean intakes

Discharge brines within Ocean Plan regulations because brackish sources are less salty than straight seawater

Solve the regulatory and hydraulic problems in the Carmel River, Seaside Groundwater Basin, and Salinas Groundwater Basin

Use off-grid power from bio-digested waste from the landfill
